April is going to be a very busy month. April 10th is our annual Awareness Fair. This fair emphasizes life after SCI injury. Attendance has increased every year and the number of companies wanting to have space continues to be exciting. We expect to have contributions from Canine Companions, adapted race cars, members showcasing their athletic abilities, as well as many more. There will be many displays by adaptive sports groups. We have gone a long way from the less than a dozen displays we had the first year. Be sure to come early as we'll have some kind of way for you to compete for prizes.

April 15-17 a group will be traveling to Hawaii for a site visit of the Honolulu facilities. On the 15th there will be a membership dinner. Please RSVP to our office. This will ensure a place at the table, and a chance to discuss any issues that you may have had with the medical care you are receiving.

On the 31st of May, there will a benefit concert in Petaluma founded by the Streets of Rome. We will receive a portion of the proceeds. Call the office for details. A large turn-out of Veterans would be a wonderful way for us to say 'thanks!'. This would help get recognized at future concerts.

One other event happens on June 7th. This is our annual banquet, held in appreciation of our doctors, nurses, and supporting staff. You should have a ticket printed in this bulletin. Follow directions on the invitation to ensure that you have your meal reserved if you plan on attending this event.

To start of the month of April, which is also PVA Awareness Month, we are hosting our annual SCI/PVA Awareness Fair on April 10. This year we have many exhibits and presentations, including Mario Bonfante with Spinnin Wheels, a quad rugby demonstration, shotput and discus demonstrations, and some of our own wheelchair athletes talking about their experiences with national sporting events. We also have many of the Paralympics sports clubs attending and showing what they offer, as well as the different disciplines of the SCI/D Center, so make sure you come by and check it out! You can also check our website for the times of presentations and the exhibits that will be on display that day.

In mid-April I will be joining some our national PVA employees to conduct a site visit at the Pacific Islands Healthcare System’s SCI/D Clinic. On April 15 we will be hosting a dinner for our membership in the area, so if you can make it please contact the office so we can add you to the RSVP list. However, if you are a member who uses this facility for your health care but cannot make the membership dinner we would still like to hear any issues or concerns you may have. So please either give me a call or send me an email (I will keep your identity anonymous) and let me know your concerns so we can address it.

In May, I will be attending a training for the chapters of PVA’s executive directors in Las Vegas for two days. We will touch on different topics such as fundraising, public relations, and administration, just to name a few. Following this training I will be attending a Lacrosse seminar along with our Sport Director, Kevin Patton. This is a relatively new adaptive sport that PVA is hoping to make available to our members throughout the country. I look forward to gaining more knowledge on this sport and am hopeful we can find some of our members that are interesting in participating in this type of event.

May 31st the Streets of Rome are holding a benefit concert for the chapter in Petaluma. They are planning to hold it at the Petaluma Community Center. Please check the website for more information regarding this event.

A new monthly event is the Patient Education sessions that are being held every third Friday of the month. The SCI/D Center staff really wanted to find a better way to get the information to the patients of the SCI/D Center that they were interested in. So, rather than having planned “lessons” for these sessions representatives from all of the different disciplines of SCI are available to answer any questions that people have. They started this in January and it is really engaging because the questions are coming directly from the patients. You do not have to be an inpatient to attend so if you are ever interested in attending just stop by at 12:00pm on a third Friday of the month and you can check it out!

There is also going to be a change to the way the chapter funds our athletes to the Winter Clinic and National Veterans Wheelchair Games beginning in 2015. It will be required for members to earn points volunteering in a variety of different ways in order to earn points for these events. The guidelines are in this newsletter on pages 10-11. Please contact the chapter office if you have any questions. Points can start being earned immediately, so please make sure you check out our website for the Time Sheet that needs to be turned in.

June 7 is our Annual Banquet. If you are a member you will find your invitation in this newsletter. We hope you can make it out and join us in recognizing some of the people who contribute to the quality healthcare of our members and the success of our organization.

Government Relations

On March 12, PVA national president Bill Lawson presented PVA's Annual Testimony to a joint session of the House and Senate Committees on Veterans Affairs. President Lawson highlighted several concerns facing veterans, in particular, those with catastrophic disabilities. Some of our national President’s concerns have to do with our budget. The government has not passed a budget again so many projects are on hold. If it weren’t for advanced appropriations, the VA would be in big trouble. Everything that I have highlighted in this article shows a need for better appropriations.

