I hope that you were able to attend the 2021 Summit, either in-person or virtually. Based on initial feedback we have received; the Summit was a

great success for both in-person and virtual attendees. This Summit was successful due to the tireless efforts of the ad-hoc planning committee that was chaired by Carri Morones, CPE and included Matt Burress, CPE, and myself. Kudos to Natasha Crumbliss and Tina Cooke for all the work they put into pulling this all together!

By the time you read this, the Governance Committee will have held our Strategic Planning session in Chicago on October 2nd. As I mentioned at the Summit, there are several issues that need to be revisited and a new plan formulated for our future growth. After the Board of Directors approves the Strategic Plan, we will be sharing a summary of the planning session with all members.

As we approach the end of the year, please remember that the year-end brings some deadlines that are important to all ASPE members. ASPE Membership dues for 2022 are due by December 31, 2021. Additionally, all Certified individuals (CPE + APE) must complete the Annual Certification Process, no later than December 31, 2021.

Stephane works with construction related firms of all sizes to evaluate business practices and assist with management challenges. The Life Cycle of Estimating: Bidding with More Data and Less GutAlmost every dollar of risk enters a construction organization through estimating. Yet, many estimating groups still utilize “gut feel” in their bidding process. During this session, we will discuss an estimating process that closes the loop and allows the right data and information to be shared with those who first control the risk, the estimating team. The utilization of a defined process ensures transferability of quality information, trainability to the process, transparency of estimating accuracy, and accountability for each party involved.

With 35 years of construction experience, Joe has been a Project Manager, Superintendent, Estimator and worked his way through college as a floor sweeper, ditch digger and a framer. He has been an active member of ASPE for over 20 years in ASPE Chapters 5, 12 and 47, serving as a chapter board member, Treasurer, and President. In addi-tion, he has served nationally on the Certification Committee, on the Board of Directors, including ASPE National President.

Estimating Turnover ManagementAn estimator with 2-3 weeks on a project probably knows more about the project than a project team will know in a couple months. The goal of this pre-sentation is to prepare you to pass as much project knowledge as you can in a couple hours to give the construction team a head start.

Daniel Frondorf, CPEDG Frondorf and Associates, LLC Operates Cincinnati-based DG Frondorf and Associates LLC, a civil construction cost estimating consulting firm. He is a member of Consulting Estimators Round Table (CERT), AACE, CSI, and the American Society of Professional Estimators (ASPE). He has 27 years of service as a construction estimator and has presented numerous seminars on fundamentals of estimating, civil estimating practices, and ethical bidding topics to trade associations and at in-dustry events. Dan is also a past adjunct instructor of construction estimating at the University of Cincinnati and has guest lectured there and at Cincinnati State Technical and Community College. He has also written several articles on estimating related topics in Estimating Today and Design Cost Data magazines.

Ethical Estimating in the Time of COVIDThis session will take a dive into the examination of human nature in the estimating profession by discussing how our professional activities and behaviors have changed during the 2020 COVID pandemic.

David StutzmanConspectus, Inc.

An independent construction specifier and architect. He founded and leads Conspectus, Inc. the largest, expert independent specifications consulting firm in the United States, based in southern New Jersey and with multiple regional offices. David has extensive experience in produc-ing architectural and engineering specifications for federal government masters, commercial masters, office masters, and construction projects. Additionally, through the specification process, David becomes a quality assurance partner by identifying areas of concern to be addressed by the construction documents. He is leading the initiative in delivering integrat-ed Uniformat and MasterFormat specifications that align owner project requirements, design intent, and estimates for critical decision-making re-quired to balance performance, quality, and costs during the design pro-cess. David has created and developed an ‘industry-first’ tool to produce written construction documentation that benefits all members of the project team, in particular the owner, estimator and architect/engineer.

