At Calgary, Alberta, and within St. Andrew’s Presbyterian Church there, the Presbytery of Calgary-Macleod met in regular session on Tuesday, March 5, 2019, at 1:06 p.m. Following devotions, which were conducted by Rev. Jared Miller, the Moderator, the Rev. Kobus Genis, constituted the meeting with prayer.

Discerning the Future of our Presbytery

Prayer

K. Genis led us in a Prayer of Invocation. Enthusiasms Enthusiasms and Concerns Regarding the Ministries of the

Presbytery • M. Tremblay – Knox Calgary continues work with refugees; the

congregation enjoys this ministry. The congregation has a relationship with Rainbow Railroad who helps LGBTQI refugees. The congregation has a fundraiser this Saturday to support this ministry.

• R. Crowe – Centennial has approved to sponsor a refugee family from Kenya. The congregation is discussing the possibility to sponsor a second family.

• C. Gale – Varsity has had an influx of children. The congregation needs more volunteers to help.

• B. Cocks – St. John’s needs a new room. On April 5 the congregation is hosting a “Raising the Roof” concert.

Position Description Director of Presbytery of Calgary-Macleod Cyclical Network

Purpose

The role of the Director of the Calgary-Macleod Cyclical Network will work to create an ecosystem of leadership within the presbytery encouraging and supporting the awareness and creation of New Worshipping Communities within the bounds.

Responsibilities

A) Nurturing the Development and Sustainability of New Worshiping Communities (NWCs)

• Facilitate plans and systems for finding potential leaders of NWCs.

• Identify systems for assessing potential leaders of NWCs.

• Develop systems for training leaders of NWCs while paying special attention to churches that are being actively supported by the presbytery. (Starters Lunches and Discerners Dinners

• Become familiar with systems and people for coaching leaders of NWCs.

• Create protocols for when to dissolve NWCs.

• Ensure awareness of and encourage the imagination and theological importance of starting NWCs within the everyday practices of all churches in the presbytery.

• Ensure NWCs know and follow The Presbyterian Church in Canada (PCC) policies on Leading with Care Policy, Sexual Assault, Sexual Harassment and Racial Harassment.

B) Administration

• Develop appropriate legal structures for the Cyclical Network.

• Develop and grow a sustainable budget for the Cyclical Network.

• Regular communication along with collaborative exploration and design with anyone who has questions and insights around starting NWCs.

• Work in collaboration with other Cyclical Networks, presbyteries, synods, and the PCC.

• Arrange big picture perspectives for the presbytery showing alignment with Core Values.

• Create frames for discerning and accessing monies needed to invest in different projects.

C) Contact with Cyclical

Recommendation 2: MOVED by M. Tremblay, seconded by _________ that a New Worshipping Communities (sub) Committee (NWCC) be formed. Recommendation 2 was not considered until Mission and Strategy Committee provide Terms of Reference for NWCC.

Position Description General Presbyter

Purpose The role of the General Presbyter (“GP”) is to assure the care and good order of the congregations, and foster a cohesive and mutually supportive Presbytery organization. The position is guided by the Presbytery’s vision –

to grow as a vibrant Christian faith community that works together in the service of God. and mission –

to support and equip individuals, congregations and partners for vital and viable ministries. This position will work with ministers, sessions/congregations within the Presbytery.

Responsibilities 1. Support and Resource:

a) Provide leadership for the biennial Presbytery visitations to congregations; maintain records of visitations and follow-up to ensure that recommendations arising from visitations are achieved in a timely manner.

b) Work cooperatively with the Director of Regional Ministries and Cyclical Director as appropriate, on programmatic aspects within the Presbytery.

c) Complete the annual records check for all congregations, following up to ensure the standards of The Book of Forms are maintained.

2. Encourage Relationships of Mutual Trust and Respect: a) Promote and facilitate dialogue, friendships and stronger

relationships within the Presbytery. b) Provide education on the role of Presbytery and the

Presbyterian Church in Canada (“PCC”) polity to provide clarity and increased understanding.

c) Attend events of significance in the life of Presbytery as time

allows.

3. Facilitate and Develop Effective Communication and Information Flow within the Presbytery:

a) Foster ongoing information networks and partnerships. Collect information about existing resources and those willing to share them.

b) Make use of and promote social media activity and other innovative information technologies as communications tools.

4. Respond to Emergent Situations:

a) As directed by the Presbytery Clerk and the Convenor of the Clergy and Congregational Care Committee (CCCC), assess the situation for the CCCC.

b) Provide pastoral care to ministers on behalf of the Presbytery, as directed.

5. Participate in the Courts and Committees of the Church:

a) The GP shall attend meetings of the Presbytery and Synod. b) The GP is an ex-officio member of the CCCC and the

Administration Committee. c) The GP will not serve as an Interim Minister of a congregation, as

Moderator, or as Clerk of the Court. Terms of Service

This is a contract position for a three-year term that has the possibility of renewal. This position is half-time, which is deemed to be 22.5 hours per week, or 1,170 hours per year (hours inclusive of 22.5 hours / week x 5 weeks for vacation time). Financial compensation will be in accordance with the terms of the contract. The GP may be additionally contracted (with extra compensation) by the Presbytery when work is deemed necessary but beyond the scope of the regular contract position. This may include: service as Interim Moderator for a congregation within the Presbytery, extraordinary service in an emergent situation, or other tasks as deemed appropriate by the Presbytery. The GP will have an expense budget of $4,000 with full discretion of its use, in accordance with the usual practices of Presbytery. Expense reports will be approved by the Presbytery Clerk then submitted with receipts to the Presbytery treasurer. The Presbytery will ensure liability insurance coverage for the GP.

