1. INTRODUCTION Herring Storer Acoustics (HSA) was commissioned by Total Green Recycling to undertake a boundary noise survey of their facility located at 40 Felspar Street, Welshpool.
The objective of this study was to carry out noise level measurements around the boundary of the facility and compare to the regulatory criteria.
2. METHODOLOGY Noise level measurements were performed around the boundary of the facility on Thursday 1 June 2017 using a Svan 948 Precision Sound Level Meter. Measurement locations are shown in Appendix A. Measurements were conducted with the facility operating at full capacity. This involved all internal equipment such as the sorting line, grinder and shredder operating. Externally, operating noise sources included the diesel generator and the extraction fan system. During the measurement period weather conditions were; winds from the west‐north west at around 2 m/s and a temperature of 13°C. Additionally, preliminary noise modelling has been conducted to assess the noise level at the nearest highly noise sensitive premises. The computer program, Soundplan has been used to calculate the noise level of the Total Green Recycling facility. Noise level measurements conducted during the site visit were used as the basis of the noise sources in the predictive modelling software. Receiver locations for the assessment were based on the nearest residence, located at Turtledove Grove in Welshpool (south) and Chervil Bend in Wattle Grove to the east.
3. RESULTS The results of the short‐term hand held measurements and the predicted noise levels are summarised in Table 1.

4. ASSESSMENT
Analysis of this third octave band data shows tonal components in the 50Hz frequency. Observations during the measurements were that this noise emission was attributable to the operating fan system on located on the southern side of the facility (Location D). It is noted that this is a technical exceedance with compliance achieved at around 25m from the fan. The boundary location is situated adjacent to a car park, with the nearest potential office building located 75m to the south east or 115m to the south west. Therefore, it is likely that the noise levels, whilst exceeding the regulatory requirements, are not impacting on the neighbouring premises.
Background noise levels measured during period of no operation at the Total Green Recycling facility showed tonal components at the 160 Hz frequency. These are attributable to other industry not associated with the Total Green facility.
The noise levels associated with the Total Green facility generally comply at boundary premises, with the exception of the southern boundary where the fan system is located.
The assessable noise level for the Total Green Recycling facility noise emissions at the nearest highly sensitive noise receptors are 3 and 21 dB(A). At this level, the noise would comply with the assigned noise level for all hours and is likely to be inaudible.
5. DISCUSSION / RECOMMENDATIONS
The assessable noise level at boundary location D to the south of the Total Green facility exceed the regulatory criteria. The noise levels are attributable to the close proximity to the boundary of the fan system used for air extraction for the internal machinery.
As the fan system is in good operating condition, being relatively new, noise control to the source is unlikely to have a major impact. Therefore, it is recommended that to achieve compliance, it is recommended that a barrier be positioned along the southern fence line between the boundary and the fan. The form of the barrier can be anything solid, such as a sea container or like provided it extends 1m above the outlet of the fan. Alternatively, if the barrier high cannot be achieved, the outlet of the fan can be repositioned to face away from the boundary. Figure 1 below shows the fan system and the proposed barrier location.

James, Further to the email received on Thursday 10 July 2017, we provide the following information. It is understood that the Total Green Recycling facility is going to relocate its operations to 26 Miles Road, Kewdale. All equipment currently located at 40 Felspar Street, Welshpool is to be relocated to the new facility. Herring Storer Acoustics have previously conducted an acoustic assessment of the facility in Welshpool, hence have measured noise levels of the equipment proposed for the new site. Whilst a detailed acoustic assessment of the new site will be required as a part of the approval process, it has been requested that a preliminary assessment of the main extraction fan system (dominant external noise source) is carried out, to provide an indication of the suitability at the new facility. The proposed layout at the Miles road facility is as per Figure 1.

Based on the measured noise level at 1 metre from the operating extraction fan ie, 85 dB(A), the predicted noise level at the nearest industrial boundary would be 53 dB(A).
This can be compared to the regulatory criteria of not to exceed 65 dB(A), hence at the new location, the fan noise emissions would be compliant.
