The Editors:

From the Editor-in-ChiefBeing an architect does not start and end in drafting plans and monitoring their completion. No. Beyond that, an Architect is first and foremost a human being beautifully and perfectly made by Our Heavenly Father, the most perfect architect of all. Beyond being blessed with the ability to form from scratch magnificent structures only dreamt off in one’s mind, we architects are obligated to do much more,

because we are given so much more. For example, less-abled people would be left battling

difficulties in moving about environments, had we not used our talents to ensure their comfort and safety.

Indeed, we, as architects, are so much more. We have a heart that has been carefully designed by God to feel the needs of people. We have been blessed with eyes to see how we can be of utmost service to our fellowmen, through our works. We have been blessed with hands that create the most beautiful, useful and sturdy structures. With all of these, people are grateful. We are truly blessed.

Hence, as Chairperson for Publications for FY 2019-2020, I would like to thank all the members of our organization who selflessly share yet another gift, the gift of writing.

I am inviting budding writers among us, to share your unique gift of putting into words yours, and also other peoples’ ideas, works, accomplishments, projects and plans. I am confident that there are many among us who are gifted with the art of words.

When actions are no longer enough, words will be enough to further describe our accomplishments.

ASSOC. EDITOR FOR AREA B, Kristine M. Lagman, UAP, PIEP:Kristine is an architect and an Environmental Planner. She has her own Architectural office that also offers blueprint and plotting service; she used to teach in Bicol University for five years, and was also a former restaurant owner. She's currently the President of UAP Tabaco Chapter. And Vice-President of

Philippine Institute of Environmental Planners. Her hobbies includes making homemade products such as

organic artisan soaps. Kristine is dedicated to create positive impact in the

community: she is a member of the Junior Chamber International, and Legazpi City Hos (MJF) Lion’s Club, both active in CSR activities.

She dreams of having her own foundation/ charity someday which she will call KL Charity.

ASSOC. EDITOR FOR AREA C, Karl Aries Emerson F. Cabilao, FUAP, M.Arch.: Approaching his 10th year in the academe, Karl feels that there is still so much to learn as full time faculty of the University of San Carlos Department of Architecture. Yet he makes sure that he imparts the course topics well to his students. This Cebuano architect still finds time to write on architecture for SunStar Cebu newspaper, where he has been a writer for 20 years now and he's been faithfully serving in the UAP Post Editorial Board since 2006.

ASSOC. EDITOR FOR AREA D, Ericson P. Europa, FUAP, PIEP, NAMPAP:

Eric was elevated to the College of Fellows in 2018. An Environmental Planner and Master Plumber, he is the campus architect of a state uni-versity in Davao City.

A big fan of Master Yoda, he collects all sorts of Star Wars items, like action figures, books, comics, action figure vehicles, and lightsabers.

After becoming a PWD after suffering a stroke few years back, Eric hopes to walk normally again and run marathons like he used to.

During our younger years, with limited resources, and especially with the non-existence of the publicly-accessed internet, we grab what we can when it comes to information. I remember back then, when we would get hand of a reading material, whether it be a book, comic book, catalogue, or brochure, we tend to read and figuratively devour the contents of the said material. What is left behind is an object that has fully fulfilled its purpose: well-

thumbed page corners, cracked spine, weathered cover and pages. If only the book were alive, it would have cried and thanked its owner for a well-lived existence.

That is my dream for this year’s UAP Post. To be a resource, not just a material given away, archived, or forgotten.

Our objective this year is to include materials within the UAP Post that would be read, revisited and used by Architects, and chapters within the UAP: how to aspire to become an ASEAN Architect? How to bid for the National Awards? How to hold a Balangkasan? How to specialize in a field of Architecture?

I would like to personally thank all of the members of the NBD, from NP Benj Panganiban, to the Execom, to all the VPs and DDs, and to the various commissions, chapters and committees, for giving us content for the maiden issue, as well as for the three future issues for this year.

My copy of the UAP Corporate Directory, well thumbed, cracked and weathered, is very happy. And don’t worry, we still have the rest of the fiscal year to spend together, to contact more people.

Nap Ibañez Jr., UAP Editor-in-Chief, UAP Post, 2019-2020

Nap is a practicing RLA, Master Plumber and Planner. One of his advocacies is to teach subjects on professional practice, through a review school for the ALE, so as to contribute to the cause of educating not just the public, but also our aspirants, fellow architects and allied professions when it comes to our practice.

Nap loves Marvel Comics, the MCU, Star Wars, as well as military history and history of Architecture.

IMMEDIATE PAST EDITOR-IN-CHIEF, Edlee S. Tusi, UAP: Edz, as fondly called, is a prac-ticing architect in the field of design and real estate. He is the immediate past Editor in Chief of the UAP Post, having served from 2016-2019.

After producing a total of ten issues all throughout three fiscal years, he was given a new task in the UAP – to be the editor in chief of the UAP Architect's Journal.

Despite his new assignment, he is still has all-out support to the UAP Post, sharing advice and help to his family, the UAP Publications.

