Speech by Hon'ble Smt. Hema MaliniMember of Parliament

VASUDeVA SUTAM DeVAM KAnSA CHAnURA MARDAnAM,DeVAKI PARAMAnAnDAM KRISHAnAM VAnDe JAGATGURU.

(Meaning: I offer my obeisance to Lord Krishna, the son of Vasudev, who killed Kansa and Chanura, who is the source of great joy to Devaki and who is indeed a world teacher).

Head of Sulabh International Dr. Bindeshwar Pathakji, Dr. D.P. Goyalji, District President of BJP, Mathura, Mukesh Gautamji, Chairman of Vrindavan, Manisha Gupta, Chairman of Mathura, Padam Singhji, Prantpalji, Ajay Priyaji, ADM, Chandaniji, Yogender Goyalji, Chairman of Ramanlal Saravala Public School, Swamiji Naval Giriji, Pradhan of Rawal, Kamlesh Gujjar, Vijay Singhji, brothers, sisters, and children, please accept my warm greetings to you all!

Today is a very important day for me. From the day I adopted Rawal, we have been telling that we want to do a lot here and people from Rawal village must be thinking that we are just talking only. But starting all the things together was a tough job for me. And I never knew what I planned will get implemented immediately. Because I am from films and when we make films, we first have a script. If story is liked, we write script and artists and actors sign the deal and we start working. Immediately shooting starts and the film gets released. But it is not like that here. You need clearance from so many people, many letters need to be written, so many people need to be brought here and it was tough to everybody.

At that time we decided that this place should have toilets, and it is the dream of our Hon’ble Prime Minister that each and every house should have toilet and people should not make the streets dirty. He has the vision of a ‘Clean India’. We need to implement that. I met Dr. Bindeshwar Pathak a few days back at a function. I

Inauguration of five two-pit toilets built by Sulabh International Social Service Organisation in five houses in Rawal village on

January 16, 2015).

Invoking Lord Krishna at the ceremony at Ramanlal Saravala Public School marking the inauguration of toilets, Ms. Hema Malini, well-known actress and Hon’ble Member of Parliament chanted:

was the Chief Guest of that function. That was World Toilet Day. I was wondering what the World Toilet Day means to us. But I realized that toilet is a very important and vital need all over the world, for without which we face so many health hazards. I too had an unpleasant experience regarding this, during a film shooting, about 20 to 25 years back. We had good studios but no toilets and we faced a lot of difficulties. We also used to go outdoors for shooting, and even there no arrangements for toilets were made. One has to approach some nearby houses in some places. Otherwise we had to go to some guest houses. In some villages even those were not available. Dr. Bindeshwar Pathak was not there, I mean he was not on this job, I think, at that time. So I have had a kind of very bad experience. Today also we face such problem even in our Mathura constituency. Manish was telling a few days back that in Holy Gate, which is so beautiful now, there are many shopping centres, but without toilets. Young girls who come for shopping are worst sufferers. We need to understand their difficulties. And Bindeshwarji is doing very good work for the last 20-25 years. He is working hard and his popularity is soaring day by day. When I met him at a programme I told him that we need toilets in our village. Although the local administration had constructed some toilets in Rawal some ladies told me they were in bad shape with debris all around. I was told that the cost of construction was just Rs. 12,000 per toilet. When I met Bindeshwarji, he told me that a good toilet cannot be made for less than Rs. 30,000 and Bindeshwarji knew how to use money in a proper way. He has now made some toilets and today all the people, men and women, of Rawal are very happy to have them. And I have great pleasure in inaugurating them.

Henceforth no one needs to go outside to defecate in the open field. We are also thinking of building 75 more toilets here. My target is 100 house toilets and 10 public toilets. Again today is an important day for me because I am going to inaugurate a public toilet too, for which this is the starting point. We will do the ‘Bhoomi Poojan’ and along with it a health centre will also be built. The services of doctors and nurses will be available for all, including women, who will have facilities for pregnancy test, prenatal and postnatal care, hygiene practices etc. The proposed community centre will also be useful for conducting marriages.

