Happy New Year KCPA Members and Supporters
Thanks to all of you who attended the 2011 Holiday Luncheon and for those of you who missed we really
hope to see you next year Attendance this year was a success and our opportunity drawing ticket sales generated
a whopping $165800 providing a donation of $82900 to each charitable group (CASA and Bakersfieldrsquos
Christmas for Seniors) as well as a phenomenal number of unwrapped toys for the Jamison Center This would
not have been possible without the generous support and contributions by all of our donors and of course our
Holiday Luncheon Committee (whom I so affectionately refer to as my elves)
I would like to take a moment to publically recognize them individually one more time (in no particular

In further news in November regular members received an email and request to vote on an amendment to
our Bylaws regarding the issue of votes by proxy This amendment proposal was passed and will be effective
December 1 2011 For more information please see Kayleen Willsrsquo announcement on page 3
Another change that has occurred is due to an unexpected price increase implemented by the Bakersfield
Petroleum Club on our association new prices for our luncheons will take effect January 1 2012 and are as
follows $2500 for members and $3000 for non-members As we understand that this is a significant price
increase and are disappointed to have to impose this upon our members and supporters we would like to remind
you that it is the first price increase in quite a few years We will be actively looking for a new place to hold our
meetings so if you have any recommendations andor comments please send them to me or Programs Director
Shelly Howlett at showlettkleinlawcom It is our hope that we can find a new location to be able to resume
a lower cost lunch and MCLE in the near future
In any event this message is sent to wish each of you many blessings and joy for the New Year For those
of you who may not have heard my husband and I are expecting our first little one due June 7 I anticipate
sharing many new wondrous and exciting things with all of you and hope that each of you are happy and fulfilled
as we go forward in 2012

New Years greetings Your Board recently presented KCPAs regular members with proposed revised
Bylaws The proposed revisions dealt with the issue of voting by proxy which is not permitted The Bylaws
were inconsistent in some places on that issue The regular members voted to approve the revisions as
presented and the revised Bylaws were adopted by the Board in December Thank you regular members for
timely turning in your votes If you are interested in a copy of the revised Bylaws please contact KCPAs

WHAT WE DOrdquo

Greater Bakersfield Legal Assistance Incorporated (GBLA) is Bakersfieldrsquos legal aid office I have worked
there for almost 30 years We offer free legal services in civil matters to eligible low-income persons residing
within our service area in Kern County
Our mission statement is to promote social change and justice by providing high-quality legal services to
the low-income community We are a non-profit organization and have been in Bakersfield since 1968 We
serve indigent clients with basic legal needs in a wide range of areas including housing homelessness domestic
violence guardianship public benefits health law and consumer law
We receive funding from the Legal Services Corporation and other public and private sources GBLA
serves clients under different units usually based upon the funding source My job falls under the Adult and
Children Services Unit I assist clients who are having problems with being denied or terminated public benefits
including CalWORKs Food Stamps (which is now called CalFresh in California) Social Security and SSI Since
these areas are governed under administrative law I can represent them in their hearing and appeals process
The work is challenging but rewarding when we prevail
When I mention a service we provide to others in the legal community I sometimes hear comments such
as ldquoI had no idea that you did thatrdquo While I donrsquot mean for this to be an advertisement I have prepared this
article in response to those types of comments as a public service The following is a description of some of the
other units in our office and the services they provide
The Equal Access Fund Project complements the legal services of GBLArsquos Domestic Violence Reduction
Project (funded by First 5 Kern) It provides legal services and representation to victims of domestic violence who
either do not have children or who have children ages 6 and above
The Equal Access Fund Project also provides an array of other legal services in civil matters (including
health housing income maintenance consumer) outside the greater Bakersfield area (within Kern County) to
eligible low-income individuals and families
Funded by First 5 Kern the Guardianship Caregiver Project provides legal and case management
services to eligible grandparents and other caregivers in Kern County who are seeking a legal guardianship over
children ages 0 to 5 This project also provides case management service to help the children obtain supportive
services such as medical care health insurance counseling and access to school enrollment

The Health Consumer Center in our office is funded by The California Endowment to help low-income
individuals with access to health and dental services and in collaboration with Californiarsquos Health Consumer
Alliance to help make local and statewide systemic change in improving health care access for the poor
The Community Homeless Law Center Project removes legal barriers that prohibit homeless people from
securing housing and jobs either through direct civil legal assistance and case management or referral to the
Community Homeless Court The Community Homeless Law Center Project is a part of the Kern County
Homeless Collaborative The Kern County Homeless Collaborative is made up of several agencies that work
hand-in-hand to help move homeless people (women and children included) from the streets to housing and
employment The goal of the Community Homeless Law Center Project (CHLCP) is to remove legal barriers to
allow its clients to obtain and keep permanent housing The program takes a holistic approach by providing social
support services to its clients while advocating through the court and administrative law systems
The Housing Unit provides information counsel and advice brief services andor representation in
eviction defense fair housing and habitability
The Fair Housing Law Project funded by U S Department of Housing and Urban Development (HUD) is
an 18-month project that began April 1 2011 The advocates in that unit will provide counseling on fair housing
rights and investigate fair housing complaints and can assist in filing a complaint with a fair housing agency and
represent if evidence of discrimination is found
The Long Term Care Ombudsman is located at GBLA It is funded by the Kern County Department of
Aging and Adult Services It is a program run predominantly through state-certified volunteers to ensure elderly
residents living in long-term care and nursing facilities throughout Kern County live with dignity and respect in
an environment free from abuse andor neglect They help protect the health safety and welfare of those
residents of nursing homes
The mission of the Seniors Law Center (SLC) is to provide free legal services in civil matters to Kern
Countyrsquos socially and economically challenged residents who are 60 years of age and older SLC provides legal
information counseling advice administrative and judicial representation to individuals and groups of senior
clients in our core areas of practice Core areas include income maintenance health housing elder abuse and
other meritorious cases to the extent resources allow and the urgency of the matter To be eligible for services the
individual must reside in Kern County and be 60 years of age or older There is no income test utilized to
determine eligibility for services However Seniors Law Center is required to establish substantive priorities to
ensure preference is given to those seniors in the greatest economic andor social need We provide both
telephone and in-house consultations and our services are free
If you have a client that you cannot serve that needs assistance in any of these areas please feel free to

New Years greetings Your Board recently presented KCPAs regular members with proposed revised
Bylaws The proposed revisions dealt with the issue of voting by proxy which is not permitted The Bylaws
were inconsistent in some places on that issue The regular members voted to approve the revisions as
presented and the revised Bylaws were adopted by the Board in December Thank you regular members for

Greater Bakersfield Legal Assistance Incorporated (GBLA) is Bakersfieldrsquos legal aid office I have worked
there for almost 30 years We offer free legal services in civil matters to eligible low-income persons residing
within our service area in Kern County
Our mission statement is to promote social change and justice by providing high-quality legal services to
the low-income community We are a non-profit organization and have been in Bakersfield since 1968 We
serve indigent clients with basic legal needs in a wide range of areas including housing homelessness domestic
violence guardianship public benefits health law and consumer law
We receive funding from the Legal Services Corporation and other public and private sources GBLA
serves clients under different units usually based upon the funding source My job falls under the Adult and
Children Services Unit I assist clients who are having problems with being denied or terminated public benefits
including CalWORKs Food Stamps (which is now called CalFresh in California) Social Security and SSI Since
these areas are governed under administrative law I can represent them in their hearing and appeals process
The work is challenging but rewarding when we prevail
When I mention a service we provide to others in the legal community I sometimes hear comments such
as ldquoI had no idea that you did thatrdquo While I donrsquot mean for this to be an advertisement I have prepared this
article in response to those types of comments as a public service The following is a description of some of the
other units in our office and the services they provide
The Equal Access Fund Project complements the legal services of GBLArsquos Domestic Violence Reduction
Project (funded by First 5 Kern) It provides legal services and representation to victims of domestic violence who
either do not have children or who have children ages 6 and above
The Equal Access Fund Project also provides an array of other legal services in civil matters (including
health housing income maintenance consumer) outside the greater Bakersfield area (within Kern County) to
eligible low-income individuals and families
Funded by First 5 Kern the Guardianship Caregiver Project provides legal and case management
services to eligible grandparents and other caregivers in Kern County who are seeking a legal guardianship over
children ages 0 to 5 This project also provides case management service to help the children obtain supportive
services such as medical care health insurance counseling and access to school enrollment

