    FOREWORD

    Teachers Recruitment Board plays a very important role in

    recruiting teachers and college lecturers in Government Educational

    Institutions in Tamil Nadu. It is designated as a Nodal Agency for

    conducting Teacher Eligibility Tests to qualify candidates for

    appointment as Teachers for Classes I to VIII, which has been

    mandatory for them as per the Rights of Children to Free and

    Compulsory Education Act of 2009.

    The Teachers Recruitment Board conducted the TNTET-2012 in

    the state meticulously and the test brought out very meager results.

    Hence the Teachers Recruitment Board has decided to conduct a

    Supplementary Examination in the interest of the education of the

    children. Moreover the Government is very considerate in increasing

    the duration of the examination to 3 Hours.

    As we have a well built network for conducting various kinds of

    Government Examinations effectively, this supplementary

    examination will not be a very difficult task.

    I hope that all of you will use the updated details in this Booklet

    for the conduct of the Supplementary Teacher Eligibility Test

    successfully without room for any misconduct.

    Chapter 1- RATIONALE

    In accordance with the provisions of sub-section (1) of section

    23 of the RTE Act, the National Council for Teacher Education (NCTE)

    had vide Notification dated 23rd August, 2010 laid down the minimum

    qualifications for a person to be eligible for appointment as a teacher

    in classes I to VIII. It had been interalia provided that one of the

    essential qualifications for a person to be eligible for appointment as a

    teacher in any of the schools referred to in clause (n) of section 2 of

    the RTE Act is that he/she should pass the Teacher Eligibility Test

    (TET) which will be conducted by the appropriate Government in

    accordance with the Guidelines framed by the NCTE.

    Teachers Recruitment Board is designated as the Nodal Agency

    for conducting Teacher Eligibility Test and recruitment of Teachers as

    per G.O. (Ms) No. 181, School Education (C2) Department, Dated

    15.11.2011. The Teachers Recruitment Board will conduct Teacher

    Eligibility Tests in all the Educational Districts in Tamil Nadu every

    year.

    The Teacher Eligibility Test has Paper I for Candidates who

    have passed Higher Secondary Course (10+2 Pattern) and Diploma

    in Teacher Education in a Recognized Teacher Training Institute /

    DIET and seeking an appointment as Teacher for classes I to V and

    Paper II for Candidates who have passed a Bachelors Degree (B.A.

    /B.Sc. / B.Litt.) with Tamil, English, Mathematics, Physics,

    Chemistry, Botany, Zoology, History and Geography or a Degree

    with any one of the equivalent subjects from a Recognized University

    under 10+2+3 Pattern and a Degree in Teacher Education (B.Ed.)

    from a Recognized University and seeking an appointment as Teacher

    for classes VI to VIII can write Paper II.

    The following instructions are issued by the Teachers

    Recruitment Board in order to educate all the officers for the smooth

    conduct of the TNTET 2012SUPPLEMENTARY EXAMINATION.

    ------ORDER:

    The Right of Children to Free and Compulsory Education Act, 2009 asenacted by the Parliament in 2009 to provide for free and compulsoryeducation to all children of the age of 6-14 years. The Act waspublished in the Gazette of India on 27thAugust 2009. Subsequently,

    the said Act was republished by the Government of Tamil Nadu in theTamil Nadu Government Gazette on 24th February 2010. The said Actcame into force with effect from 1st April 2010.

    2. As per sub-section (1) of section 23 of the Right of Childrento Free and Compulsory Education Act, 2009 (RTE) the NationalCouncil for Teacher Education (NCTE) has been appointed as theAcademic Authority by Government of India. The said AcademicAuthority has indicated to all the States that the teachers to berecruited in future for the elementary segment should have passed the"Teacher Eligibility Test"(TET) to be conducted by the appropriateGovernment in accordance with the guidelines framed by the NationalCouncil for Teacher Education for the purpose.

    3. The said section clearly specifies that teachers who at thecommencement of this Act, do not possess minimum qualifications asprescribed by the Academic Authority authorized by the CentralGovernment shall acquire such minimum qualifications within a

    period of 5 years. Hence, the "Teacher Eligibility Test (TET)" wouldhave to be conducted for recruiting teachers for the primary andupper primary classes. The teachers working in unaided privateschools are required to pass Teacher Eligibility Test within 5 years. Inthe State of Tamil Nadu, Secondary Grade Teachers (those teachingclasses I to V) are required to have minimum qualifications of D.T.Ed.and Graduate Assistants (BT Assistant) (those teaching classes VI toVIII) are required to have minimum qualification of B.Ed. They shouldalso pass Teacher Eligibility Test forthwith.

