Dialogue Purpose Explore voluntary partnerships Develop a regional/national solution to

waste tire management Promote positive efforts through the media Avoid multiple state solutions Avoid unilateral state or federal regulation

Page 16: Tire Stewardship Initiative July 28, 2004 Sacramento, CA

Possible Dialogue Outcomes Pilot projects with measurable results Model state policies (e.g., procurement) Business innovations/profitability studies

(e.g., reverse logistics potential) Model state or national education

campaign Model state or federal legislation

Waste Tire Problem Statement A significant number of waste tires are generated

in the state each year. Over one-quarter of the annual waste tires

generated in the state are disposed of in landfills. Growth in waste tire markets has not kept pace

with generation. Tire stockpiles could create fires, environmental

threats, and health problems.

Page 21: Tire Stewardship Initiative July 28, 2004 Sacramento, CA

July 28, 2004 PSI Tire Stewardship Initiative 21

Dialogue Goals Primary Goals

Reduce waste tire generation. Efficient collection, reuse, and recycling. Increased and sustained waste tire markets.

Page 22: Tire Stewardship Initiative July 28, 2004 Sacramento, CA

July 28, 2004 PSI Tire Stewardship Initiative 22

Dialogue Goals Supporting Goals

Increase tire life to reduce generation rates. Attain highest value according to options:

Reduce Reuse Retread Recycling into other products (incl. civil eng.) Tire-derived fuel Proper disposal

Improve collection and recycling practices. Reduce illegal dumping of waste tires.
