COLUMBUS POLICE DEPARTMENT

This is the timeof year wheneveryone has

an opportunity tosay thank you to allour area firstresponders. This isa wonderful gestureand I thank theCommercialDispatch for print-ing this editionevery year. It givespeople in the com-munity a chance to reflect on allthe hard work these courageousmen and women do every day.

It often goes unnoticed, but

a majority of the peo-ple in the Columbusand Lowndes Countyarea are committedto supporting ourlaw enforcement per-sonnel. Without thissupport, it would beimpossible for thepolice department todo their job. It is sat-isfying to work in anarea where the com-munity is solidly

behind the policedepartment. Day after day, I amapproached by citizens whoshare with me their prayers andconcerns for the men and

women of the Columbus PoliceDepartment, and I feel honoredto be a part of such a specialteam. It goes without sayingthat in a free society a govern-ment, “for the people, by thepeople”, must have the popu-lace support.

The community sets thetone in regard to what will betolerated and accepted in socie-ty. And, I feel comfortable tosay that we have a very low tol-erance for crime in our commu-nity. The citizens do not thinkthat it is okay for people to lie,cheat and steal from one anoth-er. We are not tolerant of vio-lence and destruction. We want

to live in a community where itis safe to work, live and play. Iam proud to reside in a commu-nity where these values areheld in such high regard.

In turn, it is important for apolice department to be astransparent as it possibly canbe. In light of this belief, theColumbus Police Department istrying diligently to be as openas we can be without jeopardiz-ing the safety of the communityand our personnel. The depart-ment is publishing a monthlynewsletter, “The Shield,” that isavailable online at our website,or you can be placed on ourmailing list by calling the

Columbus Police Departmentat 662-244-3528. The depart-ment will be glad to add you toour e-mail list! We are commit-ted to sharing all the depart-mental information we can withour dedicated citizens.

The last three years havebeen a wonderful and excitingtime for me. The ColumbusPolice Department has showngreat growth during this timeand the citizens and police per-sonnel should be commended,above all, for this success. Withhard working employees, and acommitted community, the skyis the limit for our joint suc-cess!

The holiday season is atime when busy peoplecan become careless andvulnerable to theft andother holiday crime. Thefollowing tips can help yoube more careful, preparedand aware during the holi-day season.

n Shop during daylighthours whenever possible.If you must shop at night,go with a friend or familymember.

n Dress casually andcomfortably.

n Avoid wearingexpensive jewelry.

n Do not carry a purseor wallet, if possible.

n Always carry yourdriver’s license along withnecessary cash, checksand/or a credit card youexpect to use.

n Even though you are

rushed and thinking abouta thousand things, stayalert to your surround-ings.

n Avoid carrying largeamounts of cash.

n Pay for purchaseswith a check or creditcard when possible.

n Keep cash in yourfront pocket.

n Notify the credit cardissuer immediately if yourcredit card is lost, stolenor misused.

n Keep a record of allof your credit card num-

bers in a safe place athome.

n Be extra careful ifyou do carry a wallet orpurse. They are the primetargets of criminals incrowded shopping areas.

n Avoid overloadingyourself with packages. Itis important to have clearvisibility and freedom ofmotion to avoid mishaps.

n Beware of strangersapproaching you for anyreason. At this time ofyear, “con-artists” may tryvarious methods of dis-

Todd Mistrot,32, is an assis-tant supervisorwith theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for 12years and his most meaningfulexperience has been havingthe ability to influence peo-ple’s lives for the better.

RobbyRobinson, 46,is a deputysheriff with theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for fouryears.

Billy Wood,54, is a lieu-tenant withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 30years and hismost meaningful experiencehas been serving and protect-ing the citizens of LowndesCounty.

Randy Collins,50, is a deputysheriff with theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for 14years and hismost meaningful experiencehas been serving the people ofLowndesCounty.

DarrellNabors, 39, isa deputy sher-iff with theLowndesCountySheriff’sOffice. He has been with the

LCSO for seven years and hismost meaningful experiencehas been serving the citizensof Lowndes County and beinga part of making a differencein the community.

