Young Entrepreneur Implementing Entrepreneurship Education into the initial education of
youth in Bulgaria
Entrepreneurship is not only a specific knowledge about business. Entrepreneurship is a
key competence for all, helping people to be more creative and self-confident in whatever
they undertake and to act in a socially responsible way.
“Entrepreneurship refers to an individual’s ability to turn ideas into action. It includes
creativity, innovation and risk taking, as well as the ability to plan and manage projects in
order to achieve objectives. This supports everyone in day-to-day life at home and in
society, makes employees more aware of the context of their work and better able to
seize opportunities, and provides a foundation for entrepreneurs establishing a social or
commercial activity.”1
Promoting entrepreneurship among young people through education and learning is a key
element of the European Youth Pact adopted by the European Council in March 2005.
The Rotary Foundation Matching Grants projects “Young Entrepreneur” supplies the right help in
the right place at the right time.
At the moment a reform of the initial vocational education of the youth takes place in Bulgaria, a
procedure which will be completed 2009. Entrepreneurship Education shall be implemented as
compulsory subject as well as teaching method in the new curricula.
The experiences made within the Rotary Foundation Matching Grants project “Young
Entrepreneur” being in process will be the nucleus of this development. The new curricula will be
worked out using the experiences based on teachers’ and students’ training, the pilot schools will
serve as future model centers and their teachers as multipliers to disseminate the new ways of
vocational education all over Bulgaria.

The project resumes the Austrian educational projects since 1993 as well as the Rotarian
educational co-operations in Bulgaria which have been carried out since 1994. Among other things
• Bulgarian teachers were qualified to train their colleagues within in-service trainings,
• five model centers at higher secondary commercial colleges were established to
disseminate new knowledge and new skills and
• state of the art textbooks for commercial lessons were edited.
Meanwhile the Rotary Foundation Matching Grants project “Young Entrepreneur” is seen in
Bulgaria as well as in Austria as unique and as exemplary:
• protection of honor by Excellence Mag. Radi Naidenov, Bulgarian Ambassador in Austria,
• co-operation of private and public institutions,
• execution alongside guidelines worked out in cooperation with the Ministry of Education
and Science, Sofia,
• agreement with the Federal Ministry for Education, the Arts and Culture, Vienna,
• active participation of staff members of the Department of Policy in Vocational Education,
Ministry of Education and Science, Sofia,
• dimension of the project
� in-service training of about 100 teachers of 41 pilot schools,
� teaching of about 2.000 students of the respective pilot schools,
� attendant measures as editing an Entrepreneurship Education handbook, a savings
book of innovations, implementing e-learning tools,
� establishing an Entrepreneurship Education Center, Centers for Applied Economics,
� youth camp for Austrian students in Montana, Bulgaria,
• budget about € 180.000,--,
• financial support not only from Rotary International but also from both ministries,
• use of the above mentioned pedagogical structures and textbooks,
• links to other educational projects and last but not least
• sustainability of Entrepreneurship Education within the initial vocational education of the
youth in Bulgaria.
Without doubt the Rotary Foundation Matching Grants project “Young Entrepreneur” is the most
ambitious Rotarian educational project in Bulgaria since the beginning in 1994.

Young Entrepreneur - successfully completed
The Rotary Foundation Matching Grants project Young Entrepreneur is successfully
completed. Among other things students’ Entrepreneurship Education is implemented into
the initial vocational education and will be disseminated all over the land, the training
firms’ network was enlarged be establishing centers for applied economics at vocational
colleges, students’ Entrepreneurship-Education as well as students’ training in training
firms became compulsory parts of the new designed vocational curricula.
Simultaneously with the completion of the Rotary Foundation Matching Grants project
Young Entrepreneur the Austrian educational projects in Bulgaria were brought to an end.
This is at the same time the end of the Austrian engagement in favor of the Bulgarian
youth since 1993.
We will keep connected with our Bulgarian project partners and wish them all the best for
their future work with their students,