    4. However, with the passing of the RTE Act, it is nowmandatory for all the State Governments to recruit Secondary Gradeand BT teachers only by conducting a Teacher Eligibility Test.

    5. In the G.O.1st read above, orders have been issued as directedby the Honble Supreme Court of India on 20.8.2008 in SLP (c)No.18227 18228/2008 that the State Government should followedthe State wide seniority in employment registration while appointingSecondary Grade Teachers by calling for the list of eligible personsfrom all the District Employment Exchanges and by newspaper PublicAdvertisements throughout the State. The Supreme Court has further

    directed that the aforesaid arrangement will apply for any recruitmentto be made pending disposal of these appeals.

    6. In the Government letter 2nd read above, the Governmentchanged the recruitment policy in 2006-07 for recruiting GraduateAssistants, from written examination to State wide registrationseniority in Employment Exchange.

    7. The Government carefully examined on the lines of the ordersof Supreme Court of India in SLP(c) No.18227- 18228 dated 20.8.2008and National Council for Teacher Education guidelines and issue thefollowing orders in respect of change of policy for recruitment ofSecondary Grade and B.T. Teachers.

    i. In respect of Secondary Grade Teachers, the state wideseniority in Employment Exchange Registration willcontinue to be followed till the disposal of the SLP filed inthe Supreme Court of India.

    ii. In respect of Graduate Assistants (B.T.Teachers recruited byTRB for the Classes VI to X) in all middle schools,

    High/Higher Secondary Schools, selection through writtenexaminations ("Teacher EligibilityTest) in accordance

    with the guidelines framed by National Council forTeacher Education and certificate verification, will befollowed.

    iii The Teachers Recruitment Board is designate as the Nodal

    Agency for conducting of Teacher Eligibility Test andrecruitment of Teachers.

    Guidelines for conducting Teacher Eligibility Test (TET)

    Background and Rationale:

    The implementation of the Right of Children to Free and CompulsoryEducation (RTE) Act, 2009 requires the recruitment of a large numberof teachers across the country in a time bound manner. In spite of theenormity of the task, it is desirable to ensure that quality requirementfor recruitment of teachers are not diluted at any cost. It is thereforenecessary to ensure that persons recruited as teachers possess the

    essential aptitude and ability to meet the challenges of teaching at theprimary and upper primary level.

    2. In accordance with the provisions of sub-section (1) of section 23 ofthe Right of Children to Free and Compulsory Education (RTE) Act,2009, the National Council for Teacher Education (NCTE) has laiddown the minimum qualifications for a person to be eligible forappointment as a teacher in class I to VIII, vide its Notification datedAugust 23, 2010. A copy of the Notification isattached at Annexure 1. One of the essential qualifications for aperson to be eligible for appointment as a teacher in any of the schools

    referred to in clause(n) of section 2 of the RTE Act is that he/she should pass the TeacherEligibility Test (TET) which will be conducted by the appropriateGovernment.

    3. The rationale for including the TET as a minimum qualification fora person to be eligible for appointment as a teacher is as under:

    i. It would bring national standards and benchmark of teacherquality in the recruitment process;

    ii. It would induce teacher education institutions and studentsfrom these institutions to further improve their performancestandards;

    iii. It would send a positive signal to all stakeholders that theGovernment lays special emphasis on teacher quality

    4. The TET examination may be conducted by a suitable professionalbody designated by the appropriate Government for the purpose. Itwill be conducted in accordance with the Guidelines hereunder.

    Eligibility

    5. The following persons shall be eligible for appearing in the TET:

    i. A person who has acquired the academic and professional

    qualifications specified in the NCTE Notification dated 23rd August2010.

    ii. A person who is pursuing any of the teacher educationcourses (recognized by the NCTE or the RCI, as the case may be)specified in the NCTE Notification dated 23rd August 2010.

    iii. The eligibility condition for appearing in TET may be relaxedin respect of a 3 State/UT which has been granted relaxation undersub-section (2) of section 23 of the RTE Act. The relaxation will be

    specified in the Notification issued by the Central Government underthat sub-section.

    Structure and Content of TET

    6. The structure and content of the TET is given in the followingparagraphs. All questions will be Multiple Choice Questions (MCQs),each carrying one mark, with four alternatives out of which oneanswer will be correct. There will be no negative marking. Theexamining body should strictly adhere to the structure and content ofthe TET specified below.

    7. There will be two papers of the TET. Paper I will be for a personwho intends to be a teacher for classes I to V. Paper II will be for aperson who intends to be a teacher for classes VI to VIII. A person whointends to be a teacher either for classes I to V or for classes VI to VIIIwill have to appear in both papers (Paper I and Paper II).