James Shelton, 50, is apatrolman with the LowndesCounty Sheriff’s Office. He hasbeen with the LCSO for fouryears.

Archie Williams, 30, is anagent with the LowndesCounty Sheriff’s Office andColumbus Lowndes MetroNarcotics. He has been withthe LCSO for five years.

Toby Rickert,41, is a deputysheriff with theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for sixyears and hismost meaningful experiencewas returning a lost child toher parents.

ChadWaltman, 35,is a deputysheriff with theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for 10years and his most meaningfulexperience was finding anolder gentleman withAlzheimer’s that had walkedaway from home.

EricGranderson,44, is an assis-tant supervisorwith theLowndesCountySheriff’sOffice. He hasbeen with the LCSO for 18years and his most meaningfulexperience is the satisfactionhelping people on a dailybasis.

Clint Sims,38, is a lieu-tenant withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 10years and hismost meaningful experiencewas safely removing a womanand her three children from ahome where a subject wasshooting.

MarkMcGairty, 41,is a deputysheriff withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 16years.

LarrySwearingen,39, is anassistantsupervisorwith theLowndesCountySheriff’sOffice. He has been with theLCSO for 13 years.

Kevin Brown,54, is a deputysheriff withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for threeyears and hismost memorable experiencehas been the support receivedfrom fellow deputies and thedepartment while goingthrough a major illness.

SteveHatcher, 51,is a deputysheriff withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 231/2 years and his most mean-ingful experience has beenhelping people through life’sever changing problems andchallenges.

BobbyReeves, 32, isan animal con-trol deputywith theLowndesCountySheriff’sOffice. He hasbeen with theLCSO for 10 years and hismost meaningful experiencewas helping Game and Fishpull a 9-foot alligator out of apond onHighway 45North.

Ivan Bryan, 37, is an agentwith the Lowndes CountySheriff’s Office. He has beenwith the LCSO for seven yearsand his most meaningful expe-rience is helping to clean ourcounty of drug violators.

Joey Brackin, 55, is a unitcommander with the LowndesCounty Sheriff’s Office. He hasbeen with the LCSO for 18years.

Greg Wright,48, is the chiefdeputy withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 19years.

C.B. “Butch”Howard, 64, isthe sheriff withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for 23years.

Eli Perrigin,31, is aDetective withthe LowndesCountySheriff’sOffice. He hasbeen with theLCSO for fiveyears and hismost meaningful experiencewas getting justice for a mur-der victim and her family.

TammyPrescott isthe communityrelationsdeputy withthe LowndesCountySheriff’sOffice. She hasbeen with theLCSO for 11 years and hermost meaningful experiencehas been working with childrenand the elderly.

Ihave hadthe privi-lege of

working withthe LowndesCountySheriff’sDepartmentfor going on29 years andhave had theopportunity towork withsome of thefinest people I know. Some

who were just startinga career in law enforce-ment and some whowere veterans of manyyears service to thepublic. Each one differ-ent in some ways butwith the same goal inmind and that was to“Serve and Protect.”

Some have gone onto work with other lawenforcement agencies,and some have chosen

different careers. Some have

gone on to greater rewards ina much better place — PatrickBell, Eddie Coleman andHubert Berry to name a few.Some have been luckyenough to retire and enjoy life— Ricky Speed, Billy Speed,John Thomas, GeorgePeacock and last, but notleast, Ed Prescott. Each onehaving left their mark in thebook of service to this countyand its citizens.

I am blessed to be part of ateam of men and women that

protect the citizens ofLowndes County 24 hours aday, 365 days a year becausetheirs is a “Duty to Protectand an Honor to Serve.”

