My Dear Fellow Citizens,

Our Government has successfully completed three years in office and entered the fourth year today. As assured to the people of the State during assuming the office, we have been giving the progress report of various developmental programmes of our government regularly. Hence, on completion of three years in office, we are presenting the development report viz., ‘Three years of Bountiful Development’.

As I have been repeatedly telling, “Development is our Mantra”. Progress of all sections of the society and balanced growth of all regions of the State is our broad vision. We have given utmost importance to redress the regional imbalance. The series of developmental and welfare schemes implemented since three years have brought a qualitative change in the life of citizens. I am happy to note that over 1.84 crore people have directly benefited under various beneficiary oriented schemes. Above all, we have maintained law and order which has instilled a sense of security among the people which in turn resulted in creating a peaceful environment to lead a happy and contended life.

The Global Investors Meet which was organized in June 2010 at Bangalore was a huge success. MOUs were signed for an investment of over Rs. 5 lakh crore creating employment potential to over 7 lakh people. Few projects have been implemented already and few other projects are under various stages of implementation. Almost all the 30 districts of the State have received investments. After the success of Global Investors Meet for Industrial Investments, we are now preparing to hold ‘Global Investors Meet’ for Agriculture.

The financial position of the State has improved due to consistent resource mobilization efforts. This volume also carries a detailed report about the financial status of the State. We would like to take the State into the forefront among the developed States of the country. By the end of five years of our rule, we want to see Karnataka in the first position in the development map. All out efforts would be made to realize this dream. I appeal to the readers to go through the volume and come out with suggestions to improve the day to day administration. I assure that their suggestions would be treated with utmost seriousness and considered for implementation.

PREMIER STATE IN THE COUNTRY

This is a bird’s eye view of the Government’s overall performance in the last three years.  The State has set several new records in various sectors. 

First State to unveil `Vision 2020’ for comprehensive development and thereby provide a Model for the entire country. 

First State in the country to present a separate Agriculture Budget.

Farmers extended short-term loans from co-operative societies and commercial banks at the lowest interest rate of 1%.

Weavers and fishermen continue to get loans at the rate of 3% interest.

A special legislature session held to discuss issues of Agriculture and Rural Development.

A State-Level Knowledge Commission set up. Established `Organic Farming Mission’ for reducing dependence on

chemical fertilisers. Farmers’ study visit to China and Israel to experience and understand latest

agricultural practices. Bhagyalakshmi Scheme’s maturity value enhanced to Rs.1 lakh. Manthana - A brain storming session held for discussing development issues

with officials and people’s representatives. ‘Bangalore One’ Centers adjudged the best in the country in terms of scope

of services and popularity with the people. First State to bring out the Semi-Conductor Policy. First State to implement `Bhoochetana’ Scheme for increasing agricultural

productivity by adopting scientific cultivation practices in dry lands. Introduced `Janaspandana’ for on-the-spot redressal of the grievances of the

people-an initiative to take the Government to the door steps of the people. Appreciation for organising `Kaushalya’ (Skills Development) training

programmes and Udyog Melas (Job Fairs) to provide jobs and job training to the unemployed youth.

Karnataka is in the forefront among the States which have adopted e-Tendering.

First State to introduce e-payments since 2009.

Recognition from all Corners

Karnataka has secured the first prize for Panchayat Empowerment & Accountability.

Dharwad, Belgaum and Gulbarga districts have received National awards for successful implementation of NREG Programme.

Karnataka stood second in overall implementation of PMGSY in the country.

KSRTC and other public Transport Corporations have received more than 30 National and International Awards during the last 3 years.

KSRTC’s online seat reservation system, AWTAR, has bagged the 2009 Golden Peacock Award.

KSRTC received Award from Government of India for IT services. Karnataka is the first State to completely introduce electronic ticketing

system in the Public Transport buses and has received the Union Urban Development Ministry’s Award for Excellence.

National recognition to the State’s design and fabrication of low-floor buses for urban transport under JNURM Scheme.

Union Urban Development Ministry’s 2009 Award for Excellence for introduction of completely transparent electronic recruitment system for drivers.

Golden Peacock Eco-Innovation Award for use of alternative fuels like bio-diesel, ethanol and blended diesel in over 2,000 buses.