Ar. Melba is a practicing RLA in a Manila based real-estate developer company.

She is a member of the QC Tandang Sora Chapter, under District A3, where she has served as Past Chapter President, and Past District Director respectively. She continues to juggle and fit her schedule for her family, being a single parent, for her full-time employment, and for her generous service to UAP in various capacities. Melba’s love for art began with simple dances and writing poetry. Architecture comes in only second to singing, her ultimate love. Known to belt out deep tunes from her heart, she is credited as the female voice behind UAP’s song "Bound as One" (One UAP). So, alam na!

LET ARCHITECTURE BE KNOWN TO THE PUBLIC

Good day to all the UAP architects, the UAP Past National Presidents, the members of the National Board of Directors, national officers and friends in the industry, the uap secretariat and all who have helped this organization to greater heights this fiscal year 2019-2020.

I would like to extend to all of YOU AND TO THE MEMBERS my sincerest appreciation for all the hardwork you ALL have put in, contributing this fiscal year to our beloved integrated and Accredited Professional Organization of Architects, the UAP.

As we start this fiscal year under the second term of this leadership, allow me to indulge all of you in this inspirational message.

Keep in mind that within the four walls of our organization , all of us know what architecture is all about. We can talk with each other endlessly about architecture, but as we step out of the room and to the public, the question here is does the public know what architecture is all about?

The answer to this question is that a portion of society DOES NOT. That is why there is an obligation for all of us, a need for all architects to educate the misinformed masses what architects do, the value we bring to the table, and how the architects contribute to nation building.

I have always encountered a lot or people who does not even know that architects exists. Even more so, they have called us engineers when we are not. That is why there is a need to promote our profession in order to protect all architects. We should LET SOCIETY KNOW THERE ARE ARCHITECTS.

Keep in mind that everything you do has an impact to the profession, the professional, the professional organization and the professional product. This is NOT A QUESTION of ABILITIES or SKILLS, it is a QUESTION OF COMMITMENT, AND OF LEADERSHIP.

I have said this so many times in so many ways. And I would want to say this very simple and straightforward: let us take every challenge as an opportunity. Just work seriously PROMOTING and PROTECTING THE PROFESSION, no frills, no drama. That way we will all be PROTECTING THE ARCHITECT. That is what WE professionals should do.

And to promote and protect the profession, that common call is " FOR YOUR PLANS AND DESIGNS, GET AN ARCHITECT.

Today, we have pushed this ADVOCACY further to a higher level , taken that EXTRA STEP and will continue to now be INCORPORATING our ARCHITECTURAL BRANDING so that society will clearly know what the architect does.

I encourage all the new chapter pesidents here to now be part of this movement, contribute and motivate your chapter to share the same enthusiasm this leadership and this administration intends to accomplish this fiscal year.

I am fortunate to have worked with all of the outgoing officers and chapter presidents and UAP members of fiscal year 2018-2019 and for this I would like to say from the bottom of my heart and to all who have stood by me, believing in this advocacy, believing in this leadership who hails from the far flung City of Davao in Mindanao, from the bottom of my heart, MARAMING SALAMAT PO.

I also encourage all of you to follow our vision so that we may be able to LET ARCHITECTURE BE KNOWN TO THE PUBLIC, and that is thru our theme of UNITED. ABLE. PRO-ACTIVE. Let us all be one in this vision.

I congratulate the Chair of the Publications Committee, Architect Melba T. Benavides, and the Editor-in-Chief of the UAP POST Architect Nap Ibañez Jr. and his team of active editors of the various Areas, and to his contributing staff; and to the Commission on Professional Development headed by Arch Virgilio Andres Jr. for coming out with the first issue this fiscal year.

And also to the elected national and chapter officers , to all the UAP members, to the UAP National Secretariat and to our friends in the industry for believing and supporting this national administration for fiscal year 2019-2020.

Truly this year will be quite a journey which will be marked with a lot of milestones. Great architects soar high and serve well.

make our bonding grow closer. The commitment to mutually enrich our personalities thru celebrating our differences will make us United.

P R O A C T I V E Being able to perform as a designer, planner and builder

simultaneously, architects have unique intuition in foreseeing even unexpected events through effective organization and decisive action

towards a particular situation. With collective effort, analytical thinking and active participation of members of UAP, we can come up with programs, activities and projects suited to a community with

specific difficulty most especially in times of calamity. With the various Corporate Social Responsibility projects that had been

implemented, we are now gearing towards being Proactive in terms of advance thinking of solutions to possible effect of calamities and

disasters to our country. In this way, the profession and the organization will be promoted and known to public, not only through

designing and building, but also in its responsiveness in the realization of possible scenarios and its effect in the community.

A B L E With the dedication of the leaders and participation of the most

supportive members, sets the United Architects of the Philippines as one of the most able organizations of its category. What emerges out of that almost magical mix are volunteers who have developed their full potential to serve the profession and the organization through

their own meaningful connections. To perform duties and deliver the lined-up strategic plans, the leaders, members, staff should be coupled with persistent character and passion to serve. Then we will be able to

face the realities of our mission and vision for the profession, organization and the community.

