deterioration.IH 45 is vital to hurricane evacuation in the
Greater Houston-Galveston area as well as being
used as a major route for transporting goods to
and from the Port of Houston.
Significant congestion, roadway or bridge facilities that need to
be reconstructed or replaced, lack adequate mobility to support
economic development opportunities
IH 35 is the primary route for vehicular and
truck traffic from the border to San Antonio,
Austin & Dallas/Fort Worth. This section of IH
35 has significant truck traffic due to numerousindustrial companies located within this area.
Traffic volume exceeds capacity of roadway. There are
significant traffic bottlenecks at the IH35/IH410N and
IH35/410S interchanges.
Critical to regional and statewide connectivityCongestion due to lack of Capacity and obsolete interchanges.
Current CDA Project
This section of IH 410 is the primary connection
between San Antonio International Airport and
IH 35.
Traffic volume exceeds capacity of roadway. Choke point
occurs at IH 35 as EB 410 merges with NB 35.
Routes are critical to development of Texas'
energy extraction sector
Deficient pavements on numerous secondary roads to support
growing energy extraction activities across Texas

This project is necessary to improve the "Y at
Oak Hill". This area has experienced high
residential growth and has not seen any
transportation improvements to facilitate the
convergence of 3 major highways; US 290, SH
71 and Loop 1 about 3 miles east. This projectis identified as a priority in the CAMPO 2035
regional transportation plan.
This serves as a major commuter route that experiences severe
congestion. During peak periods there is no access for
emergency vehicles due to congestion, lack of shoulders and no
alterative routes.
Connects Corpus Christi & Port facilities to
communities and facilities north of the ship
channel
A replacement structure meeting modern design standards does
not fit in the current footprint. New location needed.
Critical route for regional and statewide travel.Congestion due to lack of Capacity and obsolete interchanges.

Significant Bridge Deterioration.
South Padre Island is a major statewide tourist
destination. A 2nd Access is needed for public
safety, enhanced local and regional mobility, and
for support of economic development.
Funding challenge. South Padre Island has a single point of
access with the mainland.
Provides only connection to South Padre Island.
Partial collapse in 2001 illustrated importance to
the local economy.
Funding challenge to replace the existing structure. Built in
1974 and nearing the end of its service life in a harsh salt
environment.
This is a critical component of the primary
North/South corridor for both the Austin Region
and the State.
The section described is extremely congested andgenerally
operates at an unacceptable level of service(except in late PM
and early AM hours). This section is within the Austin Central
Business District wherein a plethora of constraints
forexpansion and complications for construction exist.
Critical to regional and statewide connectivity Signicant Congestion.
Intersection of two most important highways inthe Rio Grande Valley, both of which are to
become designated as interstate highways in the
near future per new federal bill.
Funding challenge. Single lane direct connectors causing
traffic congestion during peak hours.

entering and exiting the Texas Medical Center in
Houston.

This is a critical component of the primary
North/South corridor for the Austin Region and
provides connections to the US 183, US 290 and
IH 35 corridors that are significant to State
travel.
The segment north of the Austin CBD is in a section that has
severely limited right-of-way hemed-in by long established
neigborhoods and a major rail freight corridor. The corridor
serves as a major commuter route that experiences severe
congestion.
The NW side of San Antonio has experienced
significant growth in recent years. Loop 1604 is
the primary connection for numerous large
subdivisions and businesses to access IH 10.

Critical to rural connectivity Narrow roadwayLoop 360 is the only western bypass loop in the
Austin area. This road is partially grade
separated and experiences significant delays as
growth continues in the west.
This serves as a major commuter route that experiences severe

National Highway System
Horizontal align consists of "S" curve; total of 43 recorded
accidents in vicinity of curve, 6 fatalities, in last 5 year period;
recurring impacts to RR bridge due to low vertical clearance

Two lane bridge over major highway is not adiquate for growth
of surrouding area
The Cotton Bridge is very important to the this
region because of its location on Interstate 10. It
is a major connection for residents/business to
IH-10. It is a long and busy 5-lane bridge with an
average daily traffic count of 82,940 vehicles.
This bridge was constructed in 1968 and was
widened in 2002 to allow another bridge toconnect to this structure.
Repair of this bridge will be a challenge due to existing traffic.
There isn't any frontage roads to redirect traffic to which will
cause major problems to the local business and residents.
Another challenge is the existence of the two railroad tracks
located beneath these structures. Close coordination will be
required with the Railroad company.

From US 377 to SH 121 Current CDA
SH 121 to SH 183 is in MDP
US 281 is the primary radial corridor connecting
downtown San Antonio to the north side of San
Antonio which is experiencing significant
growth.
Traffic volume exceeds capacity of roadway. This section of
US 281 is inadequate to handle the existing traffic and
projected growth along this corridor will make congestion
significantly worse.

Signicant Congestion. Lack of adequate facility to support
economic development. Buffer separated HOV lanes.
HighCongestion due to lack of capacity and obsolete interchange at
IH 30.

contributor to the State's Energy Economy.

This section of LP 323 is extremely important to
regional and state travel.
This section was upgraded in the last few years. Work
consisted of operational intersection and signal improvements
as well as the installation of raised median. There is very little
that can be done on this facility due to constricted ROW widths
and development along this corridor. Improvements would
have to be made by upgrading/adding alternate routes.
US 59 is a major north/south freight route inTexas and through the Midwest Congestion at Signalized Intersection

Improvement Needed
Reconstruct and Widen Freeway and Add 2 to 4 Managed Lanes
Widening of this segment of IH 45 needed to improve mobility in
this corridor.
Expand existing 6- to 8-lane facility to 14 lanes (6 Managed/Toll
Lanes) from US 281/IH 37 toSchertz Parkway. The corridor is
currently undergoing a Planning and environmental study. No
funding is currently identified. The district is currently
developing plans for two projects to address interchangebottlenecks and provide short-term congestion relief on IH 35
between Loop 410 North and Loop 410 South.
Reconstruct roadway to add managed HOV lanes
Expansion to a 10-lane expressway up to Perrin Bietel is now
complete. The IH 35 corridor improvements listed in the MTP
will include improvements to the 35/410 interchange which will
address the existing bottleneck from EB 410 to IH 35.
Major Repairs and added structural capacity
Add 6 Elevated Manage HOV Lanes. ITS Improvements.
Widening of this portion of IH 45 and various interchange
improvements.
Reconstruction to add 6-lane toll road with frontage roads at a
cost of $672.0 million.

repaired areas with moderate map cracking and efflorescenceunderside.

The City of Tyler has recently opened Grande Boulevard,
connecting SH 110 and SH 155. In addition, TxDOT has recently
opened Segment 5 of Toll 49 which now connects SH 110 and SH
155. The section of Toll 49 extending west from SH 155 to IH 20
will be open next Spring. Both of these roadways will provide
alternate routes for this section of LP 323 and should assist with
alleviating congestion. In addition, the expansion of Toll 49 east
of SH 110 and the widening of Spur 248 will also assist with
alleviating congestion through this corridor. Planning work on
both of these projects is expected to begin very soon.