Prime Minister’s Civil Service Excellence Award in 2009. KUIDFC received the National Urban Water Award 2009 under Public-

Private-Partnership category in five districts. National Water Award for the `Sujala’ watershed programme. National e-governance Award for introducing Panchatantra software. Three Awards from ‘National Urban Water supply Awards 2009’ for

effective management of water supply by Hubli-Dharwad, Belgaum, Gulbarga, Chitradurga and Kundapura towns.

5 cities of Karnataka received Central Government’s ‘Swachata Award’. Mysore city is in second position.

Sujala watershed programme is implemented in 6 districts where dry land cultivation is in practice. 3 National awards for this programme.

Best Bio-diversity Award for the State Bio-diversity Board from the National Bio-diversity Board.

International UITP-ITF Award for best innovation in Public Transport. Best Practices Award 2010 for pass system and other public schemes. In the area of Financial Reforms, Bangalore Water Board got First prize

from Central Urban Development department’s ‘National Urban Water Awards’.

India Tech Excellence Award for introducing IT in Urban Administration. State got 2nd prize.

4 Local bodies of the State received ‘Green Leaf Award’ for effective urban waste management.

Information Department received 2nd prize for ‘Bidiri ware tabloo’ in the Republic Day Parade 2010.

4 urban local bodies got ‘Icon SWM-2009’ Awards. Karnataka is one of the few states in the country to adopt e-Tendering

and e-Procurement. Conferred with the National Award along with “Asia Award” for effective implementation.

Agriculture : The Proud Profession.Agriculture sector plays a major role in the development of the

State. Several innovative schemes are being implemented to encourage agriculture sector. Farm loans are being extended at the lowest interest rate of 1%. An exclusive and separate Agriculture Budget is presented for the over all development of farm sector. Our’s is the first government in the country which has taken these two important measures. The Government has continued the short-term loan facility from co-operative banks to weavers and fishermen at an interest rate of 3%.

In order to popularise Organic farming among the farmers, a new programme called ‘CM’s visit to village once in a month’ has been started. Under this programme, the Chief Minister has been directly interacting with the organic farmers regularly. This programme has become one of the most popular programmes in the State. Karnataka Agri-business Development Policy has been formulated. Preparations are under way to organize conduct Global Investors Meet for Agriculture.

For the first time in the history of Indian States, a separate Agricultural Budget of more than Rs.17,000 crore presented along with Annual Budget of 2011-12.

Many new schemes including ‘Suvarna Bhoomi’ which provides for an incentive of Rs.10,000 to 10 lakh Small and Marginal Farmers across the State have been announced in the Budget. Orders have already been issued for the implementation of these new schemes.

The State has achieved a record food grains production of 130 lakh ton during 2010-11.

Farm mechanization implements like power tiller, diesel pumpsets worth more than Rs.108 crore have been distributed to 84,467 beneficiaries across the state.

Rs.83.56 crore has been spent towards crop insurance scheme. Sujala Watershed Scheme is being implemented in the 6 rain

dependent districts. Around 41 thousand hectares of land has been developed under this scheme at a cost of Rs.97 crore. The scheme has bagged three national awards.

30,735 Krushi Hondas (Farm Ponds) have been constructed at an expenditure of Rs.30 crore under Suvarna Krishi Honda Yojane.

20 lakh farmers practicing dry-land farming were extended financial incentive of Rs.1,000 each as one time benefit and Rs. 200 crore was allocated for this programme during 2009-10.

About 7.02 lakh quintals of subsidized seeds worth Rs.89 crore have been distributed to more than 27 lakh beneficiaries. Distribution of Seeds at subsidized price (Rs.in crores)

The yield in the dry lands has increased between 25 to 40% after the implementation of Bhoo-Chethana Scheme. This programme is under implementation in an area of 12 lakh hectares in 90 taluks coming under 16 districts. Bhoo-Chethana Scheme will be extended to an area of 45 lakh hectares covering all districts.

Organic Farming Mission has been constituted for the first time. 83,000 farmers have been enrolled for adopting Organic Farming practices. Rs.10.50 crores spent. 76,000 hectares have been brought under organic farming, which has resulted in the reduction in use of chemical fertilizers.

