The Presidential Awards for FilipinoIndividuals and Organizations Overseas
More than 20 years ago, former President Corazon C. Aquino issued Proclamation No. 276 declaring December of every year as Month of Overseas Filipinos as a tribute for overseas Filipinos to encourage their participation in the development activities in the country. Recognizing the significant role of overseas Filipinos in national development, the Philippine government, through the Commission on Filipinos Overseas (CFO) conducted various activities to honor overseas Filipinos for their exemplary achievements and contributions. One of these activities is the CFO Awards which were conferred by President Aquino to 34 overseas Filipino individuals and organizations in 1991.
In the same year, President Aquino issued Executive Order No. 498 institutionalizing the awards, naming it the Presidential Awards for Filipino Individuals and Organizations Overseas. The Executive Order specifically designated the CFO and the Department of Foreign Affairs to develop an awards system for Filipino individuals and organizations overseas who have contributed significantly to promoting the well-being of our people, and supporting the country’s development efforts.
The Presidential Awards for Filipino Individuals and Organizations Overseas is a biennial awards system to give recognition to Filipinos and other individuals or organizations who contribute to Philippine development initiatives, or promote the interests of overseas Filipino communities. The awards are also given to overseas Filipinos who have exceptionally distinguished themselves in their work or profession, and have thereby brought honor to the Filipino nation. A distinct category in the awards is also reserved for foreign individuals or organizations for their exceptional contribution to the Philippines and for advancing the cause of overseas Filipino communities.
Since inception, the awards have already been bestowed upon 367 Filipino individuals and organization overseas from 46 countries and territories. President Fidel V. Ramos conferred the first and second clusters of Presidential Awards on 22 and 45 awardees in 1993 and 1996, respectively. President Joseph E. Estrada conferred the third and fourth clusters of Presidential Awards on 30 and 59 awardees in 1998 and 2000, respectively. President Gloria Macapagal-Arroyo conferred the fifth, sixth, seventh and eighth clusters of Presidential Awards on 34 (with one special citation), 45, 48, and 31 awardees, in 2002, 2004, 2006, and 2008 respectively. President Benigno S. Aquino III conferred the ninth and tenth clusters of Presidential Awards on 24 and 29 awardees, in 2010 and 2012 respectively.
Beyond their recognizable contribution to humanity, the awardees also reinforce faith and confidence in the Filipino nation. They have given meaning to Filipino excellence and the time-honored values of pakikipag-kapwa, pagtutulungan, and pagkakaisa.

b Evaluation Criteria a
There are four categories of awards to be conferred on Filipino individuals and private organizations overseas.
LINGKOD SA KAPWA PILIPINO(LINKAPIL) AWARD
This award is conferred on Filipino associations or individuals for their exceptional or significant contribution to reconstruction, progress and development in the Philippines.
KAANIB NG BAYAN AWARD
This award is conferred on foreign individuals or organizations for their exceptional or significant contribution to Philippine reconstruction, progress and development, or have significantly benefited a sector or community in the Philippines, or advanced the cause of overseas Filipino communities.
The awards shall be open to Filipino individuals, associations, communities overseas, as well as foreign private individuals and organizations abroad. Nominees should have accomplished at least five (5) years work or contribution in the field to which they are nominated. The awards shall be given to nominees whose past and current achievements, possess the following attributes:
I. For nominees to the Lingkod sa Kapwa Pilipino Award (LINKAPIL)
• Outstanding or significant service or contribution to benefit the Filipino people or nation;
• The success or impact or effectiveness of the contribution, which could be in the form of personal/professional service, financial or material contribution, or technology that has proven to be beneficial;
• Resourcefulness and initiative in tapping various sources to support development undertakings in the Philippines;
BANAAG AWARD
This award is conferred on Filipino individuals or associations for their significant contribution to advance the cause or promote the interests of overseas Filipino communities.
PAMANA NG PILIPINO AWARD
This award is conferred on Filipinos overseas, who, in exemplifying the talent and industry of the Filipino, have brought the country honor and recognition through excellence and distinction in the pursuit of their work or profession.
• Social consciousness in terms of manifesting strong community spirit, or leading or actively participating in projects or other activities for the common good; and
• Dedication and commitment to pursuing activities to contribute to progress and development in the Philippines.

