FINAL REPORT

ON THE SECOND MEETING OF THEINTER-AMERICAN COMMITTEE ON EDUCATION (CIE)

The Ministers of Education of the Americas, through the Inter-American Council for Integral Development (CIDI), of the Organization of American States (OAS), brought about the creation of a Committee to support the Meetings of Ministers of Education of the Americas in the framework of CIDI.

The Meeting of Ministers of Education and the Inter-American Committee on Education (CIE) are the highest-ranking organs on education in the inter-American system and shape hemispheric policy and measures in this area in the framework of the Organization of American States.

The Second Regular Meeting of the CIE was held at the headquarters of the Organization in Washington, D.C., on October 18 and 19, 2004.

I. BACKGROUND

Key events leading up to the Second Meeting of the CIE:

The “First Meeting of Ministers of Education of the Americas in the framework of the Inter-American Council for Integral Development (CIDI)”, was held in 1998, in Brazil, where the Ministers of Education created the “Follow-up Group for the Chapter on Education of the Summit of the Americas”, composed of 11 countries and called G-11.

The “Second Meeting of Ministers of Education in the framework of the Inter-American Council for Integral Development (CIDI)”, held in Punta del Este, Uruguay, in 2001, evaluated the progress of and challenges facing G-11 and established it as the hemispheric coordination mechanism in the area of education. Resolution CIDI/RME/RES. 7 (II-O/01), on “Follow-up Mechanisms”, instructed G-11 to prepare, with the support of the General Secretariat, a proposal for the creation of the Inter-American Committee on Education (CIE).

Resolution CIDI/RES. 122 (VII-O/02) “Report ofthe Second Meeting of Ministers of Education of CIDI”, recommended that the General Assembly approve the creation of the Inter-American Committee on Education and instruct the Coordination Group (G-11) to prepare draft rules of procedure for the CIE.

On November 14, 2002, the Eighty-Sixth Regular Meeting of CEPCIDI adopted resolution CEPCIDI/RES. 81 (LXXXVI-O/02) “Adoption of the Rules of Procedure of the Inter-American Committee on Education”, which created the Committee and provisionally adopted its Rules of Procedure “ad referendum” of the next Regular Meeting of CIDI.

In Buenos Aires, Argentina, in April 2003, the Preparatory Meeting for the Third Meeting of Ministers of Education and the Sectoral Programming Workshop, reviewed the

Rules of Procedure of the Inter-American Committee on Education and proposed its amendment, in order to include an Executive Committee among the CIE authorities.

The Third Meeting of Ministers of Education in the framework of CIDI, held in August 2003, in Mexico City, installed the Inter-American Committee on Education (CIE), and adopted two resolutions: CIDI/RME/RES.10 (III-O/03) which defined the “Functions of the Inter-American Committee on Education”; and CIDI/RME/RES.8 (III-O/03) which adopted the “Amendment of the Rules of Procedure of the Inter-American Committee on Education”.

The First Regular Meeting of the Inter-American Committee on Education, held on August 13, 2003, in Mexico City, by acclamation, elected Mexico to the Chair, Trinidad and Tobago to the First Vice Chair, and El Salvador to the Second Vice Chair. The following representatives were also elected for each sub region: a) North America: Canada (Principal) and United States (Alternate); b) Central America: Honduras (Principal) and Nicaragua (Alternate); c) Caribbean: Saint Lucia (Principal) and The Bahamas (Alternate); d) Southern Cone Common Market: Brazil (Principal) and Paraguay (Alternate); and, e) Andean sub region: Ecuador and Peru (rotating as Principal and Alternate). The Unit for Social Development and Education of the OAS was designated as Technical Secretariat.