Drip irrigation has been made compulsory to preserve under ground water and minimize the consumption. Antharaganga Micro Irrigation Corporation is being constituted to extend technical assistance and subsidy to farmers.

2. Co-operation for All

Karnataka has the distinction of starting the first co-operative society in the entire country. The first co-operative society was started in 1905 in the State. At present there are 35,000 Co-opeative societies in the State with a membership of over 2 crore. At the end of the financial year 2010-11, 14.32 lakh farmers have received farm loans to the tune of Rs. 4,647 crore.

Over 9.68 lakh beneficiaries have so far been treated as out patients under Yashaswini Health Insurance Scheme. 3.46 lakh beneficiaries were operated upon. Rs. 309.89 crore spent for the treatment as well as surgeries.

12,400 Milk Co-operative Unions newly started since 2008. E-Tendering introduced by 45 APMCs in the State by spending

Rs. 16.86 crore. 19.78 farmers have been issued Kissan Credit Cards. 1,76,417 Self-Help groups have been formed through

Karnataka Government has extended a financial assistance of Rs. 400 crore as Deposit Fund to Marketing Federation during

2010-11. Financial assistance has been increased to Rs. 550 crore for the year 2011-12.

55 warehouses are being constructed with a capacity of 1.50 lakh metric tons.

Construction of 28 warehouses of 84 thousand metric ton capacity is completed with a cost of Rs.401 crore. The remaining 27 warehouse buildings are at the final stage.

Horticulture

During 2010-11 under National Horticultural Mission Rs.119.36 crore released, 125.10 crores spent. 117.60 released for Micro Irrigation.

New Hortriculture College started at Kolar. Rs. 3.75 crore spent. New University of Horticultural Sciences started at Bagalkot. Rs. 21 crore spent.

New Horticultural Colleges have been established in Bidar, Bagalkot, Mysore, Sirsi, Hiriyur and Koppal.

New Wine Policy implemented. Encouragement for processing. Rs. 50 lakh spent.

The area under horticultural crops has been expanded by about 1 lakh hectares during 2010-11. This has resulted in the increased production of 11.42 lakh ton horticultural crops.

The total value of horticultural crops exported from state has touched Rs.3,557 crore.

Karnataka State Mango Development and Marketing Board started.

An exclusive research station has been established at Sringeri to control Yellow Leaf Disease affecting arecanut plantations. Rs.2 crore provided for this purpose.

Fisheries

Rs. 20 crore spent towards production of fish seeds. Under Inland Fisheries Development Scheme, Rs. 20 crore is spent for developing of fish seeds.

Rs. 10 crore allocated for developing Koderi Fishing Port - Rs.8.22 crore spent.

Sales Tax exempted Diesel supplied to Mechanized fishing boats has been enhanced to 95,000 Kilo Litres from 85,000 K.Ls. 3,300 fishermen benefited.

178 Ice Plants and Cold Storages, received a power subsidy of Rs. 4.32 crore.

8 crore fingerlings have been stocked in 482 tanks and reservoirs at an expenditure of Rs.8 crore.

Matsya Mela (Fish Fair) organized at Bangalore Palace Grounds was a success.

Construction of 63 M.length break water/ Groyne with an outlay of Rs.300.00 lakhs has been taken up in Gangolli fishing harbour.

Around Rs.5 crore was spent for maintenance of link roads of coastal districts.

Under Centrally sponsored scheme of Motorization of traditional boats, 400 fishermen were provided a subsidy of Rs.30,000/- each.

Incentive for Milk Production

The production of milk in the State has increased by 5 lakh litres (an increase of 14%) after the introduction of financial incentive scheme. The collection of milk in the societies has touched an all time high of 41 lakh litres a day. Women Co-operative Society Milk Producers are getting 4.5 rupees as incentive per litre of milk (Rs.2 from the Government and Rs. 2.50 from KMF).

Under the milk incentive scheme, a sum of 616.28 Crore has been provided to 2 lakh women milk producers co-operative societies.

84 retired Veterinary Doctors have been re-appointed on contract basis to meet the shortage of staff during 2008-09.

