Introduction

TP Organics is the European Technology Platform (ETP) for Organic Food and Farming. It unites large companies, small & medium enterprises, researchers, farmers, consumers and civil society organisations active in the organic value chain from production, input & supply, to food processing, marketing and consumption. Believing that research & innovation is fundamental to the further development of the organic sector as well as sustainable farming and food production in general, the platform identifies research priorities and communicates them to policy makers with the aim to obtain greater funding for the organic food system and other low-input or agroecological approaches. TP Organics is the first and only Technology Platform that deals with the whole value chain from field to fork. Building on the organic principles, TP Organics wants to leverage the organic sector’s contribution to sustainable farming and food production through research and innovation. TP Organics attaches great importance to involve all stakeholders along the whole food supply chain, including consumers and civil society organisations. As with all other ETPs, strong buy-in from the industry is key to the success of the platform. However, TP Organics pays particular attention to involving SMEs (and SME associations) which are often neglected by other ETPs and in research projects in general.

Achievements of TP Organics

Since its establishment in 2007, the impact of TP Organics has continuously increased. Its major achievements to date include:

Recognition by policy-makers and officials in the EU - TP Organics is widely acknowledged as an important platform among policy-makers. It demonstrated its ability to play an active role in the design of research policy by engaging with key EU decision-makers and securing support from the European Commission, a number of prominent Members of the European Parliament (MEPs) and different Member States. In July 2013 TP Organics obtained the official recognition by the European Commission. As a result, TP Organics is now officially involved in external consultation processes regarding the implementation of Horizon 2020.

Production of high level publications - TP Organics has produced a number of publications including a well-received Research Vision (end of 2008), a 60-point Strategic Research Agenda (end of 2009) and an Implementation Action Plan (end of 2010). In cooperation with IFOAM EU and ARC2020, TP Organics published the Dossier "European Innovation Partnership - Opportunities for Innovation in Organic Farming and Agroecology" (2014) and an Action Plan for Innovation and Learning (2014). An updated Strategic Research and Innovation Agenda has been published in December 2014. These documents constitute the basis of TP Organics’ activities as a platform promoting research and innovation for sustainable food systems. TP Organics has also actively participated in many consultations held by the European Commission, including on the implementation of Horizon 2020, and is currently involved in the development of the 4th SCAR (Standing Committee on Agricultural Research) Foresight Exercise and the 3rd report of the SCAR-AKIS strategic working group, a sub-group of the SCAR dealing with Agricultural Knowledge and Innovation Systems.

Large and active membership - Currently, 27 umbrella organizations/networks in the field of sustainable agriculture, research, environment and consumer protection are member of TP Organics, as well as 25 SMEs and 12 national cooperation partners. Further, TP Organics

collaborates with 20 research institutes or research networks, who also support the platform financially. Finally, TP Organics has recognised 6 national technology platforms for organic research (the Netherlands, Italy, Czech Republic, Belgium, Spain and Sweden). One more national platform is expected to be recognised in 2015, namely in France.

Strategic collaborations with transnational initiatives and networks - TP Organics established cooperation with the Enterprise Europe Network that helped develop TP Organics' Strategic Research Agenda in 2009 as well as with the Platform for African European Partnership on Agricultural Research for Development (PAEPARD) and the Mediterranean Organic Agriculture Network (MOAN) who offered their network for an international consultation for the development of the Strategic Research and Innovation Agenda (2014). Finally, TP Organics presented its work to COST (European Cooperation in Science and Technology) and is part of the Euro‐Mediterranean Expert Group established in the context of MED SPRING project (Mediterranean Science, Policy, Research & Innovation Gateway).

Communication and promotion - TP Organics’ website receives more than 50,000 visitors per year. A newsletter is regularly sent out to more than 2000 people and downloaded from the website by an additional 1000 people.

Organic research in the 7th Framework Programme - The 7th Framework Programme (FP7) provided more than €50 billion during the period 2007-2013 of which € 1.9 billion fell under the theme that was immediately relevant to TP Organics, namely the theme Cooperation on Research for Agriculture, Food and Biotechnologies. Thanks to the successful advocacy work of TP Organics several organic-related projects have been funded by the European Commission. Other priority topics were covered by the three calls of ERA-Net Core Organic II launched in 2010, 2011 and 2012. To date, 26 of the 61 research topics identified in the first Strategic Research Agenda have been funded in one of these instruments.

