The May meeting of the Kalamazoo Area Transportation Study Technical Committee was called to order at 9:00 a.m. by Chair Hummel.

APPROVAL OF THE AGENDA
MOTION by Hoekstra, SECOND by Heppler, “to approve the agenda of the May 11, 2017 Technical Committee Meeting.” MOTION APPROVED.
MINUTES FROM THE APRIL 13, 2017 MEETING
Draft minutes from the April 13, 2017 Technical Committee Meeting were included in the meeting materials.
Stefforia observed that on pg. 2, the sentence “Due to federal bridge funds previously awarded to a project no longer being available, the project will be funded by out of state funds” could be read as if the project funding was from outside the State of Michigan. Stepek noted that phrase should be “with state funds.” Stefforia also noted that the minutes stated that “Stefforia asked if the Road Commission of Kalamazoo County is experiencing any savings for any other projects.” She reported that her inquiry was whether the Road Commission of Kalamazoo County had any additional savings for the inclusion of sanitary sewer and the N Avenue Project, and she was not asking about savings from other projects.
MOTION by Stefforia, SECOND by Minkus, “to approve the Minutes of the April 13, 2017 Technical Committee Meeting as corrected.” MOTION APPROVED.
POLICY COMMITTEE REPORT
Start reported that the Policy Committee met on April 26 and approved recommended amendments to the FY 2017-2020 Transportation Improvement Program and the amendment to the 2045 Metropolitan Transportation Plan (MTP). The amendment to the 2045 MTP satisfies the required corrective action of the Metropolitan Transportation Planning Certification Review. The Policy Committee authorized payment to MDOT for overpayments received in FY 2012. Staff salary adjustments were approved for FY 2018 and the development of the FY 2018 Unified Planning Work Program.

AMENDMENTS TO THE FY 2017-2020 TRANSPORTATION IMPROVEMENT PROGRAM
Proposed amendments to the FY 2017-2020 Transportation Improvement Program were included in the meeting materials. Proposed amendments can be found on pg. 6 of the meeting minutes.
MOTION by Minkus, SECOND by Schultz, “to recommend Policy Committee approval of the proposed amendments to the FY 2017-2020 Transportation Improvement Program.” MOTION APPROVED.
2017 UNIFIED PLANNING WORK PROGRAM AMENDMENT
Start reported that KATS will be preparing amendments to the FY 2017 Unified Planning Work Program The proposed amendments are to:
Reduce revenues from the Southcentral Michigan Planning Council. The RegionalTransportation Planning Work Program is developed after the Unified Planning Work Program.
Increase revenues for amounts approved by the Transportation Asset Management Council toreimburse the Road Commission of Kalamazoo County for collection of Pavement and SurfaceEvaluation Rating data on local roads.
Reallocate Federal Highway Administration Planning funding between work program elements toalign with anticipated work effort for the remainder of the fiscal year.

2018 UNIFIED PLANNING WORK PROGRAM
The draft FY 2018 Unified Planning Work Program was included in the meeting materials. A list of public comments received and a summary of changes made to the draft after meeting materials were sent was distributed at the meeting.
Forth inquired as to how the budget for local contributed services was determined. Zehner reported that the budget was set using the value of audited contributed service effort for the prior fiscal year reported by members.
MOTION by Forth, SECOND by Dacoba, “to recommend Policy Committee approval of the FY 2018 Unified Planning Work Program.” MOTION approved.
BYLAWS AND PROJECT PRIORITIZATION REVIEW MEETING UPDATE
Start reported that a meeting had been held following the April Technical Committee meeting regarding Technical Committee Bylaws and the project prioritization process. One suggestion on membership was to tie the voting member to the status of the Policy Committee member instead of required attendance. The discussion on the project prioritization process included the concern of small agencies regarding difficulty competing against projects with higher Average Daily Traffic. There was discussion of having two allocations of funds, one for larger agencies and one for smaller agencies. To implement this, the process must satisfy the goals and objectives of the Metropolitan Transportation Plan. KATS has asked its federal partners regarding if the use of two allocations is allowed. There was also discussion on the treatment of recently seal coated streets and the rating system. Discussion will continue on refining the prioritization process for the development of the FY 2020-2023 Transportation Improvement Program.
PEDESTRIAN, GREENWAY, AND TRANSIT STUDY UPDATE
Stepek reported that the second phase of KATS Moves has ended. The draft prioritization process is available at www.katsmoves.org. Technical Memo #3 is being developed and is anticipated to be completed soon. O’Neill asked if there would be an effort to follow up on public comments received. Stepek confirmed KATS will be following up on comments received.
PUBLIC TRANSPORTATION UPDATES
Start reported that Van Buren County has signed the sub-recipient agreement between the Central County Transportation Authority and Van Buren Public Transit.
Schultz reported Metro continues evaluating late night and Sunday service numbers. Positive feedback has been received from the community. Metro has completed a 2017 Socioeconomic Survey. The last time the survey was completed in 2012. The survey collects data on where riders are traveling, why, and demographic data. Data is currently being compiled. It is useful for targeting services to the community. Nine bus shelters are anticipated to be placed in June. A shelter has been installed at Whites and Westnedge on Burger King’s property. The shelters will be solar powered when possible. Metro will be contacting members regarding agreements. An additional 6 solar power units will be placed this summer. Bus system route maps will be installed in shelters this summer as well.
STATUS REPORTS
Village of Augusta: Work continues on the development of an Infrastructure Improvement Plan.
Village of Vicksburg: The village’s biggest project will be milling and repaving V Avenue.
Charleston Township: MDOT will be paving I-94 and M-96. A meeting was held regarding a connection on the Kalamazoo River Valley Trail from Galesburg through Charleston Township. The township is

