This was achieved with a record number of learners sitting the exam – 149 against 137 the previous year and 91 in 2013. Of the 149 learners who wrote the 2015 matric exami- nations, 137 passed. Most of the 14 who failed qualified to write supplementary exams. Principal Kuselwa Nopote said the quali- ty of the results had also improved dramati- cally with 49 of the successful candidates achieving a bachelors pass qualifying them to further their studies at university, while a further 55 (37%) achieved diploma passes enabling them to further their studies at ter- tiary level. Eight years ago when the Rabie Property Group adopted Sinenjongo as the major ben- eficiary of its corporate social investment programme, there were 34 matriculants against 180 learners in the younger grades. Rabie sponsors, among other things, the salaries of five additional maths and science teachers as well as a number of programmes at the school aimed at increasing proficien- cies in English, maths and science. “We initially concentrated on lifting the pass rate but in more recent years the school has really worked hard at retaining more and more learners within the system and is making huge strides in this regard, which is extremely pleasing,” says Maggie Rowley, communications manager at Rabie. The top learner at Sinenjongo for 2015 is 17-year-old Sinoxolo Cotyi who achieved seven distinctions. Sinoxolo, who has been awarded a full bursary by MasterCard, has been accepted for a BSc degree at the Univer- sity of Cape Town with his sights firmly set on becoming a forensic pathologist.

Rehearsals for ‘He’s Alive!’Passion Play Ministries will host openauditions for their next production of He’sAlive in Milnerton on Saturday 16 Janu-ary. The production is a dramatic repre-sentation of the events surrounding thedeath, burial and resurrection of JesusChrist and will be staged at the BellvilleCivic Theatre from Tuesday 29 March.

A school is just as good as its staff.So says Paul Besener, headmaster for Mil-

nerton High School, which achieved a 100%matric pass rate for the 12th consecutiveyear.

“If you have the right teachers, every-thing else will fall in place. It is about thecorrect structures and the teachers func-tioning in those structures,” says Besener.

The results showed a marked improve-ment in the number of Bachelor passes(78,1% with 153 of the 196 candidates achiev-ing university entrance). Subject averageswere outstanding with 15 out of the 20 sub-jects achieving averages well above 60% –Dramatic Arts (78,4%), Tourism (75,5%),Mathematics (61,2%), Physical Sciences(63,7%), English (67%), Visual Arts (70,5%)History (73,1%), Geography (69%), Design(65,2%), Afrikaans (62,9%), Portuguese(70%) and Mathematical Literacy (71%).

The school also boasts 214 subject distinc-tions, with 29 learners with averages above80%.

The top five learners are Danielle Gardin-er (7 As), Ayesha Salie (6 As), Megan Willi-ams (7 As) and Anesuishe Nyanjowa (5 As).

The success story for 2015, says Besener,has to be Jonathan Amler with an averageof 82% (5As) which was a remarkable im-provement after working consistently

throughout the year. He achieved 88% inEnglish, Business Studies and Tourism and

84% and 80% in History and Life Orienta-tion respectively.

RResidents are reminded that level 2 wa-ter restrictions were implemented on1 January by the City of Cape Town.

Consumers will be charged according toa tariff designed to be approximately reve-nue-neutral when applied to the 10% re-duced consumption levels of an average us-er. If a resident uses 24 kl of water in amonth, this would cost them R294,62 underlevel 1 conditions. However, under level 2conditions, 10% less water (21.6kl) will nowcost approximately this much. The sameamount (24kl) will now cost R344,75. Thisis to encourage water saving.The increases have been calibrated tohave a smaller impact on small domesticconsumers and households that use waterefficiently. Customers who use largeamounts ofwaterwill face larger increases.The tariff is designed so that the price per

kilolitre of water goes up once the resi-dent’s monthly use exceeds certain levels.The restrictions include:. Watering (with drinking water from

municipal supply) of gardens, flower beds,sports fields, parks, lawns and other openspaces are allowed only on Tuesdays,Thursdays and Saturdays for a maximumof one hour per premises either before 09:00or after 16:00. This includes watering withbuckets or automated sprinkler systems.

. No watering will be permitted within24 hours of rainfall that provides adequatesaturation. Facilities or customers makinguse of bore-holes or other sources are notexempt from this.

. Watering of gardens, parks and openspaces with alternative water resourceslike bore-holes, well-points, grey water re-used, treated effluent water, spring waterand rain water harvested, should only bedone before 09:00 or after 16:00 onTuesdays,Thursdays and Saturdays.

. If alternative water sources are util-ised, all customers must ensure that theydisplay appropriate signage clearly visiblefrom a public thoroughfare.

. Special users (such as golf courses andschools) and residents can apply for exemp-

tion by emailing an exemption application toWater.Restrictions@ capetown.gov.za.

.No automatic top-up systems are allowedfor swimming pools. It is recommended thatall swimmingpools be coveredbyapool coverto avoid evaporation when not in use.

