Revised Water Requirements During Drilling Operations
Water is basically required for preparing drilling mud, direct washing of drill cuttings,
cooling of gas engines and for meeting domestic needs of the campsite. Typically, the water
consumption will be about 20 cum per day per well as per details depicted in Figure 1. The
water requirement will be met from the local sources through water tankers. The water
requirement per well is shown in Table 1.

Oil India Limited already made an agreement with Govt. of Rajasthan, represented by the
Chief Engineer, Indira Gandhi Nahar Pariyojna for supply of water from IGNP. The water
will be drawn from IGNP in Jaisalmer District, Rajasthan. The sanctioned amount as per the
agreement is 600 KLD. The copy of agreement is attached herewith as Annexure 1.

The Block is located adjacent to the India – Pakistan International Border. The block is under
strict surveillance of BSF & movement of civilians is restricted. The block area is covered
with scattered thorny bushes. There is no village in the block area.
Gas leakage from old nearby wells whatever experienced earlier was due to failure of the
well tubing/casing due to presence of high CO2 in the gas produced from the field.
However, such leakages are never likely to damage life and properties, as the site is in barren
land of Thar desert, close to Pakistan border and the nearest village from the project area is
approx. 35 Km away.
To arrest such occurrence, Oil India Ltd (OIL) has well established sustainable Casing
Management plan, which is followed diligently.
In case of any gas leakage incidents, Emergency is declared by the competent authority and
Crisis Management Team of OIL is activated and Control Rooms of Field Head Quarters,
Duliajan, Rajasthan Fields and that of Corporate Office are activated parallelly for monitoring
with immediate effect. The incident is reported and coordinated with local district
administrator, Fire Services, Police etc. and reported to statutory agencies, viz: DGMS, OISD,
PESO and all other stakeholders. Locally available Firefighting resources are activated and
actions are initiated as per Off-site Disaster Management plan as well as CDMP (Corporate
Disaster Management Plan), which elaborately describes role and responsibilities of the
individuals at various levels.

Such wells are killed by various methods like deploying CTU/NPU, pumping killing fluid
through tubing, water is sprayed and Fire tenders are kept as standby at site. Action plan for
any gas leakage/ broaching activity is given below:

Monitoring of Well Head parameters
Mobilization of Crisis Management Team
An area within the 500 meters of the well on the down wind direction will be
demarcated as danger zone.
Sensitizing local villagers near the block area about gas leakage/ broaching incident
Firefighting equipment (Fire tender, extinguishers etc.) with a team to be deployed at
the well site immediately.
Multiple wind socks to be installed to check the wind directions.
Round the clock security personals to be deployed to prevent any unauthorized
movement.
Killing process to be done to subside the well.
Well killing is carried out by deploying Coil Tubing Unit (CTU)
Finally abandoning the well if required, as per the policy

Mitigation measure have been outlined to address project related social issues and concerns
in order for OIL to take proactive steps and adopt best practices, which are sensitive to the
socio-cultural setting of the region. The plans will include people residing in proximity to the
proposed well sites, pipeline alignment and access routes.

Corporate Environmental Responsibility (CER)
From inception of its activities OIL will take up various initiatives in and around operational
areas for the benefit of the residents as per the MoEF&CC guidelines.
OIL will take up various CER initiatives in and around OIL's CSR Vision Statement based on
MOEF&CC –OM dated 1st May 2018. About INR 10.00 Crore has been earmarked towards
CER.
Various CER initiatives have been taken by OIL within the study area during last 5 years and
about INR 712 Lacs have been spent.

Fugitive Emissions from Developmental Drilling Activities
Air pollution would be primarily due to fugitive emissions from vehicular movement,
material handling. Weathering of soil would take place as a result of clearing of
vegetation, excavation and movement of heavy vehicles. The weathered soil generates
dust due to re-entrainment during vehicular movement and equipment mobilization.
Such dust emissions as experienced in other similar construction activities are of larger
than 10µ (more than respirable range) and propagates to short distances. These
emissions only have nuisance factor affecting workers at site. Use of dust masks would
be adequate to mitigate impacts on workers.
Fugitive emissions in the form of material dust is expected during drilling operations
(loading, unloading, handling of drilling fluid, chemical additives, cement and cement
additives). Fugitive emissions during drilling are not expected to travel beyond project
boundaries. Workers working near fugitive emission sources are only susceptible
which would be mitigated through use of PPEs in these areas.
Fugitive emissions of VOC may result from the vents from the venting of unburnt
methane from well testing. However, the testing phase will be short duration of 14 -21
days.
Testing facilities will be available at drilling rig for separation of liquid phase and
burning of all hydrocarbons during testing.
The test flare boom will be located at a distance from the drilling rig. In production
testing hydrocarbon are flared for 1 or 2 days in case it is required. The quantities
involved in test flaring may be highly variable due to geological un-certainties and
reservoir potential. However, the maximum quantity expected in such well are 2500
m3/hour (15000 m3/day) (max.) of gas. Temporary flaring will be carried out at
ground with elevated stack of 30 m high.

The test flaring will result in temporary emissions of CO2, water vapours, NOx and other
trace gases. It is assumed that the occurrence of SO2 in the flare gas would be in traces
or negligible as gas shall not have H2S.

Oil India Limited has floated an EOI to sell/utilize natural gas produced at Gas
processing plant and removal of CO2 from the natural gas produced in the block. In
response to the EOI M/s. Beerengas (India) has submitted a proposal to M/s. Oil India
Limited to build on LSTK basis a 1.5 MMSCMD CO2 Treating plant which is a single stage
gas sweeting unit process utilizing 60% -MDEA supplied by local suppliers like Reliance
Industries and 40% - Water as solvent to remove essentially all of the over 98% of the
carbon dioxide from the inlet gas stream prior to being dehydrated and recompressed
for delivery.
The Technical Details of the CO2 removal Plant are given below:
Process Description – CO2 Gas Sweetening Unit
Introduction:
Amine treating plants remove CO2 (carbon dioxide) and H2S (hydrogen sulphide) from
natural gas. Amine has a natural affinity for both CO2 and H2S allowing this to be a very
efficient and effective removal process. Carbon dioxide is often found in natural gas
streams. CO2 when combined with water creates carbonic acid which is corrosive. CO2
also reduces the BTU value of gas and in concentrations of more than 2% or 3 % the gas
is unmarketable. Amine sweetening processes remove CO2 so that the gas is marketable
and suitable for transportation.

Process Flow Description
1. Sour gas enters the contactor tower and rises through the descending amine solution.
2. Purified gas flows from the top of the tower.
3. The amine solution is now considered Rich and is carrying absorbed acid gases.
4. The Lean amine and Rich amine flow through the heat exchanger, heating the Rich
amine.
5. Rich amine is then further heated in the regeneration still column by heat supplied from
the reboiler. The steam rising through the still liberates water and CO2, regenerating the
amine.
6. Steam and acid gases separated from the rich amine are condensed and cooled,
respectively, in the reflux condenser.
7. The condensed stream is separated in the reflux accumulator and returned to the still
column.
8. Hot, regenerated, lean amine is cooled in a Lean Amine Cooler and circulated to the
contactor via booster pumps, completing the cycle.
9. A variety of heat source can be used for the still reboiler – direct fired, waste heat, hot oil
and steam systems.

The latest 6 monthly compliance report for existing Environmental Clearance have been
submitted on 28.05.2020 vide letter no. R/S&E/E-1/26/2020 to Regional Office, MoEF&CC
and there is no reporting from RO, MoEF&CC in regard to non-compliance/others.
