1.OverviewandMissionRelevanceTheMaritimeSecurityCenter(MSC)willdevelopbothfundamentalandappliedresearchtosupportDHS’sandotheragencies’maritimesecuritymissiongoals,includingimproveddetectionandinterdictioncapabilities,enhancedcapacitytorespondtocatastrophicevents,andamoresecureandefficientmarinetransportationsystem.MSCwillfocusoninterdisciplinaryresearch,education,andtechnologytransitioninmaritimesecurity,maritimedomainawareness,andextremeandremotemaritimeenvironmentissues.ThegoalistodevelopandtransitionresearchandtechnologysolutionsandeducationalprogramstoDHSmaritimestakeholderstoimprovecapabilitiesandcapacitiesforpreventingandrespondingtoeventsinthemaritimedomain.MSCledbyStevensInstituteofTechnology(SIT)iscomposedofaconsortiumofinternationally-recognizedresearchuniversities,includingSIT,MIT,theUniversityofMiami,theUniversityofPuertoRico,LouisianaStateUniversity,FloridaAtlanticUniversity,andElizabethCityStateUniversity.Henceforthinthisdocument,MSCwillrefertotheeffortsledbySITandcarriedoutwithitspartnerinstitutionsdelineatedabove.

TheMSCstrategytoachieveitsmissioncentersonthecreationandsustainmentofatrulycollaborativeresearchandeducationenterprisethatdrawsonthestrengthsofeachpartner,aswellastheirleveragedrelevantDHSandnon-DHSresearchandeducationactivities.Webelievethattheseuniqueattributes–collaborative;integratedresearch&education;andleveragedrelationshipswithFederal,State,localgovernment,andindustrystakeholders–positionstheMSCforcontinuedlong-termsuccessandimpact.

DHSstakeholdercomponentsincludeU.S.CoastGuardandCustomsandBorderProtection.SpecificareasarticulatedbytheNationalStrategyforMaritimeSecurity:NationalMaritimeDomainAwarenessPlanincludepriorities/gapsindarkvesseldetectionandtracking,anomalousbehaviormonitoringandinformationsharing.

2.ManagementPlanExtendingthereachofMSC,andfacilitatingtheclosecollaborationofthefaculty,researchstaff,andstudentsofeachpartnerinstitution,aswellastheessentialinteractionwithDHS,thecomponentagencies,Stateandlocalagencies,federallaboratories,andotherDHSCentersofExcellence,isaprimarytaskoftheManagementPlan.OurmanagementplanandorganizationalstructurealsoensurethattheMSCresearchandeducationactivitieswillberelevanttostakeholders,withstronglinkagestogovernmentcustomersandindustrypartners,andestablishapathwayfortransitioningknowledge,technologyproducts,algorithmsandprocessesthatwillbeofuseinthefield.

TheMSCmanagementteamincludes:

ExecutiveDirector/PrincipalInvestigator:Dr.HadyR.Salloum,AssociateDeanofResearchandECEProfessorintheCharlesV.SchaeferJr.SchoolofEngineering&ScienceatStevensInstituteofTechnologywillserveinthiscapacity.Dr.SalloumwillfunctionastheprimaryPOCfortheDHSProgramManager,andtheprimaryliaisonbetweentheMSCteammembersandDHSandotherFederal,Stateandlocalagenciesaswellasindustryandnon-governmentalorganizations.HewillberesponsibleforthestrategicdirectionoftheMSC,andwillserveasChairoftheManagementCommittee,whichhastheresponsibilityforevaluatingprojectprogressandprovidinginputfortheallocationofMSCresources.Dr.Salloumwillalsoberesponsibleforoverallqualityassurance,andfortheadherenceoftheMSCtoallcontractualobligationsundertheCooperativeAgreement,includinginformationassurance,informationsharing,ITAR/EARregulations,IRBprocesses,andhealthandsafetyplans.AtStevens,theExecutiveDirectorwillreportdirectlytotheDean,areflectionofthehighpriorityofthispositionwithintheStevensAdministration.