Transparency, Collaboration, and Continuous Estimating Let us agree. We want to make design and construction projects better-much better- and profitable. When estimators and specifiers act jointly and proactively, using a common language, we control the outcome. Every

specification sentence influences the estimate. Every estimate line item influences the specs. Both must work together to inform proj-ect decisions and ensure compliance with the owner’s goals. But how? To affect the change, specifications and estimates must lead design. Start by capturing the dream in system descriptions the estimator can price. Then explore options and risks. What if lumber prices skyrocket? What if steel is not available? Analyze, adjust, and repeat until the team chooses the optimal solution satisfying the owner’s criteria. Finally, draw with confidence while exploring the next decision. Adopt a familiar, common language for specs and estimates—Uniformat. When spec system descriptions align with estimate line items analysis is simplified. The language enables evalu-ation of performance, design, and cost simultaneously and preemptively to inform design.

Now, make the process transparent. Collaborate right from the start. Expose decision making to everyone—estimator and specifier included—to improve results. Transparency transforms individual behavior with improved collaboration, transforms content with improved reliability, and transforms outcomes with informed decisions. The result? Continuous improvement for both estimates and specs to benefit the project. Let’s build a relationship!

As leader of Beck Technology, Stewart runs all aspects of the corporation, corporate strategy and vision, and continually evangelizes the use of our technology. He has been a lead A/E/C technologist for well over a decade and continually speaks on the integration of cost and scoping technologies to owners and developers. Stewart serves as a keynote speaker for various trade shows, conferences and councils, and is an expert on A/E/C technology and its application in the marketplace.

Beck Tech: Preconstruction Data LifecycleThe preconstruction data lifecycle refers to tracking all data used in the pre-construction phase of a project throughout the life of the project. Historically, data from each major project milestone is used to create deliverables and it’s these deliverables that are tracked across the life of the project. This deliverable centric approach results in much of the underlying data within the project to be lost and causes us to miss opportunities to learn across projects. Stewart Carroll will discuss how the preconstruction data lifecycle allows companies to use the data for both benchmarking and decision-making. Incorporating all of this data will completely change the way we make decisions on future construction projects and will revolutionize the AEC industry.

Semi-retired in 2014 from a 42-year career in construction, 35 of those years as a Cost Engineer, Project Cost Estimator and Construction Economics An-alyst with Gilbane Building Company. He now spends his time as a Construc-tion Economics Analyst, author, educator and presenter. He created the blog Construction Analytics, https://edzarenski.com/ as a place where his readers can find in-depth, behind the headlines commentary related to the economics of building construction.

Construction Economic Forecast 2021 - Behind the Headlines

His presentation covered construction cost forecasting from the very begin-ning of new project starts through cash flow, what is included in backlog, how the spending forecast is affected by project starts from previous years and why spending is not the appropriate measure to predict jobs.

Kelly Jarman, CPEJE Dunn Construction

A Senior Estimator and Cost Analyst with JE Dunn Construction in Kansas City. She has been with JE Dunn for over 22 years and has been estimating for 20. Kelly has been involved in analyzing historical project costs since early in her estimating career and took over as the company cost historian in 2009. She was a key component in the move from an annual printed book to a digital database of cost history in 2018. Kelly has been a Certified Professional Estimator since 2008 and serves on Heartland Chapter 32’s Board of Directors.

Historical Cost Tracking: Lessons During Setup and Implementation

Having past project cost history in a standardized format can be a game changer when determining conceptual budgets. However, getting started often seems overwhelming. Kelly Jarman presentation covered a variety of lessons learned during her involvement in both early efforts to track cost history and the transition to a more widely used digital database. This includes the pros and cons of using GMP versus end of project costs, other types of valuable project information that may be desired, thinking about inflation, and how you can use the cost history.

with spread foundations, concrete slab on grade, and concrete slab on deck at upper levels.

The project itself was an enormous undertaking but also came with its own unique set of challenges. The location

itself was a challenge as equipment had to be brought in via helicopter – which required con-structing a helipad, operations center and hous-ing facilities for contractor use. The project was broken into phases and we worked closely with our client as well as the NPS to make sure the project was a success. This project included waterline replacement, new water treatment facilities and pump stations and improving sustainability.

Kevin is an active member and program chair of Landrun- Oklahoma City Chapter 80. He organizes the monthly meeting programs and writes an article for their newsletter. He encourages members be involved through a role that interests them in their local chapter which will strengthen our organization on local and national levels.
