AspartoftheMidwestConsortium,TheUniversityofIllinois’HazardousMaterialsTrainingProgramhasappliedinnovativetechnologytoincorporatesite-specificpicturesandfiguresintotrainingsessions.Duringthissession,wewilldemonstratetheuseofacommerciallyavailablesmartboardtofacilitateparticipants’managementofaresponsetoachemicalreleaseinaneighborhood.GraphicsshowinghomesandbusinessesnearthesiteareimportedfromtheInternet.Changestothescenebasedonthelocationofevacuees,responders,hazardousmaterialandenvironmentalconditionsareillustrated.Thisinteractivetechnologyallowsparticipantstorespondtothesechangingconditionsandinstructorscanposerealisticchallengesforparticipants.Genericinstructionsfortheexerciseareprovided.Guidanceforinstructororientationtothetechnologyisalsodescribed.

Structuredasaninformationalroundtablediscussion,TheHazardousMaterialsLeadershipCourseisaunique16-hour,2-daycoursedesignedforindividualswishingtoprogressprofessionallyintopositionsofleadershipwithintheHAZWOPERcommunity.Thecourseaddressestheskillscommonlyidentifiedaslackingamongindividualswishingtoascendtoleadershippositions.Thefocusofthetrainingistodeveloporenhanceskillsrelatedtomanagement,leadership,datacollectionandanalysis,presentationdevelopment,andhazardcommunication.Specifictopicsinclude:introductiontoriskmanagementandinsurance,introductiontodisasterfunding,mutualaidagreementsandcontracts,andeffectivecommunicationsandcommunicatingwithdata.BasicsecurityconceptsforHAZWOPERoperationsinclude:Effectivelymanagingtheunder-exposed,andHAZWOPERperformancemeasuresandmetrics.ThecoursewascreatedbytheTexas-UtahConsortiumforHazardousWasteWorkerTraining(TUCHWWT),whichisapartnershipbetweenTheUniversityofTexasSchoolofPublicHealth’sSouthwestCenterforOccupationalandEnvironmentalHealthandTheUniversityofUtah’sRockyMountainCenterforOccupationalandEnvironmentalHealth.

3. Developing and Implementing Preparedness and Response Core Competencies (ID)

CO-PRESENTER: Lori Graham, PhD; Texas A&M Health Science Center’s College of Medicine and School of Rural Public Health

Attheendoftheworkshop,participantswillbeableto:Locateonlineframeworksandtoolsforusingcompetencies;explainthevalueofcompetency-basedapproachestoadulteducationandtraining;describehowcompetenciesaremetandusedfortraining;andidentifyopportunitiesforusingcompetenciesinone’sowntrainingprogram.Thisworkshopwillincludeanoverviewofacorecompetency-basedmodelthatwasdevelopedbytheAssociationofSchoolsofPublicHealthandtheCentersforDiseaseControlandPreventionwithnearly400nationalcontentexpertsinresponsetothe2006PandemicandAll-HazardsPreparednessAct.Howtodevelopcompetenciesfortrainingworkerswillbeillustratedwithopportunitiesforparticipantstodevelopcompetency-basedstatementsfortheirtrainingprograms.Atrainingprogramthatisusingcompetenciestoadaptcurrentcurriculaanddevelopnewcurriculawillillustratehowcompetenciesaremetandusedtoprepareworkerstoaddressall-hazardspreparednessandresponsesituations.

4. Group Counseling for Job Training Success (LS)

LEAD PRESENTER: Anita Cutter, Citizens for Environmental Justice / The Harambee House

TheCareerGuidance/GroupCounselingCurriculumwascreatedtoreinforcethelearningofinformationtaughtintheHBCUCCWorkerEducationJobTrainingProgram’sLifeSkillsandJobReadinessclasses.Thecurriculumisdesignedtobeusebytrainersinterestedinthecareerdevelopmentofindividualsfortheworkforce.Trainerswillbeabletoconducttwenty-fouronehoursessionsoutlinedinthecurriculum.Subjectcontentscoveredincludeskillsidentification,peopleskills,communicationskills,acceptingresponsibility,stressmanagement,understandinganddealingwithconflict,problemsolvinganddecisionmaking,marketingtools–theresume,coverletterandtheapplication,networking,andinterviewingskills.ThecurriculumispresentedasaPowerPointendingwithaquestionanddiscussionsession.Trainerswillleavethesessionabletointegratethecurriculumintotheirtrainingprograms.

