President’s Message

I would like to thank all of you who shared in our "little democracy" at the recent annual meeting. It

was a very positive day with quite a bit of constructive input. I would also like to welcome the new

members of the board. We still have an open seat on the board and would love to get this filled soon

as we have many things in the works for next year. Our financial situation is still not where we would

like it to be and we do have a couple of capital improvement projects to be looking at. As a fellow

member, I strongly urge you to support the deed amendment that is being circulated. I feel this is a

positive step at attracting new membership and also provides a benefit to current land owners.

Maintenance

Thank you to all for your vote of confidence in putting me in my current position. It has been a very

busy fall so far. We have removed the docks, pulled the dredge, cleaned the ditch across from Kiddie

Pond and have made repairs to the snow plow. Hauled tons of dirt to the back roads that was removed

by the dredge this year. Back bladed some of the back roads. Please help us take care of our roads.

When people use our roads as a drag strip, it costs every member money. PLEASE help us keep our

costs down by not tearing up the back roads. Special thanks to John Raszka and his volunteers for

helping with the dredge! Looking forward to a mild winter for everyone!

BEAUTIFICATION COMMITTEE

As we are approaching the end of October, our work outside will be halted due to colder temperatures. We used

all the mulch we had at the bridge. We are planning to fix the floor of the bridge in the spring as it is unsafe.

Even though our meetings have ended our work continues. New Thunderbird sign needs to be made for access

sights. Some of the signs and posts just need to be repaired. Jim could use some help this winter with this

project. Call him at 419 485 5205.

We were so happy after the General meeting that several people volunteered to help the Beautification Club

with various projects this spring. We will be calling you to help us complete work around the Kiddie Pond, Tass

Road and Lumbee Lane. Anyone that would like to help with “Spring Cleaning” of the lodge please call Barb at

419-485-5205 or leave a message with Carol at the office 419-485-5995.

In March we will resume our meetings on the second Monday of the month at 7PM at the Lodge. Everyone

is not only welcome but NEEDED!

As the holiday season rapidly approaches, the Beautification’s Holiday light decoration contest is right

around the corner. Judging will be done by the winners from last year. First prize is $50 and $25 for second

place. Judging will be the 19th or 20th of December. So get your thinking caps on and light up our beautiful

lake!

RECREATION COMMITTEE

The Beautification and the Recreation Committees sponsored a Labor Day weekend kids day with a poker

run and games/activities on the Saturday before Labor Day. The winners of the poker run were as follows:

1st Prize – Hayden Sugg $30.00 (Grandson of Gale & Carolyn Pfleghaar)

2nd Prize – Pattie Warner $20.00

3rd Prize – Barb Hulisz $15.00

The games and activities were a great success. Thank you all for participating.

The Recreation Committee sponsored the Trunk or Treat for the children here at the Arrowhead Lodge on

October 25, 2014 at 1:00 pm. We had a wonderful turn-out. There were 34 children along with their parents or

grandparents. We served hot dogs, chips, pickles, punch, apple cider, donuts and cookies. We had a tremendous

amount of candy/goodies donated for the kids. The costumes were all so exceptional that we could not judge

them, so we drew names from a bowl. There were 3 McDonalds’ gift certificates in the amount of $10 each for

the best costumes. We also had 12 sheets of McDonalds’ coupons for free food to pass out to the winners of the

games. The games were Scoop the Apples with a slotted spoon from the water blindfolded. The kids who

scooped the most won a coupon sheet. Another game was tape the nose on the pumpkin. The kids who were the

closest to the mark won a coupon sheet. The third game was for the younger age group 0 to 4 years of age and

they played the duck game. They pick a duck from the water and if their duck had an x on the bottom they won

a coupon sheet.

A big THANKS to all who volunteered and/or donated starting with “decorating” to the “check-in door” to

“directing the children where to go” to “serving the food” and also “directing the games”. Without the

volunteers, this event would not have been as successful. I would list everyone, but would hate to accidentally

leave someone out. We really appreciate you all. Thanks so much.

SANTA’S COMING TO TOWN!!!!! All children are invited to come to the Lodge and talk to Santa. He is

willing to take time from his busy schedule to see the children at Lake Seneca on Sunday, December 7th from

2:00PM to 4:00 PM. There will be a bag of treats for every child. Watch the entrance signs and the mass email.

Hope to see a lot of children!

The Recreation Committee is also sponsoring a New Year’s Eve Party this December 31st, 2014 at the

Arrowhead Lodge. Last year was a big success with the band, so we scheduled that same band. Their name is

Danny and the Backup Band. They charge $100 per band member, so there will be a cover charge of $10 per

person to cover that cost. There will be a potluck first at 7:00 PM and then the band will start at 8:00PM. If you

do not want to participate in the potluck, but want to attend when the band starts, there will still be a charge of

$10 per person. You may want to bring munchies to share and also your own beverage. If you want to attend the

potluck only, you will not have to pay the $10 cover charge.

Watch for Flyers and e-mail messages for this upcoming event. We cannot put the flyers in or on the mailboxes

or flags, so they will be placed in the paper boxes. For those who do not have paper boxes, you will not receive a

flyer. Sorry! The Post Office is very adamant about this. If you have not been receiving e-mails from LSPOA,

we obviously do not have your e-mail address. If you want to receive these messages, please call the office with

your current e-mail address.

