Over 500 children were fingerprinted,weighed and measured at the Pick nPay Hyper on Saturday morning as

part of a child protection drive by the Brack-enfell police.

“I thought my guts were going to fall outas panic took over,” says Dessie Rechner,founder of the Pink Ladies when describingher state of mind on the day her granddaugh-ter went missing in a shopping centre.

Fortunately her grandchild was laterfound hiding in a changing room, but thisgrim experience prompted Rechner to startthe “My Little Fingerprints Project”, in con-junction with the South African Police Ser-vice two years ago.

“With this project we fingerprint childrenand collate all the necessary informationneeded the quicken a search in the case ofa child going missing,” she says.

‘Every child is my child’The information sheet with the prints,

complete description of the child and a re-cent photo are then kept in a safe place byparents.

“The vast difference between our offeringof this service and that of similar organisa-tions, is that we offer this service free ofcharge. There can be no price placed on thelife of any child and it is our strong beliefthat ‘every child is my child’, an ethos thatwe are actively attempting to reinforce incommunities across South Africa,” she says.

Rechner added the number of unidentifieddeceased children who are found and buried

without names is astounding.“The sooner information is disseminated

the better the chance the child will be found.And in the unfortunate case where a childis found deceased, the fingerprints can thenbe used to identify the child and bring clo-sure to their families,” she says.

In Brackenfell 99% of all missing childrencases are teen runaways, according to W/OErica Crous.

“They are usually found within two weekswhen it is discovered that they ran awayfrom home due to difficult circumstances,”Crous says.

A child goes missing every five hoursNeither the Brackenfell Police or the Pink

Ladies provided local statistics, but accord-ing to information provided by Missing Chil-dren SA, 89 children were reported missingto them in the Western Cape between 1 Junelast year and 31 May this year. Only 68 ofthese children were found.

“These numbers are based on cases report-ed to them and do not reflect all the casesreported to SAPS,” read a press statementissued by the organisation last week.

“According to the Missing Persons Bu-reau, a child goes missing every five hoursin our country.

“In 2013 they recorded 1 697 cases of miss-ing children reported to the South AfricanPolice Service. Our case load increases ev-ery year – not necessarily only because moreindividuals go missing, but also becausemore people become aware of Missing Chil-dren SA and the service we render,” it wasstated.

In a recent article in our paper, pettingzoos were lambasted by the SPCA for nothaving proper facilities to take care of

their charges.One of these was the small facility at the

Stodels Nurseries branch in Bellville.Now, about a month later, the Bellville

manager told TygerBurger had that articlestood over for just one week, they would ha-ve had everything in place in accordancewith the SPCA’s recommendations at the ti-me.This was the view held by Justin Emrich,

who had in the intervening weeks donemost, if not all, of what was expected by Sto-dels from the SPCA.“We’ve been given the thumbs up by the

SPCA on their last visit,” Emrich told Ty-gerBurger during a visit to the premises onSaturday.A number of obvious changes had been

made to the enclosure housing several ani-mals including two lamas, a pony and sever-al chickens and goats.The living conditions of the animals in

this popular petting zoo came under scruti-nywhen an iratemember of the public thre-atened with legal proceedings after a visitto this Stodels branch.Emrich said subsequent to that visit, they

had staff from theAnimal Anti-Cruelty Lea-gue, the SPCA and Cape Nature coming into investigate the alleged “derelict” circum-stances of their animals.He explained that a number of recommen-

dations were made and that his staff hadjust begun implementing these changes,when the article “Petting zoos come underfire”, was published on 6 May.In the interim, all of the adaptations have

been made, but Justin is on a roll: “There

are certain things we are considering – bud-get allowing – to make life even more com-fortable for the animals,” he said.This included expanding the current pad-

dockhousing thementionedanimals, all theway upwards to include another length ofgrass.Up until Saturday his staff had already

elongated the paddock by breaking down afence that used to separate the animals.Sprightly new stables have been erected,and visitors can now seewhich stable isme-ant for which animals.“We’ve added a lot of signage everywhere.

