How did the Nazi’s use the Hitler Youth to control the young?

Did all young people join the Hitler Youth?

• By 1939 there were 8.9 million 10-18 year olds

• The membership was 7.3 million• So more than 1.5 million did not join

despite it being compulsory.

• Why not?
