THE STATE OF LEARNER AND EXAM
SYSTEM READINESS FOR THE 2020 NOVEMBER EXAMINATION
Presentation to the Portfolio
Committee on Basic Education
27 October 2020
PURPOSE
To present the State of Learner
and Exam System Readiness for
the 2020 NSC examination to the
Portfolio Committee Meeting for
discussion.
2
PRESENTATION OUTLINE
1.Purpose
2.Part A: Learner Readiness
3.Part B: System Readiness
4.Conclusion
5.Recommendation
3
INTRODUCTION a) The advent of Covid-19 has necessitated a need to change and adapt
to the limitations imposed by the pandemic.
b) Extended loss of teaching time, necessitated the development of a
recovery plan for Grade 12.
c) This entailed the shortening of the June vacation, the extension of the
4th quarter, the cancellation of the June exams and the limiting of the
Preparatory examination (3 weeks)
d) The state of readiness to write the 2020 examinations is predicated on a
number of factors beyond the normal indicators of system readiness.
e) The sector had to double its efforts to ensure that the Class of 2020,
despite the disruptions of the academic year are fully prepared for this
examination
5
INTRODUCTIONa) Systemic inequalities necessitate the offering of additional
learner support;
b) Unprecedented unique educational context for the Class of
2020;
c) Academic learner support in South African schools is
entrenched in the schooling sector.
d) Supplementary material, vacation classes, after-school
programmes, teacher content training, volunteer teachers, as
well as alternative (differentiated) ways of grouping and
teaching learners.

SUMMARY OF LEARNER SUPPORT
• Despite the negative impact of COVID19 on teaching and learning,
innovative measures have been developed and used to ensure the
readiness of the Class of 2020.
• Provinces, Partners, Educational Stakeholders, Parents and Civil Society
(NGOs) went beyond the call of duty to assist and support Grade 12
learners;
• It should be noted that despite the abnormal context the Class of 2020 will
be subjected to the same high quality of examination that previous
cohorts were subjected to.
• Whilst significant efforts have been made to recover the academic
year and provide extraordinary support to the learners, the total impact
of the abnormal educational context remains an unknown and
therefore a concern.
• Learners and teachers and SMTs are commended for the resilience
they have shown in braving the pandemic with a single goal of ensuring the Class of 2020 receives optimum support.

PRINTING, PACKING, STORAGE &
DISTRIBUTIONCHALLENGES MEDIATION STRATEGIES
a) Printing of question papers will start
earlier than previous years. Hence longer
storage time – greater risk.
a) The printing plans of PEDs were closely
scrutinised to ensure a late
commencement of printing.
b) PEDs were requested to improve
security at storage points.
b) Three PEDs printing with one Service
Provider (SP) and two PEDs printing at GPW
b) DBE conducted an extensive audit of the
printing facilities at the SP and GPW.
c) Adherence to COVID-19 protocols. c) Close monitoring by DBE
d) Inadequate space at storage points
due to large quantities of material for the
combined examinations
d) PEDs to identify extra space within the
same building/storage to accommodate the
increased number of examination material.
91
WRITING - STATUSa) All PEDs have completed the training of chief invigilators and are currently conducting
invigilator training. Strict adherence to Covid-19 protocols in Provinces where Face-to-
Face modality is used for the training of invigilators in cluster groupings.
b) PEDs have appointed private invigilators to manage the administration of
examination at designated centres. All private invigilators have been trained together
with the Chief Invigilators by the Head Office exam staff at all PEDs.
c) PEDs are expected to complete the training of monitors by the end of October
2020. Private monitors appointed by most PEDs to increase the coverage.
d) Social distancing decreased to 1m. Assist with the space provision for the writing of
the examination. The number of centres show enough rooms available for writing and
contingency if 1.5m space is utilised.
e) Writing of the Preparatory examination has served as a good test run.
f) PEDs have completed the audit of examination centres. Centres have been
categorised according to risk profile

EXPLORATION OF ALTERNATIVE MODERATION MODALITIES
a) Three predominant modalities that could be implemented:
• Onsite / Face moderation;
• Virtual moderation;
• Blended approach (Onsite/ Face and virtual)
b) There is a need for standardisation of Moderation approaches (Virtual; On-site or face;
Blended)
c) PEDS and Districts have a list of schools implementing onsite/ face; virtual
modalities or a combination of both for the SBA, Oral assessment/ SASL HL
Observing and Signing and (selected) and PATs
d) The PED and District compiled a schedule reflecting the timeframes, modality in which
the moderation will be conducted and schools sampled.

REGISTRATION OF CENTRES
Province Rating Comments
Eastern Cape All PEDs have evaluated the independent centres prior
to October 2019 in preparation for the 2020 NSC
examinations. PEDs have also categorised these
centres in terms of their risk profile and invigilation and
monitoring is organised accordingly.
Public centres are also categorised in terms of their
risk profile and monitoring and invigilation is organised
accordingly.

facilities, with service providers that are located in-house.

printing the 2020 examination question papers in house for the
first time. The Eastern Cape outsources the printing, but this is done
under the direct management of the PED.

Storage and Distribution of Question PapersQuestion papers are in secure storage and distributed in time to all schools and
candidates
Province Rating Comments
Eastern Cape All storage points have been audited for compliance to Norms and
Standards
All the question papers in the Western Cape are stored at schools
for at least 5 - 7 days. However, the PED has implemented a Smart
Locking Logic system, where the security bags are locked centrallyand can only be opened at a designated time, a few minutes prior to
the examination. Cannot be opened anytime earlier. This entire
process monitored centrally by the province.
In the case of all other PEDs, the limited number of storage pointswhere question papers are stored, have been audited and only
those that satisfy the security criteria are allowed to store question
papers.

Writing of the ExaminationsExaminations are written at secure venues under conditions compliant with policy/CI trained
Province Rating Comments
Eastern Cape All public and private centres have been verified by the PED in
terms of risk profile.
High risk centres are either taken over by the PED or a resident
monitor is placed at the centre for the duration of the exam.
Training of all invigilators is conducted based on a national
manual and training is conducted by a competent provincial and
district team. National training videos were developed and utilised by PEDS to ensure standardised training.
Invigilator training across PEDs was conducted mostly virtually
and in some cases face to face.

Handling of irregularities Irregularities are identified and dealt with appropriately.
Province Rating Comments
Eastern Cape The PEICs are established in all PEDs and are fully
functional.
In terms of the DAICs and SAICs, these structures have
been established, but the functionality of the SAICS is in question. This does not impact on examinations but on
SBA.
Reduction of irregularities noted across all PEDs.

School Based Assessment (SBA)Rigorous moderation systems established at provincial, district and school
level.
Province Rating Comments
Eastern Cape There are systems in place for moderation at school and
district levels at all PEDs, but these are lacking in terms of
their rigour and coverage.
The Umalusi statistical moderation is nonetheless the safety net which ensures that SBA marks are adjusted to
within a specific margin of the examination marks.
A few PEDs have made significant strides in improving the
quality of SBA.
Due to the Covid 19 pandemic and amendments to the
ATP, the completion of SBA tasks by some learners has to
be closely monitored to avoid incomplete SBA
