MINUTES OF 11/29/18 Dr. Brown asked for approval of the Trauma District Minutes of 11/29/18.

A motion was made by Therese Everly to approve the Trauma District Minutes of 11/29/2018

The motion was seconded by David Collins and carried with no opposition.

TRAUMA DISTRICT

FINANCIALS Mark Atkins reviewed the Trauma District Financials FYTD as of 12/31/18.

A motion was made by David Collins to accept the Trauma District Financials FYTD 12/31/18.

The motion was seconded by Therese Everly and carried with no opposition.

OPERATIONS

REPORT Michael Marcus, RN presented the Trauma Operations Report.

Dr. Brown asked for acceptance of the Operations Report.

A motion was made by Donna Clarke to accept the Operations Report.

The motion was seconded by David Collins and carried with no opposition.

OTHER ITEMS Donna Clarke reported on the Lee County Trauma Services Regional Advisory Committee’s

recognition of Syndi Bultman, for her efforts to bring “Stop the Bleed” education and training to our region. Therese Everly recognized the Lee Health Trauma Team for participating in the Drug House Odyssey Family Night.

Trauma Policy 10.50A states appointments are approved to serve a term of one fiscal year. Five of the

fifteen members appointed shall come from each of the following counties in Southwest Florida: Charlotte,

Collier, Glades, Hendry, and Lee. The remaining ten members shall be at-large appointees and shall

reside in any one of the five counties = 15 total.

Tiffany Esposito

Tiffany Esposito is the President and CEO of the Bonita Springs Area Chamber of Commerce whose mission is to serve Chamber members, promote an environment where business can grow and prosper, and to enhance the quality of life of the Bonita Springs area. Tiffany and the Chamber team work every day to elevate the business community and create a positive place to live, work and play.

In her role at the Chamber, Tiffany also leads the Bonita Springs Area Chamber of Commerce Foundation and the Bonita Springs Estero Economic Development Council.

Tiffany is a Lee County native and a proud graduate of Florida Gulf Coast University, where she received an undergraduate degree in Communications, and a Master of Business Administration. In 2013, she graduated from the United States Chamber of Commerce Institute for Organization Management (IOM) and in 2014 she earned the Accreditation in Public Relations (APR) designation.

Jorge M Quiñonez, M.D.

Jorge M Quiñonez, M.D., is Executive Vice President and Chief Medical Officer of Family Health Centers of Southwest Florida, Inc., and is responsible for the oversight of all FHCSWF pediatricians, family practitioners, internal medicine physicians, obstetricians and all mid-level providers. In this role he provides clinical leadership and supervision to all of our medical practices.

Dr. Quiñonez received a Bachelor of Science degree in 1987 and a Medical Degree in 1992 from Universidad Francisco Marroquin in Guatemala City, Guatemala. He also did a year of Pre-Medical studies at Fordham University in New York City, N.Y. He completed a Pediatric Residency from the University of South Alabama in Mobile in 1995. He functioned as Chief Resident of Pediatrics from 1995-1996. From 1996 to 1998, he did a Clinical Pediatric Infectious Diseases Fellowship at the Tulane University/Louisiana State University combined fellowship program in New Orleans. He also obtained a Certificate of Business Administration for Physicians from Auburn University in 2003.

From 1999-2005, Dr Quiñonez served as Medical Director of the Children’s Medical Center of the University of South Alabama; from 2001-2005 he served as Chief of the Division of General Pediatrics for the Department of Pediatrics of the same institution.

He also served there as a member of the Residency Training Committee for the Department of Pediatrics and as a member of the Graduate Medical Education Committee for the University of South Alabama College of Medicine. He has also been elected and served as president of the Mobile, Alabama Pediatric Society. He has been serving as Medical Director of Pediatrics of FHCSWF since July 2005.