    Paper I (for classes I to V); No. of MCQs150;

    Duration of examination: one-and-a-half hours*

    Structure and Content (All Compulsory)

    (i) Child Development and Pedagogy 30 MCQs 30 Marks

    (ii) Language I 30 30

    (iii) Language II 30 30

    (iv) Mathematics 30 30

    (v) Environmental Studies 30 30

    * Duration of Examination has been increased to 3 Hours as per G.O. (Ms) No. 222,School Education Department, Dated 24.08.2012.

    Nature and standard of questions

    While designing and preparing the questions for Paper I, theexamining body shall take the following factors into consideration:

    The test items on Child Development and Pedagogy will focus oneducational psychology of teaching and learning relevant to the agegroup of 6 -11 years. They will focus on understanding thecharacteristics and needs of diverse learners, interaction with learnersand the attributes and qualities of a good facilitator of learning.

    The Test items for Language I will focus on the proficiencies relatedto the medium of instruction, (as chosen from list of prescribedlanguage options in the application form).

    The Language II will be from among the prescribed options other

    than Language I. A candidate may choose any one language from theavailable language options and will be required to specify the same inthe application form. The test items in Language II will also focus onthe elements of language, communication and comprehensionabilities.

    The test items in Mathematics and Environmental Studies will focuson the concepts, problem solving abilities and pedagogicalunderstanding of the subjects. In all these subject areas, the testitems shall be evenly distributed over different divisions of the

    syllabus of that subject prescribed for classes I V by the appropriateGovernment.

    The questions in the tests for Paper I will be based on the topics ofthe prescribed syllabus of the State for classes IV, but their difficultystandard, as well as linkages, could be upto the secondary stage.

    Paper II (for classes VI to VIII); No. of MCQs150;

    Duration of examination: one-and-a-half hours*

    Structure and Content

    (i) Child Development & Pedagogy (compulsory) 30 MCQs 30Marks

    While designing and preparing the questions for Paper II, theexamining body shall take the following factors into consideration:

    The test items on Child Development and Pedagogy will focus on

    educational psychology of teaching and learning, relevant to the agegroup 11-14 years. They will focus on understanding thecharacteristics, needs and psychology of diverse learners, interactionwith learners and the attributes and qualities of a good facilitator oflearning.

    The test items for Language I will focus on the proficiency related tothe medium of instruction, as chosen from list of prescribed options inthe application form.

    The Language II will be a language other than Language I. Theperson may choose any one language from among the availableoptions and as in the specified list in the application form and attemptquestions in the one indicated by the candidate in the applicationform by him. The Test items in Language II will also focus on theelements of language, communication and comprehension abilities.

    The test items in Mathematics and Science, and Social Studies willfocus onThe concepts, problem solving abilities and pedagogical understandingof these subjects. The test items of Mathematics and Science will be of

    30 marks each. The test items shall be evenly distributed overdifferent divisions of the syllabus of that subject as prescribed forclasses VI-VIII by the appropriate government.

    The questions in the tests for Paper II will be based on the topics ofthe prescribed syllabus of the State for classes VI-VIII but theirdifficulty standard as well as linkages could be upto the seniorsecondary stage.

    8. The question paper shall be bilingual (i) in language(s) asdecided by the appropriate Government; and (ii) English language.

    Qualifying marks

    9. A person who scores 60% or more in the TET exam will beconsidered as TET pass. School managements (Government, localbodies, government aided and unaided)

    (a) may consider giving concessions to persons belonging toSC/ST, OBC, differently abled persons, etc., in accordance withtheir extant reservation policy;

    (b) should give weightage to the TET scores in the recruitmentprocess; however, qualifying the TET would not confer a right onany person for recruitment/employment as it is only one of theeligibility criteria for appointment.

    Applicability

    10

    (a) TET conducted by the Central Government shall apply to allschools referred to in sub-clause (i) of clause (a) of section 2 of theRTE Act.

    (b) TET conducted by a State Government/UT with legislatureshall apply to:

    (i) a school of the State Government/UT with legislature andlocal authority referred to in sub-clause (i) of clause (n) ofsection 2 of the RTE Act; and

    (ii) a school referred to in sub-clause (ii) of clause (n) ofsection 2 of the RTE Act in that State/UT.

    A school at (i) and (ii) may also consider eligibility of a candidatewho has obtained TET Certificate awarded by another State/UT withlegislature. In case a State Government/UT with legislature decides

    not to conduct a TET, a school at (i) and (ii) in that State/UT wouldconsider the TET conducted by the Central Government.

    (c) A school referred to in sub-clause (iv) of clause (n) ofsection 2 of the RTE Act may exercise the option ofconsidering either the TET conducted by the CentralGovernment or the TET conducted by the StateGovernment/UT with legislature.