Our State is presently facing a deficit of around 2,500 M.Ws. of electricity due to lack of farsightedness on the part of previous governments. The demand for electricity is also continuously increasing. This is evident by the total quantity of 39,774 million units consumed during 2010-11 compared to 36,118 million units during 2009-10. Our government is purchasing power from private producers to meet the demand. We have a plan to increase the annual availability of power by about 1,000 MWs by the next 3 years.

Total established power generation capacity including public and private production is 10,640 M.Ws.

CFL bulbs distributed to 115 lakh houses under “Belaku” Scheme, expected to save 3,300 million units of electricity.

Order issued to provide Rs.100 crore for regularization of 1 lakh unauthorised irrigation pump sets.

M.o.U. signed for starting 1,600 M.Ws. Thermal Power Project at Chattisgarh. Final Notification issued for acquiring 1,260 acres of land. Rs.141 crore paid for land acquisition.

First unit of Udupi power project of 600 M.W. started. Second unit of 600 M.W. capacity synchronized.

Approval for establishing Edlapur (800 M.W.) and Unit-3 Bellary Thermal Plant (700 M.W).

Coal based power project of 4.000 M.W. capacity is being implemented at Kudugi of Bijapur District. Acquisition of land is in progress.

Vigilance Committee, Food Guarantee Committee, Food Security Committee have been formed at Fair Price Shop, Grama Panchayat and District Level respectively for effective functioning of PDS.

11,99,700 Anthyodaya and 84,82,648 BPL ration cards issued. Campaign to identify bogus cards started by linking the existing

cards to electricity RR No. at urban areas and house No. at villages.

‘Annapoorna Ahara Bhandara’ started on pilot basis to distribute ration on all days.

Youth Services

Cash awards worth Rs.1.95 crore to 32 medal winning sports persons from the State in 19th Common Wealth, 16th Asian and 3rd Youth Common Wealth events.

Rs.8 crore released for maintenance of sports schools and hostels across the State.

Rs.2 crore and Rs.1 crore released for Rural Sports events and construction of 23 ‘Garadi Mane’ (Wrestling Homes) respectively.

Road Net works contribute a great deal in the development of the State. Our government is committed to improve the net work of roads. 6,087 Kms. of roads have been renewed and upgraded. 7.035 Kms. of roads have been widened and upgraded. 5,734 Kms. of roads are being developed. It has been decided to establish a special purpose vehicle for the purpose of resource mobilisation to take up comprehensive development of roads in the State.

For the first time in the state, our government has provided free Bicycles to all the 8th standard students of Government and Aided High Schools. So far 20.54 lakh students have been benefited. Rs.125 crore provided for free Bicycles scheme during 2011-12.

Primary and Higher Education

‘Nali Kali’ scheme has become very popular. It is implemented in 40,137 Government Kannada Medium Primary Schools and extended up to 3rd standard. 7 lakh children benefited.

National Primary Education Scheme started. 74 Model Schools established. State’s share of Rs.50 crore released.

Rs.2 crore released towards interest subsidy on educational loan scheme which benefits 24,000 poor students.

Text books distributed free of cost to 11 lakh students of Government Schools from 1st to 10th standard.

Uniforms worth Rs.90 crore distributed free of cost to 57 lakh students.

Flowers worth Rs.50 crore and Jerkins worth Rs. 245 crore are being exported.

Our government has given top priority for providing quality health care to all. As a result, infant mortality rate has come down. The institutional delivery has gone up by 93%. Health check up of 85 lakh students conducted during 2010-11.

Infant mortality rate in the State reduced from 45 to 41 (per 1,000). Mothers mortality rate reduced from 218 to 213. The rate of institutional delivery has gone up from 63 to 93%.

Under Vajapee Arogya Shree Scheme, which is started in Gulbarga and Belgaum division, 32.5 lakh BPL families of 13 districts covered. So for 8,740 beneficiaries have availed the facility under the scheme which provides for free treatment / Surgery up to Rs. 2 lakh. Rs.40 crore has been allotted for the scheme in 2011-12.

A land bank has been started for providing land for setting up new industries without delay. Process for acquiring 85,934 acres of land is on. Final notification issued for acquiring 28,917 acres. 19,183 acres acquired for Single Unit Complexes.