The First Meeting of the Authorities and Executive Committee of the CIE, held on December 5, 2003, in Washington, D.C., determined that hemispheric projects should be financed exclusively with funds from the Special Multilateral Fund of CIDI (FEMCIDI) until the Second Meeting of the CIE. The meeting approved the use of funds from the Special Fund for the Summit Project PRIE-Evaluation of the Quality of Education. It was also decided to join forces in strengthening of democratic culture, science and technology, and gender, as well as of inclusion of minors with special education needs and programs with the Inter-American University Organization (OUI).

In follow up to the Special Summit of the Americas held in Monterrey, Mexico, the Second Meeting of the Authorities and Executive Committee of the CIE held on April 16, 2004, in Washington, D.C., decided to prepare a questionnaire on current practices in education reporting. The meeting examined the participation of the CIE in the evaluation and recommendation of projects financed with FEMCIDI funds; approved the use of funds for the Summit Project PRIE-Evaluation, so that it could be implemented over four years; analyzed the pace of implementation and progress of the hemispheric project; and reiterated the recommendation to join forces in strengthening of democratic culture, science and technology, and gender.

The Third Meeting of the Authorities and Executive Committee of the CIE were held on October 17, 2004. The meeting was attended by delegates from eight countries, as well as representatives of the Inter-American Agency for Cooperation and Development and the Technical Secretariat of the Office of Education, Science and Technology (OECT) of the OAS. At the meeting the delegations reviewed the draft Agenda and Schedule as well as the reference documents for the Second Meeting of the CIE; it also continued the preparations for that meeting. (The Report on the Third Meeting of the Authorities and Executive Committee are attached hereto as Appendix 1. The Schedule of the Second Regular Meeting of the CIE is attached as Appendix 3).

III. PROCEEDINGS

1. Welcome and Report of the Authorities and Executive Committee of the CIE

The opening session began with welcoming remarks by Daniel Gonzalez Spencer, Delegate from the Secretariat of Public Education of Mexico and Chair of the CIE. Following approval of the draft agenda, the Chair of the CIE welcomed Alice Abreu, the new Director of the Office of Education, Science and Technology (OECT) of the General Secretariat of the OAS and, on behalf of the Committee, thanked Sofíaleticia Morales, former Director of the Unit for Social Development and Education, for her important contributions, from the creation of the CIE to the support of its activities and projects.

The Authorities and Executive Committee of the CIE adopted the report submitted by Daniel Gonzalez Spencer, as Chair of the CIE, on the functions, activities, resolutions, progress, and commitments of the CIE from its creation to its Second Regular Meeting. He also expressed the hope that the Second Meeting of the CIE would succeed in shaping policies and objectives that would meet the commitments made in the sector by the Ministers and at the Summits of the Americas.

2. Support activities performed by the Technical Secretariat

The Authorities and Executive Committee of the CIE adopted the report of Alice Abreu, Director of the Office of Education, Science and Technology, which contained a summary of the support activities carried out and resources provided by the Technical Secretariat. Ms. Abreu confirmed that the new OECT would participate actively under her leadership, in order to help the member states to fulfill their commitments in the framework of the CIE, as well as to implement the mandates adopted by the Heads of State and Government and Ministers of Education in the hemisphere. As examples of such activities, she cited the creation and update of the CIE website; the exchange forums through CONARED; support for training workshops and seminars of the three hemispheric projects, and supplementary activities in early education (“Ready to Learn”); and coordination of studies on civic education and other technical areas of education. The report also mentioned joint activities with various areas of the General Secretariat, such as the Department for Democratic and Political Affairs (UPD), Inter-American Commission of Women (CIM), Office for Scholarships, Training, and Information Technology, and the Education Portal of the Americas. Among other activities, the Technical Secretariat also prepared the Questionnaire on Current Practices in Education Reporting in the countries, in coordination with the national committees of member states.

To conclude she drew attention to some of the challenges for the hemispheric projects:

Theoretical. The supply of information to countries could be increased to help them to appreciate the benefits of joint work on projects under the coordination of single country. It would be valuable for all countries to participate in the design stage of projects, in order to ensure ownership of hemispheric technical and conceptual commitments.

