To honour her memory, the upcom-ing Kraaifontein Prestige PoliceAwards will be dedicated to slain

policewoman and mother of one, Non-kululeko Majuba.

Majuba (35), a constable at the Kraai-fontein police stationwas allegedly shot deadby her boyfriend, Mane-ne Binza, a constableposted at the FlyingSquad. The tragedy un-folded at her home inWallacedene shortly be-fore midnight on 26May.

“The couple did notlive together, but he vi-sitedher that night. Thecircumstances aroundthe shooting are notclear, but after theshooting he immediate-ly called her sister tell-ing her to come over as‘something terrible’had happened. Binzathen left the scene andwent to his brother’s house in Good-wood where he lived, and shot himself,”says police spokesperson LieutenantThembi Gwe.

The motive for the killing is still un-known at this stage but the case hasbeen escalated to the Independent Po-lice Investigative Directorate for fur-

ther investigation.“We will never really know the rea-

sons behind this tragedy but can onlyassume that is was related to domesticissues. I worked very closely with herand she never complained about any is-sues at home and no previous incidentsof domestic violence were ever report-ed,” says Brigadier Gerda van Niekerk,

station commander atKraaifontein police.

Van Niekerk hailedMajuba as a brilliant po-lice officer, whose deathis a loss to the service.

“Together with herpartner ConstableThomas they made 915arrests during the lastyear.Theywerea formi-dable team,” says VanNiekerk. For this workMajuba will also post-humously receive thisyear’s award for BestPoliceman at the Kraai-fontein police station.

Majuba’s remainswere transported lastweek to her home townLady Frere in the East-

ern Cape where she will be laid to reston Saturday.

A memorial service will be held at theLofdal World Conference Centre in theOkavango Business Park in Brackenfellat 11:00 today (Wednesday).

A quick thinking cash-in-transit guardfoiled an armed robbery at CapeGate Shop-ping Centre on Monday morning.Erica Crous, spokesperson of the Brack-

enfell police says the incident occurred justbefore midday at one of the service entran-ces at the back of the centre.“Three armed robbers overpowered the

centre security guard who was about to un-lock the door from the inside to allow thecash-in-transit personnel to deliver moneyat a bank inside the centre,” she says.The centre guard was then forced at gun-

point to open the door for the cash-in-tran-

sit guard.“Within seconds of the door opening, the

guard from the cash-in-transit companysurmised the situation and ran away.Whilst doing so, he managed to fire fiveshots at the robbers who returned fire withthree shots before fleeing through the un-derground parking area without the mon-ey,” says Crous.No-one was injured in the shooting and

police scoured the scene for evidence after-wards.Crous says the getaway car has not been

identified as yet, but police are checkingcentre surveillance cameras.A case of attempted armed robbery is be-

ing investigated by the Hawks.

She does justice to the coveted title ofthe South African Police Service’sWoman of the Year.

For Lieutenant Thembi Gwe, coordinatorof the Community Outreach Project at theKraaifontein police station, going beyondthe call of duty is second nature.The aforesaid SAPS award was bestowed

on her after she reached out to a 13-year-oldorphan girl who was raped in the EasternCape. Gwe was stationed in Port Elizabethbefore she relocated to Cape Town.“My heart went out to this girl and her

brother who were exposed to crime at sucha young age,” she says.With the necessary intervention Gwe

managed to assist themwith themuchneed-ed material and social support, even help-ing them to build their own house.Closer to home she recently transformed

the life of another young girl in Bloekom-bos.

“This girl was only four-years-old whenhermother died. Thewhereabouts of her fa-ther is unknown and she ended up livingwith her unemployed grandfather. Noweight, we received complaints that she wasbeing abusedbyhimand launchedan inves-tigation,” she says.Gwe says it was later established that al-

though the child was not being abused, hergrandfather was too old to provide her withthe necessary care.“She was not in school yet and the right

rearing was lacking,” she says.Gwe, after speaking to the school princi-

pal, ensured that she was enrolled at the lo-cal school and purchased her school uni-form and stationery out of her own pocket.“Iwanted to seeher get aneducation.This

was critical,” says Gwe, who also got thewheels in motion to have the girl legallyplaced with a foster mother who had al-ready partially taken care of the girl.“I will continue to monitor her progress

and am hopeful for this child to have ameaningful life.”

Victim shot in the legKraaifontein police are searching for asuspect in connection with a case ofattempted murder in Bloekombos.On 30 May, about six people were

fighting outside the victim’s house. “It isbelieved that the victim went outside tointervene when he was shot in the leg byone of the men,” says Lt Thembi Gwefrom the Kraaifontein police.A case of attempted murder has been

opened and the investigation continues.