ALL ATVs, BICYCLES, GOLF CARTS, ETC. HAVE TO HAVE AN ORANGE FLAG.

ATVs and Snowmobiles May be Used:

To cross a highway other than a limited access highway or freeway.

On county and township highways whenever approved by those having jurisdictional authority over

them.

Off and alongside streets or highways from the place of unloading the vehicle to the place at which it is

intended and authorized to be used.

On the berm or shoulder of any highway, other than a limited access highway, or freeway when the

terrain is such that the vehicle can be used safely.

On the berm or shoulder of a county or township road when traveling from one area of operation to

another.

ATVs and Snowmobiles May Not be Used:

On any limited access highway of freeway or the right-of-way thereof.

On any private property without special permission of owner or in any nursery of planting area.

On any state controlled land or waters except those which have been posted as permitting snowmobiles

or APVs.

On track or right-or-way of any operating railroad.

When carrying a loaded or un-cased firearm, bow or other hunting implements.

To chase, pursue, capture or kill any animal or wildlife.

From one-half hour after sunset to one-half hour before sunrise, unless displaying a lighted headlight

and taillight as required under equipment regulations

Safety flags are available at the office for your ATVs, recreational vehicles and bikes. These flags help drivers

see what is over the hill or around the bend. Please follow the State Laws on the speed limits posted around

Lake Seneca. Also please know that when you tear up the back roads with your toys, this is costing all

members money to fix them

Proposed Bylaw Changes for Annual Meeting September 21, 2014

2014 LSPOA Bylaw changes/additions for September Membership Meeting

1. Current By-Law Article 11, A, 1, 1b reads: The special assessment for Capital Improvements established

at the Annual May 16, 2010 Membership Meeting is to be used for Roads, Bridges, Culverts and Ditches only.

This assessment will be for seven years at One Hundred dollars ($100.00) per Membership, due annually

August first and effective August 1, 2010. (2010 thru 2016)

Amend By-Law Article 11, A, 1, 1b to read:

The special assessment for Capital Improvements established at the Annual May 16, 2010 Membership

Meeting is to be used to finish Seneca Drive Road Improvement/upgrading only. This assessment will be for

twelve years at one Hundred dollars ($100.00) per Membership, due annually August first and effective

August 1, 2010. (2010 thru 2021) Any surplus revenues left after Seneca Drive is completed shall be used to

upgrade Tass and Lumbee Drives. This Fund shall be supported by the Capital Reserve Fund. ($30 lot Fee)

2. Current By-Law Article 2, Definition A reads: Lot: The term Lot, whether in the singular or plural, shall

be deemed to mean a platted lot, whether developed with a residence or not.

Amend to read:

Lot: The term Lot, whether in the singular or plural, shall be deemed to mean a platted lot, whether developed

with a residence or not. Lots owned by LSPOA shall be considered common property and shall not be

included in the two-thirds majority required to change, alter, amend or revoke deed restrictions.

3. Add Bylaw: Article 11, A. 1, 1c

By-Law to read: Effective September 21, 2014 a Dam Reserve Fund shall be established to be used only to

support the Dam Reserve Fund until the Dam Mortgage is paid in full.

The Dam Reserve Fund shall be funded per Following:

1. All miscellaneous income such as interest collected for late payment and all other revenue that is

currently considered as miscellaneous.

2. All revenues from the sale of Corporation Assets (real estate, dirt, recyclables and all other assets

that have cash value)

3. All rental income

4. If the Dam reserve fund needs extra monies to help make the Dam payment, the extra money shall

be provided by the Operating fund and the Capital Reserve Fund. Each fund will supply 50% of

what is needed after the Dam Reserve fund is depleted.

5. The Capital Reserve Fund shall be funded by the $30 lot fees and one time ($120) Bridge

Assessment.

F. By-Laws/Regulations: These terms are used herein interchangeably to identify actions promulgated by the

membership of the Association adopted otherwise in accordance with these By-Laws. The Board of Trustees

may not change or modify the By-Laws or Regulations, but may adopt Rules, within the scope of discretion

granted to the Board of Trustees, to administer the By-Laws.

G. Rules: Rules are promulgated by the Board of Trustees in conjunction with its function of managing the

affairs of the Association.

Rationale: The By-laws of the LSPOA are sometimes contradictory and confusing. This was the outcome

from marrying the old regulations and suggested updated By-Laws in 2003. New foundation documents were

needed to protect the officers of the LSPOA from lawsuits and to facilitate the collection of past due accounts

from members. However, keeping the LSPOA membership in control of policy decisions including all dues

and assessments was not to be compromised. The LSPOA Committee that carefully defined the domains of

the LSPOA members and the Board of Trustees defined the terms Rules and Regulations/By-laws using the

wording suggested by the attorney. This assured that there would be no confusion on the powers of the Board

of Trustees. This was included in the final draft of the proposal submitted by the LSPOA By-Law Committee

but has since disappeared from the published By-Laws. This proposal simply adds the definitions back into

the published documents.
