Guidelines for filling-up the inspection proforma.
The inspection under section 14 of the NCTE Act is caused to ascertain as to whether theinstitution seeking grant of recognition has adequate resources and facilities as required forthe proper conduct of the teacher education programme. The inspection team has to assesstheavailabilityof human resources, infrastructural and institutionalfacilities as prescribedby theNCTE in its Norms and Standards for the programme. In order to have a correct assessmentof the functioning of the institution, it is vital to have proper assessment tools. In order toremove the scope of subjectivity in inspection reports, the assessment proforma has beenappropriately modified and its digital format prepared. It would be now imperative for theinspection team to record their observations precisely. The guidelines for filling up the digitalversion of the assessmentproforma are detailed below:
1. The inspection of the institution should be conducted with a positive frame ofmind. Deficiencies noticed with respect to the NCTE norms for the programmeshould be preciselyrecorded in the section on overall assessment.
2. The digitalized assessment proforma comprises of focused queries on variousaspects of functioning of a teacher training institution. The responses / data shouldbe recordedin consonancewiththe query. '
3. For recording in the assessment proforma, management should be asked to makeavailable relevant document for perusal.
4. If the inspection team feels that there are some more facts, over and above theinformation provided in the assessment proforma, that needs to be brought to thenotice of the Regional Committee, it may record it on the observation sheetprovided with the assessment proforma.
5. The duly authenticated copies of record of teaching resources and documentspertaining to maintenance of endowment and reserve funds should be obtainedfrom the Principal/management and be attached alongwith the inspection report.The institution's management should certify the copies of these documents.
6. Inspection report is a confidential document.Its contents should not be sharedwiththe institution.
7. As TNDA claim of the inspection team will be reimbursed by the NCTEHeadquarters, gifts and hospitality from the institutionmay not be accepted.
8. Reports alongwith TAIDA claims (attached with bills & vouchers of expenditureincurred) should be submitted to the concernedRegional Committee within 7 daysof inspection.

The VT members should keep in mind that any wrong reporting by the VT would bringbad name to the NCTE in general and the VT members in particular and the reputationof the NCTE and VT depend on their Report. The VT report alongwith the names ofthe members shall be put on the website of the Regional Committee after the reporthas been considered by Regional Committee.
13. The above guidelines are only indicative in nature and not exhaustive. The VTmembers should feel free to make the assessment on the basis of their knowledge andexperiencewithin the parameters of the NCTE Act, Rules and Regulations
14. Each page of the statistical information should be singed by the authorizedrepresentative of the institute visited by the VTs.
15. All columns of the VT proforma should be filled up properly and nothing should be leftblank.