1 Intention and preparations
1.1 Goals
Aim of the project is to improve quality and innovativeness of initial vocational education of
youth in Bulgaria by
• implementing Entrepreneurship-Education into students´ training and
• enlarging the existing training firm network
as means to
• promote the development of key qualifications,
• improve the preparation of the youth for their future business and private life in a free
market economy characterized by rapid changes in society, technology and a
multitude of intercultural influences,
• prepare the youth for lifelong learning,
• stimulate creativity, flexibility and entrepreneurship and
• promote an international dimension of initial vocational education.
The project is designed as a pilot-scheme in co-operation with the Bulgarian school
authorities and meant as help for self-help for a new member of the European
Community.
The project resumes the Austrian educational projects since 1993 as well as the Rotarian
educational co-operations in Bulgaria which have been carried out since 1994. In the
framework of these projects among other things
• classes according to the Austrian curriculum were established at higher secondary
commercial colleges and higher secondary colleges for tourism,
• a training firm network was set up and involved into the international training firm
network
• Bulgarian teachers were qualified to train their colleagues within in-service trainings,
• five model centers at higher secondary commercial colleges were established to
disseminate new knowledge and new skills and
• state of the art textbooks for commercial lessons were edited..

1.2 Explanations
1.2.1 Secondary Vocational Colleges in Bulgaria
• Secondary commercial colleges
• Secondary colleges for tourism
• Secondary technical colleges.
A secondary vocational college is a five-year program for the 15 to 19-year-olds, aiming at
profound vocational and a broad general education. Thus it provides comprehensive
training suitable for all branches of the economy and public services.
1.2.2 Entrepreneurship Education Center
According to the will of the Bulgarian school authorities the Entrepreneurship Education
Center shall be founded at the National High School for Finance and Economy in Sofia.
To promote and support entrepreneurial spirit and action within the initial vocational
education and extend young peoples entrepreneurial understanding and ambitions the
staff members shall
• develop didactic entrepreneurship concepts
• work out innovate teaching methods and teaching materials
• consult school authorities and teachers
• organize lectures and workshops for teachers´ training
• support students´ training and students´ activities
• bring about contacts to Bulgarian entrepreneurs
• bring about international contacts.
1.2.3 Centre for applied economics
The work in a Training Firm has to take place in a special room, an open-plan office,
where real business situations can be simulated, equipped with the latest office,
communication and information technology. Here the students find the same environment
as in real business life to fulfill their tasks.
1.2.4 The concept of Training Firms
A Training Firm is something like an educational lab for commercial education and
training. It functions like a true-life business. All the business proceedings in a firm are
dealt with along the lines of business routines in a market economy. The goods are,
however, not really forwarded. What takes place is the administrative business routines
that are relevant for economic training. The students have to pass through the various
departments of the Training Firm. Here they are expected to fulfill their business tasks.

1.3 Proposed realization
Alongside guidelines worked out with Valentina Deikova, Director for Policy in Vocational
Education, Bulgarian Ministry for Education and Science, Sofia, and in correspondence
with the Department for Technical and Vocational Education, Federal Ministry for
Education, the Arts and Culture, Vienna, the following measures are taken in order to
realize the project:
Phase 1 and 2
o information of the headmasters of the respective schools
o entrepreneurship education
� establishing entrepreneurship as a subject and as teaching method at 40
higher secondary commercial colleges starting with students´ training in
training firms
� working out curricula for students´ education and teachers´ training
� training of 100 Bulgarian commercial teachers of 40 higher secondary
vocational colleges ready to acquire new knowledge for their students´
education and a further in-service training of teachers
� teaching students of the 40 respective schools to think and to act like
entrepreneurs
� exchanging experiences and reworking curricula
� presenting results of students´ entrepreneurship-education
o further measures
� supporting the set up of an Entrepreneurship Education Centre to be founded
at the National High School for Finance and Economy, Sofia
� editing a book of exercises for students´ training to complete the textbooks
“Entrepreneurship I, II, III” edited 2006/07 within MG-Project # 61082
o enlarging the existing training firm network
� equipping and furnishing a centre for applied economics at the Vocational High
School Petrich
o evaluation