Accountability and Review The GP is appointed by Presbytery and accountable to the Presbytery through the Presbytery Clerk and the Convenor of the CCCC, who will provide direct oversight of the GP. The GP will collaborate with the Presbytery Clerk and the Convenor of the CCCC to develop an annual work plan that will include specific objectives and deadlines. The CCCC along with the GP will be mutually responsible to ensure that the approved work plan is fulfilled. The CCCC will review the work of the incumbent, the position description and the requirements for the position within Presbytery annually.

The GP will maintain a time log of all activities, functions and tasks and provide a report including the time log as well as progress on the work plan to all regular meetings of the CCCC, and upon request by its Convenor. This will not only be for accountability, but also for priority setting and for evaluating the position.

The work of the GP will be governed by the Book of Forms and the “Confidentiality and Disclosure Guidelines for the General Presbyter” as adopted by the Presbytery of Calgary-Macleod on February 4th, 2014 (Presbytery minutes pages 33/14 – 36/14).

At the June (2018) meeting of presbytery, the Mission and Strategy Committee was given power to issue on the roles and relationships as well as terms of reference of the South of Fish Creek Committee that was to be established by the Church Session of St. Andrew’s. The Rev. Dr. J. Morris is the presbytery liaison. At its last meeting the Committee received, considered and approved the following and bring it to the presbytery for information. The Rev. J. Miller attended the meeting to present the document. This is a first step. Now that the South Fish Creek (SFC) Discernment Team has been created and has its Terms of Reference, there are more exciting days to come. Further documents will be coming to the presbytery in future meeting as well as updates on their activities.

Review of General Presbyter Job Description

The CCCC provided input into the General Presbyter Position Description review done by Mission and Strategy. As part of the discussion, work on the parameters of Presbytery Visitations was identified. CCCC had also identified this need and will be addressing it.

Congregational Visitations We are currently reviewing how we conduct congregational visits within our Presbytery. We hope to report back at the next Presbytery meeting. Visitations for the coming year include Knox Bassano/Gem, St. John’s Medicine Hat and Knox Calgary. Also, Grace Calgary and St. Andrew’s Calgary will be visited to see how the new teams are doing.

Study Leaves

Bertalan Bocskoras took his study leave between Christmas and New Year and read a book by German author Gerd Theissen about the Psychology of the first Christians. Sadly, he lamented that there is no English translation of the book. Permission was given to C. Kuhn to do a self-directed study leave on either March 18-23 or March 24-31. C. Kuhn will listen to the class recordings of the 2017 course “Reading Paul Missionally” by Michael Gorman offered at Regent College. In addition, he will read

Ecumenical Campus Ministry

ECUMENICAL CAMPUS MINISTRY - Erin Phillips, ECM chaplainLethbridge,AlbertaAnnualReport Things continue to thrive on both our campuses, Lethbridge College and University of Lethbridge. At the college we did our spring and Christmas suppers and our numbers are way up. We did our treat bags for ESL students as well and I spoke to nursing classes about pastoral care. I also did a workshop on spirituality and mental health for the health centre and will be doing it again this term. I attend the meetings of the student services managers and am working with Shelley CarterRose, the head of

student services to find new ways we might support students. Kristin Ailsby, the new chair of the board at the college, is a long time-supporter of ECM and I'm hopeful that our long history of working together might lead to some new cooperative efforts. At the university I continue to work with the Roman Catholic chaplain, Fr. Roque, to organize the campus care parcels. So many congregations generously support this grocery drive and we had almost 30 volunteers out in November to sort and pack bags. Our theology reading group has continued to flourish as well. The university has a new VP of Student Services and she and I have talked at length about what we do and how we might develop new ways of supporting students.

The two big projects we began working on in 2017 continued through 2018. We did a massive survey of students on issues relating to finance struggles and ran a week of focus groups. We are presently working on the final report and will then be sharing it with our churches as well as the university administration and city and provincial governments. This poverty study promises to really help us identify ways we can be supporting

students better.

Our refugee committee continues to work on supporting the families we've sponsored and the students on campus who have formed a refugee sponsorship group. In September one more family arrived and we have two more in process. This has been an incredibly meaningful thing for many of us to do. New community has emerged on campus and it has been real source of joy and energy for many of us.

Our annual lecture series last year went very well and this year's started with a bang. We continue to look for ways to connect the campus with the broader community. This year's coffee fundraiser with Cuppers took a new twist. Cuppers has developed our own blend and we will be selling coffee all year long. A new media student helped create a video for us on our food ministry and a video on our coffee sale. We hope to continue to develop these resources for spreading the word about what we do and raising support. ECM could not provide these services without all the support we receive from our congregations. Your financial support and all your volunteer hours made it possible for us to do what we do! Both our campuses are very grateful for the support you provide.

Since the work/ministry of active clergy always includes times of one-on-one counseling/visiting, all active clergy must have a Police Records Check at the time of a new call or change of position and/or every five years. The responsibilities of elders vary from congregation to congregation. But, if an elder routinely visits people one-on-one, she/he should also have a PRC.

Congregational Statistics Congregations have to submit the 2018 Congregational Statistics online. The Clerk emailed the procedure and the instructions mid-January and again mid-February. The PCC will email a pdf of the completed Congregational Statistics once it has been submitted. It is important that the Clerk email that pdf to the Clerk. At this time the following congregations have completed the Annual Statistic and emailed the report to the Clerk:
