PERSPECTIVES

For sustainable improvementof infrastructures

Today, the nation’s infrastructure has beenimproved to a certain degree in the economic, social, education and health care sectors as aresult of the earnest efforts the governmenthas been making for equitable development ofall parts of the Union.

For instance, the Tatmadaw governmenthas been working steadfastly in harmony withthe people to construct infrastructuralbuildings in Rakhine State, which in the pastlacked stability and peace due to naturalbarriers such as mountain ranges, watercourses, and the sea. So, Rakhine Statehas become an affluent area now.

Located in the west of Myanmar, the stateis bounded by Chin State in the north, MagwayDivision and Bago Division in the east, Bay ofBengal in the west, and Bangladesh in thenorth.

Grappling with natural barriers, thegovernment has constructed three highwayslinking Rakhine State and three divisions:western Bago Division, Magway Division, andAyeyawady Division for smooth transportnecessary for its development. It is not onlyconstructing Sittway-An-Minbu Railroad inorder that the state is accessible by train fromYangon, but also upgrading Sittway andThandwe airports. Moreover, it hasconstructed 36 over-180-foot bridges in thestate, spending 28,030.943 million kyats.

The government also has been constructingdams for irrigation, reclaiming more vacantlands, and boosting agricultural production. It developing human resources in the state toharness natural resources more expeditiously.

At a time when the nation is being shapedinto a peaceful, modern and developed one,the government, the people and the Tatmadawhave to work more closely and adhere to OurThree Main National Causes for sustainableimprovement of the infrastructures.

* Oppose those relying on external elements, acting as stooges, holding negative views* Oppose those trying to jeopardize stability of the State and progress of the nation* Oppose foreign nations interfering in internal affairs of the State* Crush all internal and external destructive elements as the common enemy

Science justifies Californiawater limits

LOS ANGELES, 20 March— Federal limits on waterthat can be pumped out of a major river delta forCalifornia farmers are scientifically justified, a much-anticipated report said on Friday, a finding hailed byenvironmentalists in the state’s epic water wars.

But the National Academy of Sciences stoppedshort of handing a decisive victory to environmentalinterests over agricultural interests. The academy saidfurther study was required and that threats to Chinooksalmon, delta smelt and other endangered fish werenot entirely caused by the pumping.

“The Academy of Sciences report clearly validatesthe biological opinions,” Ann Hayden, a senior waterresource analyst for the Environmental Defense Fund, said of regulations devised under court order by federalwildlife biologists and issued in late 2008.

“It’s time to stop pitting the economic interests offarmers against fishermen and move forward to findsolutions,” Hayden said. “We have pushed the Bay-Delta system to the brink of collapse and saving it —and the jobs that depend on it — is going to requireincreased cooperation among all interests.”

Hypnotherapy ‘can help’ irritablebowel syndrome

LONDON, 20 March — Greater use ofhypnotherapy to ease the symptoms ofirritable bowel syndrome would helpsufferers and might save money, says agastroenterologist. Dr Roland Valori, editor of Frontline Gastroenterology, said of the first 100 of his patientstreated, symptoms improved signifi-cantly for nine in 10.

He said that although previous re-search has shown hypnotherapy is ef-fective for IBS sufferers, it is not widelyused. This may be because doctors sim-ply do not believe it works. Irritablebowel syndrome (IBS) is a common gutproblem which can cause abdominalpain, bloating, and sometimes diarrhoeaor constipation.

Dr Valori, of Gloucestershire RoyalHospital, said the research evidencewhich shows that hypnotherapy couldhelp sufferers of IBS was first publishedin the 1980s. He thinks it has beenwidely ignored because many doctorsfind it hard to believe that it does work,or to comprehend how it could work.

He began referring IBS patients for

hypnotherapy in the early 1990s and hasfound it to be highly effective. “To befrank, I have never looked back,” he said.He audited the first 100 cases he referredfor hypnotherapy and found that thesymptoms stopped completely in four inten cases with typical IBS.—Internet

High rates of drug-re-

sistant TB strains werealso seen in eastern Eu-rope and central Asia, with up to 60 percent ofpeople who already hadTB in some parts ofTajikistan and Uzbekistandeveloping drug-resistantversions. About 4 percentof all TB cases worldwideare thought to be non-re-sponsive to the usual TBdrugs. The agency esti-mated there were between390,000 and 510,000cases of drug-resistant TBin 2008, including about150,000 people who were

killed by the disease. Butthose numbers are basedon modeling and comewith a big margin of er-ror.

The report is based oninformation from 35countries worldwide, leaving a huge gap in theglobal TB picture. “Thecountry data reported toWHO make it impossibleat this time to concludewhether the (drug-resist-ant TB) epidemic world-wide is growing or shrink-ing,” the agency wrote inits report.—Internet

Songbirds yield insight into speech production` PORTLAND, 20 March — With the help of a littlesinging bird, Penn State physicists are gaining insightinto how the human brain functions, which may lead toa better understanding of complex vocal behavior, human speech production and ultimately, speech dis-orders and related diseases.

Dezhe Jin, assistant professor of physics, islooking at how songbirds transmit impulses throughnerve cells in the brain to produce a complex behavior, such as singing. Songbirds are particularly well suitedfor studying speech production and syntax—the rulesof syllable or word sequence—because there are moresimilarities between birdsong and human speech than

one may initially think.“We are not only interested in birds,” Jin told

attendees on 18 March at the American Physical So-ciety's March meeting in Portland, Ore. “We areultimately interested in studying how the humanbrain works and better understanding ourselves.”

While many animals communicate vocally, songbirds are among the few that learn their commu-nication sounds in a manner similar to humans. Al-though human and bird brains are different, research-ers believe that both the speech and song learningprocesses involve similar neural mechanisms.

More advanced versions could collect all theinformation about the contents of a store in an

instant, letting a retailer know where everypackage is at any time.

Nano-based RFID tags could replace bar codesSEOUL, 20 March— Long lines at store checkouts

could be history if a new technology created in part at RiceUniversity comes to pass.

Rice researchers, in collaboration with a team led byGyou-jin Cho at Sunchon National University in Korea, havecome up with an inexpensive, printable transmitter that canbe invisibly embedded in packaging. It would allow acustomer to walk a cart full of groceries or other goods pasta scanner on the way to the car; the scanner would read allitems in the cart at once, total them up and charge thecustomer's account while adjusting the store’s inventory.

The technology reported in the March issue of thejournal IEEE Transactions on Electron Devices is basedon a carbon-nanotube-infused ink for ink-jet printers firstdeveloped in the Rice lab of James Tour, the T.T. and W.F.Chao Chair in Chemistry as well as a professor ofmechanical engineering and materials science and of

computer science. The ink is used to make thin-filmtransistors, a key element in radio-frequency identifica-tion (RFID) tags that can be printed on paper or plastic.