Message from the National Executive Vice President

The United Architects of the Philippines reached another milestone by being recognized as the Professional Regulation Commission’s Most Outstanding Accredited Professional Organization (APO) for three consecutive years (FY 2017, 2018 and 2019).

This achievement brings with it an obligation to acknowledge the dedication and hard work of the UAP National Office; and the steadfast encouragement and support of the general membership.

This achievement should make us humbly continuously seek for improvement within us as professionals, and the organization. In this way, we can always leave a positive impact to the community of what architects can do to the public, to the environment and to the world.

The legacy of architects does not end with these achievements, rather it should be progressive and constant in influencing how to be United, Able and Proactive most especially in doing good for others.

As the National Executive Vice President for the FY2019-2020, it is both an honor and privilege to serve the United Architects of the Philippines, leading the standing committees of the organization, where harmonious relationship and professional camaraderie must be established to prove that we are all one and United.

Having leaders and core group bound with that healthy relationship, then quality, relevance and effectivity of wide-range plans and programs will be more efficient for acceleration of growth, innovation of projects and sustenance of integrity. It will be more evident that we are Able to implement and accomplish greater things with much higher purpose leading towards being Proactive.

It is a noble task to anticipate probable calamities and know how to prepare in advance to provide assistance to our countrymen in need. Actively participating in UAP’s Corporate Social Responsibility or socio-civic projects has always been in the heart of my service. It further strengthens my resolve as a professional to be of help to someone in need, inspired by this quote from Mother Teresa: “The fruit of love is service, which is compassion in action.”

With this, I would like to acknowledge the standing committees and executive directors who are all committed to serve the organization for the better good of the general membership and for the promotion of the profession.

Message from the National Treasurer

It is with great honor and privileges that I extend my sincerest congratulations to the Editorial Board of the UAP Post headed by Editor-in-Chief Arch. Napoleon M. Ibañez Jr. for publishing this maiden issue of the UAP POST.

With this year’s corporate theme “United, Able and Proactive” as envisioned by our National President Benjamin K. Panganiban Jr., the UAP Post can be the instrument that can transcend this theme to the General Membership through meaningful and up to date articles and publications supporting this admirations’ thrust.

I am very optimistic that with the continued support and active involvement of the members of the editorial board of UAP POST we will be able to continue to lead the implementation of the programs that this administration envisioned for the benefit of our members.

Let me end with this quote by Lao Tzu …. “A leader is best when people barely know he exists, when his work is done, his aim fulfilled, they will say: we did it ourselves.”

Message from the National Auditor

With a deep awareness of the responsibilities conferred upon the Office of the UAP National Auditor, it is my honor to once again serve the organization!

A healthy financial standing is one of the parameters of a healthy institution and we have undertaken great efforts to provide solutions to every issues we confront, as well as protect the integrity of the Office of the National Auditor as an independent body. To date, my team and I have reviewed the financial statements of the organization, monitored revenues and expense budgets, supervised the UAP accounting staff, with full coordination with the National Treasurer, as well as our external auditor and audit staff.

Presently, UAP is financially liquid with the highest assets value posted this year.

I am mindful and appreciative of the many contributions made by our co-workers and members to improve our organization. As your National Auditor, I commit to protect the confidence and interest you have entrusted to our organization to the best of my capacity.

Let me conclude with a fervent wish that our UAP for the next coming months, under the leadership the current administration, continues to forge ahead, score new triumphs, and enhance its stature as an institution globally renown.

Message from the Area A Vice President

UAP – UNITED. ABLE. PROACTIVE. It is easy to be intimidated and

apprehensive about being at the helm. I have been with UAP since 1989, and been witness to some highs and lows of our organization. To this day, I ask myself, am I up to the task? Will I live up to your expectations as head of Area A? But you see, it slowly dawned on me that this is not all about ME. It is all about SERVING. It is about looking beyond the perks and prestige of the position, and committing TO DO GOOD, in every way we can.

King George VI once said, “The highest of distinctions, is service to others.” And how, pray tell, may we best serve? Our theme says it all. Let us be

UNITED, ABLE AND PROACTIVE. The age-old adage, “United we stand, divided we fall” still rings true. A

collective single-mindedness and tenacity in reaching common goals are essential to any undertaking. The brilliant minds and hard-working hands of our predecessors made wonderful things possible for UAP, because they moved towards the same vision. Let us build on this strength of UAP. Creative differences may arise; perspectives, like a building plan, almost always vary. But let us “agree to disagree”, and at day’s end, resolve issues and rise above our differences, for the sake of lofty but achievable ideals.

Able. UAP is a gold-mine of competent professionals. Architects are a rare and powerful breed. As professionals, we believe that mediocrity and irrelevance are cardinal sins. But the world is moving at a dizzying pace, and we have to keep up. Technological advances, environmental concerns, socio-economic trends, the efficient use of dwindling resources – these are the realities and demands of our time. We have to evolve into more innovative and responsive professionals. How can we do this? One word comes to mind - Empowerment.

