Hunter's Quiz is Now Online All hunters are required to successfully complete the LCA Wildlife Management Quiz prior to registering to hunt. You must receive a passing score of 70% to qualify. Once the quiz is completed, if you passed, you will be able to print a certificate. This certificate must be presented when registering as a hunter. This certificate will also be emailed to the email address you provide at the beginning of the quiz process. You can find the quiz on our website on the Lake and Natural Resources webpage. The second mandatory hunters meeting is on Sunday, 8/16, 9am at the Lodge. See page 5 for details. Optional Lakefront Weed Treatment #3 As announced in the weekly eblasts, the third of three optional programs is being offered to lakefront owners in 2020. PLEASE NOTE—ENROLLMENT DEADLINE: WEDNESDAY AUGUST 12th at 4:00pm. No exceptions. Payment must be RECEIVED by either check or credit card at the Association Office by the end of business on August 12th to be enrolled (normal credit card fees apply). If a check arrives after that date, there are no guarantees for enrollment. Pre-payment by AUGUST, 12 th is required for enrollment. This deadline is required to be able to order chemical and schedule the treatment according to enrollment. Cost for enrollment for the AUGUST treatment is $155 per lot and must be prepaid. Currently, the week of August 17th will be the anticipated treatment and the exact date is dependent on applicator schedule as well as weather conditions. Guest Passes are now available Online Need a guest pass in a hurry? You can now get one anytime of day. Just follow the instructions and print a pass good for up to two weeks. Face Coverings Required at LC Facilities

To be in compliance with Governor Pritzker’s Executive Order, please remember that face coverings are required in all buildings at Lake Carroll. This includes the Clubhouse, Aquatic Complex, Lodge, and Administration buildings. We ask that you don't enter the building unless you are wearing a face covering. Any in-person meetings will require a face covering, unless you maintain a 6-foot distance from one another. We are requesting that all committee meetings continue to be done via Zoom. Gatherings in any Lake Carroll building should be less than 10 people. Outside gatherings need to be less than 50 people. Your cooperation is greatly appreciated.

Hunter's Quiz is Now Online All hunters are required to successfully complete the LCA Wildlife Management Quiz prior to registering to hunt. You must receive a passing score of 70% to qualify. Once the quiz is completed, if you passed, you will be able to print a certificate. This certificate must be presented when registering as a hunter. July was a very busy month on the golf course. We had over 4,700

rounds, held our first tournaments of the year, and had the first two outings of the year. We also had the most participated Junior Golf Program to date with 157 young golfers learning how to play golf! Excellent job to my staff, especially Mike and Curt. We also held the Senior Club Championship on July 26th, congratulations to the following winners and runners up:

Do you remember a time when if you wanted to say something to someone you had to either call them on the telephone and speak with them or get in your car and drive over to see them? Voice-to-voice, person-to-person, human connection! Technology has taken care of that. Today you can send an email, a quick text message and/or use social media to let people know how you are feeling. Technology has made our lives easier! Or has it? Technology has influenced people to stop communicating with the individuals around them. Technology has changed the way that people socialize and has caused them to become aloof. Social media allows people to disregard the feelings of others by saying anything they wish. Things that would never be said face-to-face. Social media originated with the intent of being able to share information, photos, etc. For most, social media has become a platform for saying whatever they want, whenever they want, about whomever they want. So how do we get back to a place of respect and kindness when dealing with members of our own Lake Carroll community? Perhaps a simple rule of thumb might help us all, stop and think before we post. Ask yourself, “would I say what I am about to post, to the person’s face?” If the answer if No, do not post it! We are fortunate to live in a community which allows us to voice our opinions and concerns. Let us be kind in how we do so. If you have a question about something happening in our community, why not go straight to the manager in charge. Give them a call and get your answer from the person who knows the answer. We witness acts of kindness all around our community. Helping each other when a storm comes through, picking up groceries for a neighbor who can’t get to the store, waving to each other in passing cars, etc. Building the Lake Carroll community is the job of every member. Together, let us continue to build the sort of community we are proud of!

