Sheikh Mohammed’sinvolvement in the EthiopianEconomySheikh Mohammed H. Al-Amoudi appeared inthe economic scene of his motherland, with amere intention of contributing his share ofresponsibility for the development of his country, disposing his kind hearted intervention at a timewhen Ethiopia was in an exuberant need ofsupport from her children. He did not wait forthe creation of an “enabling environment”,which all private foreign investors expect toprevail in a country before moving in. He had torespond to the call of his Motherland – Ethiopiaas immediately as the circumstances thendemanded.

As a son in need, he decided to do everythingwithin his capacity to contribute to therevitalization and development effort throughinvestment in all sectors of the country’seconomy.

All these investments have always been financedfrom his own foreign exchange resources he hadgained from his other businesses abroad –meaning his investments have all been foreigndirect investments, FDI - and he does this out ofhis true love to his country and its people. At thispoint it will only be proper and timely to quotethe remarks he made a few years ago:

“Ethiopia means so much to me that

even my friends wonder about my

investment decisions in the country.

When I invest in Ethiopia, my

decisions to invest are based on what I

feel in my heart for my motherland.

All my other investment decisions in

the rest of the world are based on

calculated risks and benefits.

….Ethiopia is our soul and the essence

of our existence. We should not expect

others to transform our motherland

into a developed and a prosperous

country. It is our national duty and

solemn responsibility, to fully

commit ourselves to develop Ethiopia

and free our countrymen from the

shackles of abject poverty and under-

development.”

Cognizant of the increasing volume of hisinvestment in Ethiopia, he decided to establish aCorporate Office – MIDROC Ethiopia, in mid1990’s, entrusted with the tasks of solicitinginvestments and directing and coordinatingactivities of investment projects he makes in thecountry.

The Investment Group

MIDROC Ethiopia is a member of MIDROCInternational Group, owned by SheikhMohammed H. Al-Amoudi, which is aninternational business conglomerate operating inAfrica, Europe, the Middle East and the UnitedStates of America, involving in large scale ofconstruction, industrial development, trainingand research activities. The driving force ofestablishing MIDROC Ethiopia by SheikhMohammed H. Al-Amoudi, was nothing, but theeverlasting love and passion for his country, andhis ultimate goal to improve the living standardsof his fellow countrymen and women.

At the time of the establishment of theInvestment Group, Ethiopia was still in its earlyrecovery stage, and the Government wasformulating policies and trying to createconducive atmosphere to encourage local andforeign private investment. No private companyhad come afore to invest so much capital as thegeneral climate for private investment, that time, was still obscure. MIDROC Ethiopia is not onlythe pioneer private investor but also the leadingcompany engaged in multifaceted investmentundertakings that have proven to makesignificant contribution in the development ofthe country’s economy since its establishment.

Synopsis of MIDROC Ethiopia’sEngagement in the EconomicSector

Ethiopia has over 66 million hectares of arableland and an annual overflow of over 111 billioncubic meters of water from which irrigatedagriculture, fishery and hydropower can bereasonably tapped. The country is also endowedwith immense livestock resources. Ethiopia is richnot only in natural resources but also in man-made historical, cultural and traditional pricelesstreasures. The extreme contrasts of Ethiopia’sendowment in her ecosystem, climate, andendemic wildlife, birds as well as unique andcontrasting geological but captivating landscapesare some of the untold features of the country. These natural and rich archeological heritagesare also potential resources for the sustainablegrowth of tourism industry in the country.

The ingenuity of Sheikh Mohammed H.Al-Amoudi has been demonstrated time andagain, in his unfaltering commitment to invest instrategic projects, that would sustainably put toeconomic use and process the country’s natural

and human resources for the nation’s good.

The following brief would indicate SheikhMohammed H. Al-Amoudi’s dedication andpurposefulness of the decisions he makes todevelop the economy and improve the livingstandards of the people of Ethiopia.

eye opener achievement in the field ofarchitectural and engineering talent and abreakthrough in the opening up of thecountry’s wealth for the tourism industry.