We shall intensify our competence building and values formation activitiesfor ourselves and the newcomers to our profession, including students in state universities and private schools. I believe that UAP will profit the most by building openness, honesty and sharing among all members - from the most seasoned seniors to the budding rookies. We will reinforce our participation in mandated government seminars, trainings for related professions, scholarship programs for promising students, academic competitions, job fairs, fund-raisingprojects and the like.

Let us grow with the new generation, while upholding time-honored virtues and ethical standards.

Let us “Aspire to Inspire” our fellow Filipinos, especially the least of us, who are in need of heroes and problem solvers.

Pro-active. Our corporate/social responsibility is constantly challenged to up the ante. Our country is beset with a wave after wave of crises and seemingly insurmountable problems.

My esteemed colleagues, let us be part of the solutions, not the problems. Our physical and economic environment are in need of regeneration, and we will direct our efforts to this end, through outreach programs, reforestation, energy saving programs, research on recyclable materials.

These past months we have inducted the new members of the majority of Area A chapters. Their enthusiasm is remarkable, their idealism, infectious. We are excitedly planning for the Area Assembly and Arkilympics slated on February, 2020. Baler is under consideration as a venue. Given the tall order of maintaining our stature and performance as an integrated and accredited professional organization of architects, UAP has managed to be a fun and caring group. And don’t we all love being with happy people in genuine fellowship? I say we keep it this way, and all good things will come.

My dear colleagues, a good future for ourselves and our posterity is a human right. The Great Architect of Life has equipped us with the intellect to bring about positive change, and the stoutness of heart to pursue our dreams. I exhort Area A and the entire UAP membership to support our culture of sharing – of our time, knowledge & skills, wisdom and resources. May no one be deprived of the opportunity to become a blessing to others.

Message from the Area B Vice President

The new fiscal year welcomes our organization with great pride and dignity as we explore another milestone for the continuous service towards professional excellence. Our ultimate aspiration of sharing, valuing and maintaining the highest professional standards is an indicator of the active participation of the entire membership for the beneficial outcome to the profession, the professional and the professional product. The call of duty to serve the UAP, through the Area B, is an honor and great privilege as we work hand in hand for the common good.

The warm reception and hospitable actions of every chapter and district during the induction rites and anniversary celebrations in the first quarter of the fiscal year are true reflections of the spirit of the Filipino Architects. Different themes of chapter or district events during anniversaries or induction rites, from venue ornamentation up to dress motif, are worthy to mention that reflect the creativity and passion for beauty and perfection of the Architects.

The delivery of our initial program will commence on 23 October 2019 at Davies Showroom, Banawe St., Quezon City, as we conduct the Area B Balangkasan focusing on the role of media in uplifting the value of Architectural profession. With our linkage with the Commission on Governmental and External Affairs, thru the Balangkasan Committee together with the Media and Public Relations Committee, speakers form all sectors will be invited to contribute their respective professional views and insights about the given topic. The audience will be invited from representatives of different Chapters under Area B to discuss and deliberate on this subject matter. With this activity, our organization will definitely become Able at the interest of professional development and excellence.

At the final period of second quarter of this fiscal year, we will deliver a noble project in celebration of the National Architecture Week. The Area B – wide Tree Planting Project will commence on 6 December 2019, in coordination with the Commission on Governmental and External Affairs thru the Environment and Ecology Committee. With a target of 5,000 seedlings to be planted within the geographical jurisdiction of Area B, to wit, from southern part of National Capital Region, up to Cavite, Laguna, Batangas and Quezon (Region IV-A), down to MiMaRoPa (Region IV-B) and finally up to the Bicolandia (Region V). We will be partnering also with respective local government units thru the Municipal Environment and Natural Resources Office (MENRO), the Provincial Government Environment and Natural Resources Office (PG-ENRO) and key governmena agencies like the Department of Environment and Natural Resources (DENR), Provincial Environment and Natural Resources Office (PENRO) and the Community Environment and Natural Resources Office (CENRO) for ideal tree planting sites, applicable tree species and available seedlings. With the rising threat of climate change and unfavorable impact of global warming, this simple activity is expected to contribute for additional carbon sink. Furthermore, our organization may contribute to be Pro-active in the unforeseen events that may be caused by environmental hazards and risks.

The third major event scheduled in the third quarter of this fiscal year will be the Area B Assembly, which will be held on 14-16 February 2020. Survey for ideal venue is on its way, within the provinces of Cavite and Batangas. For this assembly, the venue is considered to be situated in the central greater landmass within Area B. About 400 delegates are expected to participate in this affair. The Area B Assembly program comprises talks about professional capacity building, eco-cultural tour, sports tournament and themed fellowship events. Partner sponsors from the building industry have signified their support for the success of this event. Area B Assembly is expected to be an avenue for an organization that is truly United…having a common heart, a common mind and a common spirit for the harmonious relationship of the Filipino Architects.

