Mission Statement

The objective of Tullahoma Little League shall be to implant firmly in the children of the community the ideals of good sportsmanship, honesty, loyalty, courage and respect. These ideas will be better adjusted, stronger, and happier members of the community. All directors, officers, managers, coaches, parents, and members shall devote themselves to teaching our players baseball skills, competition, fair play, and the commitment to doing one’s best. We will strive to provide each player with an enjoyable and educational Little League experience. We aim to help each player find a love for baseball and an appreciation of the life lessons baseball can teach.

1. League Safety Officer: Jessica King 2. is on file with Little League International as the Tullahoma Little League Safety

Officer. ➢ The safety officer will be the parent’s liaison in case of an accident. The safety officer will gather

information and handle any necessary paperwork for insurance claims. ➢ The safety officer will coordinate safety events and training. The safety officer will seek

continuous improvement in all safety areas of all Little League. ➢ The board members and the safety officer recommends all volunteers sign up for the Little

League News Letter and ASAP Newsletter to learn helpful tips and information. ➢ The safety officer will collect all managers and coaches concussion training certificate and

signature page. The safety officer will keep them on file for one year.

3. Tullahoma Little League will distribute a paper copy of this safety manual to all managers/coaches, board members and volunteers. ➢ A safety manual has been presented to all board members. We have discussed what could have

been improved. ➢ Safety has been approved as a portion of the budget. ➢ Safety posters have been approved and posted inside and outside of the concession stands,

dugouts, and in the press box.

4. A list of emergency contact information and board members phone numbers will be posted on the information board and in the press box on each field.

5. Tullahoma Little League will use the Official 2019 Volunteer Application and the Official 2019 Return Volunteer Application form to screen all of our volunteers. ➢ Every person, volunteer and/or hired help, (i.e. managers, coaches, board members, umpires,

score keepers, team moms, and all other volunteers) has completed the Little League Official 2019 Volunteer Application or the 2019 Return Volunteer Application and provided a current government issued identification.

➢ Tullahoma Little League has completed a background check on each person using JDP. ➢ Any person refusing to fill out the application will be ineligible to participate as a volunteer or

hired help in our league. ➢ The records will be kept with our league presidents. She will keep them for a minimum of one

year. The records will be held with strict confidentiality. ➢ All Volunteers MUST sign Tullahoma Little League’s Volunteer Code of Conduct.

6. Fundamental Training will be February 23rd, 2019 at 9:00am. At least one manager or coach must be present from each team. Every manager or coach must attend this training once every three years. ➢ Managers and coaches will be instructed on the proper fundamentals in sliding, throwing, hitting,

fielding, warm-ups, etc… ➢ The managers and coaches will be trained on the rules and regulations about breaks and stops

due to inclement weather. ➢ We will encourage each manager or coach to pass along these fundamentals to each member of

his coaching staff. ➢ A roll call will be taken to ensure all teams are represented. The safety officer will keep a copy

of the roll call for 3 years.

7. A First Aid Clinic will be on February 23rd, 2019 8. At least one manager or coach must attend from each team.

➢ At least one manager or coach from each team will attend our First Aid Clinic. ➢ A state licensed healthcare member will teach the managers and coaches on the proper ways to

handle basic, on the field, care for cuts, bruises, over use, signs and symptoms of concussions, etc…

➢ The ONLY people who are exempt from training are licensed MDs RNs, LPNs, and EMTs, but they are strongly encouraged to attend to help give their input on the topic of first aid.

➢ All managers, coaches, or any other volunteer directly involved with the practice or games will complete an online Concussion Training at www.cdc.gov Once the training is complete, the person must sign a compliant form.

➢ A roll call will be taken to ensure a coach or manager is attending from each of our LL teams.

9. Managers or Coaches are required to walk the field prior to practice or game play

➢ The managers/coaches and umpires are required to walk the field prior to practice or game play. ➢ They must use the common sense activity to look for rocks, glass, holes, etc… ➢ Any immediate danger MUST be rectified before the practice or games takes place. Any other

hazard must be reported to the safety officer and field maintenance within 24-48 hours. ➢ The league will schedule two clean up days in which volunteers will participate in to make sure

the fields are ready for opening day. ➢ Tullahoma Little League uses breakaway bases on all fields. ➢ The city has placed and maintains speed bumps around the fields to ensure a safe speed limit. ➢ Two designated maintenance board members are required to check the fields weekly to keep all

field in working order.

10.Tullahoma Little League has completed and updated our 2019 Facility Survey online. ➢ The facility Survey included the Little League Lighting Safety Audit for our lighted fields and

long range facility plan for safety improvements. ➢ It also included the use of warning tracks, protective fence tops, fencing to protective spectators

from foul balls, and back and side guard rails for our bleachers.

