Separated from mother, villagersin Dahisar adopt a leopard cub
VADODARA: Is it a pup, isit a kitten... It's a leopard cub!And he nearly fell off his bikewith the sudden realizationhitting Parth Vyas, an avidcyclist, hard as he waspedalling through the fieldsnear Dev Dam in Panchmahalfive days ago.
He couldn't believe his eyesto see the cub frolicking neara hutment in Dahisar villageunder the warm sun, happilyunmindful of the man-animaltension or even the distrustamong the two species.
Vyas, a MBA student inVadodara, told TOI, "I askedvillagers about the cub andthey told me it had strayedinto the locality a few daysago." Leopard sightings in thevillage that bordered theforest area were notuncommon. "They said thatthe two-month-old cub mayhave got separated from itsmother. Instead of panicking, the villagers took it uponthemselves to nurture the cuband wait for the mother
leopard to come looking forit." Vyas explained how thecub entered not just the mudhearths, but also made awarm cosy place in the heartsof the poor vil lagers',comprising farmhands mainly. It could move in and out ofhome at will and find a hometo sleep at night. Their houseswere small and earnings evensmaller, but that didn't stop thevillagers from spending on thecub's food like chicken andother food. Usually, leopardattacks made people hostiletowards the big cat but thiswas a pleasant surprise to seethe man-animal bonding,"Parth Vyas added.
After playing with it forsome time, Vyas wanted to
make the villagers aware ofthe rules too. "I explained thatforest rules make itimperative for them to informofficials about the cub. Theirintentions were noble, but thelaw says that wild animals can'tbe kept at home. So, weinformed the forest officialswho rescued the cub onMonday," Vyas said.
Incidentally, Vyas, as a signof appreciation, gave thelocals some money for feedingthe cub. Praising the villagersfor looking after the cub,Ranvirsinh Puar, range forestofficer (RFO), Shivrajpur told, "They saved a life. Such co-existence of wildlife andhumans is alwaysappreciated.

Constitution is futuristic, evolves liketree: ex-SG Gopal Subramanium
Ahmedabad : Likening theIndian Constitution to a “livingtree”, Former Solicitor Generaland senior advocate at theSupreme Court GopalSubramanium said “frequentempirical assessment, self-audit and the audit of socialexpectations” are vital to theevolving nature of theconstitution. He also noted thatthe constitution is futuristic incharacter.
He further warned that thereluctance to see the Indian
Constitution “as a guiding star”could lead to the cognitivedissonance that, indeed, wouldlead to denial of contradictions.Growth happens only when onefaces these contradictions, hesaid.
On the other hand, he notedthat so far, only Article 32 (3)remains unimplemented andremained only on paper.“…Article 32 (3) contemplatesa trilinear
judiciary, where all thestrands of our judiciary are ofequal competence, prowessand independence… We shouldhope that one day it is achieved,”he said while speaking at the18th PD Desai Memorial Lecturethat was live-streamed onYouTube Saturday.
Subramanium reminded theweb of choices that ourconstitutionalists offered arefundamentally “based on theindividuals’ freedom cohabitingwith social good”. The SolicitorGeneral between 2009 and2011 added that the demandsof a living Constitution are“always of increased self-accountability”, cautioning thattemporality cannot thus be usedas a reason to deny justice orcause injustice.
Stressing on the importanceof separation of powers as wellas limitation of powers and theneed for the same for all armsto function at its best whileengaging the aspirations of thesociety at large, Subramanium.who was the amicus curiaebefore the SC in theSohrabuddin Shaikh encountercase, said, “Constitutions arenot only instruments of politicalsovereignty but they are moralinstruments of self-government. Self-governanceof both individuals and societiesis achieved by the concept oflimited powers. There is acertain element of truth to thenature of power being limitedeither by duration of time or bycircumstances… the limitationon powers is a fundamentalkernel in our Constitution… Theseparation of powers is vital, because ultimately, it is only alimb of the state that iscompletely independent… of thebelief systems of either thelegislature or executive, whichcan perform its function.”
Terming dualism beingcentral to constitutionaldiscourse, Subramaniumhighlighted that it “is meant toproclaim and celebrate theinnate freedom of man” andthus “any celebration can onlybe in the context of the society, the state and the various facetsof our institutions, which enablesuch a celebration.”
Dented, Rajkot police now tries to paint fresh imageAhmedabad : After the
recent graft taint it suffered,Rajkot police is scrambling foran overload of imagemakeover starting withpublicity of over a dozenprogrammes aimed onbettering citizen-policerelationships in just five days.

It began with Bdivision police distributingblankets to footpath dwellers, while the Durga Shakti teamwent on a mask distributionspree as well as trying toconvince senior citizens totake a booster dose of Covidvaccine. Again, instead offollowing its regular practiceof filing FIRs against peoplewho rented out theirproperties without policeverification, this time cops wenton an appeasement policy ofhelping senior citizens anddivyang people to fill up formsfor rented property in a
seminar they organized forproperty holders. The policealso guided people about thecondition of rent agreements.
The B Division, Kuvadvaroad, and Ajidam policeorganized a decoy to teachpeople about how to protecttheir vehicles from gettingstolen. Cops towed two-wheelers without handle locks. When the people approachedthe police, they were guidedon how to keep vehicles safe, locked, and parked only indesignated parking spaces.
The traffic police organisedthe drive guide for school andcollege students who drivewithout licence.