The various Districts and Chapters within Area B have been working hand in hand for the attainment of great achievements, whether aimed for professional development, community social responsibility, upholding the Architecture law or preserving the essence of our natural ecosystem or built environment. The consolidated contribution and support of the 5 Regional Districts, 40 Local Chapters and 8 Foreign Chapters under Area B are significant elements for the success of our vision for a United, Able and Pro-active UAP for fiscal year 2019-2020.

As an individual, as an architect or as an organization, we are considered to be a family who conveys together the vision of society becomes a reality.

Message from the Area C Vice President

Greetings to all from UAP Area C. It is my distinct honor and privilege to once again serve UAP in the National Board as the Vice President for Area C, having once before served as the National Auditor of our great organization.

As the VPC, I see it my responsibility to enunciate the thrust and policies adopted by the National President for this year’s administration, that is encapsu-lated in the highly successful campaign slogan: “For your plans and designs, GET AN ARCHITECT”, to the four districts in Area C and to the different chapters whenever the opportunity arises. My message, especially to our younger col-leagues is to understand the implied meaning of the statement “GET AN ARCHI-TECT’ to be that one should be, in fact ready and able to serve the society in the highest standards of the profession.

These past two months have been replete with visits to the four districts and chapters in the area to witness inductions of officers and changes in leadership. We have also had the fortune to witness the chartering of two new chapters: the Buglas Sur Chapter Chapter and the Bacolod Azucar Chapter as the 167th and 170th Chap-ters of UAP respectively. These gatherings and celebrations while highly enjoy-able, are sure manifestations of the robustness of our organization and the resolute-ness with which we pursue our goals.

We have also been able to visit various local government offices to promote our advocacy of having only architects sign the architectural plans for all building permit applications. It is heartening to note that in all these forays into local gov-ernment offices, we have not met any resistance or contrary positions, a sign yet again of the growing acceptance that in matters architectural, indeed it can only be the architect who must rightfully sign the documents.

In the area of community extension services, I am promoting the development of more parks and green spaces in the various communities in Area C. We have offered our services to the Mayor of Cebu for the planning and design of a city-owned 20- hectare open space in the hills behind the Cebu Provincial Capitol that has lain idle and neglected for the past several decades into a much-needed park. With the dearth of green open spaces in rapidly urbanizing Cebu, we are certain that the park, if realized, will be much appreciated and a lasting legacy for UAP. Several members of various chapters in district C-1 have pledged their support and participation. I am encouraging the other districts in Area C to adopt such a project that the various chapters in each district can jointly undertake.

Lastly, we are now into the thick of preparing for the fast-approaching Na-tional Architecture Week and the Joint Assembly for Area C. We shall soon be disseminating the promotional material for these events.

This year promises to be a very fruitful one, and I see the rest of the year to be chock full of activities that will foster unity and camaraderie and enable all the architects in the area to meet the challenges that face us today.

“United, Able and Proactive” aptly describes the kind of professional organization we have become.

We managed to bring our act together to ensure that our unity as one body shall never be compromised. This endeavor is being moderately achieved through the able stewardship of capable leaders that our organization has generated through the years of its productive existence.

Our proactive stance i.e. preparing eventualities before it comes spells success in achieving our organization’s goals and objective.

In behalf of my constituents in Area D and the office of the Area Vice President I will do my very best to uphold the ideals that our current theme signifies. With your able assistance, we shall in unison bring our area into a collaborative effort with other areas in planning and execution of the tasks ahead to make our beloved UAP truly a professional organization worth its salt.

And with the publication of the first issue of the UAP Post for Fiscal Year 2019-2020, just in time as we are again gathered for our NCA 2019 at Koronadal City, I would like to extend my congratulations to the men and women behind it. Publica-tions like the UAP Post plays a vital role in the life of an organization, like UAP, especially the dissemination of what the current administration has done since the Inaugurals last June 30, 2019 for its general membership and what it will be doing the rest of the fiscal year.

My batchmate in the 2018 batch of UAP Fellows was once

asked by his son, “Daddy, what is a fellow?” Struggling to find the right words that could easily be comprehended by the young boy, my friend tried to explain fumblingly, but to the delight of his son:

“Think of the Star Wars Universe as the world that we live in and the Galactic Republic as the UAP. Just as the Jedi Order exists in the Galactic Republic, within the UAP is a group called the College of Fellows. Fellows comprise the College of Fellows in the same manner that The Jedi Knights constitute the Jedi Order.”

In addition to my batchmate’s improvised explanation, the College of Fellows (COF) is an institution in the UAP, which is composed of regular members who have been elevated to Fel-low. It serves as a consultative body to the UAP National Board.

Just like in the movies where only a handful Jedi Knights serve as guardians of peace and justice in the galaxy, being a Fellow is a privilege enjoyed by just a select few. At present, there are only 286 members of the prestigious College of Fellows out of UAP’s more than forty thousand members. That’s roughly less than 1% of the total UAP membership in and outside of the country.

With such a small number, one would really wonder how does an architect actually qualify and become a Fellow?

