1.0 INTRODUCTION
1.1 ADL Traffic and Highways Engineering Ltd (ADL) are instructed by Harkalm
Investments Ltd (the Client) with regard to providing an addendum to support the
original Transport Statement (TS) and support the revised planning layout.
1.2 This addendum is provided for the proposed drive-thru coffee shop facility (use class
A1/A3) to be occupied by Starbucks, on land at 19 Swineshead Road (A52) Boston.
1.3 The planning application reference is B/19/0519 for: “Construction of drive-thru coffee shop (Mixed Use Class A1/A3) including vehicular access, parking and associated works”
1.4 The original site layout is included as Appendix 1.1. The proposal was supported by
ADL’s Transport Statement (ref: ADL/AM/4490/23A).
1.5 The Highway Authority of Lincolnshire County Council submitted highway
consultation response 29th January 2020 which concluded:
“Notice is hereby given that the County Council as Local Highway and Lead Local Flood Authority: Does not wish to restrict the grant of permission.”
1.5 The consultation response is included as Appendix 1.2.
1.6 Further to this consultation response, there have been amendments to the site layout
which have arisen as a result of non-highway related concerns, but which has a
material impact on the transport and highway elements of the proposal.
1.7 As a result, this addendum report will outline the changes with regard to transport
and highways, and provide an updated assessment where appropriate with regard to
the transport implications of those changes.

1.8 Section 2 of this report will provide an update to Section 4.0 of ADL’s TS which
details the change to the site layout with regard to floor area, parking, access
arrangements and servicing.
1.9 Section 3.0 will provide an update of the implications (if any) on the traffic generation
and impact assessment with regard to the drive-thru queue and car parking
standards.
1.10 Section 4.0 summarises and concludes the addendum report.
1.11 The revised appendices are included at the rear of this report.

2.0 DEVELOPMENT PROPOSALS
2.1 Site Layout
2.1.1 Planning permission continues to be sought for an A1/A3 use class coffee shop with
drive-thru to be occupied by Starbucks, with associated car parking and works.
2.1.2 As previous, the development comprises 167m2 gross floor area (gfa) coffee shop
unit at ground floor level with 60 seats.
2.1.3 The most fundamental change however is with regard to the positioning of the
Starbucks building which has been moved forward within the site, towards
Swineshead Road (where it was previously set back towards the south of the site).
2.1.4 The revised site layout is included as Appendix 2.1.
2.2 Parking
Car
2.2.1 The superceded site layout provided car parking entirely to the north of the Starbucks
building closest to Swineshead Road. There was a total car parking provision of 18
car parking spaces including 2 accessible bays and 1 order waiting bay.
2.2.2 Appendix 2.1 sets out the car park layout for the proposal site. The revised proposals
provide the majority of car parking at the rear (south) of the site, whilst maintaining
some car parking north of the building. The revised proposals include a total of 21 car
parking spaces, including 2 accessible bays and 1 order waiting bay. This is an
increase of 3 car parking spaces.
Cycling
2.2.3 Sheffield cycle stands are again proposed to the north-west of the store close to the
store entrance. Three Sheffield stands are provided to accommodate 6 bicycles as
previous.

2.3 Access 2.3.1 The site access arrangements are entirely as per the previous layout, and are
unchanged on the revised site layout proposals. For completeness, the access
arrangements (including dimensions) and visibility splays are shown on the drawing
included as Appendix 2.2 for the revised layout.
2.3.2 Access to the drive-thru lane is broadly as previously proposed, occurring
immediately left from the site access however the entry to the drive thru lane will not
be affected by parked cars as it was on the superceded layout.
2.3.3 The vehicle tracking for a large car circumnavigating the drive-thru lane is included
as Appendix 2.3.
2.4 Servicing 2.4.1 Deliveries to the Starbucks will occur up to once per day via a consolidate delivery.
The delivery is anticipated to be undertaken by a rigid delivery vehicle up to a
maximum of 11.36m length. This is as per the previous arrangements.
2.4.2 The Starbucks delivery vehicle will enter and exit the site via the proposed access in
a forward gear. On entering the site, the delivery vehicle will drive to the southwest
corner of the site (utilising 3 spaces which will be coned off) before reversing to the 5
spaces at the northern side of the car parking aisle immediately adjacent to the
building, and the delivery door. This will enable the offload of goods to the store in
close proximity to the delivery door in order to reduce noise disturbance of cages
being dragged long-distance.
2.4.3 Whilst deliveries are occurring, access to the majority of the car park (for the
remaining 16 spaces) will continue to be operational – 13 spaces on the superceded
layout. Five spaces at the southern part of the car park will be managed and
inaccessible during deliveries as shown in Appendix 2.4. A further three spaces are
required to be controlled at the southwest of the site to enable the manoeuvre to the
delivery area.
2.4.4 Deliveries will be timed to avoid peak periods, as occurs nationwide at Starbucks
drive-thru coffee shops.