DirectorofEducationandOutreach:TheDirectorofEducationwilldeveloptheoverallvisionandstrategyfortheeducationprogramsoftheMSC,includingUndergraduate,Graduate,andProfessional(includingcertificate)programs,summerexperientialprograms,andspecializedtechnologytransfermeetings,tabletopexercisesandothershortprogramstailoredtotheneedsoftheDHScomponentagencies.TheDirectorofEducationandOutreachcoordinates,organizes,andimplementsalleducationandtraining-relatedactivities.Shewillalsoberesponsibleforallreportingofeducationandtraining-relatedactivitiesoftheMSC,totheMSCSEAC,theStakeholders,andtheDHSProgramManager.WorkingwiththeManagementCommitteeandtheindividualInvestigators,theDirectorofEducationwillalsoberesponsibleforthedevelopmentofallpublicationsandpresentationsrelatedtoeducationandtraining,andalleducation-andtraining-relatedproposalsandinitiatives.Additionalresponsibilitiesincludetherecruitment,retention,andsubsequentplacementofstudentsinthevariouseducationalprograms.Astheleadforoutreach,thispersonisresponsibleforallmediarelations,newsletters,publicandprofessionaloutreach,andcoordinationwiththeDHScommunicationspersonnel.Ms.BethDeFares,StevensInstituteofTechnology,willserveastheDirectorofEducationandOutreach.

ManagementCommittee(MC):TheMCisresponsiblefortop-levelcoordinationoftheMSCactivities.TheMCwillbechairedbytheExecutiveDirectorandwillconsistofonerepresentativefromeachofthepartnerinstitutions(typicallytheco-PI),alongwiththeDirectorofEducation.TheMCwillalsoincludetheDHSOUPProgramManager.TheMC

willberesponsibleforthereviewofMSCprojectsandtheallocationoffunds,andtheresponsivenesstotheDHSbiennialreview.

TheMCwillmeetbyconferencecallapproximatelyonamonthlybasis,andface-to-faceonasemi-annualbasiswhenpossible.TheMCwillfacilitate–throughtheirpersonalcontactswithintheirownorganizations–strongcommunicationamongtheindividualfaculty,researchers,andstudentsthatmakeuptheMSC,andresponsiveinteractionswithDHSandthevariousstakeholdercommunities.

AdvisoryBoard(ScienceandEducationAdvisoryCommitteeorSEAC).TheSEACconsistsofrepresentativesfromthemaritimeindustry,relevantstateandlocalagencies,academia,andnationallabs.TheSEACadvisestheMSConpresentandfutureresearchprojectsandeducationalprogramsfromtheperspectiveofthecurrentstate-of-the-artinrelevantscienceandtechnology,andpresentandfutureneedsoftheMSCstakeholdersandendusers.ThecurrentSEACMembersarelistedbelow.Weanticipatetoreviewthecurrentmembershipandidentifypotentialnewmemberstoaddorreplaceexistingmembers:

FacilitiesMSCisheadquarteredatStevensInstituteofTechnologyinHoboken,NJ.ThephysicalinfrastructureofStevensincludesdirectaccesstoNYHarborviatheHudsonRiver,amorethan30,000squarefootoceanengineeringlaboratorycomplexthathousesthemostadvancedtowingtanksandwavetanksinthenation,twofullyequippedcoastalandestuaryresearchvessels,aMaritimeSecurityLaboratoryforreal-timedatavisualization,andanoperationaloceanandweatherobservationandforecastingsystemthatcoverstheregionfromNantucketIslandtotheChesapeakeBay.Stevensmakesavailableofficespace,meetingrooms,andconferencefacilitiesonitscampus,whichisconvenientlylocatednearthreemajorairportsandrail,subway,ferryandbustransportationsystems.ThespaceincludesofficesfortheExecutiveDirector,DirectorofEducation,AdministrativeAssistant,aswellasuptosixvisitorofficesforusebyindividualsfromthepartnerinstitutions,DHS,andotherorganizations.Themeetingroomsandconferencefacilitiescanaccommodategroupsranginginsizefrom20to400people.