While a would-be Jedi has to pass the Jedi trials to become a full-fledged knight of the Order, similarly, a UAP member under-

goes a strict qualification criteria and a tedious selection process before he or she is elevated to Fellow.

The COF IRR and Procedures Policy state that an architect should be a member-in-good-standing in the UAP continuously for a minimum of ten years and should have “. . . rendered nota-ble and outstanding contributions to the Architecture profession, community and society as well as exceptional service to UAP.”

Moreover, it should be emphasized that to become a Fellow is not something that a UAP member applies or aspires for as this is totally not in consonance with the essence of being a Fellow. THERE IS NO APPLICATION PROCESS TO BECOME A FELLOW.

Rather, the UAP member is nominated by his or her chapter based on prescribed guidelines set by COF Jury of Fellows. Hence, if a chapter deems that its member is qualified and de-serving of the honor, it can nominate the member to the College of Fellows through a board resolution.

To become a Fellow is akin to how a Filipino artist becomes a National Artist. The late Architect Francisco “Bobby” Manosa did not apply to become a National Artist in Architecture. He was nominated unanimously by several organizations, including the UAP, PIA, CODHASP, and PRBOA, for his outstanding contri-butions in the field of Architecture in the country spanning six decades.

Like the lightsaber-wielding Jedi, on whose shoulders rest the peace and harmony in the galaxy, the Fellow, with his/her shining medallion and Harry Potteresque robe, has duties and responsibilities too, to perform. And one of which is to be an “. . . epitome of the highest ideals of the profession and humanity.”

My warmest congratulations to the hardworking men and women behind the UAP Post on their inaugural issue this Fiscal Year 2019-2020!

It is important for a professional organization to have a mouthpiece and a venue where success are celebrated and challenges and their solutions are examined. It is so exciting to read the big and little things that chapters and individual members all over the country and abroad are sharing for our professional organization and our advocacies. This encourages each one of us to do our share for our profession and for national development.

We at the College of Fellows are also very thankful for the UAP Post for a space in this issue to share what we are doing in the college. I recognize that to most young UAP members, the College of Fellows is an enigma. We hope that through the UAP Post, we could have a clearer image of the college as an advisory and consultative body of the UAP. We could surely use this platform to also engage more of our members who are outside Metro Manila and abroad who could not regularly attend our activities.

Like the UAP Post, the College of Fellows would like to echo the sentiments of the Filipino Architect and further guide them to reach their full potential. Our ever-changing world and the challenges it brings compels the college to help the organization to future-proof the Filipino architects. More than the title “FUAP”, this is a legacy that each architect should humbly aspire for.

Like the UAP Post, we are also in solidarity with the aspirations of our profession and the organization. As you document each step that our local chapters and members are taking towards a better built environment, it encourages each one of us, especially the COF, to join this remarkable journey.

In behalf of the UAP College of Fellows, I wish to commend all the members of UAP Post for the past and present fiscal year for the wonderful job you have been doing for the organization. Congratulations on your important contribution to the profession!

The Plans and Programs of the UAP College of Fellows FY 2019-2020

The Plans and Programs of the UAP College of Fellows this fiscal year revolves around the theme “Respect”.

The word respect is a translation of the Greek word timēsate, meaning “honor or value.” We place so much importance to this that many would like to belong to the so regarded “elite group” of UAP members, the College of Fellows.

But to be a member of the College is both a privilege and a responsibility to maintain the highest respect for excellence in architecture. We always have to go back to the essence of the college and contribute for the greater public to respect our profession. We amplify the value of our profession if we honor each other’s contribution to the built environment, to our society and to the well-being of our organization. It is incumbent upon the college to respect the individual’s uniqueness and viewpoint and serve with impartiality to contribute to its unity.

The theme is translated in the four thrusts namely:

• Specialization • Election of Officers • Reaching out to Regional Members • Reaching out to the Marginalized

As a member of the Specialty Council and the Continuing Professional Development Council, the Chancellor would like to help the Council to jump-start the formation of Specialty Groups. We recognize that many of the COF members are the experts in their own fields that it would be a lasting legacy if groups could be formed to develop materials that could help younger architects who are aspiring to specialize.

We also respect the right of each member to vote. Ample time will be allotted in the General Monthly Meeting to discuss and improve the manner of COF Elections with the help of the Council of Past Chancellors.

We also respect the participation of our members in the region. We will be holding special COF Meetings during the NCA and Area Assemblies.

We also respect the marginalized sectors that the COF will continue to identify partners for CSR projects to reach out to them. (Continued on page 6)

Updates from the Chancellor

My journey as the Chancellor formally started when we conducted a joint meeting of the outgoing and incoming COF officers on 15 June at the UAP Headquarters. The election matters were extensively discussed but the officers were able to schedule programs and activities of the college. I also attended the joint meeting of the outgoing and incoming NBD on July 28 at the UAP HQ and with the COF Officers the Inaugural on 30 July at Manila Hotel.

The First General Monthly Meeting (GMM) was held on June 13 with Team Building led by Mr. and Mrs. Kevin Remandava. This would not have been possible without the help of the Program Manager, Ar. Cesar N. Turla, Jr., fuap.