o implementing Entrepreneurship-Education tools into students´ training
� implementing Entrepreneurship-Education and Personality
a software which was developed by the Austrian Federal Ministry for Education,
the Arts and Culture for testing the student’s personality including his
entrepreneurial spirit � implementing Entrepreneurship-Wikipedia
by transferring wikipedia-modules developed by students of Austrian higher
secondary commercial colleges to Bulgarian vocational colleges

a tool to support students to develop their own entrepreneurial ideas
� training teachers of the respective pilot schools to use these tools, to teach
their students and to act as multipliers
o enlarging the existing training firm network
� equipping and furnishing a centre for applied economics at the Vocational High
School Burgas
o exchanging experiences and evaluating the students’ work.
Thus about 1.000 to 2.000 students2 of the respective secondary vocational colleges in
Bulgaria will benefit from the activities in the framework of the Rotary Foundation
Matching Grants project.
1.4 Further dissemination
According to the will of the Bulgarian school authorities the vocational education in
Bulgaria will be reformed in two years. Entrepreneurship – education will be stressed
within the new curricula. The experiences made in the planned Rotary Foundation
Matching Grants project will be the nucleus of this process. The teachers instructed with
the help of Rotary will be used to train more teachers of further vocational colleges.
The Entrepreneurship Education Centre will be of main importance within this process.
After completion the process of dissemination all students of secondary vocational
colleges in Bulgaria will benefit from the Rotarian activities.
1.5 Networking
To achieve high efficiency the project will be

� International Entrepreneurship Conference in Linz from March 11th, 2008 to March
12th, 2008
• It is meant to link the project with
� an European Union educational project.
1.6 Needs of community
Bulgaria is one of the poorest countries in Europe. The economical and social situation of
the country is quite serious. Bulgaria needs to be supported, not only financially but also in
a humanitarian way.
Investments in the vocational education of young people are an investment in the
Bulgarian future, and are meant as help for self-help. This is truly Rotarian according to
the principles of Rotary.
Petrich is located in the southwestern region of Bulgaria. The population is very poor, the
rate of unemployment very high.
1.7 Maintenance of the project in Bulgaria
Entrepreneurship-Education will become an integral part of initial vocational education of
youth in Bulgaria. Thus students of all vocational colleges in Bulgaria will benefit from the
Rotarian activities.

Moreover the educational co-operations to improve primary vocational education of the
youth in Bulgaria have proved to be sustainable. The Rotarian initiatives are seen as
exemplary in Bulgaria.
The pilot schools are able to reform their lessons, are supported to renew their
infrastructure and to increase their appreciation in the public. They educate a highly
motivated team of future employees, well disposed to western countries – a chance for
business relationships between western countries and Bulgaria.
The pilot schools serve as model centers, their teachers as multipliers to disseminate the
new ways of vocational education all over Bulgaria and also into the neighboring
countries.

The project partners will meet reguarly to exchange their experiences. They keep in touch
via Internet.
1.11 Organization of lectures and workshops
To organize lectures and workshops to train Bulgarian teachers the project partners have
to work together with Rotarian and non Rotarian experts:
• Scientific consultant
she is PhD, head assistant at the Department for Management, University for National
Economy, Sofia, and experienced in post secondary Entrepreneurship-Education of
students. She consults Bulgarian school authorities and the members of the teaching
staff. She is member of Rotary Club Montana.
• Administrative assistants
they live in Sofia and organize lectures and workshops. In principle they are working
on behalf of KulturKontakt Austria representing Austrian interests in Bulgaria. Their