ProjectSolicitationMSCwillcontinuetoengagewiththeDHSstakeholderstodiscusstheirhighprioritychallenges.Toaddressthesechallenges,wewillsolicitproposalsonaquarterlybasisviaWhitePapersorRequestforProposals.ThetopicssolicitedwillbealignedwiththeoriginalCenter’sFundingOpportunityAnnouncement(FOA)aswellastheIntegratedProductTeam(IPT)topics.WewillalsocontinuetosocializetheCenter’sprojectsandencourageexistingandnewpartnerstosubmitnewideasthatcanhelptheCenterinitsresearchandeducationmissions.Suchnewideasforprojectswillbeconsideredforfundingwhenitbecomesavailable.ProjectEvaluationMSCwillcontinuetomeasureitsprogresstowardsbothitsshort-andlong-termobjectivesthroughaformalreviewprocess.TheresearchevaluationcyclebeginswithanannualcalltothePIstosubmittheirplannedprojectworkplans.TheseplanswillbereviewedbyMSC’sDirector.Thisprocesswillbeinteractivebetweentheresearchleads(PIs)andtheMSCleadership,wherefeedbackwillbeprovidedonthetechnicalrelevanceinthecontextoftheoverallCenter’sthemesandprojects.Correctiveactionsrequiredwillalsobeprovidedwhenwarranted.TheDirectorwillberesponsiblefortrackingpost-projectdevelopmentsandforprovidingmeasurementsofMSC’sprogressintransitioning.TheDirectorofEducationwillberesponsibleforevaluatingspecificeducationprogramsusingmetricsdescribedbelow.TheprogressofeachprojectwillbediscussedduringthemanagementcommitteemeetingsaswellasothermeetingswiththePIs.MilestonesandprojectmetricswillbereviewedwiththePIsonanongoingbasisandevaluated.Deviations/delayswillbediscussedwiththeDHSProgramManager,andcorrectiveactionwillbetaken.Ouroverallevaluationgoalistohaveaclearunderstandingbytheendofeachyearastowhichactivitieswillbecontinued,whichneedtobemodified(andperhapsevenenlarged)andwhichneedtobeended.Thereviewswillgatherdataonthefollowingtopics/questionsandadetaileddiscussionwillbeundertakentoestablishthecontinuedviabilityofeachproject.ThediscussionwilltakeplacewiththeprojectPI,andfeedbackwillbeconsolidatedandsuppliedtotheprojectPIinwrittenformat.Weexpectthatthemembersofthemanagementcommitteewillactivelyparticipateintheevaluationofthedatagathered,andinthepreparationofthefeedbacktothePI.Thisprocesswillrelyonemailcorrespondence,andphonecallsasneeded.Theissues/questionsthatneedmoreclarificationand/orworkprogresstoaddressanyconcernswillbeundertakenatthesubsequentreview.Project-basedevaluationcriteriawewillassess(alsorelevantforbiennialreview)includethefollowingtocontinuetoevaluatewhethereachprojectisgoodscience,itis

relevanttotheDHSstakeholders,andisprogressingasplanned.Wewillusethefollowingquestionsasaguide:

- IstherealignmentwithDHSstakeholderresearchgapsandneeds?- Doestheprojectformulationandprogressdemonstrateanunderstandingof

relatedstudies?HasthePIdemonstratedanunderstandingofpreviousstudies?

- Doesthedataacquiredsupportthebestavailableandisthedataverifiable?- Hastheresearchcontributedtoscientificknowledgeinrelevantfields?Do

thefindingsadvanceknowledgeanddotheyaddresstheneedsoftheusers?- Doestheprojecthavethepotentialtocreateoperationalefficienciesand/or

buydownrisk?- Dotheprojectteamscontainanappropriatemixofinterdisciplinaryskillsets

andpartnersneededtoachievetheresearchobjectiveswithintheproposedtimeframe?