    Frequency of conduct of TET and validity period of TETcertificate

    11. The appropriate Government should conduct a TET at least onceevery year. The Validity Period of TET qualifying certificate forappointment will be decided by the appropriate Government subject toa maximum of seven years for all categories. But there will be norestriction on the number of attempts a person can take for acquiringa TET Certificate. A person who has qualified TET may also appearagain for improving his/her score.

    Procedure for conduct of the Test

    12. The examining body shall formulate a detailed procedure and laydown instructions for conduct of the TET. Candidates should beinformed that a very serious view will be taken of any malpractice or

    impersonation.

    Legal Disputes

    13. All legal disputes with regard to conduct of TET shall be subjectto the jurisdiction of the appropriate Government.

    Award of TET Certificate

    14. The appropriate Government conducting the Test shall award a

    TET Certificate to all successful candidates. The certificate shouldcontain the name and address of the candidate, date of birth,Registration No. year/month of award of Certificate, marks obtainedin each Paper, class level of its validity(Class I to V, class VI to VIII or both), and, in case of classes VI to VIII,the subject area (Science and Mathematics, Social Studies, etc.). Thecertificate may be electronically generated with adequate securityfeatures. Appropriate may consider utilizing the services of specializedagencies for issuing de-materialized (demat) TET certificates as asecurity feature to avoid any kind of malpractice.

    Monitoring

    15. Following measures would be taken for monitoring the qualityand administration of the TET:(a) The appropriate Government shall appoint a Nodal Officer for thepurpose of TET.(b) The NCTE would organize meetings of the Nodal Officers at leastonce every year.(c) Every appropriate Government will forward a report of each TET tothe NCTE in a format to be prescribed by the NCTE.(d) The NCTE shall maintain data base and be the repository ofexperts and resources, including the technological tools for conduct ofthe TET, and shall share it with the appropriate Government.

    ORDER:

    2. As per sub-section (1) of section 23 of the Right of Children to freeand Compulsory Education Act, 2009(RTE) the National Council for TeacherEducation (NCTE) has been appointed as the Academic Authority byGovernment of India. The said academic Authority has indicated to all theStates that the teachers to be recruited in future should have passed theTeacher Eligibility Test (TET) to be conducted by the appropriateGovernment in accordance with the guidelines framed by the National Councilfor Teacher Education for the purpose.

    3. In the G.O. first read above, the Government have issued ordersdesignating the TRB as a Nodal Agency for conducting of Teacher EligibilityTest and Recruitment of Secondary Grade Teachers and GraduateAssistants.

    4. In the G.O. second read above, the Government have issued ordersfor the recruitment of secondary Grade Teachers and Graduate Assistants byconducting the Teacher Eligibility Test. It was also ordered that the qualifyingcandidates of the Teacher Eligibility Test will be recruited based on marks,Communal rotation and Certificate Verification. However, with respect to therecruitment of Secondary Grade Teachers, the state-wide seniority in

    employment exchange registration will be continued till the disposal of theSpecial Leave Petition filed in the Supreme Court.

    5. As per the orders of the Government, the Teachers RecruitmentBoard conducted the Teacher Eligibility Test on 12.07.2012 for the recruitmentof Secondary Grade Teachers and Graduate Assistants.

    6. The Teachers Recruitment Board has declared the results of the

    recently held Teacher Eligibility Test. It is seen that only 0.36% of thecandidates who appeared for both paper-I and paper-II have been declaredeligible with the prescribed cut off of 60%. Keeping in mind the welfare of thechildren and the need for teachers to be recruited at the earliest in the vacantpositions, the Government directs the Teachers Recruitment Board, toconduct another Teacher Eligibility Test for those candidates, who have notobtained 60% marks. The candidates so found to be eligible may be givenanother opportunity to appear in the test and make themselves eligible. TheTET will be conducted before the end of October, 2012. The TeachersRecruitment Board to make all arrangements for the same and announce thedate of the examination well in advance in order to give sufficient time to the

    candidates to prepare for the same. The Teachers Recruitment Board toincrease the duration of both Paper-I and Paper-II from one and a half a hourto three hours.

    7. The Chairman,. Teachers Recruitment Board is directed to takenecessary followup action in this regard.

    A. TET DIRECTOR

    The Director for Teacher Eligibility Test is officer responsible for

    following responsibilities are vested with the Director:

    A meeting of all the Chief Educational Officers and District

    Educational Officers will be conducted to make them aware of

    the importance of the TET and manner in which it should be

    conducted without any flaw.

    Chief Educational officers and District Educational Officers will

    be instructed to make elaborate arrangements like facilities for

    the storage and distribution of Question Papers, fixing enough

    number of Examination Centres, and appointment of various

    officials for the examination centres in their respective

    jurisdiction necessary for conducting the TET.