Operational. To avoid delays between approval and implementation of projects it would be necessary strengthen coordination at the national level between project designers and the offices responsible for their execution.

Communication. Knowing in each country the identity of the institution and official responsible for channeling funds and communication in the country, with other countries, and with the hemispheric coordinator, would greatly facilitate increased efficiency in implementing plans and in meeting deadlines, and targets.

Technology. It is important to have the appropriate technological infrastructure to meet needs and ensure fluid communication among the countries involved in a project.

3. Mandates of the Third Meeting of Ministers of Education: Advances and Challenges of the Hemispheric Projects

The Authorities and Executive Committee of the CIE took note of the report submitted by each of the regional coordinators on the status, pace of execution, lessons learned, challenges and suggestions for the three hemispheric projects: Equity and quality; Teachers’ education; and Secondary education and labor competencies. All of the coordinators requested an extension to execute the 2004 budget. The projects coordinators reiterated their political will to implement that budget, but said that their implementation is affected by changes of authorities.

All the projects moved forward with their programmed activities. The project resources proved insufficient for the Caribbean countries to pay for such things as contracts. They requested the IACD to prepare a table to help them distribute the budget in a manner consistent with the reality of each country and sub region. Some projects propose to implement distance-education courses through the Education Portal of the Americas.

The delegation of El Salvador reported that work continues on a new design for teacher training and evaluation which can be seen at the web site, and that the Virtual Forum among the countries of the Central American sub region on teacher development, performance and evaluation is fully operational.

FEMCIDI framework for the second year of Hemispheric Projects. This item was presented by Ms. Yacsire Cutler, an expert from the Office of Programs for Development of the IACD. She explained the relationship between the amounts of voluntary contributions and the 2005 financing requirements of cooperation projects, and that the decline in funds would affect all ongoing projects, including the hemispheric projects and their sub regional components coordinated by El Salvador, Mexico and Peru. Ms. Cutler also said that, owing to the lengthy delay in execution of the 2004 budget granted to those projects for 2004, the coordinators should formally apply for an extension from the IACD. She suggested that the reports be submitted in February 2005, since the execution deadline for extensions was June 30, 2005. The delegations decided to request the IACD authorities to modify the schedules for submission, evaluation, and approval of projects financed with FEMCIDI funds.

The CIE was informed of the following matters:

a) That the deadline to apply for extensions from the IACD for execution of FEMCIDI funds for 2004 is October 31, 2004.

b) That extension requests to the IACD should be submitted with a technical justification report containing the reprogrammed amounts and the funds application for activities in 2005.

4. Advances and challenges of the Summit Projects and Mandates

The Authorities and Executive Committee of the CIE took note of the report on the status, budget execution, and reprogramming of resources for the Summit Projects: Regional Education Indicators Project (PRIE) and Evaluation of the Quality of Education.

In keeping with the objectives identified at the Second Summit of the Americas, since 2003, PRIE, coordinated by Mexico, has been holding meetings on redefinition, planning and programming for the 2004-2007 period, as well as to continue with the mission to produce and analyze a set of comparable basic indicators in the region to contribute to decision making on education policy in each country. The construction and search for other indicators would help to strengthen national systems of indicators, as well as contributing to the implementation of a technical assistance program, publication of the indicators, and promotion of their use in policy shaping.

The project continued its analysis of the five main categories of indicators that were identified at its outset: (a) Demographic, social, and economic context; Access, participation, and progress in the education system; Human and financial resources for education; Education quality; and Social impact of education. Pursuant to the decision of the plenary of the Third Meeting of Ministers of Education, the Secretariat of Public Education of Mexico will remain the PRIE General Coordinator. The delegation of Mexico thanked the Department of Education of the United States for its assistance in obtaining additional funds from USAID. They also decided to continue to receive advisory services from UNESCO and strengthen communication with the coordinators of hemispheric and national projects.