Onanon-goingbasis,theMSCmanagementteamwillcontinuetoencouragethePIswiththefollowingitems,wheretheseitemsbeingusedasanindicatorofthequalityoftheresearchprojectsintheportfolio:

- Publicationsandjointpublications,refereedarticles,technicalreports,books,andpresentations

- NumberofgraduatestudentsinvolvedinMSCandMSC-relatedresearch- AdoptionsofMSCproductsbyend-users- Student/facultyexchanges- Collaborativeconferencesandworkshops(numberandattendance)- Totalfundingfromexternalsources- Patents- Copyrightsandtrademarks- Transitionsandcommercializedproducts

MSCwilltakeinputgeneratedbyDHSandreflectthisfeedbackinoureducationandresearchprojects.Inparticular,feedbackprovidedbytheDHSbiennialevaluationwillbeusedtoimplementchangesorcorrectiveactions,asrequired.MSCmanagementwillbeginattheoutsettosolicitresearchquestions/needsfromourDHScustomers.Mechanismstoachieveinputincludestakeholdermeetingsandothercommunication.WewillavailourselvesofCenteroutreachmechanismsandwillalsoattendcloselytoagency/divisionroadmapsandpursuedata-miningtobetterunderstandboththetechnologygapsandthepossiblenon-MSCresearchperformers.Importantly,onepossiblebenefitofthisapproachwouldbethattheMSCcan“buydown”theriskforcertainidentifiedareasofR&Dbeingpursuedby

Division.Oncewehaveidentifiedthetechnologygapsandtheareasofneed,weplantodevelopprojectproposalsviaWhitePapersorRFPsasneeded.Aconsolidatedannualreportwillbeproduceddetailingactivitiesforthepreviousyear,quantitativemeasurementsoftheprogresstowardsobjectives,andplansforthefuture.TheannualreportwilldetailtheCenteractivitiesintheresearch,education,andoutreachareas,specificallycomparingoutcomeswiththelistsofproposedtasksdetailedintheworkplans.TheMSCSEACwillbeengagedtoprovidefeedbackonasemi-annualbasisontheprogressoftheCenter.

ThefollowingareaswillbecontinuetobemonitoredandencouragedonaCenterbasis:

- Qualityofresearchbeingconductedundervariousthemes- Relevanceandoperationalimpactofresearchonend-users- Disseminationoffindings,transitionofproducts,andcommercialization- DiversityandworkwithMinorityServingInstitutions(MSIs)and

underrepresentedminorities- Educationinhomelandsecurity,includinggraduateresearchsupport- Productionofhomelandsecurityresearchersandprofessionals- OutreachtootherDHScenters;nationallaboratories;researchandsecurity

organizations;andLocal,State,andFederalagencies- Organizationalefficiencyandmanagement(streamlinedprocesses–e.g.,

consolidatedtrackingofresearchprogress,DHSresearchneeds,andprocessesfornewprojectinitiation)

AnadditionalclusterofmetricsrelatestotheabilityoftheaggregatedMSCresearchprojectstoimpactstakeholders.Thesemetricsprovideasynergisticintegratedlayertothemetricslistedabove,butoveralltheyrepresentameansofassessingtheCenterimpact.Theexpectationswillvarybyprojectandstageofresearch,butoverallinclude:

- Numberofhigh-qualitywhitepapersproducedforgovernment/stakeholderstoexplainourresearchprogressand/orexperimentsandoutcomes

- MSCscientistsusedasSubjectMatterExperts(SMEs)bystakeholders- AdviceandinformationprovidedtoFederal,State,andlocalelectedofficials

anddecision-makers,viatestimonyandothermeans- Jointactivitieswithstakeholderorganizations(conferences,workshops,

exercises,technologyevaluationsordeployments)

WewillalsohaveaclusterofCenter-focusedtransitionquestions.Thesequestions,whichwillbeusedtoinformthevariousreviewprocesses,willinclude:

- HowistheCenterdisseminatingresearchresultsbroadlytothepublicandtostakeholderenduserstoenhancetheirscientificandtechnological

- Istheactivitysustainableoveralongenoughdurationtoensuretransition?TransitionPlansTheMSCtransitionstrategybeginswithstakeholderguidance,stimulatesandsustainsinterestandconfidenceintechnologiesthroughoutproductdevelopment,andleveragesexistingpartnershipswithindustrytoensuretimelytransition.Thisincludes:

- interactingfrequentlywithDHSstakeholders,primarilyintheformofmeetingsand

- workshops,torepeatedlyassessevolvingneedsandcapabilitygaps;- establishingachainoftrustedagentsbetweenthetechnologydevelopers

andenduserstoensuredeliveryofrobust,fit-for-purposesystemsandprovisionofreliabletechnicalandoperationalsupportfromthecomponentlevelupthroughthesystemlevel;

- engagingDHSstakeholdersinjointventurestotheextentappropriatetoensurethatdual-useandmulti-usetransitionopportunitiesarefullyconsideredandexploited.

AkeygoalofMSCwillbetotransferdataandknowledge(e.g.,viajournalandtradepublications)andenvisionwaystotransitiontechnologytoend-usersinanoperationalenvironment–includingDHScomponents,andstateandlocalgovernmentusers.Buildingthechainoftrustedagentsandnurturinglong-termrelationshipswiththeendusercommunitiesbasedonmutualtrustanddemonstratedperformanceisessentialtothesuccessofthetechnologytransferefforts.Toassesstechnologytransitionreadiness,MSCwilladaptestablishedmethodsandmetricsusedbyDODandNASA.MSCwillsolicitDHSuserinputandfeedbacktohelpfocusdemonstrationsofearlyresearcheffortsandfeasibilitystudiesatTechnologyReadinessLevels(TRL)1to3.Likewiseweenvisionfieldand/ortabletopexperimentsinsupportoftheworkdescribedherein.WenoteherethattheStevensOfficeofInnovationandEntrepreneurshipisspecificallycharteredtofacilitatetechnologytransitioning,andthisresourcewillbeappliedtoassistMSC.StevensOfficeofInnovationandEntrepreneurshipincludesindividualshighlyknowledgeableinintellectualpropertydevelopment,identification,protection,andcommercialization.ThisofficefacilitatedthecommercializationoftheStevenspassiveacousticunderwatersurveillancesystemin2012.MSCwillcontinuetolookfor

transitionopportunitiesusingallvehiclesavailable(e.g.,CRADAs,MemorandaofUnderstanding,MemorandaofAgreements,LicensingAgreements,patentdisclosures,copyrights,etc.).Forfundamentalresearch,knowledgetransferwillbeaccomplishedviathetraditionalroutesofpeerreviewanddissemination.Thesewillincludeconferences,proceedingsvolumes,books,andpeer-reviewedarticlesinleadingacademicandprofessionaljournals.Akeycomponentofthiseffortwillbetotransferdataandknowledgequicklyanddirectlytotheusercommunity–NOTviatechnicaljournalpublications–butratherviashort,user-friendlydocumentstailoredtotheaudienceanddescribingthelatestMSCresults,e.g.,atechnologydemonstrationexperiment,anewdeployment,ortheadoptionofanewprocessormethodology.Theintentofthesedocumentsistofacilitaterapidinformationexchangeandpossiblecollaborationandend-useropportunities,therebyacceleratingtheadoptionoftheportfoliotoolsandtechnologies.Wewillalsoutilizeoutreachmechanismssuchasnewslettersand1-pageresearchsummariestofacilitatethisprocessandkeeppotentialandexistingend-usersinformed,onaproject-by-projectbasis.Wewillalsocontinuetocreateabstractsandfactsheetsfornewprojects.Asknowledgetransferisalsoinextricablytiedtoeducation,MSCwillcontinuetoprovidemeans,motiveandopportunitiesforstudentstotransitionfromacademiaintotheDHSworkforceandformembersoftheDHSworkforcetoparticipateinMSCactivitiesasstudents.OtherActivitiesThemanagementteamwillcontinuallyreviewactivitiestoensurecompliancewithfederalregulationsaswellasthetermsoftheCooperativeAgreement.TheMSCteampromotesacultureofsafety.Tothatend,wewillinstitutearegularreviewoftheestablishedsafetyplanbyforminganindependentpanelofexperts.OurUSCGauxiliaryprogramandadvisorypersonnelwillbeimportantresourcesonthistopic,andweintendtoinsurethatthesafetypriorityiscommunicatedandenforcedatpartnerinstitutionsthroughregularreviewoftheirpracticesandprocedures.Thesafetyplanandinformationprotectionplanwillbereviewed/updatedonceperyearoraswarranted.TheMSCmanagementteamwillorganizeMSCparticipationinaDHS-managed,biennialreview.TheMSCwillcoordinateactivitieswithotherCentersofExcellence,includingjointprojectsandstakeholderevents.

