MIAMI (AP): LaPequeña Habana es elcorazón de la comunidadde exiliados cubanos,centro desde el que seplanean numerosasactividades contra elgobierno castrista y sitioobligado para turistas porsus galerías, tiendas decigarros y puestos de café.

Su identidad depende enbuena medida de sucondición de símbolo de laoposición a Fidel Castro yserá interesante ver si estafranja de Miami sobrevivea la muerte del individuoque contribuyó a definirla.

Un grupo decomerciantes, artistas yfuncionarios municipalespiensan que sí.

En los últimos ochoaños, han estado dándolevida a un barrio que algunavez fue asociado con el bajomundo y las drogas. Ellos,más que los militantes de lacausa anticastrista o elpropio líder cubano, son losresponsables delflorecimiento de la PequeñaHabana.

Y deben manejarse conmucho cuidado para evitarque el progreso le quite supersonalidad, como ocurriócon tantos otros barrios deMiami.

“No tengo una bola decristal que me permita sa-ber lo que pasará cuandono estén Fidel o RaúlCastro, pero sospecho queel intercambio aumentará”,señaló el pintor AugustínGainza, un ex preso políticocubano y quien fue uno delos primeros artistas queregresó al barrio. “CuandoFidel no esté, habrá unaHabana y una Habana delNorte”, añadió.

Lo que hoy se conocecomo la Pequeña Habanafue un pujante barrio judíoen la década de 1930, hastaque los judíos comenzarona mudarse a los suburbios oa la playa. Cuando Castro ysus rebeldes derrocaron aldictador Fulgencio Batistaen 1959 e instalaron ungobierno comunista,comenzaron a llegar losexiliados cubanos.

Uno de los que vino enesa época es Pablo Cantón,quien hoy es unfuncionario municipal quehace de enlace con lacomunidad. Su familia seradicó en la zona en 1961,cuando él era adolescente.Pero, igual que los judíos,Cantón y muchos cubanosse mudaron a los suburbiosen las décadas del 70 y el80, a medida queaumentaban sus ingresos yel tamaño de sus familias.En su lugar quedaron losinmigrantes cubanos máspobres y centroamericanosrecién llegados, a quienesles atraía la ubicación cen-

tral del barrio, laabundancia de transportespúblicos y los alquileresbaratos.

Cantón volvió años mástarde, para trabajar con lamunicipalidad en lademolición de casas usadaspara el consumo de crack.

“Todos tienen un pedazode su corazón en la PequeñaHabana”, expresó hacepoco, mientras tomaba uncafé con leche en unapanadería que alguna vezfue propiedad de cubanosy ahora está en manos deguatemaltecos. Cantóncomparó la revitalizaciónde la Pequeña Habana conla que hubo en MiamiBeach.

“Lo mismo que sucedióen South Beach se estádando en la PequeñaHabana. South Beachestaba muy deterioradahace algunos años y mirenlo que es ahora. Esincreíble”, manifestó.

Las cosas empeoraron enlos 80 y los 90, pero algonunca cambió: el DominoPark, el rincón dondecubanos ancianos,luciendo sus guayaberas, sereunían para jugar dominó,fumar cigarros y charlar.Este sector siempre atrajoturistas, incluso en lospeores momentos.

Jackie Sarracino,inmigrante cubana,descubrió este rincón caside casualidad.

Su familia se radicóinicialmente en NuevaYork pero se mudó a Mi-ami para estar cerca defamiliares que vinierondurante el éxodo de 1980 através del puerto de Mariel,cuando Castro dejó que sefuesen 125.000 personas.

Una tarde, en 1999, fueen su auto a la PequeñaHabana de pura curiosidad.

“No habíaabsolutamente nada, salvoun autobús turístico frenteal Domino Park, y todosestos alemanes con cámarascolgándoles del cuello,mirando las moscas”,recordó. “Se fueron y llegóotro autobús. Me pregunté“¿cuál es el atractivo deesto?”. Con mi mentalidadcapitalista neoyorquina,supuse que tal vez se podíahacer dinero aquí”.

Una semana después,alquiló un local para abrirsu primer comercio en laCalle Ocho, la principal ar-teria de la zona. Alprincipio, la gente pensóque estaba loca.