11.Written Safety Procedures will be taught and followed for all concession stands for Tullahoma Little League. ➢ Safe food handling procedures will be trained and followed by all concession workers. ➢ The league will require at least one board member to open, close, inspect all refrigeration, and

make sure the workers are following all the proper procedures in the concession stands.

➢ If the concession stands is run by a different association, they will have to adhere by the rules and process set forth by the league or they will be ineligible to continue in the concession stand.

12.The Equipment Manager Officer will inspect all equipment in the preseason. Managers/Coaches will inspect all equipment prior to each game or practice. Umpires will also be required to inspect all equipment before each game.

➢ Managers/Coaches will be responsible for checking their equipment each time they put it on or take it off the field. They will adhere to the safety guidelines as learned in the fundamental training.

➢ Any equipment that is deemed unusable will be turned in for replacement by the equipment manager. Unusable equipment will then be destroyed by the equipment manager.

➢ TLL encourages all players to wear mouth guards, helmets with face guards, and chest protectors. All player pitch players are required protective cups.

➢ All catchers are required to wear throat guards regardless of the mask style. ➢ Safety glasses are highly recommended for all players who are required to wear prescription

eye glasses. ➢ Only a player with full catchers gear can warm up pitchers. This includes at the backstop

during batting practice. (Rule 3.09)

13. Prompt accident reporting is required by Tullahoma Little League members. ➢ The manager/coach must inform the safety officer within 24 hours of an accident on the field or

off the field under the supervision of Tullahoma Little League. ➢ The safety officer will arrange for a meeting with the manager and players parents to fill out the

Injury Tracking Report. ➢ If the injury requires medical attention the safety officer will file an AIG Accident Notification

Form with Little League International with proper insurance and receipts. The safety officer will share the accident details, excluding any confidential information, with league and district officers.

➢ The league will track all accidents (including near misses) on the League Injury Tracking form. ➢ The president and safety officer will keep a record of all accident records.

14. Each team must have a first aid kit on hand managed by a manager or a coach. ➢ Each team will be issued a first aid kit by the league. ➢ The manager or coach will be responsible for making sure the kit is at every practice or game.

The kit must be available and ready for the players, if needed. ➢ The manager or coach will be responsible for reporting any supplies needed. The safety officer

will replenish the needed supplies immediately. ➢ The kits will be signed out by the manager and must be signed back in by the manager at the end

of the season.

15. All rules set forth in this safety manual, Official Little League Green Book, and all local rules will be enforced. ➢ NO ON DECK BATTERS ➢ Managers/coaches will not warm up pitchers (rules 3.09) this includes catches warming up

during the infield. ➢ Bases will disengage on all fields. ➢ Managers/coaches will review the Official; Little League Green Book, Safety Manual, and the

Local TLL Rules approved by the board. ➢ Our equipment meets all Little League standards. Our equipment will be checked regularly and

replaced as needed. ➢ Major and minor leagues will be using LL100 baseballs; Coach pitch will be using RIF-10; Tball

will be using RIF-5 ➢ All managers, coaches, and any other volunteer who comes in direct contact with the players will

be required to complete concussion training at www.cdc.gov All required participants will be required to sign and return the “Concussion Information and Signature Form Coaches” and their “Concussion Training Certificate” form to the safety officer.

➢ Anyone who fails to comply with all rules and requirements set forth by the board will have to appear in front of the TLL board members. The guilty party will have to comply with the punishment passes on to he/she, or the guilty party will not be eligible to be a volunteer for Tullahoma Little League.

16. A 2019 Qualified Safety Plan Registration Form must accompany the submitted ASAP Plan. ➢ The 2019 Qualified Registration Form must be completed when turning in an ASAP Plan. ➢ The registration form must have the president and safety officer addresses and phone numbers,

league identification, and signature of photographer if photos are used. ➢ Each section of the safety plan must have coordinating page numbers. ➢ The Safety Plan Registration, ASAP Safety Plan, and Annual Little League Facility Survey must

be turned in by April 1, 2019 to comply with incentive programs offered by Little League International.

17. All Tullahoma Little League players will be registered through the Little League Data Center. ➢ Each players’ parent will be required to fill out the Tullahoma Little League Registration Form,

Medical Release, and Concussion Information Sheet. ➢ Each players’ parent will be required to show a certified birth certificate and 3 different forms of

proof of residency or submit a Tullahoma City Schools form signed by the principal. ➢ Each player will be registered through the Little League Data Center at www.littleleague.org The

player registration will have player roster, manager, and team association. ➢ The player registration data must be entered by April 1, 2019 to comply with incentive programs

offered by Little League International.