USmaritimeportsconnectmaritimecommerce,worthover$649billionannually,totherestofthecountrythroughanetworkofroads,railroads,andairways.Over66%ofthecrudeoilconsumedintheUSisdeliveredviatankersthroughtheseports.Duringnationalemergencies,largemilitaryequipmentisdeployedviaselectedports.Further,portsplayamajorroleintherecoveryandreliefeffortsinthewakeofcatastrophicevents,typicallyastheprimarymeansbywhichbulkofthedisasterreliefaidisdistributedtotheaffectedcommunities.Thecapacityoftheportsmustthereforebeadequate,reliable,accessible,andeconomical(CMTS,2008).Impactsduetoamajordisruptionataporttoanyoneoftheseattributes,particularlyifthedisruptionisprolonged,canresultinreducedcapacity,whichcouldseriouslyimpacttheUSeconomyandsecurityorhumanitarianreliefeffort.Whenaportisitselfsignificantlydamagedbyacatastrophicevent,effortstodistributethesevitalservicesandsuppliesarefurthercrippled.Thereforethehighestdegreeofresiliencyofaportandassociateddistributioncapacityisdesiredsothatdamageordisruptiontoaportis,inthefirstinstance,avoidedormitigated,andsecondly,shoulddamageordisruptionoccur,theportcanrapidlyrecoverandrespondeffectively,reestablishingnormalornear-normallevelsofoperations.Aresilientportincorporatesflexibilityinitsoperationsandquicklyrecoversinthewakeofacatastrophicevent.

Recentmajornaturaldisastershadsignificantimpactsonseaportsoftheglobalsupplychainsystem:HurricaneSandyontheportofNewYork/NewJersey,the2011TohokuearthquakeandtsunamionseveralJapaneseports,andthe2010HaitiearthquakeonPort-au-Prince.Bestpracticerecommendations,basedonlessonslearnedfromtheseevents,havebeenproposedandcanbeutilizedindevelopingstrategiesforsafeports.

FAUwillbuildonexperienceintransportationsimulationandmodelingandtakeasystemsapproachtoportdistributioncapacity,portoperations,riskmanagement,andpolicyandjurisdictionconsiderationsindevelopingtheproposedtool.

Portsarecomplexwithmanypublicandprivatestakeholders.Therefore,wewillaimtoengagewiththemearlyintheprocess.OurteamwilltakeadvantageoftheexistingstrongrelationshipbetweenMSCresearchersandthestakeholdercommunitywithinthePortofNY/NJ,aswellasthestakeholdercommunitiesthathavebeenengagedbyJimRiceandhiscolleaguesfromMIT.Inconjunctionwiththesestakeholders,includingportadministrators,USCoastGuard,maritimeindustry,therequirementsfortheproposedtoolwillbedefined.TherequirementsthatwillneedtobedefinedarediscussedinTask4below.

