How to wear shimmery makeupgreasy or dirty.
Highlighting yourentire face with shim-mer will not look flat-
tering, it will look likegrease, says Hernan-dez. If youre afterthat dewy skin effect, mix matte loosepowder with a bit ofshimmer.
And if youve goneoverboard with theproduct, simply mini-mize by patting onpressed powder.
Choose extra fine
particles. When itcomes to shim-mer, size matters. The rule of thumb
when buyingshimmery make-up: The finer theparticles, the bet-ter it will look.Too big particles, like glitter, willmake you looklike a Christmas
ornament, Her-nandez said. Ihighly recom-mend using aniridescent powder, especially whenhighlighting fea-tures like theforehead, cheek-bones, nosebridge and chin. This type of shim-mer is so fine thatit looks flawlessin person and on
camera.Where to apply
shimmerShimmer, when ap-
plied on the rightplaces, can bring outbest features and give
your face depth anddimension. For me,the best place tohighlight is thecheekbones, as itgives your face an in-stant lift, making youlook five poundslighter, suggests Her-nandez.
For an easy day-time look, try wear-

AHOT TREND THAT SHOWS
no sign of waning, shimmerymakeup continues to be all
the rage as it makes its way to thenext season.
Wearable and ver-satile, shimmerblends well with theoptimistic spirit of theNew Year. It not onlygives skin a fresh, dewy glow, it also
works well with high-
pigment eye shadows, blushers and lip col-ors.
While runwaymodels and celebri-ties make it lookeasy, applying shim-mer in real life canprove a little diffi-cult. Knowing whatshimmer to choose, how to wear it
when youve got
fine lines, and howto minimize ifyouve applied toomuch are just someof its challenges.
Lancome make-up artist Sabs Her-nandez provides so-lutions to these andmore tips on wear-ing shimmer.
Highlight onefeature at a time.
A little shimmerdoes a lot to bring
out ones features;but unless you wantan oily-looking face,it is best to keep it toa minimum. Keepingthe focus on only onefeature preventsmakeup from looking
ing a wash of pastelshimmer shadow on
your lids and pairwith gloss, and to
create a fresh, under-stated look for theevening, apply shim-mer on brow bones, cheekbones andchin.
Another way towear shimmer is tomix loose shimmerpowder with bodylotion: Apply onshoulders to highlightand give you that
sexy glow.Shimmer for fine
lines. If you have finelines and are afraid touse shimmer, youshouldnt be. Shim-
mer actually mini-mizes the visibility of
wrinkles and finelines because its parti-cles reflect light, ex-plains Hernandez. Atrick for brighteningup your eyes is tomix concealer withloose shimmer pow-der. This will reducethe appearance offine lines and mini-
mize darkness undereyes.
Add a dose ofshimmer to smokyeyes. Too matte shad-ows tend to look
chalky. Choosingshadows with a gen-erous blend of shim-mer not only makesapplication easier, itbeautifully highlightsthe eyes. If you aredoing smoky eyes in ablack or gray shade, shimmer is alwaysbest because it givesfunkiness to the look
while creating an up-
dated version of the50s or 60s look.

BEING the romantic fool that I am, Icant help but write this pre-Valen-tine column to kick off the love
month. I asked some celebs about thesweetest thing they ever did orsomeone did for them in thename of amour.
Hopeless roman-tics like moi are onlyhopeless in the
eyes of those whodont know how tolove. When we love, wetake one big leap into the un-known. No matter where weland or how hard, we could nothave done otherwise. As myidol Michael Jackson kept re-peating in This Is It, its all forlove. L-O-V-E.

Credentials assessmentLANDING in Canada is only thebeginning. It may be the culmi-nation of a long, often tediousprocess to get the coveted im-migrant visa (applying, waiting, interview, medicals, more wait-ing, visa issuance etc.), but it'ssurely not the end of the voyagetoward a new life in Canada.
There's still the issue of set-tling in to life in North America.
And one of the most crucial as-pects of resettlement is employ-
ment. For those who are consid-ering getting into a career orprofession in Canada, thismeans undergoing credentialsassessment. This involves a re-
view of a person's academic andwork record to determine ifthey satisfy Canadian require-ments for licensing or accredita-tion in a profession or occupa-tion.
Since the regulation of pro-fessions is within provincial ju-
risdiction, the immigrant shouldconsult with provincial regula-tory bodies for guidance in thisarea.
But the federal government,in an effort to assist new andprospective immigrants, has es-tablished the Foreign Creden-tials Referral Office which ismandated with offering assis-tance to new and prospectiveimmigrants in determining
whether their credentials meetCanadian standards and what
action, if any, should be under-taken to ensure compliance
with such standards. This mayinclude additional training, edu-cation, work experience or un-
dergoing licensure examina-tions.This agency has developed
an online tool that assists in thisarea which can be accessed byanyone, even those who are justthinking about applying as im-migrants. There are also plansto conduct informational ses-sions on credentials evaluationin key immigrant-source coun-tries, including the Philippines.I will advise our readers whenthis service will come to thiscountry.
Some questions:Q : The Canadian Embassy
is requesting us to provideproof of settlement funds. CanI show that I have a house andlot in Quezon City worth P4M?
A: Settlement funds, or"show money," refer to fundsthat independent immigrantscan use in their resettlement inCanada. The funds should besufficient for the immigrant's
subsistence for at least six
months after landing. But thesefunds have to be readily avail-able upon landing. Real proper-ty does not represent readilyavailable funds (as it still has tobe converted into cash) and so
would not be considered asproof of settlement funds. TheEmbassy normally looks at bankaccounts and other liquid (notfixed) assets to determine
whether an applicant has suffi-cient settlement funds. The suf-
ficiency of the funds is deter-mined based on the size of theimmigrant's family.
Q: I have a 24-year old sonwho is single. Can I includehim in our federal skilled
worker application?A: It depends. If your son is
still a dependent ( that is, if hehas been continuously at schoolsince attaining age 22 and be-ing supported by you through-out, or is under a disability),
you can. Otherwise, he wouldnot be a dependent child any-more and thus has to apply onhis own as an independent im-migrant. Note, however, thatdisabilities pose separate admis-sibility issues of its own.