Rural Prosperity:

Our Government is committed to provide better infrastructure facilities to all the villages of the State. We have allocated Rs.4,385 crore for Rural Development in the 2011-12 Budget to provide quality roads, clean drinking water, electricity, toilets, drainages and employment to the people of all the villages across the State. It has been decided to utilize Rs.1,000 crore and Rs.1,250 crore for improving the roads and drinking water supply respectively out of the allocation of Rs.4,385 crore.

Reservation for elected women representatives in Pachayat Raj Institutions has been enhanced from 33% to 50%.

2,500 Panchayat Development Officers recruited. The honorarium of elected representatives, viz., Gram

Panchayat Members, ZP and Taluk Members, Presidents and Vice Presidents of all these institutions has been increased.

Financial support of Rs. 354 crore to 2.75 lakh members of 22,000 Self Help Groups formed under Swarna Jayanthi Gram Swarojgar Scheme.

1,132 villages developed under Suvarna Gramodaya Scheme. Rs.1,267.90 crore spent so far. Roads and drainage development works worth Rs.431.07 crore

completed in 95 villages during 2010-11. Rs.400 provided for the continuation of projects during 2011-12.

Under Pradhana Mantri Gram Sadak Yojana, 6,959 K.Ms of road developed with an expenditure of Rs.2,134 crore.

Under Mukya Mantri Gram Sadak Yojana, 32,684 K.Ms of roads maintained with an expenditure of Rs.476 crore.

Under “Jala Nirmal” Scheme, 612 works related to supply of drinking water in rural areas completed with an expenditure of Rs.211 crore.

Under Total Sanitation Campaign, the unit incentive of toilets to be built by BPL families has been raised from Rs.2,500/- to Rs.3,000/-. 23 lakh individual families have built toilets in their homes and more than 11,000 schools and Anganavadis have also got this facility.

Drinking water facilities for 4,500 rural schools. Under NREGA, job cards issued to 148 lakh families,

employment provided to 65 lakh families, 3,165.41 lakh man days of work created.

Based on our good progress under NREGA, the Central Government has increased the grant from Rs.2,846 crore to Rs.4,781 crore for the year 2010-11. National awards for Belgaum, Gulbarga and Dharwad for excellent implementation of NREGA.

Nairmalya State Award for 127 Grama Panchayats for effective implementation of Total Sanitation Campaign.

179 Kitturu Rani Chennamma Residential Schools have been started to provide quality education. Out of these schools, 108 schools are meant for SCs, 37 for STs and 34 schools for BCM students.

29 Morarji Desai Residential P.U. Science Colleges started at district head quarters.

530 hostels including 297 for SC, 29 for ST and 204 for BCM Students have been started.

Rs.287 crore spent towards construction of 164 hostel buildings. 42 hostel buildings have been completed and remaining 122 buildings are in different stages of construction.

The monthly food allowance per student of Pre-Metric SC/ST hostels increased from Rs.650/- to Rs.750/-.

The same for Post-Metric students increased from Rs.750/- to Rs.850/- .

The monthly financial assistance to SC/ST students not residing in hostels raised from Rs.75/- to Rs.250/- for students of 1 to 7th standard and from Rs.100/- to Rs.500/- for students of 8th to 10 standard.

Around 30,000 SC/ST students have availed the cash incentive of Rs.5,000 and Rs.10,000 respectively for scoring more than 60% and 70% marks in SSLC.

Rs.300 crore earmarked for the development of basic facilities in 300 SC/ST colonies during 2011-12.

Our government is committed to the welfare of minority communities. Rs.97 crore was the budget allocation for the welfare of minorities in 2007-08. Bhagyalashmi scheme is one of the flagship programmes of our government. This scheme which is empowering girl children born in BPL families has become a model for other states and some states have started emulating. Empowerment of Women

Bhagyalakshmi of our home

13,28,038 beneficiaries have been enrolled so far and 10,18,189 bonds worth Rs.1,376.53 crore distributed. Medical checkup of the beneficiaries conducted and sarees distributed among the mothers of the beneficiaries. This programme will be continued and Rs.400 crore provided for 2011-12.

The remuneration of Anganawadi workers and helpers increased from Rs.2,500/- to Rs.3,000/- and from Rs.1,250/- to Rs.1,500/- respectively.

Pension scheme launched, to benefit more than 75,000 Anganawadi workers and helpers, Rs.6.07 crore spent.