Between March 10 and March 13, Scott Souza and I attended the Advocacy & Legislative Seminar in Washington, DC. I would like to talk about the Independent Budget (IB), which is authored by the Paralyzed Veterans of America, AMVETS, Disabled American Veterans, and the Veterans of Foreign Wars. The Administration’s overall discretionary budget request for FY 2015 is $68.2 billion (including $3.1 billion for medical care collections). This recommendation is approximately $4.8 billion less than the overall recommendation from the IB for FY 2015. We need to continue to inform the Senate and House of Representatives about our concerns of the lack of funding for the VA, which has a major effect on all programs. We tried to convey this during the two days of meetings with our representatives for our area.

Other major concerns discussed at the seminar is the importance for the prosthetic’s cap to be raised from $3,000 to at least $100,000 for equipment and other purchases. More doctors and nurses are needed for SCI injuries, multiple sclerosis, TBI, Lou Gehrig's disease, and blindness for veterans. We also need an increase for aid and attendance and special monthly compensation for severely disabled veterans. Patients traveling from the Spoke clinics to the Hub for non-service connected veterans is very hard because there is no funding for this. Also, the age limit on independent living needs to be eliminated. There should be an increase in reproductive services available for male and female veterans to try to keep this in the VA system. We just really need to invest appropriations and strong oversight for the VA.

More training for agents is needed to assist people on and off airplanes and other forms of transportation. The VA is in need of an increased construction budget due to the lack of current funding. We possibly could be looking at 5-10 years of delays on the ongoing construction, with some that have already been put on hold. We should keep in mind that we should continue helping homeless vets and also making sure that they have proper VA and PVA assistance with substance abuse and military sexual trauma. The PVA also strongly endorses the Disabilities Treaty. The ratification of the Convention of the Rights of Persons with Disabilities Treaty will help enable the United States to export its standards for access and opportunity worldwide making it easier for our wounded warriors, disabled veterans, and their families to take advantage of opportunities abroad. There are 5.5 million disabled American veterans, where more than 3.5 million are receiving compensation for some type of disability. In closing, I want to list a few websites that will further help your understanding of these issues.

As I begin to finally settle in here and get to know the incredible group of veterans and their families that make up the Bay Area and Western Chapter I must again thank you all for the help you have been as we move forward in this new journey. I constantly stress process improvement, and fully understand that this mission is far from complete. While no system is perfect, and PVA will continue to work with the VA to seek improvement I wanted to highlight some of the little or lesser known programs within the VA umbrella. This still represents only a small percentage of all the services available to veteran’s under the VA.

One of the most exciting new programs within the VBA is Ebenefits. This system does for benefits much of what MyHealthEVet does for healthcare. While your Service Officer will continue to remain a vital channel to your benefits, EBenefits allows you to track much of your claim, and handle a ton of non rating issues with ease. For example changing your direct deposit or address as well as making a new dependency claim can be done with greater efficiency and speed on your own using the EBenefits system. More than 3.5 million users already take advantage of all that it has to offer.

EBenefits has also been a great resource for the VA Mortgage program when it comes to acquiring a certificate of eligibility. For many veterans the VA Home Loan Guarantee continues to be a vital benefit in achieving economic independence and peace of mind. The program can be used to buy a home, a condominium unit in a VA-approved project, build a home, improve and purchase a home, install energy-related features or making energy efficient improvements, or buy a mobile home. Eligibility is based on minimum service requirements that vary by time period served and in some cases can even extend to a disabled veteran’s surviving spouse.

The VA cemetery program continues to provide a number of dignified ways for ensure we never forget our veterans and their contributions. One of the most interesting and useful ways the program does this through the VA Grave Site Locator at http://gravelocator.cem.va.gov/. This can be used to find the grave sites of veterans and their family members in VA National Cemeteries, state veterans cemeteries, various other military and Department of Interior cemeteries, and for veterans buried in private cemeteries when the grave is marked with a government grave marker.

The VA offers a number of programs to aid homeless veterans. One of the most interesting is the hotline for homeless veterans at 1-877-4AID-VET. This hotline is available 24/7 to help homeless veterans and those in danger of becoming homeless connect to all of the VA and associated resources for our veteran’s. These programs include a number of healthcare initiatives, mental health treatment options, housing assistance, and vocational rehabilitation programs.

I continue to look forward to meeting as many of you as possible and working together to make each and every aspect of life for veterans of our area better and more fulfilled.