    A periodical reporting system will be created through which the

    Chief Educational Officers should apprise the TET Director, of

    the smooth conduct of the TET and any kind of eventualities

    thereupon.

    Periodical Reporting to the Chairman of TRB.

    Responsible for all necessary arrangements and activities right

    from the beginning, to the conduct of examination and

    publication of results.

    B. DISTRICT LEVEL TNTET TEAM

    The Teachers Recruitment Board is conducting the

    Teacher Eligibility Test (Supplementary Examination) in Tamil Nadu

    for the candidates already appeared in the TNTET and unable to

    qualify for the same. The District Level TNTET Team has to monitor

    the entire proceedings in the districts with the leadership of the

    District Collectors.

    The District Level Team will have the following structure.

    Appraising the Chairman of TRB and the Government on the

    developments regarding TNTET.

    Visiting the Custodian Points and Examination Centres to

    ensure the smooth conduct of the TNTET.

    Enabling the Chief Educational officer to ensure the support of

    the Police and Revenue Officials appropriately. Arranging Police Protection for Question Paper Custodian Points

    and Examination Centres.

    D. SUPERINTENDENT OF POLICE

    The Superintendent of Police will be the member of the TNTET

    District Level Team and will have the following role in conducting the

    TNTET successfully.

    Providing Police Security to all the Question Paper Custodian

    Points and Examination Centres.

    Providing necessary security arrangements for the transport of

    Question Paper Bundles and Answer Papers.

    Enabling the smooth conduct of TNTET on the day of

    examination through necessary police protection.

    E. CHIEF EDUCATIONAL OFFICER

    The Chief Educational Officer of each Revenue District is the

    Member Secretary for the TNTET Examination Committee and in-

    charge for conducting Teacher Eligibility Test under the guidance of

    the District Collector and Chairman of TET in the district. He/She has

    to ensure the following arrangements before the commencement of the

    test.

    The Chief Educational Officer should seek the help and support

    of the District Collector to get Police protection for all

    Examination Centres and Question Paper Storage Points.

    Identification of schools with necessary infrastructure and

    furniture for the proper conduct of the TET with the help of the

    District Educational Officers in the Revenue District.

    He / She have to ensure the accommodation of the candidates

    and finalise the arrangements as and when the Nominal Roll is

    received.

    He / She has to convene a meeting of the Headmasters of theCentre Schools and the District Educational Officers to sensitise

    them about the proper conduct of the TET without any room for

    malpractices.

    The storage and distribution of Question Paper is a very

    important and confidential work, hence a proper place or school

    must be identified to store the Question Papers which is

    received from the Directorate of Government Examinations /Teachers Recruitment Board.

    Necessary arrangements must be made to send the Question

    Papers to the Examination Centres.

    Preparing a Route Map for the distribution of Question Papers

    and arrangement of transporting the Question Papers in

    Vehicles with Police Protection.

    Appointing enough number of Question Paper Custodians,Additional Custodians, Departmental Officers, Additional

    Departmental Officers, Chief Superintendents, Additional Chief

    Superintendents, Invigilators and Scribes.

    Meeting of all these staff involved in the TET work must be

    convened to ensure dedication and sincerity in executing the

    Examination duty without any flaw.

    Training all the personnel involved in the TNTET.

    Inspecting the Question Paper Custodian Points and the

    Examination Centres in order to verify the accommodation,

    furniture and other facilities available in the Centre and report

    the same to the Chairman TRB and the concerned Zonal

    Officers.

    Sufficiency Report on Question Papers OMR Answer Sheets

    received must reach the Chairman TRB Four Days prior to the

    Examination.

    On completion of the TET Examination prepare a Consolidated

    Report in the CR 1 Format separately for Paper I and Paper II

    and send the same to the TRB through E-mail and Fax.

    F. DISTRICT ELEMENTARY EDUCATION OFFICER

    The District Elementary Education Officer is the Member of the

    TNTET Examination Committee and has the following responsibilities:

    Coordinating the TNTET related activities with the Chief

    Educational Officer and the District Educational officers.

    Enabling the District Educational Officers to enrol enough and

    efficient personnel for the invigilation work.

    Participating in the over-all supervision and monitoring work

    with the Chief Educational Officer.

    Visiting the Examination Centres on the day of Examination.

    Reporting to the Chief Educational Officer on the conduct of the

    Examination. Substituting the work of any officer on this process if there is

    any necessity.

    Extending all support to the Chief Educational Officer in all the

    activities of the TNTET.

