What is the RICS Role?

RICS is the world's leading professional body for qualifications

and standards in land, property and construction

Therefore it has a role in: • Ensuring standards (for benefit of members, firms, clients, the

public, society,……) • Providing a service to the members (high-quality, cost-effective,

accessible learning opportunities…)

RICS and Ensuring Standards

All RICS members are bound by the Rules of Conduct for Members (V3 Jan 2010). Rule 6 says:

“Members shall plan, undertake, record and evaluate appropriate continuing professional development and, on request, provide RICS with evidence that they have done so.”

• There are no set number of hours although 20 hours p.a. is the recommended minimum

• Members are advised to regularly record their CPD

• RICS monitors through random sampling. CPD records are usually requested by email and 28 days allowed for submission

• ALL RICS members in whichever country or juridsdiction are responsible and accountable for complying with these CPD regulations.

RICS Regulation

Newly established Regulation Department for RICS in Europe

New in Europe – “Regulated by RICS”

Firms can register to be regulated by RICS – obligation to ensure staff receive appropriate and adequate training for their roles and to keep CPD records

– annual return – monitoring

RICS Deutschland CPD Certificate

• A number of RICS members in Germany were spot checked by RICS Regulation and asked to provide CPD evidence

• This caused confusion (“What do I have to do?”) especially for non-English speakers (“English or German?”)

• Some members were not recording and others were recording, but were not aware that there was already a CPD recording system on the RICS website

• Those members who were aware of it, found it not very accessible, or user friendly (language issues)

While chartered surveyors have an obligation to comply, it was recognised that everybody is human and anyone can forget

The overall challenges were therefore:a) to provide local support and encourage members to comply

b) to achieve consistency

c) to do this without contravening RICS Regulation processes

The idea was to turn the CPD requirement round and make an added value out of something that is prescriptive, make a benefit

Implementation:

1. Developed an online data recording system

2. Informed RICS Europe and RICS Regulation and obtained sign-off

3. Agreed that system would initially be voluntary but mandatory in time

4. Invited all existing qualified members

Results to date:• 55 members have fulfilled the requirements and have been sent their CPD

certificate• 150 members are currently in the system and completing their records

The Future

• Members will become more aware of their obligations towards CPD and the pressure to comply coming from Regulation

• RICS Training will develop more face-to-face courses across the world: – Working closely with Professional Groups – Development of topics with input from members, firms,

professional groups and International Regions• Portfolio of e-learning courses will be expanded – great potential

outside UK• Locally, National Groups will continue to provide CPD

opportunities and more adopting CPD certificates?
