A new coat of paint is being giventhe Alden Besse, which will make herlook better anyway. The story thather hull Is rotten is not borne out bythe facts, and was started by the dis-contented crew which left her here.As the Besse has a false bottom, putin her when she was owned by Japa-nese, she is probabbly stronger thanthe average vessel of her age.

But what's the use? It seems idle to talk real economy to a
legislature or a county board of supervisors in these islands.
The intelligent men in such bodies arc always in the minority ;
people whose knowledge of financial matters have never let
them get five dollars ahead of the hounds personally arc al-
ways in a majority The ideals which arc voted down areinvariably the ones that have reason and common sense behindthem; those that are voted in are invariably the ones sug-gested bv appetite and thriftlessncss. Advertiser.
This is very incorrect. It is simply the ever repeated criticism ofeverything that savors of Here, tnc long campaignfor disfranchisement of most of the people here. It is just as severecriticism as might be passed upon a legislature that was running amuckwith graft and making itself a spectacle of incompetence. Yet thefact is that the present legislature is making a splendid record foreconomy; there is no justification for any such statement as that theintelligent members are in a minority, and the statement that ideals
according to tenor or purpose.

having common sense and reason behind them arc invariably votccidown is unjust and absurd- - Notwithstanding the fact that three legis-latures in succession, counting this one, have made creditable records,notwithstanding our present status which shows a tax rate lower thanthe average for America and a public debt far less than many of themost intelligent communities in the country, notwith-standing the fact that there are on every hand splendid results of pub-lic work on under local control, ignoring everything goodthat shows in the record and seizing eagerly upon everything that isa bit off color, our morning newspaper loses no chance to give the im-pression that this is a graft-ridde- n community, struggling almost help-lessly in the hands of thieves and incompetents and only to be savedby having popular suffrage taken away. This, we repeat, is all wrong.Hawaii is doing very well indeed. We have our little teapot tempests,our political rumpusses which to many do no't seem worth while, andthe Grafter and the Lobster arc withother community and will be till thecommunity in America where a big

than it does here and none where folly 111 legislation is more quicklysat upon. The Advertiser's own columns show that so far every foolscheme that has come up in the present legislature has been sat uponmore quickly than Congress itself could have done it- - And economyhas been the ruling motto. Why then constantly repeat the the chargethat all our legislatures are simply gatherings of a majority of graftersand fools?

usother purely local problem. It is agreed that the present liquor lawis a most excellent one. To whom is the credit due? Was it not en-acted by the people of the Territory and endorsed by them? Isn'tthis law, which is a development of popular suffrage here, a betterone than even the former missionary government was able toestablish? Many there arc who thought that if such a matter wasplaced in the hands of lawmakers elected by universal suffrage, theresult would be general demoralization. But what does the recordshow? A stricter law than we had before! If various reformers aswell as their newspaper, would only credit the people with their due,and give up the notion that all the virtue in the land is concentratedin a few eager organizations, they would gain political strength andbe in no danger of losing any important battle. As far as the liquorquestion is concerned, we doubt vcrv much Ihc advisability 0f enactingprohibition here, but if it should be regarded as a gSod plan we ven-ture the opinion that an able political managqr'couldf quite easily carrythe day in these islands ' for' Prohibition.
. One of the complaints of the liquor interests has been that theirinvestments were constantly jeopardized by changes in the law. Nowtnc islands have a law on which the temperance agitators appear will-ing to rest and it is the liquor men who are reopening the whole cam-paign. No perfect law or system can be expected, but the fact is thatme present law, despite faultssome which the liquor men propose topoint out. has greatly improved conditions. The schemes suggested bysome, of allowing applications for licenses to be submitted to a courtor injury, or to boards of supervisors, ought not to receive serious consid-eration. They would simply kill the whole scheme of control andregulation.
The outlook for the new liquor law is that it will pass in the Sen-ate nit not 111 the House. It might even pass the Senate over a veto,but there is at present little chance of a two-thir- majority in thellmisc. 1 here is not even a majority in sight.
. The Supreme Court has pointed a way to one bit of economy ateast Its deciwon that the county treasurer must be his own auditor,must decide for himself whether warrants are all right before lie pavsthem, no matter if the auditor has certified to them, naturally suggestsa consolidation of the two offices- - Why not combine these bureaus?
"Servia continues the mobilization of her forces," says the cable.Soon Austria will probably want an explanation, and will ask thelowers to intervene and stop it. Then look out for trouble. Thelong-await- ed explosion in the Balkans seems to be near.
The defeat of the ship subsidy in the House by three votes is verydiscouraging to Hawaii.. But it shows a very important growth of