    G. DISTRICT EDUCATIONAL OFFICER

    The District Educational Officers are pivotal in conducting the

    Teacher Eligibility Test with the responsibilities of storing the

    Question Papers in the Custodian Points, distributing them on the

    Day of Examination through the Departmental officers and conducting

    the Examination successfully. Hence they have to follow all the

    instructions and established norms in conducting the TET as in all

    Government Examinations. The following are the guide lines for them

    of Examination and ensuring the transmission of Answer

    Bundles by safe method within the stipulated time prescribed

    by the Teachers Recruitment Board.

    Collecting all information and providing all records regarding

    Absentees and Malpractices if any and reporting in the

    prescribed Formats to the Teachers Recruitment Board

    immediately after the examination.

    Making necessary arrangements to collect the OMR Answer

    Sheets in sealed Bundles and handing them over to the

    Collection Centres as designated by the Zonal Officer / The

    Chairman, Teachers Recruitment Board.

    On completion of the TET Examination prepare a Consolidated

    Report in the CR 2 Format separately for Paper I and Paper II

    and send the same to the Chief Educational Officer through E-

    mail and Fax.

    H. CUSTODIAN OF QUESTION PAPERS

    The Custodian of Question Paper has to play a supporting role

    to the District Educational Officer in keeping and distributing the TETQuestion Papers with safety and confidentiality. The following are the

    row of activities the Custodian has to perform:

    Receiving the Bundles of Question Papers, OMR Answer Sheets

    and Other TET related materials from the District Educational

    Officer and checking them personally.

    Keeping all the materials in safe custody in Steel Cupboardswith DOUBLE LOCK SYSTEM to ensure utmost safety and

    security.

    Ensuring whether the materials supplied are in sufficient for the

    Examination Centre/Centres allocated for him.

    Reporting the sufficiency of the materials received to the District

    Educational Officer and the Chief Educational Officer.

    Transporting the Examination Materials to the ExaminationCentres with the Departmental officers on the instructions of

    the District Educational Officer.

    Handing over the materials to the Departmental Officer with

    necessary instructions on the safety and security of the

    materials.

    Checking the materials whether they are for the Forenoon

    Session (Paper I) and for the Afternoon Session (Paper II), whilehanding over the materials. Any discrepancy in this regard may

    amount to confusion and chaos and will lead to disciplinary

    action on the officer responsible.

    I. DEPARTMENTAL OFFICER

    The Departmental Officer has the most responsible job inconducting the TNTET. He has to shoulder the burden of conducting

    the TET on behalf of the Government of Tamil Nadu and the Teachers

    Recruitment Board. He has to watch the entire process of the TET at

    the Examination Centre with keen eyes and complete the work

    successfully. Hence the following are the important activities for theDepartmental Officer:

    Ensuring the receipt of Question Papers, OMR Answer Sheets

    and Other TET Materials in enough numbers for the

    Examination Centre allocated to him.

    Visiting the Examination Centre in advance to check the

    number of candidates allocated for the Centre and theavailability of Halls, Seating, Drinking Water and Toilets for

    the candidates.

    Discussing all the steps for conducting the TET and sorting

    out the problems if any with the help of the District

    Educational Officer.

    Receiving and checking all the TET Materials on the Day of

    Examination in time and reaching the Examination Centre onor before 08.00 AM for the Forenoon Session (Paper I) and

    12.00 Noon for the Afternoon Session (Paper II).

    Handing over the materials to the Chief Superintendent for

    verification and keeping them safely till the start of the

    Examination.

    Ensuring the arrival of all the Examination Invigilators

    (those who are duly appointed by the District EducationalOfficer) and making alternative arrangements with the

    additional standby staff provided.

    Conducting a meeting for the Invigilators on the process of the

    TNTET Examination and explaining the various steps involved

    in it.

    Explaining the method by which the Carbon Copy of the OMR

    to be issued to the Candidates after the Examination.

    Opening the Question Paper Bundles in the presence of the

    Candidates and distributing them to the halls 10 minutes

    before the start of the Examination. The Question Papers

    issued in lieu of the Absentees may be collected after 10minutes from the start of the Examination.

    Keeping all the remaining Question papers in safe custody still

    the close of the Examination.

    Visiting the Halls to ensure the proper seating arrangements

    as per the instructions given by the TRB and the conduct of

    the TET.

    Checking the number of ABSENTEES and their RegisterNumbers personally.

    Collecting the Answer Papers after the end of the Examination

    with the help of the Chief Superintendent and other officials

    with care.

    Supervising the bundling and sealing of Answer Sheets by the

    Chief Superintendent and the Examination Staff in the

    Examination Centre.