Evaluation Forum coordinated by Brazil. The objective of the project coordinated by Brazil is to have in place a Hemispheric Education Evaluation Forum to improve education quality. The political role of the forum is to ensure the inclusion of countries; carry out multinational studies and research; and develop information systems to disseminate specialized literature on evaluation in the Hemisphere. Brazil agreed to be the coordinator and the Second Forum will be held in May 2005.

5. Inter-American Program on Education for Democracy, Human Rights and Peace. Colombia and Ecuador Results of the study “Strengthening Democracy in the Americas through Civic Education”.

In representation of Colombia, the Embassy of Colombia in the United States, through its Minister Plenipotentiary, Mr. Bernardo Ortiz, presented a draft “Inter-American Program for Democracy” based on the mandates contained in the Inter-American Democratic Charter and the decisions of the Ministers of Education. The delegation of Colombia requested the input of the member states to enrich the draft.

For her part, the delegate of Ecuador said that the draft program derived from a mandate of the Second and Third Meetings of Ministers of Education; that the concrete measures originated from a meeting of the Permanent Council; and that the document was submitted for consideration to the CIE with a view to its review and approval. Furthermore, she mentioned the importance that the draft be consistent with the activities of countries and promotes inter-American cooperation.

In the dialogue, the delegations suggested that the final draft include activities with formal

and non-formal institutions. They also requested the creation of a working group to represent all the countries and program activities with the support of the Technical Secretariat.

Strengthening Democracy in the Americas through Civic Education, Francisco Pilotti, an expert from the OECT, presented the results of this study coordinated by the Technical Secretariat. The study has as its frame of reference the Democratic Charter and the experience of the International Association for the Evaluation of Educational Achievement (IEA) and is intended for students in their last year of secondary education. The purpose of the research was to analyze and compare, in terms of knowledge and civil attitudes, how young people are educated for citizenship and the factors that influence that education process. The evaluation centered on the notions, representations, attitudes, skills and activities of students in connection with issues such as diversity, democracy, economics, national identity, and social cohesion.

In a study coordinated by the OAS, the survey was also conducted in Chile, Colombia and the United States. Two of the researchers who took part in the previous study were contracted. Financial support was provided by the Permanent Mission of the United States to the OAS and an advisory group of scholars from nongovernmental organizations in the three countries. The results show the pivotal importance of education for youth participation in the exercise of democracy. A report was published that starts with an overview (economic and of poverty), the theory framework, implementation of initiatives to collect information and its comparison with that of other countries, such as Portugal. The last two chapters contain a summary of opinions of teachers and students, before concluding with a description of prospects moving forward.

The Authorities and Executive Committee of the CIE received a preliminary draft proposal for an “Inter American program on Education for Democracy, Human Rights, and Peace” for analysis, along with the results of the study “Strengthening Democracy in the Americas through Civic Education.” Having analyzed these documents they made the following recommendations:

a) Take the draft proposal as an input to be enriched with the contributions of the CIE delegates.b) To analyze the report on the results of the workshop with the informal sector and combine the two.c) Set November 20 as the deadline for delegates of the CIE to submit their contributions to the Ministry of National Education of Colombia.d) Request the Technical Secretariat to act a liaison with all institutions, agencies and countries that wish to participate in the program.

6. Questionnaire on Current Practices in Education Reporting. Presentation of results by the Office of Education, Science, and Technology of the OAS

The questionnaire was presented by the consultant Christian Medina, on behalf of the Technical Secretariat of the CIE. The questionnaire was developed in conjunction with the United States Department of Education and received contributions from Mexico and Canada. The questionnaire was an activity carried out by the CIE in compliance with the mandate of the Heads of State at the Special Summit held in Nuevo Leon, Mexico, in 2004, which called for dissemination of information on education systems. The questionnaire is designed to collect information on reporting

practices currently used in the countries, in order to inform the community in general about the characteristics and results of their education systems. The questionnaires were completed by the Ministries of Education via a web page and/or a form in Microsoft Word format.