Although the animals had quite perfuncto-rywater troughs, we decided to installmoremodern troughs,” he added.In addition, the animals are taken for mo-

re regularwalks, butEmrich said avet advi-sed on taking the pony, Bonzai for too stre-nuous walks.

“The vet said 45 minutes shoulddo. Bonzai is old and has joint pro-blems and cannot manage the twohours of walking that were recom-mended for him.”His team also removed a too-ran-

dy male goat. “But not before he’dimpregnated one of the females be-fore his exit,” Emrich laughed.Emrich added they’d also moved

all the exotic birds into their ownenclosure, and he was of a mind toenlarge that cage soon.AtTygerBurger’s visit, the lamas

had been sheared, and they, as wellas Bonzai, had on new winter jer-seys.Emrich said they were also bud-

geting for putting up a huge signbo-ard denoting the origins of all oftheir resident charges.“We have quite a number of spe-

cies and some of them are reallyexotic. Like our chickens, for instance, whoare very expensive. Then you get peoplewho want us to sell our chickens to them!”Emrich said. Emrich said if Stodels had le-arnt a single lesson from the entire episode,it was that they would please even the mostirate customer.“Our new motto? Don’t let even the most

difficult client leavewithout a smile.We aregetting a brand new roof and opening up apart of the building so these birds have ac-cess to fresh air and do not have to deal withany humidity at any time,” he said.Emrich said the animals cost them more

than the feet they probably bring throughthe centre each month. “These animals arean institution and were brought here whenRobert Stodel was still alive. Yes, it mightbe easier if we just closed down the pettingzoo, but these animals are part of theStodelsfamily.”

A quick thinking cash-in-transit guardfoiled an armed robbery at CapeGateShopping Centre on Monday morn-

ing.Erica Crous, spokesperson of the Brack-

enfell police says the incident occurred justbefore midday at one of the service entran-ces at the back of the centre.

“Three armed robbers overpowered thecentre security guard who was about to un-lock the door from the inside to allow thecash-in-transit personnel to deliver moneyat a bank inside the centre,” she says.

The centre guard was then forced at gun-

point to open the door for the cash-in-tran-sit guard.

“Within seconds of the door opening, theguard from the cash-in-transit companysurmised the situation and ran away.Whilst doing so, he managed to fire fiveshots at the robbers who returned fire withthree shots before fleeing through the un-derground parking area without the mon-ey,” says Crous.

No-one was injured in the shooting andpolice scoured the scene for evidence after-wards. Crous says the getaway car has notbeen identified as yet, but police are check-ing centre surveillance cameras.

A case of attempted armed robbery is be-ing investigated by the Hawks.

baie pyn verkeer, is Anneline baie opgewon-de oor die koms van haar seuntjie.“Hy weeg al 680 gram en is 100% gesond.

As dokters Donderdag besluit sy longetjiesis sterk genoeg, sal hy teen volgende weekop 27 weke met behulp van ’n keisersnee ge-bore word,” sê sy. Anneline glo dat die kleinseuntjie ’n wonderwerk is.Nadat sy verlede jaar in November met

kanker gediagnoseer is, is nie-kwaadaardi-ge gewasse van haar baarmoeder verwyderen is een van haar eierstokke verwyder.Daar is vir haar gesê dat sy nooit weer sou

swanger word nie, net om ’nmaand later dieteendeel uit te vind.In die weke daarop het sy die verwoesten-

de nuus ontvang dat ’n aggressiewe kankerbaie vinnig nahaar rugwerwels versprei heten dat sy nie haar volle 40 week-swanger-skap sal oorleef nie. “Maar ekwas vasberadeom lewe te skenk aan die baba.” Dokters kongevolglik nie voortgaan met bestraling nieen sal moet wag tot ná die bevalling.Haar 12-jarige dogter, Enya, sê haar groot-