The decision to go ahead for the

construction of the Sheraton Addis

demonstrated the emphasis Sheikh

Mohammed has put on fulfilling the

prerequisites for the development of

tourism in Ethiopia. With this objective,

Sheikh Mohammed has fully supported

the development of hotel and resort

facilities at Debre Zeit and Araba Minch

towns in the south and also finalized the

incorporation of a new 5-Star Hotel

complex on Lake Tana, at Bahir Dar in

the north. He has also given due

consideration to the establishment of

Travel and Touring Services embracing

chartered air travel, cargo transport and

transit handling services capable of

rendering a full package service to the

international traveller.

His deep-rooted wishes and deter-

mination for continued development of

the country has been explicitly expressed

in his own words in March, 1998, at the

inaugural ceremony of the Sheraton

Addis... “I would love to see, if

possible, new industries being

built monthly by my Investment

Group.”

The idea of introducing the five-star hotel,

Sheraton Addis, was a breakthrough in the

area of high level conference and tourism.

It has enhanced Addis Ababa’s status as

Africa’s political capital, which is a venue

for the Heads of States, who regularly

convene to shape the future of Africa.

This vital point was conveyed to Heads of

State and Prominent International

Businessmen who attended the Intern-

ational Conference - The Addis Forum:

Trade and Investment in Africa under the

theme “Attracting Global Capital to

Africa” and aimed at drawing attention

to the economic potentials and investment

opportunities in Africa. The Addis

Forum that discussed several topics on

promoting and creating new partnership

was held at the Sheraton Addis during

Unveiling of the flag

Al-Amoudi was the major sponsor of the

Forum. This was an opportune moment

for Sheikh Mohammed H. Al-Amoudi to

promote Ethiopia for global investment.

His decision to develop the country’s

natural and human potentials is

noteworthy. The timely relevance of esta-

blishing MIDROC Ethiopia Investment

Group and engaging well with over thirty

different companies in almost all the

sectors of the country’s economy cannot

be over-emphasized in the light of their

ability to invigorate development and

growth, and that of their capacity to

generate and/or save foreign exchange - a

scarce commodity in the country.

Markets:

The Company has been serving only thedomestic market up to now mainly in the area ofdesign, installation, erection and maintenanceservices of low voltage electrical powerdistribution and lighting systems for largeindustrial and building complexes.

The major problem in the domestic market, especially in the building installations sub-sector,is the lack of appropriate regulations andstandards for grading and standardizingelectromechanical jobs and enforcing suchregulations and standards so that such jobs arecarried out by appropriately qualified andcertified contractors. This problem has nowenabled civil and general contractors to take upall the building electrical installation workstogether with the major civil works and carry outthe installation work at low quality standards, byemploying low-grade materials and skills at the

cheapest possible prices. This has greatly limitedthe opportunities for properly organized andspecialized contractors like MEH to get jobs inthis area. The company is doing its best topromote such regulations through relevant civilsocieties so that quality and safety shall beensured in such electrical installation works in thefuture, at the same time, creating theopportunities for growth of appropriatelyqualified and certified local contractors.

A high standard residential complex of various

types and different facilities like health center,

school, sport field, swimming pool, recreation

halls, elementary and high schools, super market,

bank, post office, etc. will be available for the use

of workers and the residents in that area.

The design of the residences and facilities is

being carried out by a local Consultant named

Universal Consultants. The design has

progressed well and a tender will be floated for

construction shortly.

The 40kms road from Addis Ababa to Chancho

along the Addis Ababa -Gojjam Road, is a very

good asphalt road. From Chancho the road

turns to the left and takes the existing (Chancho-

Derba) gravel road for 20 kms. This stretch will

be re-aligned and upgraded to asphalt road with

all the bridges along it to be redesigned and

constructed afresh. A new 8 km asphalt road

from Derba village up to the plant site will be

constructed. The last section of the road

connecting the two nerve centers of the projects,

i.e. the plant and the quarry sites, is the most

challenging part of the project, which is a 14kms

treacherous route with an 850m elevation drop

between these two points.

The design of the 40kms beyond Chancho has

been carried out by a local road consulting firm

named Pan African Consultants Plc in

association with ETHIO Infra Engineering Plc.

This company will also carry out the supervision

of the construction of the road.