Organic research in Horizon 2020 - TP Organics set up and coordinated a taskforce that analysed the Commission’s legislative proposals for the “Common Strategic Framework-Horizon 2020”, the follow-up framework programme of FP7. The taskforce worked out concrete amendments to the proposal for better support for agroecological/organic farming. These amendments have been used for a lobby campaign towards the European Parliament, and selected MEPs and member states. TP Organics was represented by two speakers at the hearing organised by the European Parliament on Horizon 2020. As a result of the advocacy work of TP Organics, several key concepts used in the Research Vision of the platform (ecological or eco-functional intensification and empowerment of rural areas) have been used in Horizon 2020 and organic farming has been specifically mentioned in the legal texts of Horizon 2020.

Organic research in transnational research funding schemes - TP Organics is cooperating with several transnational networks of Member States funding agricultural research. It is observer in the Governing Board of ERA-NET CORE Organic Plus (funding organic research) and actively contributes to some of its activities (e.g. organising brokerage event, active participation in research seminars, conducting impact assessment of funded projects). As vice-chair of the Stakeholder Advisory Board of FACCE-JPI (Joint Programming Initiative on Agriculture, Food Security and Climate Change), TP Organics actively contributed to the FACCE-JPI Strategic Research Agenda and Implementation Plans, and provided advice on the research calls launched by FACCE-JPI. TP Organics was also member of the External Advisory Board of ERA-Net SUS FOOD (dealing with sustainability of the food chain beyond the farm gate, activities ended in 2014). In

that capacity, it contributed to the SUSFOOD Strategic Research Agenda. In January 2015, TP Organics joined the Advisory Committee of ERA-Net ICT-AGRI, which gives TP Organics the opportunity to provide advice on its action plans and the calls it launches.

Organic research in the European Innovation Partnership “Agricultural Productivity and Sustainability” (EIP-AGRI) -The EIP-AGRI is a policy instrument to boost innovation in agriculture by better connecting farmers and researchers. It is implemented through Horizon 2020 and Rural Development Programmes (2nd pillar of the Common Agricultural Policy). TP Organics in collaboration with IFOAM EU and ARC2020 identified priorities to be tackled by the EIP-AGRI from the perspective of the organic sector and agroecological community and communicated these priorities to the European Commission. This resulted in the launch of a Focus Group on Optimising Arable Yields in Organic Farming. Several of TP Organics’ members are involved in the High-Level Steering Board (HLSB) which decided on a Strategic Implementation Plan for the EIP-AGRI. Thanks to the coordination efforts of TP Organics, several references to the interests of organic and agroecological farming were included in the Strategic Implementation Plan.

Hub for organic research - TP Organics is increasingly recognised as the knowledge hub for organic research. People turn to TP Organics for information about funding opportunities and more and more TP Organics is asked to disseminate results of research projects through its communication channels or to act as dissemination channel in research projects.

Strategic background

Horizon 2020 is an integrated programme for the period 2014-2020 covering all research and innovation funding previously provided through the Framework Programme for Research and Technological Development (FP), the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT). The different types of funding provided by the previous programmes are now brought together into one single coherent and flexible framework. The legal texts of Horizon 2020 explicitly state that organic agriculture should benefit from the programme. This is the first time legal texts of EU research policy recognise organic farming. The total budget of Horizon is nearly €80 billion1 in current prices2. This includes 77 billion € directly for Horizon 2020 and 2.1 billion € for Euratom. The increase in current prices is more than 40% compared to its predecessor, the 7th Framework Programme (in constant prices, or real terms, nearly 30%). Horizon 2020 is structured into three main pillars: “Excellent Science”, “Industrial Leadership” and “Societal Challenges”. The second of the seven Societal Challenges (SCs) is most important for agricultural research. It deals with “Food security, sustainable agriculture and forestry, marine and maritime research and inland water research, and the bio-economy” and has a budget of €3.85 billion. Also Societal Challenge 5 (SC5), with a budget of €3.08, is relevant. It deals with “Climate action, environment, resource efficiency and raw materials”. SC 2 is divided in five specific programmes, of which the following are the most relevant for agricultural research:

2.1 Sustainable agriculture and forestry; 2.2 Sustainable and competitive agri-food sector for a safe and healthy diet; 2.4 Sustainable and competitive bio-based industries and supporting the development of a European bio-economy.