    Handing over the Bundles of Answer sheets and other

    materials mentioned below and sending them by Special

    Messenger to the designated Centre or Authority by safe

    method.

    a. OMR Answer Scripts of the Candidates appeared for the

    Examination.

    b. Unused/Damaged OMR Answer Sheets if any.c. Particulars of candidates Present for the Examination and

    Absentees.

    d. Unused Question Papers.

    e. Declaration of the Chief Superintendent and the Departmental

    Officer.

    J. ADDITIONAL DEPARTMENTAL OFFICER

    The Additional Departmental Officer has to look after the

    following things in addition to his assistance to the Departmental

    Officer.

    Providing a separate room for the personal belongings of the

    candidates.

    Keeping Mobiles and other Electronic devices if any brought by

    the candidates in a secure place using token system and

    returning them with care.

    Ensuring the display of Instructions to the Candidates at the

    Entrance of the Examination Centre.

    Keeping the Room Allotment for the Candidates in the vicinity

    of the candidates.

    Ensuring the prompt striking of Warning Bell to Closing Bell.

    K. CHIEF SUPERINTENDENT

    Headmasters of the Schools where the Examination Centre is

    located will be appointed as the Chief Superintendent of the TET

    Examination. An Additional Chief Superintendent will be appointed

    from that school or from another school on the discretion of the

    District Educational Officer in The consultation with the Chief

    Educational Officer. The Chief Superintendent of the Centre should

    take utmost care in conducting the TET Examination. The following

    responsibilities are vested with the Chief Superintendent:

    Receiving the Nominal Roll, Attendance Sheets, OMR Answer

    Sheets and Other relevant records for the TET Examination and

    planning for adequate seating arrangements for the candidates

    allocated to the centre.

    Providing enough desks and benches to accommodate 20

    candidates per Hall with adequate space.

    Visually Impaired Candidates are eligible to write Paper II with a

    scribe, and hence the Chief Superintendent should take care toget Scribes appointed for his/her Centre in enough numbers.

    The Duration of Examination for the Visually Impaired

    Candidates is 3 Hours and 30 Minutes.

    The seating for the 20 Candidates in a Hall should be arranged

    as shown below in all the Halls.

    The Question Papers are printed in the form of Booklets with

    Codes A, B, C, and D. They must be issued to the candidates as

    shown below, as in the case of seating arrangement.

    Candidates who have written their NAMES wrongly in the

    TNTET Application Forms are permitted to correct their namesby submitting a requisition to the Chief Superintendent in the

    On completion of the TET Examination prepare a Consolidated

    L. INVIGILATOR / HALL SUPERVISOR

    The Invigilator or the Hall Supervisor has to conduct the

    Examination in the Hall for the allocated 20 Candidates without any

    room for malpractice. He /She has to perform the following duties

    with care and precision:

    Arriving at the Examination Centre at 08.00 AM / 12.00 PM

    sharply and reporting to the Chief Superintendent without fail.

    Attending the Instruction Session conducted by the Chief

    Superintendent and the Departmental Officer.

    Collecting the OMR Answer Sheets, Attendance Sheet and

    Room Sketch from the Chief Superintendent after checking

    them whether they belong to the room allocated and are

    sufficient in number.

    Reaching the Hall at 09.25 AM for the forenoon session and

    01.25 PM for the afternoon session.

    Allowing the candidates into the Examination Hall and seating

    them according to the instructions given i.e., seating

    arrangement should be ofW Type.

    Verifying the Candidates with their Hall Tickets and getting the

    signature of the Candidates in the Attendance Sheet.

    Preparing the Seating Arrangement and Question Paper

    Booklet Series Number sheet as in Proforma VIII.

    There are separate OMR Answer sheets for Paper I and Paper

    II. Hence the Invigilator should ensure whether he / she has

    received the appropriate OMR for the Paper and Session.

    in their Hall Tickets, at the time of writing their Examination.

    Such Candidates have to make appropriate entries in the OMRAnswer Sheet before they start writing their Examination.]

    Distributing the Question Paper Booklets at 09.50 AM for

    forenoon session and 01.50 PM for the afternoon session and

    making the students enter the Question Paper Booklet Series

    No. (A/B/C/D) in the OMR Answer Sheet. (If a candidate is

    absent the Question paper Booklet allocated for the particular

    candidate should be returned to the Chief Superintendent / theDepartmental Officer without fail).

    Allowing the Candidates to open the Question Paper exactly at

    10.00 AM in the forenoon session and 02.00 PM in the

    afternoon session and start answering.

    Making an announcement about the remaining 5 minutes at

    12.55 in the forenoon and 04.55 in the afternoon is very

    important.

    Stopping the Candidates answering exactly at 01.00 noon in

    the forenoon session and 05.00 PM in the afternoon session

    and collecting the OMR Answer Sheets, after issuing the

    Carbon Copy of the Answer Sheets. Signing the OMR Answer Sheet after Verifying all the entries in

    the OMR and the Signature of the Candidate.