A contract has been signed on April 19, 2007,between DMC and MIDROC ConstructionEthiopia Plc for the construction of the road foran amount of Birr 206 million. The contractperiod is 540 calendar days, and to date theContractor has started mobilization and surveyworks.

Accomplishments

In its short span of existence as a company, aGP

has been undertaking capacity enhancement and

product diversification activities continuously. As

a result, the capacity of CO2 gas production is

almost doubled, O2 Gas production facility

installed, three brand new injection molding

machines of latest technology, capacity ranging

from 255 ton to 800 ton were acquired. Further

more, hydrostatic testing and certification

services of Gas Bottles were introduced with a

view to render full fledged and reliably safe

products to Gaseous products customers.

Future Plans

There are plans underway to further increase the

production capacity of CO2 Gas by means of a

green field investment. New acetylene Gas

Manufacturing Plant and modernizing

hydrostatic testing of cylinders are earmarked

investment plans. Supply of fire extinguisher

products (Gas, Powder and Foam types) and

rendering of training and inspection services

related to the same are active business plans.

In plastics business line, besides the capacity

enhancement scheme in existing product line,

there is also a plan to build in-house capability in

plastics mould design and manufacturing thereby

engaging in producing high value engineering

plastics products required by local service and

manufacturing industries, namely: Telecommu-

nication, Hydro Electric Power Supply, Agro-

Industry, etc. Realization of this plan, would

enable to substitute imports and save a significant

amount of foreign currency expenditure of the

country.

Corporate CitizenshipResponsibility

aGP, as part of its company value, takes

maximum care in discharging its social and

environmental responsibility to the community.

Recycling of plastics wastes and prohibition of

rejected bottle’s use is worth mentioning here.

Waste and reject plastics are reprocessed for reuse

in manufacturing process as raw materials. The

Company has a facility to recycle waste

thermoplastic materials.

Explosion of Gas filled cylinder bottle is

extremely risky. The company has a solid policy

whereby it is mandatory to inspect cylinders prior

to filling operation. If a bottle fails to meet

quality requirements, then, it is returned to the

customer unfilled. The company provides

certificate of quality for each cylinder tested and

accepted. Customers are strongly advised never

to use rejected bottles. We are glad to say, that at

present all industrial users and many of the

individual customers do comply with this

company policy.

Presently, the company offers employment

opportunities for a total of 136 employees, of

which 114 are permanent and 22 contract

employees.

Investment Projects

Fire extinguisher business is a project under

implementation. Erection of new plants for CO2Gas and Acetylene manufacturing are projects

under feasibility study.

importation of equipment consumable

and spare parts related to the above

operations.

• Enter into hedging and similar contracts.

• Construct building and alter buried assets

related to mining and exploration

activities.

• Engage in any other business activities

which the Company may think relevant to

enhance the above mentioned business

purposes of the Company.

II. PRODUCT/SERVICE

(a) Mining

The Legadembi open pit mine was

originally designed (before the acquisition

from the Government) to a vertical depth

of 210m from the surface with a mine life

of 10 years (1998-2007) with an estimated

original reserve of 39,590 kg of gold.

Subsequently reviewed, redesigned and

optimized by MIDROC Gold, after the

acquisition, with an additional depth of

50m the reserve was increased and the life

of the mine was increased by 4 years

(1998-2011) to a total of 14 years of life.

This is being improved using modern

technology methodology and exploration

to further improve the life of the mine,

which is vital to the surrounding

community.

On average, about 7 million tones of

material is mined from the open pit

annually, which is composed of about 5.4

million tones of waste and about 1.6

million tones of ore. Ore is the gold-

bearing rock, while waste is barren rock

that has to be mined out from the pit in

order to expose the ore and provide safe

operating space. MIDROC Gold is

engaged in development & expansion

activities by using underground mine

projects and new exploration activities to

enhance its operation and improve the life

of the mine.

(b) Gold Production

Gold is recovered by a Carbon In Pulp

(CIP) technology processing plant. The

processing plant is capable of treating 1.6

million tones of ore annually. The

processing plant consists of a 3-stage

crushing section, a 2-stage grinding

(milling) circuit, leaching and Carbon-In

Pulp (CIP) circuits, followed by stripping,

elusion, electro-mining and casting of

gold + silver bullion in a form of Doré.