The Specific programme for 2.1 is implemented under direct management of the Directorate-General for Agriculture and Rural Development (DG AGRI) while the specific programmes 2.2 and 2.4 are implemented under the management of the Directorate-General for Research and Innovation (DG RTD). SC5 is also managed by DG RTD. The Societal Challenges and other parts of Horizon 2020 will be implemented through bi-annual Work Programmes that describe the actions to be financed (calls). In order to draft Work Programmes that address the needs of the industry, the European Commission extensively consults the European Technology Platforms (ETPs)3 of which they are 40 recognised since 2013, including TP Organics. DG AGRI and DG RTD prepare the call descriptions and Work Programmes. After launching the Work Programmes, they are also responsible for selecting the experts in charge of evaluating the project proposals. The monitoring of the projects selected is the responsibility of the Research Executive Agency (REA). This Agency has been created in 2014 in order to free-up resources in DG RTD/DG AGRI allowing them to focus more on policy-making.

In addition to calls for projects, Horizon 2020 supports transnational research cooperation between member states through “ERA-Nets” and “Joint Programming”. Both instruments aim at better coordination of national/regional research programmes. More detailed information about Horizon 2020 can be found in the briefing published by TP Organics in January 2014 (http://tporganics.eu/upload/TPOrganics_briefingH2020_final.pdf) In comparison to the previous research framework programme, FP7, Horizon 2020 gives more importance to the implementation of research results and achieving innovation on the ground. One example is the European Innovation Partnership for Agricultural Productivity and Sustainability (EIP-AGRI) which is meant to bridge the gap between research and practice in order to foster a quicker uptake of results and a better targeting of research questions. The EIP-AGRI tries to marry productivity and sustainability, contributing to a “steady supply of food, feed and biomaterials, developing its work in harmony with the essential natural resources on which farming depends”.4 Besides through Horizon 2020, the EIP-AGRI is implemented through Rural Development Programmes at Member State (regional) level. Horizon 2020 projects contributing to the EIP-AGRI are called multi-actor projects. These should involve the relevant stakeholders, forming a consortium of actors that offer complementary knowledge (scientific, practical, etc.). Under the Rural Development Regulation, the main instrument for applying the EIP-AGRI are the Operational Groups, which should build bridges between researchers, farmers, rural communities, businesses, NGOs and advisory services. The EIP-AGRI is managed by DG AGRI, which gets strategic advice from the SCAR-AKIS strategic working group. The impact TP Organics has achieved since its establishment in 2007, clearly shows the importance of a platform bringing together farmers, businesses, civil society organisations and researchers that advocates for more public investment in research and innovation for organic food and farming and other agroecological approaches at European level. Public investment is in particular needed to improve the delivery of the pubic goods that agriculture can provide, but where innovation is not likely to come from the private sector. Building on the successes of the past, TP Organics wants to deepen and broaden its activities. In particular this working programme aims to:

Make TP Organics the driver for sustainable food systems in Europe, organic as well as conventional, based on research and innovation.

Develop an “innovation arena”, an internet platform where innovative solutions and research findings meet practitioner’s needs.

Broaden services in order to offer centralised information about funding opportunities for research and innovation based on organic and agroecological principles.

Work programme

The work programme 2015-2017 of TP Organics is structured in a total of five Work packages (WP) (Figure 1). WP1 focuses on influencing the implementation of Horizon 2020, while WP2 aims to influence and monitor the implementation of the EIP-AGRI. In WP3, TP Organics will increase its membership and strategic relations in order to strengthen its position as key player in the EU research policy debate.

In future, TP Organics does not only want to influence research policy, but also wants to promote practical uptake of research results. This is covered by WP4, which foresees the development of an “innovation arena”. Finally, WP5 will ensure good coordination of the activities and effective communication (WP5).