.Ornamental fountains andwater featuresare to be operated only by recycling water.

. Washing of vehicles (including recrea-tional vehicles and watercraft) is only al-lowed with hosepipes fitted with automaticself-closing devices, or with waterless prod-ucts. Informal car washes are to use onlybuckets and not hosepipes.

.Nowashingorhosingdownofhard-surfa-ceswith drinkingwater froma tap is allowed.

. Residents are encouraged to replace alltaps, shower heads and other plumbing com-ponents with water efficient parts or technol-ogies.

The amount of alcohol confiscated onbeaches skyrocketed this season.

The City of Cape Town’s enforce-ment staff confiscated almost 16 796 bottlesof alcohol from beachgoers, a marked in-crease in the volume of alcohol seized com-pared with the same period last year, whichsaw 10 280 bottles confiscated.

Nearly 40% of all confiscations took placein the City’s Area East, which covers beach-es between Gordon’s Bay and Monwabisi.Over 6 600 bottles were confiscated frombeachgoers in this area.

Beachgoers in Sea Point and the beachesfrom Hout Bay to Muizenberg had 5 400 bot-tles confiscated.

Visitors to beaches from Strandfontein toWolfgat accounted for just over 2 500 bot-tles.

The possession and consumption of alco-hol on beach areas is not allowed and offend-ers can get a R500 fine, says JP Smith, may-oral committee member for safety and secu-rity.

“The rate of alcohol confiscations is sim-ply astounding. It’s no secret that alcohol isnot allowed on our beaches and the fact thatso many people continue to do it, speaks vol-umes about their lack of regard for the lawand their fellow residents,” he says.

Over a dozen drowning incidents tookplace on local beaches, compared to threelast year, says Richard Bosman, the City’sexecutive director of safety and security.

“The number of drowning incidents is ex-tremely disconcerting. To be fair, the beach-es have been much busier than usual, butthis is not a statistic that sits well with us.

“We have noticed that people are visiting

beaches after hours when lifeguards haveleft for the day and unfortunately therehave also been a number of incidents wherebathers have ignored safety warnings andgone swimming in unsafe areas. Drinkingon the beaches and unattended minors alsoplayed a role.”

Soaring temperatures have seen an in-crease in the number of beachgoersthroughout the season, says Bosman. “Weusually see a massive spike in visitor num-bers to the beaches on priority days like theDay of Goodwill and New Year’s Day, butthis season the numbers were consistentlyhigh because of the hot weather and extend-ed holiday weekends.”

Elsewhere, enforcement agencies andother City departments dealt with a raft ofevents, including New Year’s Eve celebra-tions, the Newlands cricket test and theKlopse and Cape Malay Choir events.

“We even had to reunite 259 children withtheir families on a single day – one who wasmissing for four hours,” says Bosman.

City warns against pests and diseaseThe ongoing summer heat and high tem-

peratures can lead to an increase ofheat seeking pests and disease.

This is according to the City of Cape Townwho issued a statement last week warningresidents to be cautious.The health directorate says the continu-

ous heatwave experienced last week untilnow is providing a perfect breeding groundfor pests such as flies, rodents and germs.They therefore appeal to people to help

prevent infestation or the spread of illness.While thewarmermonths generally bring

an increase in the presence of pests like fliesand rodents as well as an increase in casesof diarrhoea, the consistently high tempera-tures experienced so far are likely to exacer-bate the situation, the City says.

Good housekeeping and personal hygienehabits, they say, can however counter thethreat of infestation or illness.

Manage waste betterResidents can help build a healthier com-

munity by employing some waste manage-ment practices. This includes sealing wetkitchen waste in plastic bags before dispos-ing of it in your bin or black bag, storingthese bags or bins in a cool place, keepingbins closed, washing and disinfecting yourbin after every removal, keeping refuse bagsout of reach of animals, collecting and dis-posing of animal faeces on a daily basis, notlittering and to not dump in open spaces.Flies are often the biggest problem. A sin-

gle female fly can lay up to 600 eggs in organ-

ic or decayingmatter suchaswet foodwaste,compost heaps or animal faeces from whichmaggots hatchwithin 48 hours. Themaggotsthen pupate and the adult flies emerge. Fliesspread diseases such as dysentery and gas-troenteritis so food should be covered wher-ever possible, the city says.“Effective waste management is key to

minimising the presence of flies, rodentsand bugs that may pose a health risk. It isimportant to be more conscious of how wearedisposing of our foodwaste inparticular.Simply throwing the waste in the bin is notgoing to solve the problem.We need to thinksmart in order to keep our living spaces pestand germ free,” says Siyabulela Mamkeli,Mayco member for health. “Washing handsis another important element to curb the

spread of germs and illness and it amazesmehow many people still view washing theirhands as an option instead of a must.”