They leave the comforts oftheir homes and families notknowing if they will return atthe end of their shift. Theywork in all kinds of weather,extreme heat, freezing coldand torrential downpours tomake sure you, the citizens ofthis county, can conduct yourlives in a safe and peaceful

environment.As your sheriff, I am hon-

ored to have the privilege ofserving with some of thefinest men and women Iknow. They are not only myemployees, but most impor-tantly they are my friends.They are what make theLowndes County Sheriff’sDepartment one of the finestagencies in the state ofMississippi.

At 10:03p.m. thefirefight-

ers were mak-ing a few lastgood-nightcalls to thefamilies theysaid goodbyeto early thatmorning. Itwould betomorrowbefore the fire-men got home; formost, that would beafter children andspouses had left forschool and work. Fornow, all is quiet.

The call came in at10:04. Someone’s homewas on fire; the call to911 said they could seeflames through the win-dows. No time to think,“It could be my homeand my family,” orabout what zero to 60does to the humanbody.

Lights and sirensthrough traffic by10:05. Silent prayers forthe family they are rac-ing toward — silentprayers that everyonehas gotten out alive andthat there are no dis-tracted drivers outtonight.

It’s 10:07 and thefiremen are layinglines, connecting to

hydrantsand put-ting on airpacks. Asthey walkinto thedarkness,smoke andflames,voicesbehindthem areyelling:“Why

aren’t the firemenspraying water?!”

No time to explainthat anyone left in thehouse without protec-tive gear would besteamed alive — onlyheartache that the peo-ple they are there toserve don’t understandthat they are doingwhat they have to do tosave lives.

It’s 10:08 and a fire-man is holding a strug-gling woman at thecurb. No time to see hisown wife’s lovely faceand feel the anguish ofa parent separated fromtheir child. His job is tokeep this one mothersafe and absorb heranger with understand-ing and patience.

It was about 10:09when his hand foundthe tiny foot in thedark. No time to

remember the child hecouldn’t save. Only sec-onds to get this one tothe ambulance at thestreet.

Curtains of water areraining down by 10:11.Human life first; nowthe firemen can try tosave possessions. Notime to stop and catchhis breath, the firemanknows that fire is rac-ing him to the pricelessnewborn baby photo-graph. Fire is racinghim to grandma’s pianoand granddad’s highschool diploma. Andfire, he knows, movesvery fast.

Midnight finally.Back at the station. Hestands outside, savor-ing a cool breath of air.Maybe he’ll make timeto read the stuff hisdoctor gave him, aboutwhat huge jolts ofadrenaline and cortisolare doing to his body.Maybe he’ll make timeto think about his fami-ly’s fears, when herushes into buildingsso that others maycome out. Maybe he’llmake time ...

Volunteer firefightingis a very rewarding andvaluable way to serveyour community. It takesdedication and manyhours of training tobecome a firefighter. Ifyou’re willing to put inthe time and effort, thereis a department ready foryou to serve. Below

you’ll find resources andfrequently asked ques-tions about becoming avolunteer, as well as thefirst basic steps youmight take toward volun-teering.

The basic steps tobecoming a volunteer fire-fighter:

1. Make sure you’reready to commit. Makingthe decision to become avolunteer firefighter

should not be taken light-ly. It requires hundreds ofhours of training and astrong commitment toservice.

2. Contact your localfire service agency. Notall departments have vol-unteers, and dependingupon your area, its popu-lation and local govern-ment, volunteer opportu-nities may not be avail-able. If your local depart-

ment doesn’t have volun-teers, one nearby may.FireDepartments.net hasa directory of contactinformation and depart-ment statistics.

3. Call your local firestation’s non-emergencynumber and ask to speakwith the station officer.Tell him or her thatyou’re interested inbecoming a volunteer andask what your next step

should be. He or sheshould be able do directyou to the best resourcesand people to help you.Often, departments willallow you to ride along ontheir apparatus to let youmake a more informeddecision about whethervolunteer firefighting isright for you.

4. Once you’ve identi-fied a department, youwill need to complete

their application andbackground checkprocess. Screeningprocess and requiredqualifications vary bydepartment.

5. After you join, thedepartment will usuallyenter you in a trainingprogram. The length ofthese programs varies,but all firefighters arerequired to take a NFPA-certified course.