BAY AREA & WESTERN CHAPTER SPORTS FUNDING GUIDELINES

To be eligible to participate in sports or recreation programs with financial sponsorship by the

Bay Area & Western Chapter of PVA (BAWPVA) you must be a member in good standing of the BAWPVA and a registered volunteer with the BAWPVA.

Members of BAWPVA who have never competed in an event before will be considered novices and may compete in one event on a first time basis without earning enough volunteer points.

All sponsored athletes must earn enough volunteer points during the prior fiscal year (Jul 1 – Jun 30) to be eligible for sponsorship in the current year. The number of volunteer points required for an event will be set by the Chapter Board of Directors in the budgeting process each year. Activities and their point value are listed on the back of the Volunteer Program & Sports Program Points Time Sheet (time sheet).

Members that require personal care services to attend national events may petition the Chapter Board of Directors for additional funding for attendants. No member will be denied sup-

port for a national event solely because he/she needs assistance of a care giver to travel or partici-pate. Shared team care givers may be required if practical.

Participation in local recreational sports (shooting, fishing and hunting), does not require volun-teer points. BAWPVA will provide a guide/coach for these events but participants are responsible for all of their own expenses (travel, meals, shells, licenses, lodging caregivers, etc.). The chapter has limited equipment for these activities which may be used if available.

To earn volunteer points, you must be a registered volunteer of BAWPVA and submit a volun-teer time sheet to the BAWPVA volunteer coordinator on a monthly basis. Time sheets are due in the chapter office by the 5th of each month. Claims for points over 90 days old will not be accepted. Claims for points may be verified.

The National Veterans Wheelchair Games (NWVG) is the primary event for BAWPVA sponsor-ship. Other events may be substituted for the NVWG if desired. The board of directors may author-ize other competitions and events. If the Chapter Sports Budget is adequate, members may use vol-unteer points to qualify for a second event at a 50% sponsorship rate.

Volunteer points are not transferable and may not be carried over to another year.

General Terms and Conditions Travel: Travel by air will be based on the most economical fares available 45 days in advance

for coach, round trip airfare. If travel is by other means (automobile, train or bus), reimbursement will be at rates authorized by the board of directors and will not exceed the roundtrip coach airfare for the same travel.

Lodging: Hotel/motel accommodations will be reimbursed based on one half the double occu-pancy rate of the approved facility.

Entry Fees: Entry fees or registration fees for events authorized will be reimbursed by BAW-PVA.

Meal Expenses: Meal expenses for sporting events will not be reimbursed by BAWPVA. Reporting of expenses: All persons sponsored by BAWPVA for a sporting event must submit

an expense report (BER) to the chapter within 15 days of the close of the event. If a travel advance is issued, eligibility for future sponsorships may be withheld until satisfactory reporting of advance payment is completed.

Team Uniforms: If team uniforms are available, participants, coaches and support personnel will be provided team uniforms without charge subject to budgetary limitations and availability.

Practice Sessions: Team members must attend scheduled practice sessions and qualifying sessions if needed.

Sporting/recreation events and practice sessions are not eligible for volunteer points or mileage payments unless you are actually working at the event.

Exceptions to these Policies: All exceptions to these policies must be approved in advance by the BAWPVA Board of Directors. Points may be earned in the following manner:

The chapter tries to distribute information we receive in a timely manner to our membership. The best way to do this is by email and posting events on our Facebook page. If you have not already done so please contact the chapter and give us your email address. We send out an electronic newsletter in between our regular newsletters to update membership on anything that may be coming up. You can contact the chapter at [email protected] to add your email! Also, we have a Facebook page where we post events, pictures, and it has a discussion tab where our “fans” can reach out to each other for suggestions or to pass along event information in their area. So “Like” us on Facebook!

SCI/D Patient Education Survey

The VA Palo Alto SCI/D Service is revamping and updating our patient education program. The program currently delivers inpatient presentations on a range of sub-jects including; medical conditions, social, psychological, safety and recreational top-ics. The goal of the program is to deliver useful engaging educational materials that benefit SCI/D Veterans, caregivers, and their families. We are seeking to deliver educational materials in diverse ways including Web-

based applications. We recognize that SCI/D Veterans are diverse and that best education is often passed on from one Veteran to another. To meet this diversity we foresee continued opportunities for Veterans to serve as peer mentors and have direct input into the development of this new edu-cational process.