II. For nominees to the Banaag Award
• Outstanding or significant service or contribution resulting in benefits to a particular sector of Filipino community overseas;
• The success or impact or effectiveness of the contribution, which could be in the form of any or a combination of personal/professional service, financial or material contribution, or technology that has proven to be beneficial;
• Dedication and commitment to pursuing activities to contribute to progress and development of a particular sector of Filipino community overseas;
III. For nominees to the Kaanib ng Bayan Award
• Outstanding or significant service or contribution to benefit the Filipino people or nation as a whole, to a particular sector/region in the Philippines or Filipino community overseas;
• The success or impact or effectiveness of the contribution, which could be in the form of personal/professional service, financial or material contribution, or technology that has proven to be useful;
• Resourcefulness and initiative in tapping various sources to support development undertakings in the Philippines or Filipino community overseas;
IV. For nominees to the Pamana ng Pilipino Award
• Consistent exceptional or outstanding performance in a particular profession or field of work recognized in the Philippines or overseas;
• Research, new technology, field of work, invention, innovation, or pioneering activity in a particular profession or field of work, and its impact on the advancement of scientific knowledge or literary/artistic expression in their field of work or profession;
• Resourcefulness and initiative in the pursuit of pioneering activities in a particular profession or field of work;
• Resourcefulness and initiative in tapping various sources to support development undertakings in the interests of a particular sector of Filipino community overseas;
• Social consciousness in terms of manifesting strong community spirit, or leading or actively participating in projects or other activities for the common good; and
• Dedication and commitment to pursuing activities to contribute to the betterment of Filipino communities overseas.
• Social consciousness in terms of manifesting strong community spirit, or leading or actively participating in projects or other activities for the common good; and
• Dedication and commitment to pursuing activities to contribute to progress and development in the Philippines, or to the betterment of the sector/region in the Philippines or Filipino community overseas.
• Dedication and commitment to their calling, or to the advancement of scientific knowledge or contribution to literary/artistic expression in their work or profession and
• Social consciousness in terms of manifesting strong community spirit, or leading or actively participating in projects or other activities for the common good.

b Rules on the Filing of Nominations a1. Any individual or organization, whether Filipino
or foreign, based in the Philippines or overseas, may submit nominations for the awards.
2. Nominations may be submitted through the Philippine Embassy or Consulate with jurisdiction in the country/area. Nominations submitted through the Philippine Embassy or Consulate should be addressed to the attention of the Awards Committee (to be established in each Post).
3. All nomination forms and additional sheets should be submitted in hard copy. It is suggested that lengthy supporting documents such as books and reports be also submitted in USB flash drive or CD format.
4. Previous nominees who are not recipients of the award may be re-nominated under the same or another category.
5. An individual or organization may not be nominated in more than one category at any one time. The Secretariat reserves the right to change the category in which the individual or organization was initially nominated, as appropriate.
6. In cases where an individual and the organization where he/she belongs are both nominated to the same award category, primacy of the organization will be upheld.
7. Only one award can be given to any person for the same deeds or set of activities.
8. The awards may be given posthumously.
1. Nominations must be made on the prescribed form (see detachable copy) and submitted together with supporting documents. All submissions must be written in, or translated into English or Filipino.
2. The Nomination Form must be completed and should accordingly include all required information, particularly a summary of the work or relevant contribution of the individual or organization being nominated.
3. The contribution of the nominee should be specifically described, whether personal or professional service, material or financial contribution, or technology, skill or know-how that has proven to be recognized or beneficial (Please indicate estimated value, if the contribution is monetary or material).
4. The submission should include qualitative and/or quantitative information to describe the outcome or impact of the nominee’s contribution to the beneficiaries, community, or the nominee’s own profession, or the country.
5. The duly completed Endorsement Form completed by the Post’s Awards Committee. (see detachable copy)

The following are disqualified from nomination: • Individuals overseas who are employed by the host government or the Philippine government, if the contributions cited as basis for their nominations are specifically required to be among their official functions and duties; • Former awardees, either in the same or other categories; and • Individuals from overseas who are already permanently residing in the Philippines.

b Deadline for Submission aAll nominations submitted through mail or online must be received by the CFO on or before 31 May 2014. Non-submission of required documents may be a cause for disqualification of the nominee by the Technical Committee from the awards.
All documents shall be treated with utmost confidentiality, and shall become the property of the Commission on Filipinos Overseas.

The Awards Committees shall review all nominations, verify compliance with the required documentation, request for additional documents (if needed) and endorse nomination documents to the Technical Committee.

Second StageEvaluation and Shortlisting of Nominations
The Technical Committee shall evaluate all nominations according to their merits, and prepare a shortlist of nominees based on the agreed rating methodology. It shall endorse the shortlisted nominations to the Executive Committee. The Awards Secretariat may change the award category for which a nominee was initially nominated, as appropriate.
Third StageFinal Review of Shortlist and Endorsement to the
Office of the President
The Executive Committee shall review and evaluate the shortlisted nominees as submitted by the Technical Committee. After review and deliberation, it shall either endorse the Technical Committee’s shortlisted nominees, or make its own recommendations before endorsing the same to the Office of the
President.
Fourth StageFinal Selection and Approval of the Office of the President
The Office of the President approves the final list of awardees.