Malvin S.Dailey, 43, isa lieutenantwith theStarkvillePoliceDepartment.He has beenwith thedepartment for21 years and his most mean-ingful experience was locatinga missing 2-year-old girl onGarrard Road. She had beenassaulted and left in a trashbag behind some apartments.She is still doing well.

Mark Ballard,38, is lieu-tenant andcommander oftheInvestigationsBureau withthe StarkvillePoliceDepartment.He has been with the depart-ment for 14 years and hismost meaningful experiencewas locating the foot tracks ofa missing 3-year-old boy.Within minutes of discoveringthe tracks, police found thechild, who would not have last-ed another night in the woods.

HenryStewart, 45,is a lieutenantwith theStarkvillePoliceDepartment.He has beenwith thedepartment for15 years, and getting promot-ed to lieutenant was his mostmeaningful experience.

Andy Fultz,50, is a ser-geant with theStarkvillePoliceDepartment.He has beenwith thedepartment for19 years andeach opportunity to helpsomeone in need is his mostmeaningful experience.

Tom E.Roberson, 38,is a sergeantwith theStarkvillePoliceDepartment.He has beenwith thedepartment for10 years and the most mean-ingful experience with theagency was when he assistedin recovering a 2-year-oldchild, returning him to his fam-ily after missing for two days.

Steven Gant, 32, is a ser-geant/narcotics with theStarkville Police Department.

He has beenwith thedepartment foreight and ahalf years, andto have theopportunity toactively anddirectly partici-pate in the waron drugs from a local stand-point is his most meaningfulexperience.

Laura H.Roberson,33, is anaccreditation/training/D.A.R.E. offi-cer with theStarkvillePoliceDepartment.She has been with the depart-ment for four and a half yearsand here most meaningfulexperience with the agencywas when she worked under-cover with a female that wasbeing stalked during a stingoperation that subsequentlycaught a campus rapist.

BrandonGann, 24, isan officer withthe StarkvillePoliceDepartment.He has beenwith thedepartmentfor two yearsand the night I caught twoarmed robbers and two bur-glars was the most meaningfulexperience with the agency.

On May 8, 1973, I went towork for Sheriff J.C. “Red”Kellum as a deputy sheriff forOktibbeha County. I knew fromDay One that this type of workwas what I really wanted to dofor the rest of my workingcareer. This job was so challeng-ing and rewarding, and just plainfun, that I would have worked for

free. Every day, I was eager togo to work; I never dreaded it.Just think about it. ... I was doingwork that I loved and gettingpaid to do it.

In July 1976, I was electedsheriff of Oktibbeha County. Istill love my job because it isalways something different eachday — never boring or monoto-

nous. I really enjoy serving all ofthe citizens of Oktibbeha County.There are also times that are dif-ficult and sad as when tragediesstrike and natural disastersoccur. During these times youhave to make the best of it anddo your job. When these eventsoccur you must show strengthand compassion to be able to

help those who are suffering. To do this job well you must

always be honest, fair, compas-sionate and consistent ... andmost important, you mustalways, always ... try to do theright thing.

I wish you could understand the importance of calling for help right away and having visible house numbers so we can arrive in time to do our jobs.

I wish you could know what it is like to search a burning bedroom for trapped children at 3 a.m., flames rolling above your head, your palms and knees burning as you crawl, the floor sagging under your weight as the kitchen below you burns.

I wish you knew the smell of burning insulation, the taste of soot-filled mucus, the feeling of intense heat through your turn-out gear, the sound of fl ames crackling, the eeriness of being able to see nothing in dense smoke – sensations that have become too familiar to me.

I wish you could read my mind as I respond to the emergency call: “Is this a false alarm or a working fire? How is the building constructed? Is anyone trapped? What is wrong with the patient? Is the caller really in distress or is he waiting for us with a 2-by-4 or a gun?”