The Health Consumer Center in our office is funded by The California Endowment to help low-income
individuals with access to health and dental services and in collaboration with Californiarsquos Health Consumer
Alliance to help make local and statewide systemic change in improving health care access for the poor
The Community Homeless Law Center Project removes legal barriers that prohibit homeless people from
securing housing and jobs either through direct civil legal assistance and case management or referral to the
Community Homeless Court The Community Homeless Law Center Project is a part of the Kern County
Homeless Collaborative The Kern County Homeless Collaborative is made up of several agencies that work
hand-in-hand to help move homeless people (women and children included) from the streets to housing and
employment The goal of the Community Homeless Law Center Project (CHLCP) is to remove legal barriers to
allow its clients to obtain and keep permanent housing The program takes a holistic approach by providing social
support services to its clients while advocating through the court and administrative law systems
The Housing Unit provides information counsel and advice brief services andor representation in
eviction defense fair housing and habitability
The Fair Housing Law Project funded by U S Department of Housing and Urban Development (HUD) is
an 18-month project that began April 1 2011 The advocates in that unit will provide counseling on fair housing
rights and investigate fair housing complaints and can assist in filing a complaint with a fair housing agency and
represent if evidence of discrimination is found
The Long Term Care Ombudsman is located at GBLA It is funded by the Kern County Department of
Aging and Adult Services It is a program run predominantly through state-certified volunteers to ensure elderly
residents living in long-term care and nursing facilities throughout Kern County live with dignity and respect in
an environment free from abuse andor neglect They help protect the health safety and welfare of those
residents of nursing homes
The mission of the Seniors Law Center (SLC) is to provide free legal services in civil matters to Kern
Countyrsquos socially and economically challenged residents who are 60 years of age and older SLC provides legal
information counseling advice administrative and judicial representation to individuals and groups of senior
clients in our core areas of practice Core areas include income maintenance health housing elder abuse and
other meritorious cases to the extent resources allow and the urgency of the matter To be eligible for services the
individual must reside in Kern County and be 60 years of age or older There is no income test utilized to
determine eligibility for services However Seniors Law Center is required to establish substantive priorities to
ensure preference is given to those seniors in the greatest economic andor social need We provide both
telephone and in-house consultations and our services are free
If you have a client that you cannot serve that needs assistance in any of these areas please feel free to

Greater Bakersfield Legal Assistance Incorporated (GBLA) is Bakersfieldrsquos legal aid office I have worked
there for almost 30 years We offer free legal services in civil matters to eligible low-income persons residing
within our service area in Kern County
Our mission statement is to promote social change and justice by providing high-quality legal services to
the low-income community We are a non-profit organization and have been in Bakersfield since 1968 We
serve indigent clients with basic legal needs in a wide range of areas including housing homelessness domestic
violence guardianship public benefits health law and consumer law
We receive funding from the Legal Services Corporation and other public and private sources GBLA
serves clients under different units usually based upon the funding source My job falls under the Adult and
Children Services Unit I assist clients who are having problems with being denied or terminated public benefits
including CalWORKs Food Stamps (which is now called CalFresh in California) Social Security and SSI Since
these areas are governed under administrative law I can represent them in their hearing and appeals process
The work is challenging but rewarding when we prevail
When I mention a service we provide to others in the legal community I sometimes hear comments such
as ldquoI had no idea that you did thatrdquo While I donrsquot mean for this to be an advertisement I have prepared this
article in response to those types of comments as a public service The following is a description of some of the
other units in our office and the services they provide
The Equal Access Fund Project complements the legal services of GBLArsquos Domestic Violence Reduction
Project (funded by First 5 Kern) It provides legal services and representation to victims of domestic violence who
either do not have children or who have children ages 6 and above
The Equal Access Fund Project also provides an array of other legal services in civil matters (including
health housing income maintenance consumer) outside the greater Bakersfield area (within Kern County) to
eligible low-income individuals and families
Funded by First 5 Kern the Guardianship Caregiver Project provides legal and case management
services to eligible grandparents and other caregivers in Kern County who are seeking a legal guardianship over
children ages 0 to 5 This project also provides case management service to help the children obtain supportive
services such as medical care health insurance counseling and access to school enrollment