Security Stats for July 2020:

BE CAREFUL & COURTEOUS WITH YOUR FISHING LURES

Fisherman be considerate when fishing along and under private docks and boat lifts. I have received several complaints of boats being hit by lures and damage being caused to covers. This is unacceptable, please be careful if you choose to fish around another landowner’s property. ATTENTION BOATERS

The State of Illinois mandatory skier / towing flag that is flown while a watercraft has a subject being towed should be taken down when the boat is not towing a skier/tuber. Leaving the flag up at all times defeats the purpose of having the flag in the first place. Please refer to the Lake Carroll Rules and Regulations, Chapter 53.05 (C)(15)(b). GOLF CARTS ON LC ROADS

Golf carts on Lake Carroll roadways have been causing some dangerous situations as vehicles are trying to pass. As stated in the Lake Carroll Rules and Regulations, Chapter 53.02 (D)(1), “Golf carts must yield right of way to licensed vehicles.” When operating golf carts on the Lake Carroll roadways, please pull over and let traffic pass. UTV’S – NO ACCESS TO GOLF COURSE

UTV’s are not allowed on the Lake Carroll Golf Course. The Lake Carroll golf maintenance crew spends hundreds and hundreds of hours keeping our course in great shape, and it only takes one recklessly driven UTV to cause serious damage. You will be cited and fined, if you are riding on the golf course. FIREWORKS – ILLEGAL – PLEASE STOP!

Fireworks continue to be an issue here at Lake Carroll and other surrounding communities. I am asking properties owners for some help with this matter. The Security Department does not have unlimited resources. Lake Carroll is a large area and much of the time there is one officer on duty. It is very challenging to locate the subjects that are in violation. Please contact the Security Department needs while the violation is occurring. If you wait to report the incident, you’ll be asked to sign a complaint. If you are you are not willing to sign a complaint, then there is nothing we can do. Enough is enough. FIREWORKS ARE ILLEGAL. Please stop setting off fireworks! And to those who witness them, please call and give us the information we need - 815.275.6122. PEDESTRIANS MUST YIELD RIGHT OF WAY

We have similar issues with golf carts and pedestrians. I have witnessed four subjects walking in the middle of the roadway. There were five vehicles lined up behind them. The subjects continued to hold up traffic until the first car gave them a beep of the horn. The subjects then proceeded to make room so the vehicles could pass. Lake Carroll is a community, it is not a park. The roads are shared

by walkers, bikers, joggers, ATVs/UTVs, golf carts, vehicles, and wildlife. Please be courteous to everyone that is on the Lake Carroll roadways. MARINA PARKING SPACE IS LIMITED

Please consider carpooling when parking at one of the marinas, as space is limited. There is enough room at the East Marina for a second row when parking in the middle of the lot, which is not being utilized. Please be courteous when parking at the marinas, both where and how you park. PROPER ID REQUIRED ON LAKE EQUIPMENT

All piers, docks, boatlifts, and swim platforms must have section/lot numbers and reflective devices above the waterline and visible from the lake. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.08 (D). PLEASE LEASH OR TETHER YOUR DOG

You can be subject to fine if you do not keep your dog leashed or tethered to prevent them from leaving your property. This continues to be an issue at Lake Carroll. The Lake Carroll Rules and Regulations clearly state in Chapter 50.06 (H) Animal Nuisances: No person shall allow their pet to roam free of that person’s own property. (1) Animals taken from a private lot to other areas of Lake Carroll will be properly tethered with a leash. (2) It shall be the owner’s responsibility to see that animals do not make undue noise or disturb the peace of others. (3) Excretion of these pets shall be picked up and removed by the owner and disposed of appropriately. Bottom line is, if a dog is on a member’s property, whether it is yours or your guest’s, and it leaves your property, the member is responsible for that dog and whatever it does or damage it may cause. 2020 DECALS MUST BE DISPLAYED

Here we are in August and Security is still having to advise members to display their 2020 decals on their vehicle, boat, ATV/UTV, golf cart, and camper. If you have your decals, please display them as directed. If you don’t have your decals and you are using your vehicles and conveyances at Lake Carroll, please stop in or contact the Admin Office at 815.493.2552 ext 110. Citations are being written for this violation. I would like to encourage everyone to view the Lake Carroll Code of Ordinances. Just a few minutes reviewing the Rules and Regulations can make everyone’s experience more enjoyable. Not knowing a rule is not an excuse to violate one. I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YEILD TO YELLOW!!! Rules and Regulations, Chapter 53.02 (B)(5)&(6). Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Mandatory Lot Mowing #2 August 26-September 5

Round 2 of mandatory vacant lot mowing dates are

Wednesday August 26th - Saturday September 5. The

mower (self or contractor) must report the mowing to

[email protected] or call 815.493.2552 ext

127 by noon on 9/8. Please provide name, section and lot,

also date mowed.

All empty lots MUST be mowed within this

timeframe even if it is mowed at other times. If mowing is not reported and lot is not mowed, LCA

will handle mowing and charge the property owner

accordingly.

If you would like to hire LCA to mow your lot you can

do so. LCA Mowing cost is $45 up to an acre and $65

over an acre.

As we all enjoy the outdoors and all that Lake Carroll has to offer our members, we should continually be aware of a nasty predator that lurks,

waiting to pounce, and feast on your bodily fluids… No, we don’t have vampires at Lake Carroll, but we do have a pesky parasite known as the tick. Ticks can be found throughout the Lake Carroll property and you should be diligent in protecting yourself from them. Please don’t be afraid to experience the great outdoors that our wild areas provide; just be smart about it by using precautions to minimize risks that create ticks for you, your family, and even your pets. One of the more common human illnesses contracted from ticks is Lyme’s Disease, but ticks can carry many more diseases with human health implications and it’s important to enjoy the outdoors safely. To help protect you and your family, the Center for Disease Control and Prevention has provided some recommendations on preventative practices to help deter ticks and tick-borne diseases. While doing these things cannot guarantee you will not get bitten by a tick or contract a tick-borne disease, knowledge of these practices can help to better protect you and your families while enjoying the outdoors. The following is directly from the Center for Disease Control and Prevention website at: https://www.cdc.gov/ticks/avoid/on_people.html. While it is a good idea to take preventive measures against ticks year-round, be extra vigilant in warmer months (April-September) when ticks are most active. AVOID DIRECT CONTACT WITH TICKS Avoid wooded and brushy areas with high grass and leaf litter. Walk in the center of trails. REPEL TICKS ON SKIN AND CLOTHING Use repellent that contains 20 percent or more DEET, picaridin,

or IR3535 on exposed skin for protection that lasts several hours.

Always follow product instructions. Parents should apply this product to their children, avoiding hands, eyes, and mouth.

Use products that contain permethrin on clothing. Treat clothing and gear, such as boots, pants, socks and tents with products containing 0.5% permethrin. It remains protective through several washings. Pre-treated clothing is available and may be protective longer.

The Environmental Protection Agency (EPA) has an online tool to help you select the repellent that is best for you and your family. (https://www.epa.gov/insect-repellents/find-insect-repellent-right-you)

FIND AND REMOVE TICKS FROM YOUR BODY Bathe or shower as soon as possible after coming indoors

(preferably within two hours) to wash off and more easily find ticks that are crawling on you.

Conduct a full-body tick check using a hand-held or full-length mirror to view all parts of your body upon return from tick-infested areas. Parents should check their children for ticks under the arms, in and around the ears, inside the belly button, behind the knees, between the legs, around the waist, and especially in their hair.

Examine gear and pets. Ticks can ride into the home on clothing and pets, then attach to a person later, so carefully examine pets, coats, and day packs.

Tumble dry clothes in a dryer on high heat for 10 minutes to kill ticks on dry clothing after you come indoors. *If the clothes are damp, additional time may be needed. *If the clothes require washing first, hot water is recommended. *Cold and medium temperature water will not kill ticks effectively.

*If the clothes cannot be washed in hot water, tumble dry on low heat for 90 minutes or high heat for 60 minutes. The clothes should be warm and completely dry.

As with any outdoor activity, by being aware and prepared, we can better address any concerns that may arise.