Anganawadi buildings completed in 4,010 villages at a cost of Rs.145 crore. There are 63,356 Anganawadi centers in the State. Rs.100 crore provided for maintenance and construction of Anganawadi buildings during 2011-12.

4,808 houses constructed at a cost of Rs.40,000 per unit, across 10 districts for the benefit of houseless women who were formerly devadasis. Rs.20 crore released.

Devadasi Rehabilitation Programme has empowered nearly 8,000 persons.

Rs.17.72 crore subsidy provided to 18,442 beneficiaries under Udyogini Scheme.

Training provided for more than 9,200 members to start business.

Under Sandhya Suraksha Scheme alone, 13.79 beneficiaries newly enrolled, who are getting monthly pension of Rs.400.

6.85 handicapped persons are getting monthly pension out of which 1.91 lakh persons with more than 75% disability are getting a monthly pension of Rs.1,000. (This assistance is the contribution of the present government).

Rs.1.92 crore provided for 659 landless BPL families under Aam Admi Bima Yojana.

Scholarships worth Rs.180 crore provided to 14,929 students. E-stamping facility provided at 601 centres across the State

including 161 centres in Bangalore. Stamp duty reduced from 7.5% to 6%.

Development works worth Rs.1,454 crore have been completed across 211 towns under Chief Minister’s Small and Medium Towns Development Scheme.

Similarly, development initiatives worth of Rs.626 crore have been completed across 211 local bodies.

The survey of slums across the state has been completed. As per this survey, 7,87,604 families are living in 3,568 slums.

computerized. 342 Jailers and 47 staff recruited in Prisons Department. New vehicles and other equipments worth Rs.5 crore

supplied to modernize prisons during 2010-11. The Daily Allowance of Home Guards raised from Rs.125/- to

Rs.175/- in Bangalore and from Rs.100/- to Rs.150/- in other places.

Second World Kannada Conference held at Belgaum from 11.3.2011 to 13.3.2011 was a resounding success. This meet was specially successful in establishing the classical status of Kannada language and the over all glory of Karnataka. This three day meet sent a strong message that Belgaum is the integral part of Karnataka.

Excise Revenue grew by 19% during 2010-11. As against Rs.6,946 crore collected during 2009-10, Rs.8,268 crore was collected in the year 2010-11.

Motor Vehicle Tax saw a growth of 37% in the year 2010-11. As against Rs.1,962 crore collected in 2009-10, Rs.2,688 crore was collected in 2010-11.

The Stamps and Registration Fee collection went up by 36% in the year 2010-11. As against Rs.2,628 crore collected in 2009-10, Rs.3,568 crore was collected during 2010-11. As against the total expenditure of Rs.70,063 crore during 2009-10, the total expenditure for the year stood at Rs.72,181 crore during 2010-11.

Excise The revenue target for the Excise Department during 2009-10

was Rs.6,800 crore where as the realization was Rs.7,001 crore. The revenue target for the Excise Department during 2010-11

was Rs.8,200 crore while the achievement touched Rs.8,314 crore.

Mr. Kris Gopalakrishna of Infosys is heading our Vision Group on Science. Meaningful initiatives are being implemented to make Karnataka strong in IT & BT and other sectors.

Vision 2020 under the Chairmanship of Chief Minister is giving necessary recommendations for the achievement of over all development in all sectors of the State during next 10 years.

Labour Minister is heading Skill Commission which is organizing skill training and job fairs across the State.

Some of the other Task Forces are - Karnataka Krishi Mission under the Chairmanship of Dr. S.B. Patil, Organic Farming Mission led by Dr. A.S. Anand, Bio-Fuel Task Force headed by Dr. Y.B. Ramakrishna, Western Ghat Conservation Task Force headed by Sri Anantha Hegde Ashisara, Coastal Development Authority under the Chairmanship of Sri B. Nagaraja Setty etc.

Non-Resident Kannadiga Cell formed under the Chairmanship of Chief Minister. Capt. Ganesh Karthik is the Vice-Chairman of this cell.

Central sponsored schemes The progress under Central sponsored schemes is very good.

Rs.1,692 crore has been utilized under NREGA. Rs.4,254 crore sanctioned for five years under JNNURM. So

far Rs.1,381 utilized.