Over 500 children were fingerprinted,weighed and measured at the Pick n PayHyper on Saturday morning as part of achild protection drive by the Brackenfellpolice.“I thoughtmy gutswere going to fall out

as panic took over,” says Dessie Rechner,founder of the Pink Ladies when descri-bing her state of mind on the day hergranddaughter went missing in a shop-ping centre.Fortunately her grandchild was later

found hiding in a changing room, but thisgrim experience prompted Rechner tostart the “MyLittle Fingerprints Project”,in conjunction with the South African Po-lice Service two years ago.“With this project we fingerprint chil-

drenandcollate all thenecessary informa-tionneeded to quicken a search in the caseof a child going missing,” she says.The information sheet with the prints,

complete description of the child and a re-cent photo are then kept in a safe place byparents.Rechner added the number of unidenti-

fied deceased children who are found andburied without names is astounding.“The sooner information is dissemina-

ted the better the chance the child will befound. And in the unfortunate case wherea child is found deceased, the fingerprintscan then be used to identify the child andbring closure to their families,” she says.Neither the Brackenfell Police or the

Pink Ladies provided local statistics, butaccording to informationprovidedbyMis-sing Children SA, 89 children were repor-ted missing to them in the Western Capebetween 1 June last year and 31 May thisyear.Only 68 of these childrenwere found.“These numbers are based on cases re-

ported to them and do not reflect all thecases reported to SAPS,” read a press sta-tement issued by the organisation lastweek.“According to the Missing Persons Bu-

reau, a child goesmissing every fivehoursin our country. In 2013 they recorded 1 697cases of missing children reported to theSouth African Police Service. Our case lo-

ad increases every year – not necessarilyonly because more individuals go mis-sing, but also becausemorepeople becomeaware ofMissing Children SA and the ser-vice we render,” it was stated.Reasons children are reported missing

are categorised. Runaways account for45%, parental abduction for 1.2%, stran-ger abduction for 0.85%and confirmedhu-man trafficking for 0.42%.General or unknown reasons account

for the most.“On a daily basis we are striving to

make more and more people aware of thereality of human trafficking. We are suremore cases reported to SAPS as well as toour organisation are because of humantrafficking, but at this stage it cannot beproven.“According to the International Labour

Organisation it is estimated that 1.2 milli-on children are trafficked each year. Fur-thermore, 32 billion dollars’ profit is gene-rated annually from human trafficking,”Missing SA stated.

“Ek glo God gaanmy gesondmaak.Ek gaan nie sterf nie! Met ’n nu-we baba op pad het ek nog te veel

dinge om te doen,” sê Anneline van Ree-nenmet ’n onwrikbare geloofwat die hareop jou arms laat regop staan.

Met net ’n week oor voor haar vroeë be-valling het ondersteuners uit alle oordevan die stad Sondagoggend inBrackenfellbymekaar gekom om vir Anneline ’n ver-rassingsooievaarstee te gee.

Die 36-jarige ma van Kuilsrivier se sto-rie het die harte van Suid-Afrikaners aan-gegryp.

Sowat tweeweke terughet sy, sesmaan-de swanger met haar vierde kind, ontdekdat sy terminale kanker het.

Dokters het ’n doodsvoorspelling gefel– sy het net drie maande oor om te leef,’n realiteit wat sy weier om te glo.

Ingesink“Dit het nog glad nie by my ingesink

nie. Ek weet die dokters doen hul bes,maar net God weet wanneer elkeen vanons se lyn getrek word ... en my tyd is nognie hier nie,” het sy gesê.

“Ek beskou hierdie moeilike tyd as netnog ’n lewensituasie waardeur ek moetgaan en wat van my net ’n sterker mensgaan maak.”

Hoewel sy tans meestal bedlêend is en

in baie pyn verkeer, is Anneline baie op-gewonde oor die koms van haar seuntjie.

“Hyweeg al 680 gramen is 100%gesond.As dokters Donderdag besluit sy longe-tjies is sterk genoeg, sal hy teen volgendeweek op 27wekemet behulp van ’n keiser-snee gebore word,” sê sy.

Anneline glo dat die klein seuntjie ’nwonderwerk is.

Nadat sy verlede jaar in November metkanker gediagnoseer is, is nie-kwaadaar-dige gewasse van haar baarmoeder ver-wyder en is een van haar eierstokke ver-wyder.

Daar is vir haar gesê dat sy nooit weersou swanger word nie, net om ’n maandlater die teendeel uit te vind.