Children at high riskHe adds: “We are heading into our peak

diarrhoea season.Weknowbynow that chil-drenunder the age of five years aremost vul-nerable and unfortunately we see a numberof deaths every season. Given the on-goingheatwave, I am extremely concerned and ap-peal to parents to keep themselves and theirchildren hydrated at all times. The additional interventions to helphomeless people over the festive sea-son will run until the end of January.

The City of Cape Town’s street people re-integrationunitwillwork closelywith cen-tral improvement districts and other orga-nisations to reduce the number of peoplemoving to the streets, as well as antisocialbehaviour such as aggressive begging.The project will focus on the city centre,

Bellville, Parow, Green Point and Muizen-berg, with the aim of reducing the numberof people living on the street through tar-geted interventions like screening people,distributing information about City pro-grammes and resources, referrals to socialand health services and reintegration withtheir families.

More street people in festive seasonIt follows a pilot project in the city centre

in December 2014, which also signalled thelaunch of the City’s reintegration unit. Theinitial deployment focused on a number ofareas such as Greenmarket Square, St Ge-orge’s Mall, Long Street and the Grand Pa-rade. The team identified a number of chal-lenges, including many street people andbeggars caught in the grip of substanceabuse, street people selling donated food tolocal vendors for cash, an unwillingness toaccept help andmembers of the public whoare unaware of the City’s “give responsi-bly” campaign, says Suzette Little, mayor-al committee member for social develop-ment and early childhood development.“We have daily interventions aimed at

assisting street people, but the festive sea-son does see an increase in people migrat-ing to the streets – whether for potentialeconomic gain or because of family andother social reasons. As with any othercity, we’re caught in the unenviable posi-tion of managing the rights of street peopleand those of the rest of the population.Street people cannot, and should not, bemarginalised, but nor can we ignore thedaily complaints fromacross the city aboutthe impact street people have on the livesof others,” she says.

Hand­outs becoming a huge problemThe reintegration unit facilitated a re-

turn home for 85 people in its first threemonths of operation.“We also have a number of preventative

programmes that are being run in commu-nities to prevent more people from endingup on the streets. It is hard work, becauseall our interventions are voluntary. Wecannot force anyone to accept our assist-ance. Some prefer the lure of the streets be-cause they don’t have to account to anyone,but also because it is profitable thanks todaily hand-outs.“I really wish the public could begin to

appreciate how damaging the street cornerhand-outs are to our efforts and also thelives of the recipients,” Little says.

I’m so glad we now have a“grand plan” for traffic,whatever it might be, but itwould be much simpler,quicker and cheaper to se-quence traffic lights properly.

Well functioning, sequencedtraffic lights are found over theworld, set so that drivers don’tneed to stop and start all thetime. There are even signsindicating at which speed totravel to take advantage of agreen light sequence!

Other good traffic flow toolsare applied to avoid clogging ofroads as much as possible. It’snot only very frustratinggetting every robot on red,irrespective of what speed youdrive; it wastes fuel and coststhe motorist and the countryexcessive amounts of money.

The latest harassment thatmotorists experience in theCity centre at intersections arethose ‘green men’ appearingafter every second lightchange. Not only do pedestri-ans not care what colour thelight is; they cross when itsuits them, but after hourscars have to wait at the redtraffic light like idiots waitingfor non-existing pedestrians toturn up. It’s a hindrance to thetraffic flow, but then propertraffic flow has never been inour traffic management’svocabulary.

Traffic management will ofcourse say it’s not possible or‘not so easy’ to sequence trafficlights, yet it seems to me thatthey are often sequenced onred just to frustrate themotorist, as no other explana-tion comes to mind. To se-quence traffic lights along anyroad with current computerisa-tion should be no problem atall – not when we are sendingpeople into space and satellitesto Mars. It’s more a case ofeducating our traffic manage-ment in up-to-date technologyand implementing such, notletting the motorist suffer,what often seems to be on

Social racism:time to startreconsideringThe last few weeks of comments sharedon social media have shown us thatracism is still alive and well in SouthAfrica.

While some may claim that racialtensions are a complex problem made upof skewed history books, cultural differ-ence, class systems and generations ofindoctrination, none of these pointsprovide any reason to treat anotherhuman being with disrespect.

Science has shown us that on average,humans share 90% of their DNA withother humans with only 10% distinguish-ing one population or race from theother. Archaeologists have shown us thatbroadly speaking, we all share the sameancestors. At our very core, we are allmade up the same. In fact, pigmentationis merely the result of humanity’sadaptability and the body’s response toultraviolet radiation.

Further investigation shows that darkercomplexions were developed in thetropics, closer to the equator, where thereis more need for protection from harmfulsun rays. Why then, would this be anyreason to treat anyone any differently?Others say that racial belief structureshave been passed on through generationsand would be impossible to change.

Cognitive psychology however hasshown us that with a little work, it isindeed possible to change thoughtpatterns. Perhaps it is time to startreconsidering the way we see the world,and to start changing our thoughtpatterns accordingly?