Yearly average production is about

4,500kg of gold-silver doré (fine gold

production is in the order of 3,500kg).

The average finess (proportion in the

doré) is 80% for gold and 20% for silver.

Total production from August 1998 to

December 2006 is 36,444kg of doré,

composed of 28,262.33 kg of gold and

8,073.87 kg of silver.

(c) Support Services And Facilities at

MIDROC Gold

Environment

MIDROC Gold is equally concerned for

the environment and exerts effort in order

to maintain acceptable environmental

standards in the industry and comply with

government obligations.

It has put in place Environmental

Management System and Policy,

Page 147: TIRET Special Millennium Issue (September, 2007)

144 • Millennium Issue

Rehabilitation and Closure Plans, Sinking

Fund, Environmental Impact

Assessments, Clean up and Awareness,

etc.

Tailings Dam

Tailing from the process plant has to be

stored in a dam built for the purpose.

MIDROC Gold is using an earth dam

that was constructed during the opening

of the mine. The dam needs periodical

expansions to handle the expected tailings

from increasing productions.

Consequently, a tailings dam expansion

project is in place and the dam has

already been raised three times (in slices of

3 meters) up to the end of 2006. The

dam will have the capacity for tailings

from the current open pit, underground

and East Sakaro.

Emulsion Plant

The open pit uses considerable amount of

explosive for mining. The previous

blasting system was unsafe, and inefficient

on wet ground. With the increase of

mining capacity, mechanization of

blasting was necessary; MIDROC Gold

arranged for an Emulsion Plant with

African Explosive Limited (AEL) of South

Africa. The plant is now fully operational,

with a monthly capacity of 500 tonnes of

emulsion. The new system improved

safety, flexibility and performance of

blasting. It also avoids importing of

explosives to the country; except the raw

material for the preparation of the

emulsion. Emulsion is not explosive until

it is charged to the blast holes.

Fuel Depot

MIDROC Gold uses diesel for mining

machineries, and fuel storage capacity

had to be improved in line with increasing

mining capacity in the last few years. A

depot was built with 500,000 liters

capacity. The old depot had only 150,000

liters capacity. The new depot improved

safety of fuel storage and secured

continuous and un-interrupted

operations.

Electronic Security

State-of-the-art electronic security system

is in place around sensitive production

sites and service facilities. The system is

composed of surveillance cameras and

monitoring panels, sirens, razor-blade

fence and lighting systems.

Power House

A powerhouse of five standby diesel

generators (total 5MW) is installed,

Page 148: TIRET Special Millennium Issue (September, 2007)

Millennium Issue • 145

capable of running the process plant and

other facilities during power outage of the

national grid.

Heavy Duty Maintenance

Considering the huge fleet size of heavy-

duty equipment and machineries at the

Legadembi operations, this facility is the

most important one of all the support

facilities. It is composed of maintenance

policy & planning and various workshops

both for the light and heavy-duty vehicles,

equipment and machineries. The system

is periodically reviewed and updated to

cope up with the production plans.

Water Treatment Plant

MIDROC Gold owns and operates a

water treatment plant, with treated water

capacity of 1080m3/day. The facility is

composed of two pumps of 330m3/hr

and 50m3/hr capacities and three

reservoirs of 50m3, 150m3 and 200m3

capacities. The 330m3/hr capacity pump

supplies water both to the treatment plant

and the gold processing plant.

Other Ancillary Services

Cafeterias, Clinic, residence homes, sport

facilities, etc.

Employment

Presently MIDROC Gold has a total work

force of 1,413 of which 1,171 are

permanent, 111 contract, 115

secondment employees, and 16

expatriates. The number of expatriates

has gradually been reduced from peak

number of 34 before year 2000 to the

present 16 in 2006, through a carefully

designed Ethiopianization program. The

reduction was done through systematic

knowledge transfer, training and

empowerment of Ethiopian professionals.

The 115 secondment employees are from

Trust Protection and Personnel Services

Plc.

Major Company Policies

MIDROC Gold operates in dynamic

systems that are periodically reviewed and

updated policies, directives, manuals,

organizational structures, etc. It has now

developed and implemented Human

Resource Policy, Financial Policy,

Materials Management Policy,

Environmental Policy, and Maintenance

Policy.