fees are payments for additional tasks within the project, which are not paid by
KulturKontakt Austria.
• Austrian trainer
he is an experienced teacher at “Schumpeter Handelsakademie” in Vienna, a Higher
Secondary Commercial College with the stress on Entrepreneurship-Education.
He prepares his lessons in Austria, works out teaching materials in German language
and trains his “students” in Bulgaria in German language. He needs an interpreter in
Bulgaria.
• Bulgarian interpreter
she translates teaching materials written in German language and translates during
the lectures of the Austrian trainer.
For a specific training she is invited to share an international congress
“Entrepreneurship” in Vienna, Austria, in July 2007.
• Bulgarian co-trainer
she is teacher at the National High School for Finance and Economy, Sofia, and co-
author of the textbooks “Entrepreneurship I, II, III”, which were edited 2006/07 within
MG-Project # 61082. She is experienced in the field of Entrepreneurship-Education.
She works together with the Austrian trainer.
• Bulgarian multipliers
they are commercial teachers working at Bulgarian training centers. They were trained
as multipliers within the Austrian educational projects ECO NET and tour.reg and are
experienced in adult education.
Within the new project they will be trained by to train their Bulgarian colleagues.
They all fulfill their specific tasks alongside the guidelines worked out by the project
partners on the basis of short term contracts and are paid for their exactly defined single
tasks.
The projects partners take over the expenses for travel, accommodation and food of the
Bulgarian trainees.
The textbooks “Entrepreneurship I, II, III” edited 2006/07 within MG-Project # 61082 will
be used for teachers´ training and students´ education.
The expenses of teachers´ training will be paid out of the project account by the project
coordinator on the basis of invoices worked out by the administrative assistant.

2007/2008 an Entrepreneurship Education Center will be established at the National High
School for Finance and Economy, Sofia. Rotary will support the set up by

MG-Project # 61082 and the “Entrepreneurship-Education Bok of Exercises” edited
2007/08 with MG-Projects #64571 and #65109.
It is meant to print 5.000 books and to distribute them to students without payment.
It is not meant to finance follow up expenses.
1.16 Public relations
The project is made public in the local media and via internet. A homepage will be worked
out at the National High School for Finance and Economy, Sofia, in Bulgarian, German
and English.
To bring about corporate identity a t-shirt for the use of the project partners will be
produced.
Project partners and sponsors are mentioned within all documents concerning the project.

Each recipient of newly ordered pieces of equipment gets a certificate of donation as
voucher for accounting the items in the inventory lists of the respective schools and has to
confirm the takeover.
All newly ordered items of equipment get the Rotary logo.
1.17 Maintenance of equipment and furniture
Office equipment and office furniture together with all accessories and other items will
belong to the respective schools. They are responsible for operating costs and
maintenance.
1.18 Customs clearance
The office equipment and other items collected in Austria are donations and can be
imported to Bulgaria free of duty by the help of the Agency for International Aid, Sofia.

1.20 Co-operating organizations
1.20.1 KulturKontakt Austria, Vienna
KulturKontakt Austria is one of the largest Austrian centres of competence for cultural
education, arts & cultural education, cultural dialogue and educational cooperation with
Eastern and South East Europe. It is a non-profit making organisation and has three
programme departments: arts & cultural education, educational cooperation and cultural
promotion & sponsoring.
On behalf of the Ministry of Education, Science and Culture, Austrian educational
coordinators in nine k.education Project Offices in Central, Eastern and South East
Europe develop educational projects – together with KulturKontakt Austria – with their
partners in these countries. KKA thus makes an important contribution to educational
reform and to the European integration of these countries.

1.20.2 k-education project offices
Since 1992, eleven k-education project offices have been set up in key educational
institutions in Central, East and South-East Europe on behalf of and with the support of
the Austrian Ministry of Education, Science and Culture and KulturKontakt Austria. The
offices are managed by the Austrian educational coordinators.
The coordination office for the educational coordinators and for bilingual schools – also
established by the Ministry of Education – is an addition to this network and serves
together with KulturKontakt Austria as a hub for the Austrian partners.
The k-education offices coordinate and implement projects supported by Austrian and
international donors in the area of schools, for example within the framework of the
Stability Pact for South Eastern Europe, and they also initiate EU projects. To this end
they cooperate with Austrian educational institutions and educational initiatives and with
numerous partners in the host countries (ministries, pedagogic institutes, universities,
colleges, vocational training institutions, schools, foundations, NGOs) and international
organisations.

