the information is drawn from the University’s database for state mandated reports. This issue of the TU Data Journal spans the five-

year interval from Fall 2001– Fall 2005. Special thanks to Dr. John Morgan, Director Emeritus of the Center for Geographic Informa-

PROGRAM DESCRIPTION Towson University, serving both residential and commuter students, provides a broad range of undergraduate programs in both

the traditional arts and sciences and applied professional fields, as well as selected graduate and doctoral level programs.

MISSION

Towson University is a premier, metropolitan comprehensive institution, nationally recognized for quality and value, focused on teaching and committed to providing a broad range of opportunities for undergraduate and graduate education. The

undergraduate curriculum will enable students to acquire the intellectual skills essential to effectively communicate in speaking and writing, the gathering and evaluation of information, critical analysis, competence in the use of technology and an

appreciation of diverse points of view. The University offers post-baccalaureate education including certificate programs for advanced education and workforce training, masters degrees in traditional and applied disciplines, and doctoral programs. The

University will continue to respond to the Baltimore metropolitan area educational and workforce needs.

VISION

Towson University will be a regionally ranked Doctoral/Research – Intensive University with a broad array of programs that meet student needs and workforce requirements. The University expects to expand undergraduate offerings in inter-disciplinary fields that build on existing strengths and in graduate areas to the doctoral level that expands the commitment to professional fields in the arts and sciences, information technology, education, the health professions, and business. Through its faculty, known for excellent teaching, basic and applied research, and creative activities, the University responds to the political and economic

needs of the Baltimore metropolitan area.

Through University centers and institutes we will monitor and analyze academic, social and economic trends and leverage University expertise and resources. We will respond to changes in the broader environment and drive appropriate and responsive change as warranted.

Enrollment growth will be blended with physical and cultural change and growth. As enrollment growth takes place, we will create physical changes that will enable the University to respond to student needs. As size and physical change occurs, we will assure continued excellence in academic capabilities and a University culture that responds in supportive ways to an ever-changing external environment.

We will prepare to serve a changing external environment by strengthening and building bridges in our internal environment to create a more responsive and rapidly adaptable University. Through the blending of expertise, programs, resources and cultures, we will strengthen our ability to be an engine for change and to respond to an ever-evolving external environment.

The University System of Maryland (USM) Office produces reports annually on issues of interest to the general public and for its member institutions. The following documents are Towson University’s submissions for the reports listed below: A) Managing for Results (MFR) - A budget management initiative implemented statewide in July 1998 by former Governor Glendening. As described by the Department of Budget and Management (DBM), MFR “is a management approach that integrates existing management philosophies, tools, and techniques, and will lead government to achieve meaningful and quality results.” As part of the MFR process, each State agency is required to submit mission, key goals, objectives, program description, and performance measures to DBM. B) Dashboard Indicators - Developed by the USM staff to monitor the progress of the University Maryland System and its individual institutions. The indicators chosen are relevant to core operations and draw upon existing indicators (MFR, peer performance, and other accountability reporting systems). Performance indicators include graduation rates, retention rates, and financial aid. C) Peer Performance Analysis – A peer based model adopted by the Maryland Higher Education Commission in September 1999. The guidelines are designed to identify peer institutions by providing both a funding standard and a basis for comparison between institutions. These “funding peers’ are then compared to Maryland institutions to inform resource questions and assess performance. *A full list of definitions for the preceding reports can be found online at http://www.towson.edu/ir/usmreports.asp

NEW UNDERGRADUATE STUDENTS First-Time Undergraduates: More than 11,700 students applied for fall 2005 admission to Towson University. Acceptance and enrollment rates for fall 2005 are sixty-four percent and thirty-one percent, respectively. New first-time, full-time degree-seeking undergraduate enrollment has increased by thirty-two percent from 1,753 in fall 2003 to 2,322; a total of 569 additional freshman students in fall 2005. Based on a count of all declared majors (1st, 2nd, & 3rd), the top five declared majors for first-time, full-time, degree-seeking undergraduates in Fall 2005 are: Business Administration (346), Psychology (130), Nursing (123), Elementary Education (108), and Biology (96). Only twenty-four percent (555) enrolled with an undeclared major. First-time, full-time, degree-seeking undergraduates reflect the University’s commitment to ethnic and racial diversity with eighteen percent of the class representing a minority group. Seventy-one percent of all freshmen are living in university housing in the residence halls (Prettyman, Scarborough, Residence Tower, and Towers A, B, C, and D, Ward and West Hall, Towson Run, Newell, and Richmond Hall). Transfer Students: Towson received 3,361 applications from transfer students. Seventy-two percent were accepted (2,421) and sixty-one percent of those accepted enrolled. Fifty-three percent of all transfers come from Maryland community colleges. Of these colleges the top five feeder schools for Towson University are: Community College of Baltimore County, Anne Arundel Community College, Harford Community College, Howard Community College, and Montgomery College. Based on a count of all declared majors (1st, 2nd, & 3rd), the top five declared majors for new undergraduate transfer students are: Business Administration (265), Psychology (80), Biology (74), Elementary Education (72), and Nursing (67).

UNDERGRADUATE STUDENTS Majors: The university has over 60 active undergraduate majors. Based on a count of all declared majors (1st, 2nd, & 3rd), the top five majors for all undergraduate students are: Business Administration (2,168), Psychology (885), Elementary Education (772), Mass Communication (704), and Nursing (636). Based on a count of all declared majors (1st, 2nd, & 3rd), the breakdown of college enrollment includes eighteen percent for the College of Liberal Arts, eighteen percent for the College of Business and Economics, seventeen percent for the College of Fine Arts and Communication, fourteen percent for the College of Health Professions, eleven percent for the College of Science and Mathematics, and ten percent for the College of Education. Graduation and Retention Rates The University granted 2,984 bachelors degrees in the 2004-2005 academic year. Fifty-eight percent of the fall 1999 freshmen cohort graduated within six years. GRADUATE STUDENTS Towson University has 37 graduate programs, 4 doctoral degrees, 17 post-bachelor certificates, and 5 certificates of advanced study. Overall, graduate students make up twenty percent of the student body at Towson University. Out of the total enrolled population of 3,516, approximately eighty-two percent (2,900) are degree-seeking students. Full-time graduate students are diverse with eighteen percent representing a minority group.

827 master’s degrees, 5 doctorates, 95 post-bachelors and 14 certificates of advanced study were awarded during the 2004 – 2005 Academic year. The top five graduate programs include: Reading Education, Applied Information Technology, Teaching, Instructional Technology and Psychology. EMPLOYEES Full-time faculty make up the largest percentage of employees at Towson University with fifty-six percent, followed by Professionals (22.3%), Secretarial and Clerical (13.7%), Executive-Administrative-Managerial (4.4%), Technical and Paraprofessional (1.8%), Skilled Crafts (1.2%), and Service/Maintenance (1.0%). Of the 1,245 faculty members, fifty percent are female, twelve percent are members of a racial or ethnic minority. Seventy-five percent of the full-time faculty have doctorates or other terminal degrees and seventy-eight percent are also tenured or on tenure track.