Another successful GMM was held on August 10 with the topic APEC Architect Project and ASEAN Architect Registry Orientation with Arch. Robert S. Sac, fuap, ASEAN Ar, APEC Ar and Arch. Jeoffrey Carandang, ASEAN Ar, as resource persons. The Program Manager for this GMM was Donato Magcale.

The third GMM was held on Sept 7 with the theme “Seriously Fun” for the election of Scribe and two Jury members. Ar. James G. Jao, fuap was elected Scribe while the election of Ar. Mangalino Ling and Ar. Tobias A. Bonaobra during the general assembly last April was unanimously upheld by the members. This was followed by a dice game that the fellows enjoyed. We are very thankful for the Program manager for this GMM, Ar Belina D. Tuitan, fuap and Davies paints for sponsoring the dice game.

The Jury of Fellows have convened and came out with the following schedule of activities (see adjacent table).

My term started sadly with a Necrological Service offered for our departed member Erlinda Tan Hui Giok, fuap on 02 July at Heritage Park, Taguig. We have not recovered from this when other fellows commenced their journey to paradise. Subsequent necrological services were offered for the following dearly departed members: 1. Ar. Jose Thomas D. Beldia, fuap on

August 15 at Arlington Memorial Chapels, G. Araneta Ave., on August 15, 2019

I consider it now as a privilege to pay our last respect to our departed members and honor them with testimonies of their dear colleagues. Their families greatly appreciated this humble gesture.

It is a skill to convince people that there is beauty in our profession, but to prove that architecture means LIFE, is a higher manifestation of beauty in what we create.

Our world is growing rapidly through diverse innovation and research; We can see a competitive generation in our profession brought about by modernization.

CIVILIZATION shows everyone that our country has given us the opportunity to further develop our profession; through civilization is an idealistic goal to give every architect an avenue to assemble and patronize their own creation and creativity. The district can provide opportunities for such projects.

We must find creative systems that leads to EMPOWERMENTof Architects, both locally and globally. Like a building’s foundations, individual Architects make up the basic elements that will uphold the projects of our organization UAP (United architects of the Philippines).

In our district to practice our profession means not just to make visual impact in the society. I have crafted plans and projects that are beneficial to the people, such as outreach activities for the aetas, trainings and seminar for architects, bloodletting programs and individual chapter visits to ensure quality of work and service.

We work holistically to let everyone know that we do not just design a building but we also touch the lives.

All of these things will be achieved if and only if we work together, and be proud of what we have accomplished.

As I end I want to share, “ When artworks exist, it means there is beauty, but without an architect the existence of artwork is nil.”

Editorial Team headed by Ar. Napoleon Ibanez for bringing out the first issue of the UAP Post for Fiscal Year 2019-2020.

As District Director for Area A2b, I am proud of the commitment of our Chapters to the holistic development of its members, towards which our efforts remains focused.

The United Architects of the Philippines District Regional District A2b is composed of 12 Chapters all coming from the Central Luzon and 7 of which comes from Pampanga. Zambales Olongapo is the oldest Chapter together with Pampanga San Fernando, while the newly Chartered is the Bataan Peninsulares Chapter. Pampanga alone produces 100 licensed architects every licensure examination thus there is a known increase in number of members and chapters.

We already had our Joint District Induction last July 12, 2019 held at the Kingsborough International Convention Center.

Next activity for the District will be the hosting of a Piso Fair Seminar series for the second time, targeting at least 500-600 delegates for the said event.

For January 2020 its time for us to stretch our muscles and energize our body as Chapters will compete in Basketball, B a d m i n t o n , B o w l i n g , Volleyball and Billiards.

For March 2020, we are planning to have a District Assembly wherein Chapters will again compete as we will be having our Mr. & Ms. A2b, Battle of the Bands, Solo Singing Contest and Dance Contest. It will be a parade of stars as Architects will show off their talents.

And before the Fiscal year ends we plan to have a District wide “Brigada Skwela” as one way of reaching and educating the young ones in promoting our profession.

These are three words t h a t s u m s u p t h e characteristics of a true noble professional - an Architect. With a clear objective, set goals and a firm stand in what we believe in, we will be able to achieve anything as long as we put our minds and heart into it. What makes us unique is that we have passion, strong mo t iva t ion and f i rm dedication to our profession, to the organization and to our community.

T h e j o u r n e y o f leadership for most of us is never boring. It will never be tedious nor hard because we are united. It is a continuing quest for greatness.

Let us all make the most of the opportunities that presents itself in our daily dealings with the people around us. Let us all strive to define our own mark on the road of uncertainty towards i m m e a s u r a b l e accomplishment for the profession and for the UAP.

Director of District A1a, heading ten chapters from the Northwest of Luzon, it is my great pleasure to serve the organization and the members. The United Architects of the Philippines as an organization has played an essential part of our professional lives.

I would like the ten chapters of District A1a to activate, consolidate and grow in a sustainable way, with continuity and respect.