ThebasisofthesimulationwillbeintegratedmodelingsoftwaresuchasAimsunNG(Xiaoetel.,2005),whichisusedintransportationsimulationsbygovernments,planners,industryandacademiaworldwide.Simulationsmaybeconductedonmacroscopic,mesoscopicormicroscopiclevels.Macroscopicsimulationsdealwithaggregatedcharacteristicsofportelements.Mesoscopicsimulationsanalyzeportelementsinsmallgroups,withinwhichelementsareconsideredhomogeneous.Microscopicsimulationsstudyindividualelementsofasystem,suchasaport,suchasindividualvehicledynamicsandindividualtravelerbehavior.AimsunNG(Xiaoetel.,2005),whichcontainsalgorithmsforaccuratelymodelingandsimulatingvariouslayersofsimulation,willbeconsideredtoconductsimulationssimultaneouslyatdifferentlevels.Theapproachwillbebasedonmulti-scalehybridsimulationmodels,comprisingcomponentsexecutedinparallel.Onecomponentmayinvolvesimulationofdiscreteevents,whiletheothermayinvolvesimulationofcontinuouslyoccurringportactivitiesandflow-through.Bothtypesofsimulationsmaybeconductedatmesoscopicandmicroscopiclevelsallowingconsiderationofstaticorroutineactivities/operationswithdynamiconesusingtheAimsunplatform.Strategieswillbedevelopedformanagingrisksthathavebeenidentifiedaswellaspotentialadditionalrisksthatmaybeidentifiedinthecourseofthediscussionswiththestakeholders.Theeffectofrisksonsafetyandresiliencewillbestudiedandsimulationmodelswillbedevelopedtostudysystemsimpacts(throughput,delays,etc.),insupportofimprovingresilienceofaportandassociateddistributionsystems.Inaddition,aportoperationsimulationmodelwillbeincorporatedtocapturephysical,operationalandmanagementcomplexities,insupportofcomplexinteractionsforpreparednessandresponsetocatastrophicevents.

ConsiderationsinConductingtheWork

Itisacriticalfortooldeveloperstounderstandthedetailsofthetransportationsystemandresilienceinportoperations.Thereforeregularmeetingsandcommunicationwithlocalport/intermodalsteeringcommitteesandportmanagementwillberequired.Theteamwilldemonstrateitspreliminaryworkandbasedonmultiplemeetingswiththestakeholderswillproposethemethodologyforcommentsandsuggestion.Necessarydatawillberequiredtopopulatethesimulationandoptimizationmodels.ResearchDesignforSimulationModeling:Themainchallengethatarisesduringtheoperationsoftheintermodal/portfacilityiscongestionandhowefficientandproductiveisthefacility.Ifoperationsarenotefficientorexecutedoptimally,therewillbeaseriesofbottleneckissueswhichwillnotonlyincreasecost,butwillalsodecreaseterminaloperations.Therefore,indealingwithportoperationsasasupplychainmanagementinawaythatensuresefficiencywillimproveoperationsonalllevelsinanyintermodalfacility,andefficientoperationscanbeachievedwithanoptimalnumberofinstrumentswithanadoptionofadvancedtechnology.Usingaport’sexistinginfrastructure,theresearchteamwilldevelopasimulationmodelcorrespondingtoitsoperationsthatwillberesponsibleinimprovingplanningdecisions,efficiencyandinimprovingproductivity.Toaccomplishtheobjectivesoftheproject,aSimulationOptimizationmodelwillbedevelopedasoneofthemostreliablemethodsofmodelingoperationsandlogisticsindynamicandcomplexenvironment.Thisapproachhasbeenusedwithavarietyofapplicationsintransportation,includingportoperations.ResearchDesignforOptimizationModeling:Thesimulationmodelwillbeusedasanobjectivefunctionevaluationtoolnecessarytoassesstheperformanceofdifferentoptimizationmodelsespeciallywhenstochasticelementsareconsidered.The

• MathematicalModeling:Severalmathematicalmodelsexistintheliteratureforintermodal facilities (e.g. port operations, container terminals, etc.) and newimprovedmodelsarecontinuouslybeingdeveloped.Themainadvantageofthemodels that our research teamwill develop in the proposed research is theirexactapplicationtothespecificcaseswheretheformulationswillbetailoredtothe design, data and interest of the nation’s intermodal facilities. The datacollection and input analysis step discussed in the research method can beutilizedtohelpinachievingtheprojectObjectives.Moreover,thesemodelswillconsideruncertaintyandusethesimulationasatool toevaluatetheobjectivefunction.