The project offices work as a close network, also on cross-border projects and organise
regional and international activities.
Alongside the development, implementation and management of the projects tailored to
the requirements of the partner countries, the educational coordinators also work as
mediators between diverse cultures and different types of institutions. They offer advice,
information and services and carry out public relations work.
As the Austrian representatives of the Ministry of Education, Science and Culture and of
KulturKontakt Austria, they are involved in numerous events and take responsibility for
various tasks such as project management, facilitating discussions, monitoring und
consulting.
1.20.3 k-education project office Sofia
The k-education project office Sofia of KulturKontakt Austria was established 1994 at the
National High School for Finance and Economy, Sofia.
In the course of an educational co-operation programme among others Higher Secondary
Commercial Colleges were established on the basis of the Austrian curriculum at the
National High School for Finance and Economy in Sofia and the Technical High Schools
for Economy in Burgas, Montana, Stara Zagora and Varna. The Training Firm was made
an integral component of the initial commercial education of students in Bulgaria.
Classrooms were furnished and equipped, teacher training was provided and teachers as
well as students were invited to study in Austria.
From Bulgaria the Austrian ideas of initial commercial education of students were
transferred to its neighbouring countries. These activities were financed by the Republic
Austria. They were implemented by KulturKontakt Austria and the k.education project
offices in the countries involved.

1.20.4 Role of KulturKontakt Austria and of k-education project office
Sofia in the project
Since 1994 the Rotary Club Kitzbühel works together with KulturKontakt Austria to carry
out educational projects in favour of the Bulgarian youth in Bulgaria. Since then the

Rotarian activities in Bulgaria were supported by the staff members of the k-education
project office established by of KulturKontakt Austria in Sofia.
The k-education project office Sofia coordinates and implements educational projects in
Bulgaria supported by Austrian and international donors in the area of schools. Thus the
staff members brought about contacts with Bulgarian school authorities as well as with
teachers of pilot schools. They gained experiences with the organization of lectures and
workshops and built up a pedagogical network for teachers’ training.
To use these contacts, experiences and structures is a valuable basis to translate the
Rotarian projects into action.
Within the respective project the staff members of the k-education project office Sofia of
KulturKontakt Austria will organize the training of the Bulgarian teachers of the pilot
schools
on behalf of Rotary alongside guidelines worked out by the project partners.
To fulfil their task they have to keep in touch with the Rotarian project coordinator as well
as with Bulgarian school authorities and schools.
Moreover the staff members support the Rotarian project coordinator during his stays in
Bulgaria by acting as interpreters.
Not least thanks to the co-operation with KulturKontakt Austria and the k-education office
Sofia the Rotarian educational initiatives in Bulgaria have proved to be sustainable and
are seen as exemplary.
1.20.5 Initiative for Teaching Entrepreneurship, Vienna, Austria.
With its main goal being to arouse, promote and support entrepreneurial spirit and action,
the IFTE develops innovate teaching material & methods for broadening peoples
economic understanding. Its didactic entrepreneurship concept, are developed in order to
strengthen and extend young peoples entrepreneurial understanding & ambitions.
The IFTE helps young people discover the challenging path of becoming independent.
Entrepreneurship Education is further an instrument for equality, based on the general
economic-ethical principles of an open-market economy which is, besides its
economically-orientated goals, obliged to especially focus on the weak and disadvantaged
members of society.

