Politically, since 2008 MSs have endorsed the aims of the initiative (on several occasions). In addition, the launch of the EU2020 strategy - following on from the Lisbon strategy – has placed particular importance on raw materials in its new EU industrial policy There has also been added emphasis on materials and commodities issues in the G20, at the UN in the current UNCSD discussions as well as in relations with Africa (a resource rich continent).

We analysed 41 minerals and metals, some rare, some not so rare This analysis was made on based on a transparent methodology, which was discussed by the WG To qualify as critical, the material had to be economical important and be subject to high supply risk. Environmental conditions in origin countries was also factored into the analysis. We see criticality as a dynamic concept – therefore the work should be updated Finally, it should be noted that the work of the RMI goes much beyond criticality – just because a metal is not at risk of supply disruption does not mean it is not economically/socially important.

The supply side of the assessment was based on a risk of disruption to the supply of a raw material. Based on the world bank governance index, the more stable the country, the lower the risk. How does this relate to recycling. This risk is however mitigated by recycling levels and ability to reasonably substitute. The higher the recycling rate, the more this risk is mitigated.

Metal Recycling – Issues behind the Rates• Recycling information problem

statistics for many metals missing• Sometimes lower appropriate collection rate and treatment of

modern appliances containing rarer metals Low levels of ‘small’/IT’ WEEE collected Hoarding, dispersed metal use & lack of recovery technology are

major factors Also leakage from system – inside and outside EU

• Example of WEEE On tonnage basis, WEEE is a relatively lesser importance for ‘bulk’

metals (e.g. iron) than other streams – though still significant potential (e.g. copper)

However, major potential source of precious or rare metals (e.g. palladium; gallium etc)

So how does this relate back to WEEE. While some statistics are missing (or global to a lack of EU data), many of these metals are used in modern electronic goods etc, very often in small quantities. Therefore, it is difficult to ascertain amounts which could be recycled. Also, it is undertsood that muchj WEEE – in partciular small items – do not pass through proper collection systems, and therefore some of the metals contained may be lost (not to mention environmental consequences). Various factors have been given as contributor to low recycling – hoarding in basements, metal is difficult to recycle when in small quantity; leakage from the system is also obviously very important On a tonnage basis less metal in WEEE than in other waste streams but still significant potential both in terms of bulk (copper etc) On a value basis, rare and precious metal non-recovery a cause for concern

Finally, in addition to the WG criticality, in April we organised with industry a large workshop on secondary raw materials. During this event, many of challenges facing the metals industry were discussed. Following this event, the metal industry and Ökoinstitut published a detailed paper including a number of recommendations on how to improve availability of secondary raw material. The focus of the event was on four areas which industry consider could be tackled

Over the months the Commission has discussed a number of issues and possible options. Building on the work done in the various DGs in June last year we consulted on the RMI with a total of 20 questions posed. The feedback – as expected – confirmed the continued importance of the recycling industry and its role in providing raw materials to industry. The general view is that while there is considerable potential in the EU’s Urban Mines aka material stocks in use, this is not being fully exploited. Several reasons have been explored as well as possible high-level solutions In addition and complementing this work, the Commission has been working on improving recycling rules through the EoW criteria, outlining when waste can be legally deemed product. Another important item for us (and which you know much more than I) is the WEEE recast proposal. However, there are still complaints about gaps in other areas, namely waste shipment How is this tackled – through greater/better inspections? Through technologies? Through further co-ordination of enforcement etc. We will attempt to put forward ideas on how WS can be tackled in the planned Comm.

• Need to tackle obstacles to the functioning of the recycling market – How? look at which collection and treatment schemes work

extraction, processing, use, substitution etc• Other:

• Many of these issues also to be dealt with in parallel work on Resource Efficiency (part of EU2020 strategy)

• Chapeau Communication on Resource efficiency adopted in January

• More detailed Roadmap to a Resource Efficient Europe due for adoption on 20 September Will deal with a number of issues including ‘waste as a resource’

• The roadmap will set out specific resource efficiency objectives, and how to meet them, based on actions up to 2020 with a time perspective of up to 2050