The Health Consumer Center in our office is funded by The California Endowment to help low-income
individuals with access to health and dental services and in collaboration with Californiarsquos Health Consumer
Alliance to help make local and statewide systemic change in improving health care access for the poor
The Community Homeless Law Center Project removes legal barriers that prohibit homeless people from
securing housing and jobs either through direct civil legal assistance and case management or referral to the
Community Homeless Court The Community Homeless Law Center Project is a part of the Kern County
Homeless Collaborative The Kern County Homeless Collaborative is made up of several agencies that work
hand-in-hand to help move homeless people (women and children included) from the streets to housing and
employment The goal of the Community Homeless Law Center Project (CHLCP) is to remove legal barriers to
allow its clients to obtain and keep permanent housing The program takes a holistic approach by providing social
support services to its clients while advocating through the court and administrative law systems
The Housing Unit provides information counsel and advice brief services andor representation in
eviction defense fair housing and habitability
The Fair Housing Law Project funded by U S Department of Housing and Urban Development (HUD) is
an 18-month project that began April 1 2011 The advocates in that unit will provide counseling on fair housing
rights and investigate fair housing complaints and can assist in filing a complaint with a fair housing agency and
represent if evidence of discrimination is found
The Long Term Care Ombudsman is located at GBLA It is funded by the Kern County Department of
Aging and Adult Services It is a program run predominantly through state-certified volunteers to ensure elderly
residents living in long-term care and nursing facilities throughout Kern County live with dignity and respect in
an environment free from abuse andor neglect They help protect the health safety and welfare of those
residents of nursing homes
The mission of the Seniors Law Center (SLC) is to provide free legal services in civil matters to Kern
Countyrsquos socially and economically challenged residents who are 60 years of age and older SLC provides legal
information counseling advice administrative and judicial representation to individuals and groups of senior
clients in our core areas of practice Core areas include income maintenance health housing elder abuse and
other meritorious cases to the extent resources allow and the urgency of the matter To be eligible for services the
individual must reside in Kern County and be 60 years of age or older There is no income test utilized to
determine eligibility for services However Seniors Law Center is required to establish substantive priorities to
ensure preference is given to those seniors in the greatest economic andor social need We provide both
telephone and in-house consultations and our services are free

The Equal Access Fund Project also provides an array of other legal services in civil matters (including
health housing income maintenance consumer) outside the greater Bakersfield area (within Kern County) to
eligible low-income individuals and families
Funded by First 5 Kern the Guardianship Caregiver Project provides legal and case management
services to eligible grandparents and other caregivers in Kern County who are seeking a legal guardianship over
children ages 0 to 5 This project also provides case management service to help the children obtain supportive
services such as medical care health insurance counseling and access to school enrollment

The Health Consumer Center in our office is funded by The California Endowment to help low-income
individuals with access to health and dental services and in collaboration with Californiarsquos Health Consumer
Alliance to help make local and statewide systemic change in improving health care access for the poor
The Community Homeless Law Center Project removes legal barriers that prohibit homeless people from
securing housing and jobs either through direct civil legal assistance and case management or referral to the
Community Homeless Court The Community Homeless Law Center Project is a part of the Kern County
Homeless Collaborative The Kern County Homeless Collaborative is made up of several agencies that work
hand-in-hand to help move homeless people (women and children included) from the streets to housing and
employment The goal of the Community Homeless Law Center Project (CHLCP) is to remove legal barriers to
allow its clients to obtain and keep permanent housing The program takes a holistic approach by providing social
support services to its clients while advocating through the court and administrative law systems
The Housing Unit provides information counsel and advice brief services andor representation in
eviction defense fair housing and habitability
The Fair Housing Law Project funded by U S Department of Housing and Urban Development (HUD) is
an 18-month project that began April 1 2011 The advocates in that unit will provide counseling on fair housing
rights and investigate fair housing complaints and can assist in filing a complaint with a fair housing agency and
represent if evidence of discrimination is found
The Long Term Care Ombudsman is located at GBLA It is funded by the Kern County Department of
Aging and Adult Services It is a program run predominantly through state-certified volunteers to ensure elderly
residents living in long-term care and nursing facilities throughout Kern County live with dignity and respect in
an environment free from abuse andor neglect They help protect the health safety and welfare of those
residents of nursing homes
The mission of the Seniors Law Center (SLC) is to provide free legal services in civil matters to Kern
Countyrsquos socially and economically challenged residents who are 60 years of age and older SLC provides legal
information counseling advice administrative and judicial representation to individuals and groups of senior
clients in our core areas of practice Core areas include income maintenance health housing elder abuse and
other meritorious cases to the extent resources allow and the urgency of the matter To be eligible for services the
individual must reside in Kern County and be 60 years of age or older There is no income test utilized to
determine eligibility for services However Seniors Law Center is required to establish substantive priorities to
ensure preference is given to those seniors in the greatest economic andor social need We provide both
telephone and in-house consultations and our services are free