3.0 TRAFFIC GENERATION AND IMPACT ASSESSMENT
3.1 Traffic Generation
3.1.1 The traffic generation will be unchanged as a result of the proposals. Please refer to
ADL’s TS.
3.2 Trip Types
3.2.1 The trip types will be unchanged as a result of the proposals. Please refer to ADL’s
TS.
3.3 Drive Thru Queue
3.3.1 As noted within ADL’s TS, the average maximum drive thru queues as set out in
Table 3A below.

3.3.2 The proposed drive thru queue length of 8-9 vehicles is therefore considered to be of
suitable scale to accommodate the anticipated demand plus any fluctuations in peak
demand. Moreover, this is broadly consistent with the superceded layout, but
provides marginal improvement by moving car parking spaces (and associated
movements to/from) away from the entry point of the drive thru lane.
3.4 Car Parking Standards
3.4.1 Car Parking Standards are set out in the South East Lincolnshire Local Plan 2011-
2036 (Adopted 2019) within its Appendix 6. These are minimum standards which are
to be used in accordance with guidance set out in Policy 36 of the Local Plan:
‘Vehicle and Cycle Parking’ which states:
“All new development, including change of use, should provide vehicle and cycle parking, in
accordance with the minimum Parking Standards adopted by the Local Planning Authorities (in Appendix 6)”

3.4.2 The standards are assessed in Table 3B below for the revised proposals.

3.4.3 The proposed provision at the site is for 20 car parking spaces + 1 order waiting bay
(and 12 cycle spaces) which is considered to be a suitable provision for the location
of the site, considering the standards as set out above.

4.0 SUMMARY AND CONCLUSIONS
4.1 ADL Traffic and Highways Engineering Ltd (ADL) are instructed by Harkalm
Investments Ltd (the Client) with regard to providing an addendum to support the
original Transport Statement (TS) and support the revised planning layout.
4.2 Planning permission is sought to provide an A1/A3 use class coffee shop with drive-
thru to be occupied by Starbucks, with associated car parking and works as previous.
4.3 The revised proposals comprise a 167m2 gross floor area (gfa) coffee shop unit at
ground floor level with 60 seats, as previously proposed.
4.4 The access arrangements are as previously proposed.
4.5 Car parking is revised to be provided within two split areas to the north and to the
south of the site.
4.6 The parking provision has increased from 18 total spaces to 21 total spaces and this
continues to be suitable for the size and location of this development and compliant
with the local parking standards.
4.7 Deliveries to the convenience store will occur from within the site with the vehicle
entering and exiting in a forward gear, and from 5 managed car parking spaces at the
south of the site.
4.8 Given that the revised proposals only provide improvements with regard to transport
and highways, it is therefore considered that ‘no objection’ should be upheld by LCC
as the Highway Authority.

Having given due regard to the appropriate local and national planning policy guidance (inparticular the National Planning Policy Framework), Lincolnshire County Council (asHighway Authority and Lead Local Flood Authority) has concluded that;The residual cumulative impact of the development upon the local highway network wouldnot be expected to be severe and that the development would not be expected to have anunacceptable impact upon highway safety.Although the application site is within the safeguarding corridor for the Boston DistributorRoad, the reality is that the BDR and its connection to the A52 could not be accommodatedwithin the confines of the site and the development would not therefore compromise thedelivery of the BDR.Whilst connection of the site surface water drainage system to the Anglian Water combinedsewer places the drainage strategy at the bottom of the Sustainable Drainage hierarchy,the ground conditions are not suitable for infiltration and the site does not adjoin an existingwatercourse. It is proposed to attenuate the rate of surface water discharge into thecombined sewer. This is the best drainage strategy that may be achieved in this situationand the proposal therefore meets the requirements of paragraph 165 of the NPPF.In view of the above, the Authority considers the proposed development would beacceptable and accordingly, does not wish to object to this planning application.
Highway Informative 03
The permitted development requires the formation of a new/amended vehicular access.
These works will require approval from the Highway Authority in accordance with Section184 of the Highways Act. The works should be constructed in accordance with theAuthority's specification that is current at the time of construction. Relocation of existingapparatus, underground services or street furniture will be the responsibility of theapplicant, prior to application.