I wish you could know the frustration I feel in the cab of the engine, squad, or my personal vehicle, as the driver with my foot pressing down hard on the pedal, my arm tugging at the airhorn rope as you fail to yield the right-of-way at an intersection or in traffic. When you need us, however, your first comment upon our arrival will be, “It took you forever to get here!”

I wish you could know how it feels to walk in the back door to greet my parents and family, not having the heart to tell them that I nearly did not come back from the last call.

I wish you could understand what it feels like to have a little boy tugging at your arm asking, “Is mommy OK?”, not being able to look in his eyes without tears, not knowing what to say.

I wish you could realize the physical and mental drain, missed meals, lost sleep, and forgone social activities, in addition to all the tragedy my eyes have seen. I wish you could know the feeling of helping save a life, preserving someone’s property, being able to be there in a time of crisis, or creating order from total chaos.

Unless you have lived with this kind of life, you will never truly understand who I am, we are, or what our job really means to us. I wish you could.

I’ve been here for 34 years; thereare a lot of different reasons (Ienjoy my job). Being the chief, I

enjoy the guys I work with and Ienjoy what I do. It takes a specialkind of guy to be a firefighter.

The firemen are running in whileeveryone else is running out.

The fire services have changed

so much over the years, it’s not justthe fire department. Everyone iscross-trained, it takes so much.

It’s a professional organization;they have to be willing to gothrough a lot of training. We do notjust take guys off the streets, theseguys work hard.

The first year I was appointed

chief — that was in 2001 — we hada chemical warehouse north of townto catch on fire. That was major; wedid a good job. Evacuations wereinvolved. That one incident turnedout to be a three-week job.

The main thing about this fire isthe potential was there for a veryserious situation and no one was

hurt. There were so many differentchemicals.

I am really proud to be the chief;we have really good people workinghere, good equipment and goodtraining, and good support of thecity administration.

4. Practice! Every escapepath needs to be planned andpracticed with grown-ups.

5. Test smoke alarms. Helpgrown-ups remember to testsmoke alarms monthly and toput in new batteries twice a

year when the clocks change.

If there is a fire:Be Safe1. Get out fast! When you

hear the loud beep of thesmoke alarm, get out of thehouse. Never hide or take timeto grab your belongings orpets.

2. Follow your escape plan.After all, you’ve been practic-ing!

3. Feel a door before youopen it. If it is hot, there maybe fire on the other side. Tryto get out another way.

4. Stay low to the floor.Since smoke rises, the safestair for breathing is down low.

5. Call 9-1-1 or the firedepartment. Be sure to do thisafter you get out of the house.Remember: Only call 9-1-1 ifthere is a real emergency.

6. Stay out! Once you’reout, stay out. Don’t go back foranything!

And remember...Stop, drop and roll. If your

clothing catches fire, remem-ber to stop where you are anddrop to the ground. Coveryour face and mouth with yourhands, and roll over and overuntil the flames are out.

STAY SAFE! Do not let therescuer get burned trying tosave the victim. Follow uni-versal precautions and wearpersonal protective equip-ment if you have it.

n Treating a burn beginswith stopping the burningprocess. Cool the burnedarea with cool running waterfor several minutes.If an ambulance is coming,continue running water overthe burned area until theambulance arrives.

n Look for blistering,sloughing, or charred (black-ened) skin.Blistering or sloughing (skincoming off) means the toplayer of skin is completelydamaged and complicationsare likely. Charring indicateseven deeper damage to allthree layers of skin (seeillustration).If the damaged area is big-ger than one entire arm orthe whole abdomen, call911 or take the victim tothe emergency departmentimmediately.

n Victims with burns to theface, hands, feet and geni-talia need emergency med-ical assistance (call 911.)

n Mild burns with reddenedskin and no blisters may betreated with a topical burnointment or spray to reducepain. Cool water (not cold orwarm) may also help withpain.

n Over the counter painrelievers like ibuprofen oracetaminophen can be usedfor the pain of a mild burn(typically redness only). Ifstronger pain relief is need-ed, contact a physician orgo to the emergency depart-ment.
