DEPARTMENT OVERVIEWThe New Instructional Design and Information Management

Department was created for the following purposes:

― To restructure our current training program into an advanced technology-based online training program

― To select, implement, and maintain a learning management system for the delivery of all online training

― To assess the ongoing training needs of the company

― To create and implement a systematic planning process based on careful analysis to devise an instructional program based on established educational theories, learning models, and teaching methods (Smith, n.d., p. 4) (Georgouli, 2008, p. 228)

― To periodically evaluate training and revise as needed

― To provide technical assistance to employees using the online training program

INSTRUCTIONAL DESIGN PROJECT MANAGER ROLE

Project management responsibilities Initiates project – Creates a project initiation document that

identifies the project budget, who the key decision makers are, any need for outside expertise to complete the project, the project timeline with deadlines, general and technical project objectives and goals, deliverables, and a clear description of the expected end-product of the project

Builds a project team – Selects team members, assigns tasks based on team members’ skills, develops a responsibility matrix determining primary and supporting responsibility roles, selects one or more tools for communication among team members

Plans the project - Identifies the amount of effort required to fulfill the project’s tasks and objectives, decides who will perform each task and who has responsibility for each task, identifies resources (capital, equipment, and human) needed for each task, allots the budget for each task, assesses risks, and devises contingency plans

Project management responsibilities:

Oversees and Controls the project – Monitors project process and team performance, communicates with team members, identifies obstacles and solves problems, makes appropriate decisions at project manager level, seeks approval from key decision makers as needed, revises plan and timeframe as needed and with approval, strives to keep the team on schedule, and informs team and key decision makers of project status and changes in plan, team members, responsibilities, and timeframe

Concludes the project – Implements final projects into the training program and/or instructional design and information management department, trouble-shoots presenting problems, assists all team members with project roll-out, performs evaluations of project success, creates end-of-project report and a lessons learned report

DEPARTMENT MANAGER ROLE

Department management responsibilities:

Maintains department budget – Controls expenses and maximizes profits; ensures human resources, equipment, and supplies are utilized in a cost-effective manner

Manages department employees – Conducts interviews and makes hiring decisions, ensures staff are trained, conducts performance evaluations, defines employee roles and responsibilities within the department, and provides employee leadership

Works toward achieving department goals – establishes department policies, identifies objectives and goals, monitors progress toward goals, communicates progress and any need for change to employees and to superior decision makers

INSTRUCTIONAL DESIGN PROJECT MANAGER/DEPARTMENT MANAGERDue to the size of the new Instructional Design and Information Management

Department and our operating budget, one person will serve both as the Department Manager and the Project Manager of all projects that are to be completed by this department.

Justification for hiring a person with Senior level instructional design project management experience:

An instructional design project manager is needed in this department to take leadership over temporary instructional design projects and assume ultimate responsibility for keeping the project on course towards its successful completion; this includes “planning, organizing, directing, and controlling of resources for a finite period of time to complete specific goals and objectives” (McGriff, 2000, p. 12).

Justification for hiring a person with department management skills and experience:

• A department manager is needed to oversee the day-to-day operations of the Instructional Design and Information Management Department to handle budget issues, employee hiring and evaluations, and decision and policy making, as well as to provide leadership within the department and to communicate with other company administrators. (Heathfield, 2013)

• National Average Range for an Instructional Design Project Manager or Department Manager: $60 -105K

INSTRUCTIONAL DESIGNER

Responsibilities:

• Design and develop instructional material for training course that support development, and evaluation skills

• Revise and structure content and activities to shape them for learning needs

• Create media to support learning, develop assessments, and adapt instructional materials.

• Recommend appropriate instructional strategies and advise on suitable pedagogical uses of various established technologies

• Provide professional development training to new online course instructors

• Ensure that course materials such as copyright permissions, course package, welcome letters, class fact sheet, etc. are completed

INSTRUCTIONAL DESIGNERResponsibilities

• Help instructors design and develop effective and meaningful instruction in a variety of media, including online courses and courseware

• Advise instructor as to the following aspects of the content: accessibility, readability, potential for learner engagement and applicable to learning objectives

Justification

• The Instructional Designer is needed in the department to determine the of needs of the courses, manage project, develop skills and provide appropriate method of delivery for courses.

• National average range = $42-80K

ONLINE INSTRUCTORResponsibilities

• Develop instructional content based primarily on existing written materials for self-paced online courses and web-based training materials

• Participates in needs assessment, design, and development of documents and designs for online courses and training materials

• Test and obtain feedback on courses and training offerings; provide feedback and suggestions for improvement and contribute to new courses

Justification

• An Online instructor is required to facilitate online discussion, answer course-related questions and provide weekly assignment and make recommendation for course

Salary

• National average range = $28-32K

• Department suggested = $30,000

HELP DESK TECHNICIAN

Responsibilities Assist staff and students with technical issues virtually, via telephone, email,

or instant message Troubleshoot and solve technical problems within the LMS Candidate should have strong IT background and customer service

experience

Justification The department needs an employee responsible for the technical aspects of

the LMS to ensure that it operates and functions as expected

Salary National average range = $33-52K Department suggested = $45,000

LMS ADMINISTRATOR

Responsibilities Attend Blackboard training and act as the department’s subject matter

expert of the LMS Upload, test, and deploy learning objects in the LMS, enroll students, monitor

completion, and run reports Content/information management of LMS and learning objects Administrative duties as needed

Justification The other roles in the department will be highly focused on specific tasks

(management, instructing, technical support, and design) – a role is needed to bring it all together in the LMS and manage the day-to-day operations of the LMS

Salary National average range = $43-84K Department suggested = $60,000
