CCA Desperately Needs Our Help! AB 3030 is aggressive legislation that threatens recreational access to 30 percent of the state’s coastal waters, as

well as 30 percent of land and inland waters. For the saltwater community, this is MLPA 2.0.

Aside from pushing for MPAs, AB 3030 has several other problems including:

1. It does not recognize any of the existing protections and management already in place. California is already a

global leader in marine conservation and managed at both state and federal levels.

2. California already has a wide network of 146 MPA’s, reflecting the most restrictive marine environmental man-

agement policies in the world.

3. Fishing closures will reduce state revenues from fishing licenses and boating fees, and in turn reduce much

needed funds for scientific study and fisheries enforcement.

4. This bill lacks clarity. It uses the term “protection” but does not specify what exactly that means. In addition,

the bill states that the current protections are inadequate but fails to specify why.

5. AB 3030 would severely restrict recreational activities at a time when more, not less, open space is necessary for

the enjoyment of all Californians.

6. The recreational fishing community has proposed amendments to correct the ills of AB3030 but those amend-

ments have largely been rejected.

San Diego Anglers Charter Report by Dwayne Patenaude, Charter Master & Debbie Patenaude

July 23, 2020

We have had a couple of charters in the last month, one on the “San Diego” and one on the

“Vendetta”.

Arriving at Seaforth Landing by 4:30am, there was already a line waiting to sign the mani-

fest for the full-day trip aboard the “San Diego.” Things were certainly different this year: with

everyone was wearing their mask and a passport in hand, or they would not have been allowed

to board the vessel. When we boarded, we found that the boat was thoroughly cleaned (which

was carried out during the day as well) and had hand sanitizing stations around the boat for

our use. The galley chef was cooking behind a partition of plastic, like what you see at the gro-

cery store. This all being said, it didn't slow our fishing down a bit!

The “San Diego” charter started out by fishing reds outside South Island. Captain Matt

said that if the yellows were going to show, it would be in the afternoon when the current start-

ed to run. We ended up getting near limits of reds then moved into South Kelp ridge, then

threw some bait, and the calicos started biting full speed on almost everything you put in the

water. We had a great time catching and releasing calicos and bagging the bigger ones for fu-

ture fish tacos. We pulled the anchor at the end of the day and moved to North Coronado island

to try for the yellows. We cruised the weather side of North Island, chumming along the way,

looking for the yellows. A few showed up at Pukey Point but not in any real numbers. We did

not get any yellows in the boat, but we had a great time anyway with great weather and fish-

ing! Thank you to the captain and crew of the “San Diego” and to our Charter, Master Dwayne

Patenaude, for putting this together. (See photos from this charter on the next page.)

On the “Vendetta”, excitement was high as we left the dock because the tuna had moved into

tuna alley, outside North Coronado island: 30-35 pound yellowfin and bluefin had been caught

here the day before. We jetted out to the area and started immediately to see foamers, and

cruised up to school after school chucking bait and lures, mostly to no avail. A few of us got

lucky and caught them on poppers and iron, but while exciting to watch, they were not cooper-

ating very well by biting the bait. We finally bailed on the tuna and went into the islands to try

for the bass that had been biting so well for the last month. The water temps had dropped

about 7 degrees, and the bass got lock jaw, and we struggled with even catching bass. The

weather, camaraderie and fishing was great, but the catching was just so-so.

I was one of the lucky ones to get a few on the popper. I discovered this popper while fishing

one of our charters on the “San Diego” a couple of years ago. All the crew rods had these pop-

pers tied on, and when it was time to go fishing, those poppers were the bomb. I went home and

ordered a handful, and they have been very good to me when the fish are up boiling real good

on the surface. It is a 150mm, Clear, FEED popper out of Japan. They cost about $22 each and

are flown in from Japan. But good luck finding one as they are out of stock quite frequently.

The 175mm CLEAR popper also works when the fish are really on a tear. That one you have to

put your own hooks on as some people like single hooks on the big poppers. Just search "FEED

Poppers" on Google and start searching if you are interested.

Next up is the “Mission Belle”, Aug 2, “Vendetta” Aug 17, and “San Diego”, Aug 31 . Stay

tuned for the upcoming emails for these charters on these premier boats in the heart of a great

season!

San Diego Anglers Foundation Receives 501(c)(3)

By: Jill Broadfoot

We are very excited to announce that the San Diego Anglers Foun-

dation has finally received its 501(c)(3) designation! We have been

waiting for this for many years, and we are now recognized as a nonprofit charitable organiza-

tion by the IRS. Now we are able to apply for grants, receive endowments and obtain other do-

nations that require proof of a 501(c)(3) designation. Also, donations received while our applica-

tion was pending may be treated as tax-deductible contributions retroactive to the date of our

organization's formation.

We appreciate everyone’s support over the last few years, and we look forward to growing the

foundation’s activities in the coming years.