He is Board Certified and re-certified in Pediatrics. He is a Fellow of the American Academy of Pediatrics and a Member of the Community Health Committee and a Member of the Infectious Diseases Society of America. He is a Member of the Scientific Advisory Council and a Fellow of the Society for Clinical Pediatrics. He also serves in the Maintenance of Certification Committee for the American Board of Pediatrics.

Dr Quiñonez has received the Robert O. Harris III Award to the Outstanding Pediatric Resident from the University of South Alabama in 1994 and has received the Clinical Young Investigator Award from the Southern Society for Pediatric Research in 1996.

He has been awarded research grants from the Gorgas Tropical Medicine Foundation and from the Children’s Health Foundation and has also participated in several clinical research projects with pharmaceutical companies.

In the past he has been on the board of speakers for Glaxo Smith-Kline. He has numerous clinical publications in major pediatric journals.

Donna Akin

I am Donna Akin residing in Hendry County, FL. I am a lifelong citizen of Hendry County. I was born in Clewiston and moved to LaBelle in 1993. I began what became a long career in EMS in 1980 after completing a local vocational EMT course taught by my eventual employer and mentor. I started at the bottom and over the years worked my way to the top position in Public Safety with Hendry County. While working I attended school and eventually completed paramedic training, fire school and my Master’s degree in Administration from Barry University. My life partner and I have been together for 26 years and she recently retired from Iona- McGregor Fire District and is currently in the Caribbean working on becoming a veterinarian. Over my career, I was responsible for developing, implementing and maintaining the County’s First responder program for the volunteer fire departments, as well as all the community CPR programs to include a public access defibrillation program. Many of these program’s thrived until the economic down turn which caused funding to be dramatically cut by the County. I have served on several advisory committees through my work over the years. I retired from EMS in 2016 after 36 years of service and continue to teach at several educational institutions on a part-time basis. I am a current member of the Rotary Club of LaBelle and the Florida Association of EMS Educators. • Report Directly to the County Administrator • Direct oversight of day to day operations of the Public Works Department: Paved road, dirt road,

right-of-way, and bridge maintenance, fleet management, mosquito control, and various road surfacing and resurfacing and improving traffic patterns centered capital projects.

• Management of a $4.8 million annual operating budget and 70 full time employees. • Work with collective bargaining units (unions) to ensure fair and equitable working relationships.

• Reduced expenses in 2010-2011 by approximately $508,000 and $180,000 in 2011-2012. • Built Transportation Reserve budget from $800,000 in 2010 to $2 million in 2013. • Reduced amount of resident complaints/work orders by 36% in 2011 and maintained a 35%

reduction in 2012. • Received the In-House Maintenance/Enhancement Award from the Big Bend Branch of the

American Public Works Association in 2013. • Implemented the subscription curbside solid waste option with Waste Pro USA and closed rural

waste sites resulting in approximately $250,000 in annual savings to the County. Administrative Coordinator (2008-2010) Duties and Responsibilities:

• Report Directly to the County Administrator. • Serve as Interim Public Works Director (September 3, 2010 to December 7, 2010). • Direct oversight responsibility for the following functions: Information Technology Department,

Parks and Recreation Department, County Administration Department, Solid Waste Department, Animal Control Division, Public Information Office and Intergovernmental Affairs/Relations.

• Awarded a $500,000 grant from the Florida Department of Transportation Local Agency Program for the historical renovation of a train depot in Greensboro, Florida.

Parks and Recreation Director/Assistant to the County Administrator (2005-2008) Duties and Responsibilities:

• Oversight responsibility of 13 park properties and an operating budget of $150,000 and capital budget of $400,000 annually.

• Served as Assistant to the County Administrator for nine months. This position was eliminated due to budget cuts in fiscal year 2008 by Commission direction.

• Develop long term vision for park property development to maximize the use of public lands. Accomplishments:

• Created and established the Parks and Recreation Department previously administered by the Fire Department (Hired and trained 2 full time and 10 part time employees).

• Revised County’s Open Space Land Use Code requirement to include land donation for recreational development for large scale subdivisions.