2 Execution
2.1 Overview
The projects Young Entrepreneur are completed successfully:
• January 2008 - the Entrepreneurship Education Centre at the National High School
for Finance and Economy, Sofia is furnished and equipped.
January 28 th, 2008 – it is inaugurated and ready for use.
• January 28 th, 2008 - the authorities of the respective pilot schools are familiarized with
the projects’ intentions on. They are willing to participate together with their teachers
and students in the Rotary Foundation Matching Grants projects.
• February, 2008 and June, 2008 - the training sessions of the Bulgarian multipliers by
the Austrian trainer takes place at the Entrepreneurship Education Centre in Sofia.
• April / May 2008 and October 2008 - the teachers’ training sessions by Bulgarian
multipliers takes place at the five model centres.
• 130 teachers of 41 pilot schools are involved into the project. They teach within 650
classes thousands of students.
• Thus Рhase 1 of the project Young Entrepreneur is completed.
• October 2009 - the centres for applied economics in 7 vocational high schools are
planned. 4 centres can be financed. The renovation of the rooms of the respective
schools in Burgas, Petrich, Sofia and Velingrad has started, the office equipment is
ordered. It ss meant to find additional resources to finance the centres in further 3
schools.
• November 2008 - the Entrepreneurship Education handbook and the savings book of
innovations are edited.
• November 17 th, 2008 - an EU-Entrepreneurship Day is held in Sofia. Students of the
National High School for Finance and Economy, Sofia demonstrate the first results of
their Entrepreneurship education.
• End of November 2008 - the teachers’ training to use the EEP-software is held in
Sofia and in Burgas.
• End of March – at the model centers in Burgas, Montana, Sofia, Stara Zagora, Varna
the exchange of experiences between teachers and multipliers takes place. The
teachers’ feedback is very well. Teachers’ in-service training was above their
expectations, students’ entrepreneurship education started completely satisfactory.

April 2009 - the renovation of the rooms for the centres for applied economics at the
schools in Burgas, Petrich, Sofia and Velingrad is completed. The centres are
furnished and equipped and ready for use.
• April 25 th, 2009 – in the framework of the Panorama of the Vocational Education in
Bulgaria in Veliko Tarnovo Mag. Eva Jambor, KulturKontakt Austria, and Dr. Hans
Philipp, Rotary Club Kitzbühel, the coordinator of the project, receive Honorary
Diplomas for their contribution to the vocational education in Bulgaria since 1993 by
the Bulgarian Minister of Education and Science Daniel Valtchev.
• April 27 th, 2009 and May 15 th, 2009 – inauguration of centers for applied economics
in Sofia and Burgas.
• Beginning of September 2009 – exchange of experiences between Bulgarian
multipliers and Austrian trainer. The multipliers’ feedback is very well. Students’
entrepreneurship education is running successfully.
• October 26 th, 2009 – in Sofia the final event takes place: review of the project’s
execution, representation of the results of students’ Entrepreneurship Education,
Bulgarian school authorities, multipliers, teachers and students expresses their thanks
to the project partners for their work done in favour of the Bulgarian youth.
• October 27 th, 2009 and October 28 th, 2009 – inauguration of centers for applied
economics in Velingrad and Varna.
• November to December 2009 - with money, remaining in the project’s funds by
economical use, centres for applied economics at the Technical College Svoge and
the College for Tourism Varna are established.
• January 2010 - centres for applied economics at the Colleges in Svoge and Varna are
ready for use.
• January 7 th, 2010 – the Rotary Foundation Matching Grants projects are successfully
completed.

2.3 The projects’ sustainability
The project’s success will be lasting.
Students’ Entrepreneurship Education is successfully implemented into the primary
vocational education of Bulgarian youth. Within the first step thousands of students were
trained by their teachers involved into the project.
The Bulgarian multipliers were certified to ensure their future employment within the
dissemination of Entrepreneurship Education all over the country.
The Bulgarian training firms’ network was enlarged by establishing centres for applied
economics at six vocational colleges.
Students’ training in training firms and entrepreneurship education, implemented into the
primary vocational education of the youth in Bulgaria by the means of Austrian
educational projects, will become compulsory parts of the vocational curricula within the
reform of the Bulgarian vocational education.
At end of October, 2009 252 training firms in 62 Bulgarian schools were operating within
the Bulgarian and the international training firm network. More training firms will be
brought about in near future.
The seed is coming up. The cooperation with Austria enabled the pilot-schools to reform
their lessons, to renew their teaching materilas and to increase their appreciation in the
public. German is taught together with English as main language, the school leaving
examination is put in the same category as the examination in Austrian Higher Secondary