The questionnaire is a 10-part instrument that also serves for other issues. The first five parts have to do with public dissemination practices in general; the sixth and seventh questions focus on the existence of specific information dissemination practices aimed at families and schools; parts eight and nine deal with reporting practices targeting Congress in coordination with the media; and question 10 offers the ministries the opportunity to explain how the dissemination of educational information fits within the broader education policy framework.

7. Towards the Fourth Meeting of Ministers of Education, Trinidad and Tobago, August 2005

The Vice Chair of the CIE, Marva Ribeiro, Director of Education Research and Evaluation of the Ministry of Education of the Republic of Trinidad and Tobago, presented the Draft Agenda and concept of the Fourth Meeting of Ministers of Education. She informed the meeting that the agenda and contents of the work schedule of the Fourth Meeting of Ministers of Education would be presented to the Ministers of the Caribbean Community in March 2005.

During the plenary session the delegates put forward a number of recommendations, inter alia: Propose a title for the Fourth Ministerial Meeting that combines with the core issues of the Fourth Summit of the Americas; set aside private dialogue sessions for the ministers in the schedule; include in the Report of the Chair of CIE information on the progress of the Hemispheric Projects and supplementary activities (El Salvador, Mexico and Peru); reach consensus on the Report of the Ministers of Education to the Summit Implementation Review Group (SIRG) and the Fourth Summit (a paragraph of the Declaration could be used for the SIRG); distribute the documents for the Fourth Meeting sufficiently in advance to enable their timely analysis by the countries; replace the videoconference with the coordinators of the hemispheric projects with their attendance at the Second Education Evaluation Forum to be held in Brazil, in May 2005; provide support to Trinidad and Tobago so that, in coordination with the Technical Secretariat and the Chair of CIE, it can collect contributions before December 15; prepare a new draft with those contributions, and distribute it among the countries with a view to its enrichment.

8. Support activities of the Technical Secretariat and relevant education-related activities in the framework of the Inter-American System

The Director of the OECT, Alice Abreu presented the strategies adopted to execute the support activities and budget of the Technical Secretariat. Those strategies contribute to the implementation of the mandates of the Ministers of Education, the Summit commitments, and the activities of the CIE, as well as to the preparation, implementation, and follow-up on the Fourth Meeting of Ministers of Education. The delegations requested a detailed report on the resources of the CIE used by the Technical Secretariat in 2003 and 2004, as well as the proposal for 2005. The Vice Chair of the CIE said that without the support of the Technical Secretariat it would not be possible to meet commitments with respect to the convocation, prior meetings, and holding of the Fourth Meeting of Ministers of Education. The report of the Technical Secretariat will be delivered before November 15, 2004, to the authorities of the CIE, who will make a final decision by December 15, 2004, with respect to approval of funds requested by the Technical Secretariat.

9. Other Initiatives

Working groups were created to discuss and prepare initiatives on health, labor, and education in coordination with the hemispheric project on secondary education. Another working group was created to discuss collaboration with the Health-Promoting Schools initiative. This project is sponsored by PAHO and the Hemispheric Project on Equity and Quality. Furthermore, another working group will be created to prepare a project proposal for presentation at the Fourth Meeting of Ministers of Education on teaching science from an early age. Finally, the Technical Secretariat was requested to prepare a report on debt swaps for education.

11. Closing Session

All the proposed business having been disposed of, the two Vice Chairs of the CIE, Marva Ribeiro and Patricia Mejia, delegates of the Ministries of Education of Trinidad and Tobago, and El Salvador, respectively, thanked the delegates for their participation and declared the meeting adjourned.

APPENDIX 1

REPORT ON THE THIRD MEETING OF THE AUTHORITIES AND EXECUTIVE COMMITTEE OF THE CIE

The meeting was held on October 17, in Washington, D.C., in the Gabriela Mistral room at the headquarters of the OAS. In attendance were delegates from Brazil, Canada, Ecuador, El Salvador, United States, Mexico, Nicaragua, and the Republic of Trinidad and Tobago. Also present were representatives of the Inter-American Agency for Integral Development and of the Office of Education, Science, and Technology of the OAS, as Technical Secretariat.