Mandatory Wildlife Management Meeting #2

You must attend one of the two hunter meetings to be eligible to register to hunt in Lake Carroll. NO EXCEPTIONS. The second meeting will be on Sunday, August 16, 9am at the Lodge Bring your equipment and be prepared to qualify. EVERYONE MUST QUALIFY. An additional date of Sunday, August 23rd for qualifying is schedule, if needed. We have some added precautions for the 2020 meetings and qualifications due to the Covid-19 pandemic. BOAT SAFETY: NO WAKE ZONE This means your boat should be put in gear and at an idle speed. Extremely slow. No waves should be breaking behind your boat. Please obey our no wake zones, which are from the orange buoys to the shore and includes the fingers, the three tubes bay, south bay, east and west marina areas, and swimmers bay. When you're pulling a tube, you cannot pull someone into or out of the West Marina. If you pull an empty tube into the West Marina, be sure to pull it tightly up behind your boat. Allowing your tube to be at your tow rope length can cause problems for other watercraft, both moored and underway. When pulling in or out of an area like Swimmers Bay, watch for anchor lines that your propeller might catch as well as people playing, floating, or swimming in the water. This area can become extremely congested and can be very dangerous to navigate through. Keep your eyes open. If you can operate your boat standing up, do that if it improves your visibility. Ask the others on your watercraft to remain seated and to help keep a sharp lookout for anyone in the water. TOWING AND SKIER DOWN FLAGS Illinois State Law mandates that an orange flag be visible at all times if you are towing someone behind your watercraft and mounted to the highest point of the watercraft. The flags sold in the office have a suction cup on them so it can be mounted easily to your windshield. Different and separate from the towing flag, a Skier Down Flag must be raised when the person(s) your towing fall into the water. This calls attention to other watercraft to watch for someone in the water. DO NOT KEEP YOUR TOWING FLAG UP / FIXED TO YOUR WINDSHIELD WHEN YOU ARE NOT TOWING ANYONE! You defeat the purpose if you leave your flag up all the time. It will confuse approaching watercraft, as they will be looking for someone being towed. Please use the towing and skier down flags appropriately. It is for everyone’s safety! FIRE EXTINGQUISHERS Be sure and check the fire extinguisher on your boat and make sure it's charged and in working order, in case your boat catches on fire. One couple last year had that unfortunate experience of having their boat catch on fire

and having to abandon ship. LIFE JACKETS Do you have lifejackets up toward the front of your boat you could quickly put on if you must jump into the water? Life jackets do very little good under the seats. Have them accessible out of their usual storage. You can use them as seat cushions or just have them stacked together…just have them ready to be able to be put on if necessary. And remember, persons under the age of 13 in a watercraft that is underway must wear an approved PFD. (Rule 53.05 (C)(19) GUEST VIOLATIONS ON THE LAKE 90% of our violators on the lake are our guests. That tells us that members are not explaining to their guests our Rules and Regulations while on the water. Whether your guest is driving your boat or your jet ski, please make sure they understand all our rules. There are three main violations that repeat: 1. Speed limit on the lake is 40mpg from sunrise to sunset. 2. Direction of travel on the lake is counterclockwise. 3. Please make them aware of our no wake areas and the rules regarding these areas. JET SKI TOWING Our rules state that a towing vessel must have a capacity of at least three persons; therefore, a jet ski must be designed to carry three people. This allows for a driver, spotter (sitting backwards), and one person on the tube. The spotter must also control the two mandatory towing and skier down flags. LAKE AT NO WAKE FROM SUNSET TO SUNRISE Did you know that our lake goes to NO WAKE at sunset? (Rules & Regs 53.05 (C)(6)) If the sun is down behind the horizon, it has set. That means no full-throttle operation! This is the same time you must turn on your navigation lights. Same for you early risers for fishing or trying to be the first on the lake for that smooth surface skiing. Make sure the sun has risen before speeding off. DO NOT DRIVE WITH YOUR DOCKING LIGHTS ON You may think driving with your docking lights improves the visibility in front of you; however, it blinds oncoming watercraft and could result in causing a collision. Your DOCKING LIGHTS are just that…use them when approaching your dock. They are NOT HEADLIGHTS! Let's all have fun on the water and be very careful out there!

Welcome to summer! The club has been very busy this year. We continue to restore the remnant in section 25. The giant Burr Oak tree, estimated at 240 years old was finally removed. Sadly it had been irreparably damaged during a storm last year. The area was cleared of the debris and over seeded with Indian grass and Canadian

wild rye. This was to hold and protect the soil from being washed away and help prevent weeds from encroaching. In the fall, we will again over seed this area. This time with forb seeds, harvested from the remnant. Many of the species are now in bloom on the remnant (see right). The planting at Edgewater Circle is now in its first year. We burned and planted it on March 8th of this year. In the

first year, the seeds begin to grow. Most, if not all the growth for many of the plants sown, is underground. Many will not even manifest themselves until the second year. Those that do can be shaded out if the weeds, which grow much more rapidly, get too tall. That is why we hand mowed the unit. Hand mowing allowed us to mow around the mature plants that were planted in years prior to our endeavor and keep the weeds from setting seeds, adding to the seed bank. The slogan we use for planting is; the first year they sleep, the second they creep, and the third year they leap. Surprisingly, we found two species that were not planted; whorled milk weed and false boneset. These plants were obviously residents long before we got there.