“Era uno de los lugaresmás tenebrosos en que heestado, con prostitución,drogas, desamparados,calles sucias”, recordódesde su refinado negociode objetos quepertenecieron acelebridades y otros

artículos conmemorativos.“Al frente había un negocioque vendía cosas parafunerales, con un ataúd enla vidriera”.

Pero Sarracino, cuyo pa-dre falleció al poco tiempo,estaba decidida a rendirhomenaje a la historia desu país. Vendió afichesviejos y luego agregómercancías de interés paralos nietos de sus clientes,como la popular camisetacon el cartel “Hecho enEstados Unidos concomponentes cubanos”. Adiferencia de otroscomerciantes, se niega avender mercancías con lapalabra “Castro”, nisiquiera si tiene lemasanticastristas.

“Toda publicidad esbuena publicidad”,sostuvo. “La PequeñaHabana no tiene nada que

ver con él”.Sarracino comenzó a

exhibir obras de artistasdesconocidos en susvidrieras y, para sorpresade todos, se vendían.Aparecieron entoncesalgunas galerías en la CalleOcho y Gainza, Sarracino,Cantón y otros organizaronferias callejeras mensualesy consiguieron fondos parareparar una sala de cine yexhibir películas decalidad.

Ocho años han pasado yhoy hay más de una docenade galerías. Abren nuevosrestaurantes y negocios decigarros. Hay incluso unedificio que alberga varioscomercios y oficinas. Seencuentra no solo comidacubana, sino tambiénnicarag Juense, peruana ytapas españolas.

“Ha cambiado, pero la

historia que tienedetrás no secambiará jamás”,dijo Cantón.

En el barrio hayun pequeñoMuseo de Bahía deCochinos y la casadonde vivió seismeses el niño EliánGonzález antes deregresar a Cubacon su padre hacesiete años.

Allí sereunieron miles depersonas el año pasadocuando se supo que Castrotenía problemas de salud yhabía entregado el poder asu hermano Raúl.

Sarracino estáconvencida de que el bar-rio tiene un gran futuro, cono sin Castro.

Peterson, D-Minn., toldproducers attending the Kan-sas State Fair that the agri-culture committee will fo-cus on the immigration issueas it strives to do its part tomake sure there is adequatelabor. He said some cropswill not be harvested this yearunless something is done.

Peterson said after theforum that he has talked withjudiciary committee leadersin an effort to hold eitherseparate or joint hearings onthe issue within the next twoweeks.

“We are going to let pro-ducers come in and tell theirstories, what they are con-cerned about. We think therecould be significant in-creases in food prices causedby this if we don’t fix it,”Peterson said.

Farmers need a realisticguest worker program, hesaid.

“Everybody recognizessomething has to be done inagriculture, but one of theproblems we’ve got is thatpeople don’t want to fix ourproblems without fixing the

rest of it. ... They feel theymay lose momentum to getthe overall problem solved,”he said.

Immigration was on theminds of farmers question-ing the Kansas congressionaldelegation during a forumon the farm bill, a version ofwhich passed the House inJuly. Peterson said the ideaof addressing the agricul-tural immigration issue in thefarm bill has been broughtup a number of times.

“My position at this pointhas been I’ve got enoughproblems with what I amdealing with, but it is backbeing talked about again. Itis one of the most seriousproblems we have in agri-culture—what are we goingto do about this labor situa-tion,” Peterson said.

Sen. Sam Brownback, aRepublican presidential can-didate, said immigration re-form has been the most diffi-cult issue he has dealt with inCongress. Brownback, R-Kan., is a member of the Sen-ate judiciary committee,where an immigration billwould need to originate.

The ongoing debate overagriculture immigrationcomes as lawmakers workon the next farm bill. Theversion the House passed inJuly split the Kansas delega-tion, with Reps. Todd Tiahrtand Jerry Moran votingagainst it. Rep. NancyBoyda, D-Kan., the Kansas

freshman representative onthe agriculture committee,supported the bill.

Boyda called it a goodbill, although not perfect. Itkept its commodity pay-ments, a feat considering 80percent of Congress repre-sents suburban and urbanareas. It is a hard sell to askfor more farm paymentswhen the food stamp pro-gram has not had an increasein 20 years. About 12 per-cent of the farm bill goes tofund farming programs, withthe rest funding programssuch as food stamps.

Moran told fairgoers hevoted against the bill be-cause of last-minute changessuch as cuts in crop insur-ance and the addition of aprovision taxing foreign cor-porations.

“We can do better in re-gards to many things,”Moran said.

It is now up to the Senateto draft its take on a farm bill.Brownback, along with Sen.Pat Roberts, told producersat the fair they too wouldvote against the current ver-sion of the farm bill.

Brownback said he doesnot think lawmakers shouldbe increasing taxes with afarm bill.

Roberts expressed con-cern about crop insurancecuts and questioned whetherthe bill went far enough inconsistently paying farmerseven during bad crop years.

proclaiming September 15th through October 15th, of each year as HispanicHeritage Month. This proclamation commemorates the contributions made byLatinos.

It is through hard work, and the bipartisan efforts of the caucus, that HispanicHeritage Month has been celebrated annually at the Capitol since 1999. Today,the Michigan Hispanic Legislative Caucus is known as the Michigan HispanicCaucus and continues the tradition of celebrating Latino culture.

This year’s celebration will be held on Tuesday, September 25, 2007 at the StateCapitol. The day’s events will begin at 9 a.m. with a variety of activities thatinclude an informative and exciting youth program at Lansing Community Col-lege.

The Michigan Hispanic Caucus will host a culturally enriched luncheon on theCapitol lawn at noon. LEON R. DE LUNALeon R. DeLuna, age 67, of Toledo, OH, died Tuesday, September 4, 2007, in St.

Vincent Mercy Medical Center. Leon was born June 28, 1940, in Woodsboro, TX to Benand Pauline (González) DeLuna. He worked for Jeep 27 years until retiring in 2001.Leon was a member of the UAW and Latinos United. He was a passionate fan ofUniversity of Michigan football, Detroit Tigers baseball, and the music of Elvis Presley.Leon was a loving father and grandfather who truly enjoyed spending time with hisfamily and friends. Surviving are his loving daughters, Lisa and Lana DeLuna; brothers,Alonzo, Robert, and Richard DeLuna; sisters, Dora, Sonia and Nina DeLuna and Velma(DeLuna) Polendo; grandchildren, Angela Cruz, Danielle Cross, Anthony Cross Jr.,Hector, Ricardo, and Tatiana Zapata. Also surviving is his former wife and specialfriend, Cory DeLuna. Leon was preceded in death by his parents.

MATIAS TORRESMatias Torres, 91, of Woodville, OH, died peacefully at his home on Friday,

September 07, 2007. He was born February 24, 1916 in Falls City, TX to Reyes and María(Hernández) Torres. He married Mercedes Rodríguez on August 19, 1939 in Taft, TX.She died in March of 1985. Matias worked for U.S. Gypsum in Port Clinton until heretired in 1972. He attended the Trinity Assembly of God Church in Woodville, OH. Thelove of his life was God, Family, Fishing and his dogs, Quarter and Oso. Findlay: The legal aidoffices of Advocates forBasic Legal Equality, Inc.(ABLE) and Legal Aid ofWestern Ohio, Inc.(LAWO), along with theFindlay-Hancock CountyBar Association, hosted aseries of meetings for in-dividuals in the ninecounties most affected bythe flooding in Ohio andwho are facing potentiallegal issues.

The first meeting wasscheduled Sept. 5, 2007,in the legal aid offices atThe Family Center, lo-cated at 1800 NorthBlanchard Street inFindlay.

“As the recovery pro-cess begins, people are nodoubt wondering whattheir legal rights are as itrelates to rent, mortgagepayments, insurance, andrepairs,” says Ed Marks,director of litigation forLAWO. “People are fac-ing eviction by landlordswho are unsure how to

properly deal with the af-termath of the flood, orlandlords who expect rent,even thought the resi-dence isn’t in livable con-dition,” says Marks.

Attorneys and advo-cates from ABLE, LAWO,and the Findlay-HancockCounty Bar Associationwere available for briefconsultation, includingthe review of insurancepolicies, leases, and mort-gage agreements.

Those individuals whoneed full service legal as-sistance from ABLE orLAWO will be assessedfor eligibility at the meet-ing, while others will bedirected to communityvolunteer lawyers who areavailable on a pro bonobasis. Future meetingswill be announced.

The University ofToledo’s Office ofMulticultural Student Ser-vices will present an artexhibit, “Latino Spirit:Visual Heritage,” fromSept. 15 to Oct. 15 in Stu-dent Union Room 2500on Main Campus to coin-cide with Hispanic Heri-tage Month activities.

“The selection ofworks has a wide varietyof art that includes silk-screen, intaglio print pro-cess, woodcuts, pastelsand acrylic,” said NinaGrant, director of the Of-fice of Multicultural Stu-dent Services. “All of theworks represent thestrong visual graphic tra-

Across all campuses,UT’s student count stoodat 21,119, up 2.0 percentfrom last fall’s mark of20,713. Perhaps evenmore encouraging, full-time equivalency – thetotal number of credithours divided by 15, thestate-defined full-timecourse load – was up 2.8percent from last year.FTEs often convey amore accurate represen-tation of the way enroll-ment affects UT’s fiscalpicture.

“More and more stu-dents are choosing TheUniversity of Toledo andthat’s a reflection ofwhere this University isheaded,” said LawrenceJ. Burns, vice presidentfor enrollment services,marketing and communi-cation. “The profile of theincoming class is stron-ger academically and the

increased numbers ofunderrepresented studentswill create better living-learning opportunities forthe entire campus commu-nity.”

In addition to an in-crease of 110 new African-American students – a 22.4percent rise, UT experi-enced a 13.5 percent gainin direct from high schooladmissions, standing at3,595 after a 427-studentincrease. The number ofnew adult students rose by80 admits, a 26.2 percentgain, and the College ofNursing saw its numbersrise by 25 percent, or 235students. Nearly all aca-demic areas saw increases.

The average compositeACT score and high schoolgrade point average alsorose, said Kevin Kucera,associate vice president forenrollment services, and afocused enrollment push inMichigan attracted dozensof students from a previ-ously untapped region.

LANSING (AP): Afri-can-Americans andLatinos in the Lansingarea are more likely thanwhite borrowers to endup with high-cost,subprime loans when thebuy or refinance homes,according to a study offederal mortgage data.

And those who end upwith such loans are at in-creased risk for foreclo-sure.

The study by the As-sociation of CommunityOrganizations for Re-form Now, or ACORN,used 2006 federal datafrom a sample of 363lenders nationwide inbreaking down local num-bers, The Lansing StateJournal reported Satur-day, Sept. 8, 2007.

It said blacks were 1.5times more likely to endup with high-cost refi-nance loans than whites.Latinos were 1.3 timesmore likely to wind up

with the high-cost loansthan whites.

The racial disparity ex-ists even among borrowersin the same income levels,the study said. However, thestudy did not look at appli-cants’ credit scores, whichlenders use to set interestrates.

The Michigan MortgageBrokers Association inLansing recommends itsmembers take classes onhousing and lending dis-crimination laws, saidPresident-Elect AudreyAcquisti, co-owner of MSource Financial Group inClarkston.

Mortgages have in-creasingly turned delin-quent and fallen into de-fault this year, especiallyin the subprime market.

Subprime loans, becauseof their higher costs, have ahigher foreclosure rate thanprime loans. Experts saidmany of them are adjust-able rate mortgages, which

rese to v e rtime. That means the rate,and the monthly mort-gage payment, can go up.

Lawmakers in Wash-ington are expected todebate reforms within themortgage industry thisfall.

Total subprime lend-ing was down more than50 percent in the first halfof the year as lenderspulled back from riskyloans. Countrywide Fi-nancial Corp. was the topsubprime lender, fol-lowed by Citigroup Inc.,HSBC Holdings PLC,Merrill Lynch & Co. sub-sidiary First Franklin Fi-nancial Corp. and WellsFargo & Co, according totrade publication InsideMortgage Finance.

Grupo Brasil’s creatorKip Reed moved to Cleve-land six years ago and wassurprised by the lack of Bra-zilian music groups. So heinvited his college room-mate, Gary Aprile, to createthe band. The band playsevery Thursday night atSergio Sarava, in ShakerHeights, and indulges insamba and afóxe whileMaggie Green sings in Por-tuguese. Look for the band’sCD ‘Cleveland De Janerio’.

El abogado Frank Rubinonotificó en unacomunicación de un párrafoque solicitará al tribunal deapelaciones en Atlantareconsiderar la orden quepermite la extradición.