Commercial Colleges, and most graduates wish to study at Austrian universities. A well
trained, highly motivated team of future employees, well disposed to Western Europe, is
emerging – a chance for business relationships between Western Europe and Bulgaria.
2.4 Final Remark
The Austrian initiative of education and the contribution of Rotary are seen as exemplary
in Bulgaria as well as in Austria: the execution alongside guidelines worked out with the
Bulgarian school-authorities, needed help just in time, the cooperation between Rotary
and other institutions working in the field of education, the support by Rotary International
and last but not least the warm-hearted relations to the Bulgarian beneficiaries.

4 Camp for Austrian youth in Montana 2008/09 Protection of honor

October, 2008 students from the Higher Secondary Commercial College Kitzbühel will
visit the Higher Secondary Commercial College in Montana.
4.1 Participants

looked after by 26 students and their teachers of the Higher Secondary
Commercial College in Montana.
4.2 Goals
The aim of the project is to promote the mutual understanding of young people living in
the tense atmosphere of Western -, Central-, East- and South-eastern Europe by
organizing youth camps for students of
• the Technical High School for Economy Montana in Kitzbühel, Austria, and
• the Higher Secondary Commercial College Kitzbühel in Montana, Bulgaria.
The youth camp 2008 continue the students´ exchange between the Technical High
School for Economy Montana and the Higher Secondary Commercial College Kitzbühel
which started in autumn 2004.
The project
• enables the young people to gain an insight into the economic, social and cultural
structures of the twin countries
• gives the Bulgarian students an impression of the contrast between an Alpine and
a Mediterranean landscape
• promotes the students´ mutual understanding
• promotes the social commitment of students taking part in the project in both
countries
• encourages the Bulgarian partners to continue with the first education
concentrating on business for young people according to the Austrian standard
which was introduced 10 years ago and offers new ideas

The project’s budget increased to about € 196.000,-- (about US$ 300.000,--).

The given articles are to be handled in such a way that against premature wear it is taken precautions and to keep them in such a way as to avoid their premature wear and are to be kept in such a way as to be secured against theft and damage. In the case of inappropriate use, the donor has the valid right to remove above the articles from the school and submit them to another school or institution. 6.3 Centers for applied economics at the pilot schools

6.3.1 Furnishing and equipping the training firm office
In a training firm office, it must be possible to work in the following fields of a training firm:
• Administration
• Accounting
• Purchasing
• Output of goods and services
• Sales.
These fields are to be combined to departments depending on the company's field of
activity and organization of the training firms at the school. It can be assumed that the
fields of work can be combined in the main five departments.
6.3.2 Room
The room requirements are in correlation with the number of work places (approximately 5
m2 to 6 m2 for every work place) and are at in an open-plan office design or in connected
compartments.
There are to be made provisions for:
• cable conduits to the work places with necessary cross-sections for
� power supply 220 V for computers and printers and other equipment, incl. wall
sockets,
� communications-installations
� the cabling of the computers in a network,
• light installations in correspondence with the requirements of a modern office.

6.3.5 Execution
Renovation of rooms
The respective pilot schools are responsible for the renovation of the rooms selected for
the installation of their centre for applied economics.
Office furniture
The respective pilot schools will order the office furniture at local business partners or at
the Vocational High School “Velizar Peev” Svoge. For financing their orders each school
will receive a budget of EURO 4.200,--. All money saved can be spent to buy other items
in connection with the use of the centre for applied economics as venetian blinds, curtains

or light systems. The invoices will be paid by the project coordinator Dr. Hans Philipp out
or the project account at Sparkasse Kitzbühel.
It is meant to support the Vocational High School “Velizar Peev” Svoge only with office
equipment. The school is able to produce the office furniture itself out of its own means.
Office equipment
The office equipment will be ordered by the project coordinator Dr. Hans Philipp at Stemo
Ltd., Computer Systems & Software, Sofia. The items will be delivered to the respective
pilot schools.