In die weke daarop het sy die verwoes-tende nuus ontvang dat ’n aggressiewekanker baie vinnig na haar rugwerwelsversprei het en dat sy nie haar volle 40week-swangerskap sal oorleef nie.

“Maar ek was vasberade om lewe teskenk aan die baba.”

Dokters kon gevolglik nie voortgaanmet bestraling nie en sal moet wag tot nádie bevalling.

Haar 12-jarige dogter Enya sê haargrootste hoop is dat haarmamma “oukei”sal wees.

Hoewel sy nie ten volle die implikasiesvan die kanker begryp nie, weet sy dat“iets vreesliks” dalk kan gebeur.

“Kanker maak jou baie siek en ek is sobang datmymammadalkmoet teruggaan

hospitaal toe en dat my bababoetie tevroeg uitgehaal moet word,” het sy aanTygerBurger vertel.

OoievaarsteeAmpie Fourie, stigter van Ribbons4Ro-

ses, die organisasie wat die ooievaarsteegereël het, sê die doel van die geselligheidwas om die koms van Anneline se nuwebaba te vier. Die tafels was gepakmet sak-ke vol babaklere en -benodigdhede.

“Ons wil saammet haar lag, die dag ge-niet en haar ondersteun,” sê sy.

’n Groep motorfietsryers, die Hell Ra-zors van Brackenfell, het ook hand byge-sit met ’n finansiële bydrae.

Die familie dra tans swaar aan mediesekostes met Anneline se medikasie wat totR5 400 per maand beloop.

“My mediese fonds betaal nie vir allesnie.”

Sy en haar man, Rudi, ’n passer-en-draaier en tans die enigste broodwinner,moes noodgedwonge ’n ruk terug by haarma intrek as gevolg van finansiële nood.

“Ek kan nie glo hoeveel ondersteuningekvandie gemeenskapkrynie.Daar gaannie ’n dag om wat mense my nie onder-steun nie.”V ’n Faceboekgroep, Gebed vir Anneline van Reenen, is intussen deur ’n vriendin gestig waardeurondersteuners skenkings kan maak.

Uit die terugvoer van die kinders blyk ditdaar word in 31% van die huise een of meerapparaat benodig – onder meer ’n stoof, ys-kas, ketel en mikrogolfoond.

Byna 30% van die kinders het aangeduidat daar by hul huise stukkende toilette,wasbakke, geisers en deure, gebreekte rui-te, lekkende dakke en plafonne en foutieweelektriese bedrading is.

Ander vra dat hul huise geverf moetword. Van die kinders en hul gesinne blyin ander mense se agterplase in opslaanhui-se.

A would-be burglar lay hiding under a resi-dent’s bed while security guards weresearching the house for the culprit.

This was reported by the District Groupafter the man tried to burgle the resident’shome in Welgelegen last Saturday.

“The resident (a woman) phoned in at12:35 to report that someone was in herhouse while she was home,” Gawie Venter,

a spokesperson for the security company,toldTygerBurger. Anofficer of theirs attend-ed the call within five minutes and was as-sisted by others shortly, Venter said.

At first inspection, the officers searchedand cleared the house. On inspection theyfound the suspect had gained entry into thehome through a side window that had beenbroken. Venter said the resident confirmedher purse had been stolen.

Officers found a backpack and some cloth-ing on the scene. After some enquiries the

items turned out to be similar to those ofsomeone who had broken into a securitycomplex in Plattekloof that very morning.

“(That) suspect was arrested, but the po-lice just dropped him at the police station,”Venter said. “As our officers were leavingthe scene, the resident phoned in again andsaid she could see something was movingunder her bed.”

Venter said the responding officer ranback inside, turned the bed over and foundthe suspect hiding underneath. “He was de-

tained while the police were summoned tothe crime scene to take the suspect into cus-tody,” Venter said. “As the suspect was be-ing loaded into the police van, (our officer)noticed sports equipment and a radio lyingat the back of the van.

“The suspect admitted to having stolen itout of a vehicle earlier that day. (Our officer)suspected it was the same vehicle that hadflagged him down earlier that day.

“He took photos of the goods and trackeddown the owner of the vehicle,” Venter said.

No arrests have been made yet in the armedbusiness robbery that took place in Bel-mont Park last week and the Kraaifonteinpolice have now turned to the communityfor help.

The six armed men hit a shop on the cor-ner of 9th Avenue and Station Road lastThursday.

“Two of the suspects walked into the shopand pretended to be customers, while theother two followed and threatened the ow-ner at gunpoint. Two more waited in thegetaway car outside the shop,” said Lt Tem-bi Gwe, spokesperson at the station.