The acting Director of the Department for Integral Development, Alfonso Quiñónez, and Alice Abreu, Director of the Office of Education, Science and Technology, welcomed those present on behalf of the OAS, informed the meeting about Executive Order 04 “Reorganization of the General Secretariat” and the financial and managerial reasons that justified it. Mr. Quiñónez said that the Second Meeting of the CIE would have three parts: a) Mandates of the Ministers, b) Mandates of the Summits of the Americas and projects; and, c) the Fourth Meeting of Ministers of Education. He reminded the delegates that the Fourth Summit of the Americas would be held in November 2005, in Argentina. The Director of the OECT asked that document prepared by the Technical Secretariat on “Issues and decisions pend for the CIE” guide the proceedings of this meeting.

The main items discussed by the delegates were, inter alia:

Advances and challenges of Hemispheric Projects. Situation of FEMCIDI funds: Mr. Quiñónez asked the authorities of the CIE to discuss this issue in view of its importance. He explained the relationship between the amounts of the voluntary contributions and the 2005 financing requirements of cooperation projects, and that the decline in funds would affect all ongoing projects, including hemispheric ones. With respect to resources of the Special Fund, some delegates mentioned that the decision taken at meetings in the past was not to use those funds in hemispheric projects. After an exchange of views, it was resolved to share the information with the plenary of the Second Regular Meeting of the CIE, in order to adopt a decision concerning Special Fund resources; that is, whether or not to use them to provide supplementary funding for the hemispheric projects.

With respect to the participation of the CIE in the Non Permanent Specialized Committee (CENPE) on Education, the director of the OECT said that the CIE has the technical capacity and is the ideal forum for the ministers, and that it should take steps when the opportunity arose to synchronize its processes with those of the CENPE. She mentioned that if the CIE aims to become a formal body its meetings should be held on an annual basis and it should adopt its decisions before the CENPE on Education convened.

The delegates requested the Technical Secretariat to prepare a document with a view to enabling the CIE to participate as a project evaluation body at the national and regional level before or with the CENPE, with dates, periods covered, project outcome evaluation criteria, and clarity of response to educational priorities. For his part, the acting Director of the IACD suggested that the above-requested document should also be compatible with the OAS modernization process.

World Bank/OAS web site on child development. The Director of the OECD informed the meeting that the Coordinator of the Program “Skills for Child Development, Child and Youth Unit, World Bank Human Development Network” had invited the resumption of joint activities by the World Bank and the OECT to keep up to date the information on child development published on the World Bank web site. Concretely, those activities were to translate current information into Spanish or English, in order to make them public so that people who spoke either language could benefit. The World Bank asked the OECT to assume responsibility for Latin America, since there are versions in Portuguese, Arabic, and English; there is also a space devoted specially to Caribbean countries. Some delegates mentioned the importance that these media be used not only for child education and expressed their desire to share any successful experiences at any level in their countries.

Advances of the Summit Projects and Mandates. After the delegates of Mexico and Brazil submitted their report, some of the delegations requested a discussion of the title “PRIE” for the project. The desire was confirmed by consensus to continue with separate names: The Regional Education Indicators Project (PRIE) coordinated by Mexico and the Evaluation Forum coordinated by Brazil.

Other Initiatives. Activity “Ready to Learn” held in Mexico at the request of The Bahamas, with financial support provided by the IACD, CIE and the organizations that convoked the workshop. The delegates studied the report of the Technical Secretariat, which examines the possibility of benefiting delegates from countries with IACD scholarships, for whom matching funds need to be obtained for per diem expenses in order to enable them to attend the Fifth Congress and Workshop in Nuevo Leon, Mexico, in May 2005.