• DevelopmentofAlgorithms:whendealingwithdifficultcombinatorialproblems,an exact solution may not reach optimal solution(s) in reasonable time,especiallywhentheproblemsizebecomeslarge.Researchersinsuchcasestendto venture into developing approximate methods like local search algorithmsand metaheuristic algorithms to reach near-optimal solutions. Metaheuristicssuch asGenetic Algorithms (GAs), SimulatedAnnealing (SA), Tabu Search (TS),etc. areamong themostprevalentheuristic techniques implemented,as theybalance the trade-off between efficiency and accuracy. Our research teamduring the project periodwill investigate the use of effective local search andmetaheuristicalgorithmsinproducingnearoptimalsolutionsespeciallyforlargesizeproblems.

MSCwillleverageitsexistingpartnershipsinthemaritimedomaintoconductoutreachandbuildawarenessoftheCenter’sMaritimeIncidentPreparednessandResponseDiscussion-basedExercises.TheCenterwillformatabletopexercise(TTX)advisorycommitteetoprovideguidanceinthedevelopmentofanonlineExercise-in-a-Boxportalandinthecreationofnewtabletopexercisescenarios.ThePortalwillmakeavailabletheCenter’sexercisetemplatesandscenarios,andwillincludesupportandguidanceforportpartnerstomodifyandcustomizeexercisesfortheirownuniqueneeds.G. TransitionPlan:

AmajorcomponentofthisinitiativewillbeanoutreachplantoeducatetheNation’sportenterprisesystemanddemonstratethetoolsestablishedwithintheMIPR-DBEPortal.Theprojectteamwillworkdirectlywithitspartneredportsasabaseandconductoutreachprogramsthatfocusondirectengagementswithadditionalports.Leveragingthepartnershipsandcontactswithourbaseports,theprojectteamwillleverageexistingrelationshipsthroughportadministrators,theUSCG,andportrelatedorganizationstoexpandthereachofthisprogram.Theprojectteamwillalsoseektoparticipateinvariousnationalconferences,workshopsandpanelstoreachasmanyfirstrespondersasfeasibleinordertointroducethemtothediscussion-basedexercisetoolsthatwillbeavailabletoassisttheminconductingtheirownexercises.TheprojectteamwillalsoseektoeducatethevariousUSCGDistrictsinordertoreachasmanyoftheUSCGSectorsasfeasibleandensurethatthoseatthehighestcommandintheUSCGareawareofthesetoolsthatwillbedirectlyavailabletothedifferentcommands.Finally,theprojectteamwillalsoreachouttotheUSCGForcesReadinessCommand,ExercisesSupportBranchtoensurethateffortsarenotbeingduplicatedandthetoolsdevelopedforthisprojectwillcomplementtheworkalreadybeingconductedbytheCoastGuardExerciseSupportBranch.H. officesthatworkdirectlywiththeports.ThroughYear1and2ofthisproject,theprojectteamhasestablishedstrongrelationshipswithkeypersonnelatthePortsofNY/NJandNewOrleans.Theserelationshipsincludeadiversegroupofpublic(e.g.,USCG,DHS,PANYNJ,NYPD,NOPD)andprivate(portandterminaloperators,cargocarriersandcruiselineoperators)amongotherportpartnersthatarevitaltomakingtheportsoperateefficiently.Throughtheserelationships,theprojectteamwillestablishanadvisorycommitteethatwillhelpguidetheprojectteamtoensureitismeetingtheneedsoftheportenterprisesystemandultimatelydeveloptoolsthatwillallowstakeholderstocreateandcustomizetheirowndiscussion-basedexercises.I.PotentialRiskstoCompletion:ThedevelopmentofnewandrelevantexercisesbeyondtheCenter’scurrentcybersecurityandactiveshooterscenarioswilldependonMSC’sabilitytoformadynamicandengagedadvisorycommittee.Organizingtheappropriatemixofmaritimestakeholders,emergencymanagementpractitionersandexperiencedexerciseplannerswillbekeytotheCenter’sabilitytodevelopeffectivescenariosandexercisetemplatesandforbuildingtheexerciseresourceportal.