The men took an unknown amount ofcash, cigarettes and airtime and then fledthe scene with a white polo.

“Any information that may lead to the ar-rest of this gang is requested,” she said.

I have been reading the articleby Desiree Rorke about thepolice officer at Brackenfell(“Cops enforce by-laws innorth”, TygerBurger, 27 May).While I congratulate the officerwho dealt with overly loudmusic next door I cannot saythe same about getting anythingdone to enforce the by-law ondog noise. I have made morethan one complaint about thedogs next door since 17 Novem-ber and given them lists ofbarking times, sometimes asmuch as 30 minutes in an hour.In this case it seems impossibleto get anything done. I knowthey did have a word with theneighbour, who accused me ofintimidating the dog. (I got fedup with the dog barking everytime I entered and left mypremises and shouted at it toshut up after about three weeksof it). The incessant barking isstill going on.

I’m talking aboutthe use of unethical language –in plain terms the use of swearwords. Cursing is such a normin our society. My question is:has our moral standardsdropped to below the line?

As a witness it seems to bevery evident even in thesurroundings of a professionalenvironment

I believe if it’s a once offthing, it’s not going to be a bigdeal, but if cursing becomes apattern then it starts to show alack of intelligence.

The word of God declares wewere created for good works.

When we respect and treateach other with value that’swhen we flame the torch ofpositive change.

That’s when life becomesbeautiful; that’s when a busi-ness flourishes. I have learntthat people are your greatestresource and you should treatpeople as you wish to betreated.

Words are not just wordsthey are powerful resourcesthat can make or break anation. I believe one should notlet your guard down and feelit’s okay to start using this typeof language, you might forexample see a co-worker usingcurse words right and left, butthey could be on thin ice andyou don’t want to get paintedwith the same brush. Just alittle food for thought-workingtowards positive change.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

2.2.3 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel-en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van 4.2kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaarding van’n beëdigde verklaring oor die getal eenhede wat vanaf daardie meteraansluitingvoorsien word. Verbruik bo die gratis toewysing sal soos volg gehef word:

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

2.4. VASTE AFVAL

’n Verbruikstariefverhoging van 8.33% vir vullisverwydering en 9.31% virvulliswegdoening is goedgekeur.

• Nieresidensiële kliënte wat twee of vier keer per week ’n vullisverwyderingsdiensontvang, sal teen 1 Julie 2016 uitgefaseer word.

• Wysigings aan die halwetontarief vir spesiale afval is bereken om die helfte van dievolletontarief te wees.

Tariefbeleid (bylae 7 by die begrotingsdokument vir 2015/16)

• Die omskrywing van agterplaasbewoners is verander ommet die beleid oorkredietbeheer en skuldinvordering te strook.

• Verandering in die omskrywing van slopingsafval en skoon bourommel• Nuwe omskrywing vir skoon rommel, sand en grond• Ingevolge paragraaf 27 van die beleid oor kredietbeheer en skuldinvordering komkliënte wat op die deernisregister verskyn in aanmerking vir ’n korting van “25% tot100%” op die eerste 240 ℓ-houer, op grond van hul verdienste.

• Wegdoeningskoepons moet vooraf by munisipale kantore gekoop word.

3. DIVERSE TARIEWE, FOOIE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe, fooie en heffings lê ter insae by

bogenoemde munisipale kantore (sien bylae 6 by begrotingsdokument).3.2 Alle diverse tariewe sluit BTW in.3.3 Boetes, terugbetaalbare deposito’s, behuising en geïntegreerde snelvervoer is

vrygestel van BTW.3.4 BTW word bereken teen 14% ingevolge die Wet op Belasting op Toegevoegde

The City of Cape Town has confirmedthat it will honour the Youth Day fixtureafter the South African Football Associa-tion (Safa) approached it in May.

Garreth Bloor, mayoral committeemember for tourism, events and econom-ic development, has called on residents tocome out in their numbers to support oursoccer stars.

“We are honoured to host this match atour world-class stadium on Youth Day.Our support for the event is part of ourstrategy to position Cape Town as theevents capital of Africa,” says Bloor.

Meanwhile, Safa reiterated its delightat having the national team return toCape Town, where they say they have al-ways received favourable support in thepast.

“It is always great to play our matchesin Cape Town where we have previouslyenjoyed massive support, and we are con-fident that this time around it will be nodifferent,” says Safa CEO Dennis Mum-ble. “We urge the fans of the beautifulgame, in particular the fans of BafanaBafana, to rally behind the team.”