woon, is ’n spesialis-chirurg by die Tyger-berg-hospitaal en dosent aan die Universi-teit Stellenbosch se mediese fakulteit.Sy het tot en met verlede Vrydagmiddag

reeds 331 baadjies – teen sowat R109 stuk,afhangend van die grootte – vir dié projekingesamel.“Dis ’n baie eenvoudige storie, maar baie

opwindend vir my,” vertel sy.“Een van my vriendinne het verlede jaar

I have been reading the articleby Desiree Rorke about thepolice officer at Brackenfell(“Cops enforce by-laws innorth”, TygerBurger, 27 May).While I congratulate the officerwho dealt with overly loudmusic next door I cannot saythe same about getting anythingdone to enforce the by-law ondog noise. I have made morethan one complaint about thedogs next door since 17 Novem-ber and given them lists ofbarking times, sometimes asmuch as 30 minutes in an hour.In this case it seems impossibleto get anything done. I knowthey did have a word with theneighbour, who accused me ofintimidating the dog. (I got fedup with the dog barking everytime I entered and left mypremises and shouted at it toshut up after about three weeksof it). The incessant barking isstill going on.

I believe if it’s a once offthing, it’s not going to be a bigdeal, but if cursing becomes apattern then it starts to show alack of intelligence.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak van waterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as norm by dieWaterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kan egter later nagelang van verdere vereiste beperkings hersien word.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die

vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

The City of Cape Town has confirmedthat it will honour the Youth Day fixtureafter the South African Football Associa-tion (Safa) approached it in May.

Garreth Bloor, mayoral committeemember for tourism, events and econom-ic development, has called on residents tocome out in their numbers to support oursoccer stars.

“We are honoured to host this match atour world-class stadium on Youth Day.Our support for the event is part of ourstrategy to position Cape Town as theevents capital of Africa,” says Bloor.

Meanwhile, Safa reiterated its delightat having the national team return toCape Town, where they say they have al-ways received favourable support in thepast.

“It is always great to play our matchesin Cape Town where we have previouslyenjoyed massive support, and we are con-fident that this time around it will be nodifferent,” says Safa CEO Dennis Mum-ble. “We urge the fans of the beautifulgame, in particular the fans of BafanaBafana, to rally behind the team.”

The third edition of the popular Battle ofthe Titans body-building and fitnessshow will be held at the CPUT Bellville

campus on Saturday 20 June.Battle of the Titans III is one of the biggest

shows on the calendar and attracts some ofthe best physiques in the country.The show is not sanctioned by any federa-

tionandhas overR160 000 in cashandprizes.According to the owner of the privately

owned show, Kevin Schwartz (Bellville) heis excited about the upcoming show. “Thiswill be our third Battle of the Titans showand it really has grown in leaps and bounds.If you look back we only had 88 competitorsback in 2013 at the first show. Last year wehad a 163 athletes from around the countrycompeting.“Wewill only know onFriday night, at the

officialweigh-in and registration, howmanyathletes will take to the stage, but the feed-back has been overwhelming so far.“This showhas always been about the ath-

letes from the very start. I wanted to createthe ultimate platform for them to showcasetheir hard work and portray a healthy lifes-tyle. So far I thinkmy team and I have giventhem that platform,” said Schwartz.For the first time ever two athletes will

each win a R25 000 bursary from two acade-mies which would help them further theircareer in the fitness industry.Registration and weigh-in will take place

at CPUT Bellville on Friday 19 June from17:00 to 20:00. On Saturday morning at 08:00the athletes’ briefing will take place, fol-lowed by pre-judging at 09:00 with the mainshow starting at 18:00.Local comedian and actor Charles “Karl

Ahari” Tertiens will be the master of cere-monies on the evening and will be sure tohave the athletes relaxed and the audiencein stitches.Tickets cost R100 (pre-judging) and R150