    Handing over of the OMR Answer Sheets and other relevant

    materials to the Chief Superintendent without any

    discrepancy.

    Chapter 4- DAY OF EXAMINATION

    On the Day of Examination the following steps must be followed

    strictly:

    The Chief Examiner / Headmaster of the School should

    have reached the Centre on or before 08.00 A.M. in the

    morning.

    He / She has to physically verify once again all thearrangements made for the examination and satisfy

    himself / herself.

    The Custodian of the Question Paper should reach the

    Custodian Centre before 08.00 A.M. and issue the

    Question Paper Bundles to the Departmental Officer.

    The Departmental Officer must reach the Examination

    Centre within another 30 minutes i.e., by 08.30 A.M. The Chief Superintendent and the Departmental Officer

    have to satisfy themselves that the Question Paper Bundle

    contains the Subject of the day of examination and have

    adequate number of questions required for their

    Examination Centre.

    The Chief Superintendent has to ensure the arrival of

    enough number of Hall Invigilators for the centre and

    centre.

    The Chief Superintendent has to brief the method of

    Chapter 7- ADDITIONAL INSTRUCTIONS

    The following Additional Instructions issued to the Chief

    Educational Officers of all districts for the conduct of the Tamil Nadu

    Teacher Eligibility Test on 14th October, 2012.

    The Question Papers issued to the Districts contain 10% Excess

    for each Custodian Point.

    The excess 10% should be equally distributed (in Bundles of 20)

    to all the Examination Centres without fail and NO Question

    Paper / Bundle should be retained in the Question Paper

    Custodian or the offices of the Chief Educational Officer /

    District Educational Officer.

    Question Papers for the TNTET are issued in packets containing

    20 Question Papers each. The Chief Superintendents of the

    Examination Centres should open the packets which are

    necessary for the Centres and excess packets should NOT be

    opened on any account. The packets NOT opened at the

    Centres should be returned to the TRB intact.

    The OMR Answer Sheets for TNTET PAPER I and PAPER II

    (along with Attendance sheets and Nominal lists for Both

    Sessions) should be issued to the Examination Centres ONE OR

    TWO DAYS ahead of the Examination. The Chief Educational

    Officers should inform the Chief Superintendents and the

    Departmental Officers to be very careful in using the correct

    OMR Answer Sheets for each paper. The materials for PAPER I

    and PAPER II must be stored in separate Steel Cupboards by

    the respective Chief Superintendents.

    Hall Tickets downloaded by the Candidates from the TRB

    Website do not need any photograph or attestation. Hence

    Candidates may be permitted to write the TNTET with the Hall

    Tickets downloaded even if they have no photograph or

    attestation. The Candidates may be identified with the

    The Chief Educational officers are eligible for a Remuneration of

    Rs. 2000 for the Day of Examination and Rs. 750 for 5 days (4

    days pre-examination and 1 day post examination). The District

    Educational Officers are eligible for a Remuneration of Rs. 1000

    for the Day of Examination and Rs. 600 for 5 days (4 days pre-

    examination and 1 day post examination). The PA Higher

    Secondary/Secondary designated as Nodal Officer is eligible for

    Remuneration on par with the Chief Superintendent.

    Remuneration for the other personnel will be awarded as per the

    existing instructions.

    The Chief Educational officers should designate the PA Higher

    Secondary/Secondary as the Nodal Officer for the TRB

    Information, to collect Absentees and details of any other

    occurrences like malpractices from the TRB Reporting Officers

    (BRTEs) at the Examination Centres

    The BRTEs appointed as Reporting Officers at Examination

    centres should report about the Absentees to the PA Higher

    Secondary/Secondary in the Office of the Chief Educational

    Officer, who is appointed as the District Nodal Officer for TRB

    Information. The Nodal Officer should prepare a report about

    the Absentees in the following format and send a FAX to the

    The Chief Educational officers are already instructed to prepare

    Route Map for the distribution of Question Papers and arrange

    vehicles for the purpose.

    When the vehicle is distributing PAPER II Question Papers for

    the AN Session, they may be asked to collect the Paper I

    materials (OMR Answer Sheets, Unused OMR Sheets,

    Damaged OMR Sheets Attendance sheets and Relevant

    Records) Centre-wise after the completion of the Examination

    and keep them in the safe custody of the District Educational

    Officers.

    Similarly AN Session Bundles may also be collected and kept inthe safe custody of the District Educational officers.

    The Chief Educational Officers should collect the Answer Scripts

    and other Materials from the DEOs and send them in a vehicle

    with POLICE ESCORT to the TRB.