Work package 1: Influence implementation of Horizon 2020

Specific objective TP Organics has promoted the priorities described in its new Strategic Research and Innovation Agenda towards policy-makers to obtain greater funding for agroecological and organic/low-input farming research in Horizon 2020 Work Programmes. Strategic approach After a first round of calls listed in the Work Programme 2014/2015, a new bi-annual Work Programme (2016/2017) will be launched in 2015. The Work Programme 2018/2019 will be published in 2017. TP Organics will work to influence the development of the Work Programmes based on its new Strategic Research and Innovation Agenda. This document is the result of a participatory process of one year and a half involving farmers, business actors (SMEs and SME associations), civil society organisations, scientists and experts. This WP also includes the cooperation with transnational research funding bodies (e.g. ERA-NET CORE Organic, FACCE-JPI, ERA-NET ICT-AGRI, ARIMNET). Results WP 1

1. Commission officials of different Directorate-Generals, MEPs, and Member State representatives in the SCAR (Standing Committee on Agricultural Research) have been made aware of the research and innovation priorities of TP Organics

The understanding of EIP-AGRI among TP Organics stakeholders has increased and operational groups working on organic and agroecological farming are established throughout Europe. Strategic approach As explained above, the EIP-AGRI is implemented at EU level through Horizon 2020 and at Member State level through Operational Groups funded by Rural Development Programmes. The Focus Groups are a separate instrument. These are temporary groups of researchers and practitioners which explore innovative practices that could lead to Operational Groups and identify research needs in specific areas. The Focus Groups are important in the setting of the agenda of the EIP-AGRI across the EU. While DG AGRI decides on the topics of the Focus Groups, the management is outsourced to the EIP-AGRI Service Point. This WP focuses on the implementation of the EIP-AGRI through Rural Development Programmes and Focus Groups. TP Organics will:

Monitor the implementation of the EIP-AGRI in the Member States and regions of the EU and have regular contact with the European Commission and the EIP-AGRI Service Point in order to better understand the opportunities provided by the EIP-AGRI to strengthen agroecological approaches in food production.

Inform members and stakeholders about developments of the EIP-AGRI

Strengthen the dialogue with individual regions and networks of regions (ERIAFF, ERRIN, AREPO).

Identify possible topics to be tackled by the EIP-AGRI at EU level and communicate them to DG AGRI and the EIP-AGRI Service Point

Contribute to the 3rd report of the SCAR-AKIS strategic working group. Highlight the innovation potential of organic and agroecological farming in its meetings and in direct contacts with its members.

Results WP 2

1. A good understanding has been gained on the implementation of the EIP-AGRI in Member States and regions and the opportunities provided for organic farming and agroecological approaches.

2. Up-to-date information has been communicated to the members and stakeholders of TP Organics.

3. Synergies between regions have been created to promote the implementation of organic and agroecological innovation priorities.

4. Agroecological innovation stays on top of the agenda of the EIP-AGRI and Focus Groups have addressed priorities identified by TP Organics

5. Policy recommendations regarding implementation of the EIP-AGRI have been successfully communicated to the European Commission directly and through the SCAR-AKIS strategic working group.

Work package 3: Strengthen TP Organics as a key player in EU research policy

Specific objective TP Organics’ position as a key player in the area of EU agricultural research policy and as platform for organic/agroecological research and innovation is strengthened.

Whilst WP1 and 2 aim to directly influence EU research policy, programmes and research priorities, WP 3 seeks to strengthen TP Organics as a major player in the area of EU food research policy. As officially recognised ETP, TP Organics officially provides advice on the implementation of Horizon 2020. However, TP Organics needs to compete with financially stronger ETPs in the agri-food industry. In order to be influential and relevant, TP Organics needs to invest in its representation, its contacts and strategic cooperation. With every new member, national platform and strategic partnership, the relevance and outreach of TP Organics increases. This will in return be beneficial for its lobby work in WP 1 & 2. This will be achieved by following actions:

TP Organics will provide practical support to national networks which are interested to become a national platform of TP Organics. This will increase the capacity of these networks to advocate for organic and agroecological innovation at national level, increase their participation in advocacy work at EU level and enhance their participation in EU or transnationally funded projects. Support will be provided through participation in meetings at national level, and giving tailored information on demand. Once a principal agreement on becoming a national platform of TP Organics has been reached, national networks will be asked to complete a self-assessment form to ensure they meet certain criteria related to transparency, openness, leverage potential and capacity.

DG RTD urges the different ETPs to create synergies between their research agendas. TP Organics will build strategic alliances with other ETPs whenever possible and relevant with the aim to promote innovation based on organic and agroecological principles.

Follow up recommendations made by DG RTD in the context TP Organics’ recognition as ETP to strengthen the engagement of the organic industry (especially of SMEs).

Increase the recognition of TP Organics by EU institutions, stakeholders, the organic movement and the agroecological/organic scientific community. This will be achieved through presenting the platform and its outputs at events, conferences and producing specific advocacy and communication material.