preparing for the closing of E. Michigan Avenue for 6-8 weeks for joint repair and overlay of the bridge over the Kalamazoo River.
City of Kalamazoo: The Vine Street project came in 5% under estimate. The city is working on scheduling the Portage Street project preconstruction meeting and awarding the project. The roundabout at Ransom and Harrison is expected to be awarded at the May 15 City Commission meeting and the preconstruction meeting has been scheduled. The Vine Transportation Alternatives Program project is targeted for the November letting. The Burdick Street Congestion Mitigation Air Quality project and Drake Road Congestion Mitigation Air Quality project are anticipated to begin soon.
City of Portage: The Westnedge and Romence traffic signal project is close to being finalized. The city is trying to coordinate utility location with the contractor for the South Westnedge and Kilgore Road traffic signal project. Work continues on the traffic signal projects at West Centre Avenue at Old Centre Road and West Centre at Cooley Drive. The Angling Road project preconstruction meeting time is anticipated to be finalized soon with construction anticipated to begin in June. Bids for the Portage Road project are expected to be opened on May 11. Resurfacing on Oakland Drive south of Centre is anticipated to begin in June.
Road Commission of Kalamazoo: The Stadium Drive project from 4th Street to 6th Street is on schedule and anticipated to be complete by the end of June. The E. Michigan Avenue Bridge just east of Galesburg in Charleston Township is anticipated to be closed on June 19 for joint repair and overlay of the deck. The Stadium Drive project from 9th Street to US-131 was awarded. The Road Commission is working on scheduling the preconstruction meeting and night paving is anticipated on the job to minimize impacts. The Sprinkle Road project from Zylman to G Avenue is anticipated to be awarded by early June. The D Avenue Bridge project over the Gull Lake Outlet and the N Avenue project from Sprinkle Road to 26th Street have been submitted to MDOT for approval. The 2017 chip seal program is anticipated to start on Monday, May 15. The RCKC has let and will be funding replacement of the S and Q Bridges in Pavilion Township. The bridge projects are anticipated to be underway concurrently in June.
Michigan Department of Transportation: Bids have been received for US-131 drainage structure improvements in Schoolcraft. The project will be funded with MDOT maintenance money. The Harrison signal is behind schedule due to weld failures on the mast arms. Night paving has begun on I-94. Paving has begun on M-96 in Comstock Township from the Kalamazoo River to the East. This will be followed by surface sealing of M-96 on either side of Galesburg. MDOT is anticipating resurfacing in downtown Galesburg from 35th Street to Burgess using savings from winter maintenance in August or September.
Van Buren County Road Commission: Local paving in Antwerp Township is anticipated to begin soon. The chip seal program is anticipated to begin in mid-May.
LAND USE/PLANNING AND ZONING STATUS REPORTS
Village of Vicksburg: The village is working on easements north of TU Avenue for a trail connection to Portage.
Charleston Township: The township is working on the 10-year update of its Land Use Plan.
River to River Trail: The first of 4 open houses to connect the trail network from Kalamazoo to Grand Rapids is scheduled for May 17 at Cooper Township Hall.
City of Kalamazoo: The ground breaking for the Exchange building is anticipated to be on May 12. The city is drafting its Master Plan and then, it will be available for review.
Comstock Township: A joint meeting of Zoning Board of Appeals and the Township Board regarding medical marijuana is scheduled for May 11.

MDOT: The consultant has been hired for the Planning and Environmental Linkages study for downtown Kalamazoo. Work is anticipated to escalate soon.
NEW BUSINESS
Start thanked the Road Commission of Kalamazoo for coordinating with KATS regarding a map of projects for the Metropolitan Planning Area. The House of Representatives took action to repeal the rule issued by the Federal Highway Administration and the Federal Transit Administration entitled “Metropolitan Planning Organization Coordination and Planning Area Reform.” The rule would have required the development of a joint Transportation Improvement Program and Metropolitan Transportation Plan for those Metropolitan Planning Organizations that have overlapping boundaries. KATS and the Battle Creek Area Transportation Study would have been impacted by this rulemaking.
O’Neill reported that the Michigan Department of Transportation has hired a new Local Agency Program Engineer, Bradley Wright, for the Kalamazoo and Coloma areas. MDOT is also in the process of hiring a design engineer for the Kalamazoo and Coloma areas. Stepek requested that MDOT provide an update on the status of local project close out.
Start reported that the Transportation Asset Management Council Spring Conference will be held on May 25 in Mt. Pleasant. Information on the conference can be found on the Transportation Asset Management Council website at www.michigan.gov/tamc.