Development of the agenda for October 18 and 19. The delegates reviewed the Schedule and Documents for the Second Regular Meeting of the CIE. The session was adjourned following the review of the List of delegates, which represented 22 countries and, therefore, comprised the requisite quorum.

AGREEMENTS ADOPTED

The Second Regular Meeting of the Inter-American Committee on Education (CIE) was held at the headquarters of the Organization of American States in Washington, D.C., on October 18 and 19, 2004, with the participation of 22 countries. The Meeting was chaired by Mr. Daniel Gonzalez Spencer, Director General of International Relations of the Secretariat of Public Education of Mexico.

The Inter-American Committee on Education decided:

I. To extend a warm welcome to Dr. Alice Abreu, Director of the Office of Education, Science, and Technology and Technical Secretary of the CIE, and to express its deep gratitude to Dr. Sofialeticia Morales, former Director of the Unit for Social Development and Education, for her important contributions, with regard to both the establishment of the CIE and its activities and projects.

II. In reference to the Hemispheric Projects on Equity and Quality, Secondary Education and Labor Competencies, and Teacher Training:a. To take note of the reports presented by the coordinators on the progress, challenges,

and execution of funds in connection with these hemispheric projects;b. To take note of the financial situation of the Special Multilateral Fund of the Inter-

American Council for Integral Development (FEMCIDI) for 2005; c. To request the Technical Secretariat to continue to report to the officers and the

Executive Committee of the CIE on the financial status of the hemispheric projects; and

d. To delegate to the officers and the Executive Committee of the CIE, as necessary and in consultation with the hemispheric coordinators, the authority to make decisions on the use of reserve sub fund resources allocated to CIDI for the education sector, in accordance with resolutions CP/RES. 831 (1342/02) and CEPCIDI/RES. 89 (LXXXIX-O/03), to provide complementary funding for the hemispheric projects in order to ensure their successful implementation.

III. In reference to the Summit Projects: a. To take note of the reports by Brazil and Mexico on the progress of the Regional

Project on Educational Indicators (PRIE) and the Summit Project on Evaluation of the Quality of Education;

b. To approve the rescheduling of US$271,920.49 for the period 2004-2005. These are funds from 2003-2004 that were not executed as of October 18, 2004; and

c. To delegate to the officers and the Executive Committee of the CIE, as necessary and in consultation with the coordinating countries, the authority to adopt decisions on the use of reserve sub fund resources allocated to CIDI for the education sector, in accordance with resolutions CP/RES. 831 (1342/02) and CEPCIDI/RES. 89 (LXXXIX-O/03), to support the execution of the Summit projects if necessary.

IV. In reference to the Inter-American Program on Education for Democracy, Human Rights, and Peace: a. To take note of the initial draft proposal developed and presented by Colombia and

Ecuador and the presentation of the study “Strengthening Democracy in the Americas through Civic Education,” conducted by the University of Maryland and coordinated by the Technical Secretariat;

b. To create an ad hoc working group on this topic, open to interested countries, to collaborate with Colombia and Ecuador in the reformulation of the draft proposal;

c. To request the Technical Secretariat to act as liaison between the delegates of the CIE, the ad hoc working group charged with developing the program, the Permanent Council of the Organization of American States, and other international organizations working on this topic; and

d. To delegate to the officers and the Executive Committee, in consultation with the ad hoc working group, the responsibility for approving the final proposal.

V. In reference to the process for the selection of projects for FEMCIDI funding: a. To instruct the Technical Secretariat to prepare and circulate a report by December 1,

2004, on the creation of an ad hoc mechanism that would allow the CIE to review, evaluate, and select the projects presented for funding from the FEMCIDI sectoral account for education, before they are submitted to the Nonpermanent Specialized Committee (CENPE) on Education.