III. MARKET/SALES

Sales

MIDROC Gold is a major exporter of

precious metals and is one of the major

foreign currency earners for the country.

Page 149: TIRET Special Millennium Issue (September, 2007)

146 • Millennium Issue

Unlike other types of businesses, the

Company does not market or have price

setting strategies, because gold is sold in

the international markets at prices that

vary on daily basis. MIDROC Gold’s

sales reference is the London Bullion

market. MIDROC Gold’s doré bars are

shipped to Argor Heraus refinery in

Switzerland; the gold is then refined and

sold to Commercial Bank in Zurich

Switzerland.

The total sale from August 1998 to

December 2006 is USD 324 million,

which is about Birr 2.7 billion. Payments

made to the government (for the same

period) in forms of taxes and royalty

amount to Birr 203 million.

Capital Expenditure

Mining is a highly capital-intensive

venture and MIDROC Gold is no

exception. MIDROC Gold injected a

capital expenditure of about Birr 864

million in the last 81/2 years (Aug. 1998

to Dec. 2006) on the operations and

different projects. MIDROC Gold’s 2007

overall (Operation, Projects, etc.) budget is

well over Birr 630 million.

Future Business Plans

Based on the combined productions of

the presently operating open pit mine, the

Legadembi Underground mine and the

East Sakaro Project, MIDROC Gold has

put in place strategies to continue mining

for another 14 years, i.e., up to the year

2020. Considering the other promising

targets currently under exploration,

MIDROC Gold’s strategic production

plan would extend well beyond 2020.

INVESTMENT PROJECTS

Development & Exploration Projects

(a) Legadembi Underground

Development Project

MIDROC Gold is also planning to mine

the deeper level resources of the present

open pit mine. For this purpose, an

underground development project is in

progress. To-date, more than 3.8 km of

Page 150: TIRET Special Millennium Issue (September, 2007)

underground workings have been done,

and the deeper resources have been

evaluated for a minable vertical depth of

115m below the open pit bottom and a

length of 350m (Shallow Resources). The

evaluation was done based on exploration

core drilling that was conducted from the

underground. The ore bodies are open

both at depth and along the length,

exploration drilling will continue for the

deeper levels (up to 230m below the open

pit bottom - Deep Resources) and other

ore bodies that have not yet been

evaluated.

Cut-and-Fill mining method has been

selected and confirmed by an

international consultant; the

corresponding mine design has been

done. The project is presently preparing

the relevant underground infrastructures

required for a full scale underground

mine, which is planned to commence in

2008. With the additional resources to be

upgraded and evaluated in 2007/2008,

the planned life-of-mine of the

underground mine will increase. This is

based on the total Shallow and Deep

Resources that are estimated to contain

additional Doré, i.e., gold & silver.

(b) Exploration Projects

The principal objectives of exploration

works are to secure additional reserves for

sustainable gold supply of the present

operations and also to develop new mines.

MIDROC Gold started limited

exploration works in 1999. However, the

more organized and aggressive

exploration works was started in year

2004 with intense exploration activity

being conducted at two different regions

in the country.

Presently, there are three Exploration

Licenses, namely, Legadembi Exploration

License (43.5 sq. km.), Ulaulo-Meleka

Exploration License (441 sq. km.), in the

South of the country and Metekel

Exploration License (1965 sq. km.); in the

North-West of the country with a total of

2450 sq. meter of exploration land.

Page 151: TIRET Special Millennium Issue (September, 2007)

148 • Millennium Issue

Thus far, thirty-four (34) gold exploration

targets have been identified: 17 targets in

the Adola-Legadembi and 17 targets in

the Metekel Exploration Licenses. The

most advanced target at this stage is the

East Sakaro Project.

The East Sakaro Project is presently at

pre-feasibility status. This and the

detailed Mine Design and the

Environment & Social Impact Assessment

Studies will be completed in 2007.

Depending on the results, the

underground development works will

commence in 2008, and full-scale mine

production is scheduled for 2009. The

projected mine life at Legedembi will

further increase and the new development

work is finalized. MIDROC Gold’s “2020

vision” is expected to increase the

operational life of the company well

beyond the year 2020.