Create an alliance with the newly established International Technology and Innovation Platform (TIPI) for organic food and farming in order to exchange experiences and to leverage the international outreach of TP Organics’ activities.

Results WP 3:

1. New national platforms of TP Organics have brought additional dynamics to advocacy work for organic and agro-ecological research & innovation.

2. Ad-hoc consultation with ETPs have been held in order to identify common priorities and alliances have strengthened the position of TP Organics.

3. Engagement of the industry (especially of SMEs) has been strengthened and new industry members have joined TP Organics.

4. TP Organics recognition by policy-makers, officials, relevant stakeholders and the scientific community is increased.

5. Collaboration with the International Technology and Innovation Platform (TIPI) for organic food and farming has been established and synergies have been created.

Work package 4: Towards an “innovation arena” for organic food systems

Specific objective A concept for an “innovation arena” for organic food systems and low-input and agro-ecological approaches has been developed and fundraising activities have started.

Strategic approach TP Organics wants to provide an “innovation arena” for organic food systems and low-input and agroecological approaches. At this moment, organic and agroecological knowledge is scattered over individual countries. There is no platform that makes this knowledge available at EU level, at least not in a way that is easily accessible for farmers or advisers. In a consultation done in the framework of ERA-Net CORE Organic (Jespersen & Dehaudt, 2013)5, stakeholders indicated that more efforts need to be done to improve the dissemination and uptake of research results. Research results need to be translated into practice-oriented information that suits the needs of the end-users. To address these needs, TP Organics has stimulated the establishment of a “thematic network” under Horizon 2020, called OK-Net Arable. The overall aim of OK-Net Arable is to improve the exchange of innovative and traditional knowledge among farmers, farm advisers and scientists, in particular in the area of organic arable cropping. It builds on the achievements of the EIP-AGRI Focus Group on Organic Farming. The aim of TP Organics is to take the tools and methods developed in OK-Net Arable as a basis for establishing an innovation arena with even broader impact and knowledge exchange activities in additional areas relevant to organic food systems and low-input and agroecological approaches. The “innovation arena” will serve as a hub to put in contact innovative solutions and research findings with practitioners’ needs. Closely monitoring the activities in the “innovation arena”, will allow TP Organics to get an even better overview of the various innovation activities taking place all over Europe and get a better understanding of the remaining knowledge gaps. At its turn, this will help TP Organics to improve its lobby efforts and strengthen its position in the EU research policy debate. Developing such an “innovation arena” is a new work area for TP Organics. Before starting the work, it needs to be ensured that the concept is fully mature, e.g. it needs to be clarified how the platform will link up with similar initiatives at national level, how the language barrier can be overcome, how synergies can be created with organic eprints (open access archive with mainly scientific papers related to organic food and farming). Results WP 4:

1. TP Organics has closely followed the activities of the thematic network OK-Net Arable 2. TP Organics has developed a concept for an innovation arena with even broader impact and

knowledge exchange in more areas relevant to organic food systems and low-input and agroecological approaches

3. TP Organics has developed a concept to finance the activities of the arena and started a fundraising campaign

Work package 5: Coordination of TP Organics activities

Specific objective The successful coordination of TP Organics’ activities are ensured by the platform's secretariat.

Strategic approach: This work package is a cross-cutting WP that coordinates the overall work of TP Organics. It includes following activities:

Ensure that the platform’s meetings, such as meetings of the steering committee, expert groups/working groups, stakeholder forum are well-organised.

Since its establishment, the platform has reached a broad range of actors through its website and newsletter, but due to the rapid development of ICT, they risk to lose their impact. Therefore an up-to-date communication infrastructure needs to be developed. TP Organics will develop a new website and newsletter design, and elaborate and implement a new communication strategy towards (potential) members and stakeholders. Special efforts will be done to reach farmers (farmer associations) and companies.

Due to the successful development of TP Organics, it is necessary to update and revise the internal working methods taking into account the increased number of diverse stakeholders that participate in the platform and clarifying function, duties and rights of secretariat, steering committee and members.

In 2017, the last year of this Work Programme; TP Organics will exist 10 years. Therefore, an external and internal review will be conducted of TP Organics' development since its establishment in 2007 until 2017. The analysis should provide the basis for defining a new long-term strategy for TP Organics. This process will involve members, stakeholders and experts.

Finally, this work package will also deal with project administration and project reporting.