52. Engaging Underserved Workers In Low-Income and Minority Communities (LS)

TheOhioEnvironmentalCouncil(OEC)hasprovidedtrainingstoawiderangeofworkersandcommunitygroupsonreportingenvironmentalreleases,toxicusereduction,andpersistentbioacculumativetoxins.Oneaspectofprovidingthesetrainingsthatwehavefoundparticularlychallenging,butrewarding,isengagingunderservedworkersandcitizens,particularlythoseinlow-incomeandminoritycommunities.

PoorairqualityisaseriousissueforOhioresidents.Dieselenginesareamajorcontributortofine-particle(soot)andozone(smog)formingemissionsinOhio.In2009,dieseltrucks,busesandconstructionequipmentreleasedmorethan6,556tonsofsoot-formingparticulatematterinareasthatarefailingairqualitystandards(mainlyurbanareas).Additionally,carstrucksandbusesemitted147,256tonsofsmog-formingnitrogenoxideintoOhio’sair.Dieselpollutantshavebeenlinkedtoasthmaattacks,hospitalizationsduetoasthma,heartandlungdisease,leukemiaandprematuredeath,resultinginmissedschoolandworkdaysandhighmedicalcostsfortheresidentsofOhio.Further,dieselemissionshaveadisproportionateeffectincreating“hotspots”ofpoorairqualityzoneswithanelevatedriskofprematuredeath,cancerincidents,andhospitalizationsduetoasthmaattacks.

Clearly,itiscriticalthatworkersandcitizenswhoaredisproportionatelyexposedtothesepollutantsunderstandrisksandhowtoadvocateforchange.Inthisworkshop,wewouldliketosharethestrategieswehavedevelopedforworkingwiththeseaudiences,withinthecontextoftrainingsrelatedtodieselemissions,anti-idlingefforts,andimprovementstoairquality.

RadiationisoneofthemostfearedandmisunderstoodtopicsintheHAZWOPERrealm,includingemergencyresponseworkandhazardouswastesitecleanupandstorageactivities.Inthefireservice,professionalhazmatteamshavebeencalledtorespondtoamyriadofradiologicalincidents,includingresponsetodirtybombs,nuclearincidents,transportationaccidentsandemergenciesatfacilitieswhereradiologicalmaterialareusedand/orstored.TheInternationalAssociationofFireFighters(IAFF),andBernieMizula,createdaRadiologicalControlTrainingProgramwhichfocusesoncreatingasolidunderstandingandrespectforradiationandradiologicalmaterialsincludingwhatitis,howtodetectit,howtoavoidit,howtorespondwhenitisreleasedandhowtocleanitup.Theprogramcontainstwocourses;onewhichcoverspersonnelwhoareconsideredradiologicalworkersunderDOE(suchasfirefightersandEMSpersonnelwhoworkwiththeDOE)andonewhichisgearedtothosewhowillrespondtoradiologicalincidentsincludingdirtybombs,nuclearandtransportationaccidents.Thematerialsfosteradult-educationmethodsincludingsmall-grouplearningwithafocusonlearnerparticipationandhands-onactivities.Theworkshopwillreviewthefundamentalsofradiation;whichisthefoundationofradiationprotection.Trainersattendingthisworkshopwillleavewithasolidunderstandingofwhatradiationandradiologicalmaterialsareandarenot.MethodsforteachingandincorporatingradiationconceptsintoHAZWOPERcourseswillbediscussedaswellasthecurrentstateoftheNationalresponseeffortconcerningdirtybombsandnuclearincidents.