Greater Bakersfield Legal Assistance Incorporated (GBLA) is Bakersfieldrsquos legal aid office I have worked
there for almost 30 years We offer free legal services in civil matters to eligible low-income persons residing
within our service area in Kern County
Our mission statement is to promote social change and justice by providing high-quality legal services to
the low-income community We are a non-profit organization and have been in Bakersfield since 1968 We
serve indigent clients with basic legal needs in a wide range of areas including housing homelessness domestic
violence guardianship public benefits health law and consumer law
We receive funding from the Legal Services Corporation and other public and private sources GBLA
serves clients under different units usually based upon the funding source My job falls under the Adult and
Children Services Unit I assist clients who are having problems with being denied or terminated public benefits

WHAT WE DOrdquo

Greater Bakersfield Legal Assistance Incorporated (GBLA) is Bakersfieldrsquos legal aid office I have worked
there for almost 30 years We offer free legal services in civil matters to eligible low-income persons residing
within our service area in Kern County
Our mission statement is to promote social change and justice by providing high-quality legal services to
the low-income community We are a non-profit organization and have been in Bakersfield since 1968 We
serve indigent clients with basic legal needs in a wide range of areas including housing homelessness domestic
violence guardianship public benefits health law and consumer law
We receive funding from the Legal Services Corporation and other public and private sources GBLA
serves clients under different units usually based upon the funding source My job falls under the Adult and
Children Services Unit I assist clients who are having problems with being denied or terminated public benefits
including CalWORKs Food Stamps (which is now called CalFresh in California) Social Security and SSI Since
these areas are governed under administrative law I can represent them in their hearing and appeals process
The work is challenging but rewarding when we prevail
When I mention a service we provide to others in the legal community I sometimes hear comments such
as ldquoI had no idea that you did thatrdquo While I donrsquot mean for this to be an advertisement I have prepared this
article in response to those types of comments as a public service The following is a description of some of the
other units in our office and the services they provide
The Equal Access Fund Project complements the legal services of GBLArsquos Domestic Violence Reduction
Project (funded by First 5 Kern) It provides legal services and representation to victims of domestic violence who
either do not have children or who have children ages 6 and above
The Equal Access Fund Project also provides an array of other legal services in civil matters (including
health housing income maintenance consumer) outside the greater Bakersfield area (within Kern County) to
eligible low-income individuals and families
Funded by First 5 Kern the Guardianship Caregiver Project provides legal and case management
services to eligible grandparents and other caregivers in Kern County who are seeking a legal guardianship over
children ages 0 to 5 This project also provides case management service to help the children obtain supportive
services such as medical care health insurance counseling and access to school enrollment

The Health Consumer Center in our office is funded by The California Endowment to help low-income
individuals with access to health and dental services and in collaboration with Californiarsquos Health Consumer
Alliance to help make local and statewide systemic change in improving health care access for the poor
The Community Homeless Law Center Project removes legal barriers that prohibit homeless people from
securing housing and jobs either through direct civil legal assistance and case management or referral to the
Community Homeless Court The Community Homeless Law Center Project is a part of the Kern County
Homeless Collaborative The Kern County Homeless Collaborative is made up of several agencies that work
hand-in-hand to help move homeless people (women and children included) from the streets to housing and
employment The goal of the Community Homeless Law Center Project (CHLCP) is to remove legal barriers to
allow its clients to obtain and keep permanent housing The program takes a holistic approach by providing social
support services to its clients while advocating through the court and administrative law systems
The Housing Unit provides information counsel and advice brief services andor representation in
eviction defense fair housing and habitability
The Fair Housing Law Project funded by U S Department of Housing and Urban Development (HUD) is
an 18-month project that began April 1 2011 The advocates in that unit will provide counseling on fair housing
rights and investigate fair housing complaints and can assist in filing a complaint with a fair housing agency and
represent if evidence of discrimination is found
The Long Term Care Ombudsman is located at GBLA It is funded by the Kern County Department of
Aging and Adult Services It is a program run predominantly through state-certified volunteers to ensure elderly
residents living in long-term care and nursing facilities throughout Kern County live with dignity and respect in
an environment free from abuse andor neglect They help protect the health safety and welfare of those
residents of nursing homes
The mission of the Seniors Law Center (SLC) is to provide free legal services in civil matters to Kern
Countyrsquos socially and economically challenged residents who are 60 years of age and older SLC provides legal
information counseling advice administrative and judicial representation to individuals and groups of senior
clients in our core areas of practice Core areas include income maintenance health housing elder abuse and
other meritorious cases to the extent resources allow and the urgency of the matter To be eligible for services the
individual must reside in Kern County and be 60 years of age or older There is no income test utilized to
determine eligibility for services However Seniors Law Center is required to establish substantive priorities to
ensure preference is given to those seniors in the greatest economic andor social need We provide both
telephone and in-house consultations and our services are free