Bindeshwarji was telling about skill development. Shri Rajiv Pratap Rudi also talked about some 10-15 courses. We will try to find out what is good for girls here, and what is good for all youngsters here, their needs, and their interest, the courses that provide job opportunities so that they can stand on their own legs. Regarding the roads in Rawal, we are planning to build more roads. The Public Works Department is planning to have a road link with the main road which is going to be started soon. The most important thing is that Rawal, the birth place of Radha Rani, should be made a happiest place for any visitor. We have here a lovely garden ‘Radha Rani Garden’. Though small, it is very beautiful. The Horticulture Department will develop it with a wide variety of beautiful plants. Tourists will be very happy to visit the birthplace of Radha Rani. The legend is that she got her birth from the lotus flower. So we will make a model of the same outside and inside the temple. We will have a lot of greenery with a lot of Kadam trees too. We will also build a big water tank. A big one like we had in Sholay and when the water tank is made I will surely call Dharmendraji. That tank will be made very soon. Here many ponds are not very good. So I have requested Pradhanji that they should be desilted and made deep so that in rainy season more water can be stored in it. Many things can be done in Rawal. Really we have only 50 LED lights. We have a target of 100. So very soon you will have 100 lights. We have installed a drinking water plant here costing 18 lakh. But for the last two months it is lying unused due to non-availability of power. I have promised sufficient water in the two other villages, Parti and Khera.

In two villages, big plants are to be constructed for drinking water for which the village Pradhan will have to identify the locations. Villagers should also take initiative as we alone can’t do everything. The maintenance has to be done by the villagers collectively. I will get the plants installed. But for their maintenance the villagers have to shoulder responsibility.

Now Bindeshwarji has got constructed beautiful toilets for you. He says for 100 years they will not be damaged. To keep them in good condition you need to co-operate and maintain. It is your duty to provide water, and always keep them clean. We will construct them, we will also tell you how to use them, but if you strictly follow our instructions, there will be no problem and they will last not only 100 years but even 200 years. And I would like to tell Bindeshwarji, this should happen in every village of Mathura. Rawal is just a sample village. For this to happen, if people like you collaborate with us many developments are possible. I request Mr. Mukesh Gautam and Manishaji to take Bindeshwarji around Mathura and whenever you want toilets to be built please get them done. This is a dire need of today. The design of the Community Centre is very beautiful and was made by architect Mayank. I hope the people from the media will take note of it. A Health Centre for women has been a long-felt need in my constituency.

This is within the budget and there will be a public toilet too. It will be constructed in six or eight months. We are also getting three amusements parks here. This was my dream. They will be in the same pattern of Imagica Theme Park or Water Park of Mumbai.

Travellers usually come to Mathura and Vrindavan, visit temples and after drinking ‘lassi’ they leave. I want them to stay longer here. Theme Park will impress them. I am working on a very beautiful park. Under Pradhan Mantri Sadak Yojana, five or six big roads are going to be constructed in the Chhata area. They have been hanging fire for the last five years.

I have made a long list. But work will start only when the previous works are taken up. All my works will be started in a month. I am very happy they are being executed under Pradhan Mantri Sadak Yojana. The fund was received quiet late, and hence the delay. Apart from this we have the PWD road. Work on many other roads have started with the fund sought from Shri Mulayam Singh and the Chief Minister. I would also like to give credit to the local MLAs for it. But the work which was held up for the last 5-10 years, is being resumed in my tenure. I am happy to say that everyone is co-operating with me in this regard. No matter who takes the credit, but ultimately the benefit of Mathura makes us happy.

Twenty-six roads which were constructed from my MP Fund are also going to be inaugurated. Some small roads and drains have also been taken care of by me, in the last two years. This year i.e. 2016 all my efforts made in the last two years will bear fruit. The year 2016 is very important. People will be able to see and appreciate what I have done. I want all the works in Rawal to be finished this year. There is a school too, in front of Raman Lal Sarawala. That is a government school. It is in a bad shape. I am also getting it reconstructed. For that too we have prepared a good design. Apart from this, in the interior of Mathura we have a school at Jagannath Puri. I wonder how children go there. Inside a lot of things are stored. No one can go inside. Children sit on the road to study. The builder is reconstructing the toilets. I always tell my BJP colleagues here to speak to me and whatever they desire will be considered. But they need to tell me because I stay in Mumbai. From Mumbai daily morning I call Mr. Jardhan and keep on asking him why such a work was not done. But he too has many problems. Like here, we have elections one after the other. And ultimately all the works of the administration get hampered. Till the aachar sanhita (Model Code of Conduct) is applicable no work can start. In that process my four months have been wasted. Facing these kinds of hurdles we are still moving forward. We need blessings from you all. By Radha Rani’s grace and blessings, I know I could do my work.

Thank you.