VI. In reference to the questionnaire on Current Practices in Educational Reporting:a. To take note of the report presented by the Technical Secretariat on the initial results

of the questionnaire answered by 32 member countries and to congratulate the Technical Secretariat for its outstanding work and excellent report;

b. To instruct the Technical Secretariat to disseminate among the member states the database and the reports containing the results of the questionnaire;

c. To create a working group on educational reporting practices, composed of the three countries that participated in the initial work on the questionnaire (Canada, Mexico, and the United States) and open to any other country interested in participating; and

d. To elect the United States as coordinator of the Working Group, which, with support from the Technical Secretariat, the coordinators of the PRIE Summit Project and the Summit Project on Evaluation of the Quality of Education, will carry out the following tasks:

i. Continue to analyze the results of the questionnaire on educational reporting practices and consider conducting the survey on a periodic basis;

ii. Design and develop a workshop on educational reporting within the framework of the Forum on Educational Evaluation, to be held in Brazil in May 2005;

iii. Design and propose activities to contribute to the technical capacity of the countries facing the greatest challenges in the production and dissemination of educational information;

iv. Coordinate the preparation of reports required by the CIE or the officers of the Executive Committee to be considered by the Fourth Meeting of the Ministers of Education, to decide on their presentation to the Heads of State and Government at the Fourth Summit of the Americas, to be held in Argentina in 2005; and

v. Propose to the CIE or to its officers and Executive Committee other activities pursuant to the mandates of the Special Summit of the Americas.

VII. To accept the proposal to create a working group consisting of the CIE and the Inter-American Committee on Science and Technology (COMCYT) to prepare a joint work plan on science education, beginning with the early school grades, for presentation to the Fourth Meeting of Ministers of Education within the Framework of CIDI, to be held in Trinidad and Tobago. This liaison will be established initially through the Hemispheric Project on Teacher Education.

VIII. Regarding preparations for the Fourth Ministerial Meeting:a. To request Trinidad and Tobago to take note of the suggestions of the Second

Regular Meeting of the CIE and of the comments and suggestions of the member states and to develop and distribute a second draft of the agenda, with support from the Technical Secretariat;

b. To request Trinidad and Tobago to present by December 15, 2004, with support from the Technical Secretariat, a draft work schedule on preparations for the Fourth Meeting of Ministers of Education, for feedback; and

c. To request the member states to submit comments on the “Guidelines for the Draft Declaration” and proposed draft paragraphs for said Declaration by March 2005.

IX. On the support activities of the Technical Secretariat: a. To take note of the activities carried out by the Secretariat in

support of the work of the CIE;b. To request the Technical Secretariat to submit additional

information on available Regular Fund resources and on resources earmarked for other relevant OAS committees, as well as detailed information on the execution of the $30,000 allocated to the Technical Secretariat by the officers and the Executive Committee, for the purpose of considering a new allocation of resources for Secretariat activities in support of the CIE and for the preparatory work for the Fourth Meeting of the Ministers of Education in the Framework of CIDI.

c. To delegate to the officers and the Executive Committee of the CIE the authority to make decisions on the use of reserve sub fund resources allocated to CIDI for the education sector, in accordance with resolutions CP/RES. 831 (1342/02) and CEPCIDI/RES. 89 (LXXXIX-O/03);

d. To establish November 15, 2004 as the deadline for presentation of the budgetary and other information to the officers and the Executive Committee; and

e. To take a decision on the new allocation of resources to the Technical Secretariat on December 15, 2004.

IX. Concerning other initiatives: a. To create an ad hoc working group to discuss the link between health, labor, and

education and to propose mechanisms for increased sector-wide collaboration. The liaison will be established initially through the Hemispheric Project on Secondary Education and Labor Competencies.

b. To create an ad hoc working group to discuss the topic of collaboration with the Pan American Health Organization (PAHO) on its Health-Promoting Schools Regional Initiative. The liaison will be established initially through the Hemispheric Project on Equity and Quality.

To request the Technical Secretariat to report on the activities undertaken to explore the possibility of debt swaps for education.