On behalf of the UAP-Regional District A4, composed of local and foreign Chapters, I would like to take this beautiful opportunity of availing this social medium, The UAP Post: to extend my warmest congratulations to my co-members of the National Board of Directors, the UAP-Chapters, their Presidents, officers and Members.

In almost all my messages, I just find myself quoting a particular Bible scripture that says, “Anyone who knows the good he ought to do, and doesn’t do it, sins.”

Oftentimes, we are only particular with committing the sin of commission and forget all about the sin of omission, of which both are sins of equal footings.

T h i s t i m e , I a m encouraged to deal with it in the hopes of inspiring current and future leaders of the UAP.

As leaders we are given the privilege to serve with all integrity and humility. Not someone to be served and pedestaled.

Let us all be always aware that not everybody has been given the chance to lead or perhaps will have no more opportunity to lead.

Leaders are blessed to having been called to lead. Therefore, let us make the most out of it. Lead as if your term is good for a day only! Lead as if you are going to die tomorrow!

Lead while you are still there, for there will come a time that you will certainly miss and long for what you used to do as a leader, once your term expired. Do not ever miss this rare and temporal act of serving others.

Lead with vitality and passion! Be an extra-ordinary leader, be yourself!

Do not get complacent while you are yet a leader! Your time shall soon be just a memory and let this memory be a good memory of the past in the UAP.

Let your leadership be marked as one which has a high-impact on the significant journey of the Organization.

When I started being involved in our organization, from being a member, chapter director, treasurer and vice president - I've always been vocal about my passion to serve our great community. It's been both a pleasure and learning for me, from a professional standpoint and my personal growth.

After reading these qoutes, I realized, my love of serving our community, my focus in ensuring the improvement and growth of our architecture family, far exceeds my cautiousness in accepting a new challenge.

Now, as your new District Director, I am ready to take on the challenges of the future, with all of you by my side, needing your support and cooperation to successfully bridge the gaps via the implementation of our District activities, with the hope that our spirit of camaraderie flows and spread to all our members.

District B2! UAP Regional District

B2 is composed eight (8) local Chapters namely: UAP MAGS Chapter, UAP Maharlika Chapter, UAP Maynilad Chapter, UAP Corinthian Chapter, UAP Intramuros Chapter, UAP Alcaldia Chapter, UAP La Solidaridad Chapter, UAP Ilustrado Chapter and two (2) international Chapter namely UAP Ontario Canada Chapter and UAP British Columbia Chapter.

Each chapter under the District have their individual plans, activities and program that are aligned with the National’s advocacy the UNITED, ABLE and PROACTIVE. Example of this is the organizing of seminars with specialization topics for uplifting the knowledge of the members and also provides CPE points.

For the district, we have World Architecture Day celebration, National Architecture Week celebration, District Christmas Party, District Mangrove Planting, District Assembly and District Sports festival. Last august 14, 2019 we have concluded the District’s Turn-over Ceremonies and Induction of New Members. We have also CRS’s like the Yearly Brigada Eskwela and Quarterly Blood Donation to name a few which is spearheaded by Chapter’s under District B2. The Blood donation is a quarterly activities together with the Philippine General Hospital, Cosmopolitan Church and UAP Manila Maynilad Chapter and Alcaldia Chapter. It helps also the organization in return when a fellow architects and distant relatives of an architects are confined in a hospital when they need a blood.

In closing, aside from our personal work and business, we in the District tend to be active in the programs of the UAP National and bringing it to the Chapters and its membership.

District B3 had a fruitful

FY 2018-2019 under the leadership of Arch. Delano Marzo. It was a year where the CPD requirements has become a major issue. Fortunately, this is an issue B3 has been consistently excellent in delivering. In fact, the previous fiscal year was able to accumulate 220 CPD points, translated to roughly Php62 per unit.

B3 also had a fruitful 27 CSR-related events with projects like Project Booklat, Marawi Rehabilitation, Green pencil and the likes. In the service to UAP National, B3 was well represented with 22 out of 68 positions. It just shows the group’s leadership qualities and commitment to the organization.

All these culminated with B3 garnering 8 out of 29 awards in the concluded national Convention 2019.

With this set of high standards, we intend to maintain and improve further the direction of the district in order to serve the General membership. For this fiscal year, we will be focusing and introducing the following: • An E-Journal catalogue of all

the activities of the District that will further encourage our industry partners to participate.

• Collaboration to streamline holding events like GMMs, fellowship and CPDS to save time and resources for all member Chapters.

• Engagement with the youth with regards to Get an Architect Campaign in schools and communities, holding a series of dialogues, short movie productions and other forms of social media exposure.

• Focus on heal th by introducing more recreational activities.

• Engaging and involving the BOD of each Chapter in the District activities and meetings as form of leadership training.

We will always be moving forward to meet the challenges of the profession. With the general membership and UAP as whole behind us, there will be no challenges we will not be able to hurdle.

I am Arch. Reginald Teodoro Yaneza, Regional District Director of UAP A-5, and a past chapter president of UAP Rizal-Kalayaan 100. I am a licensed architect, a civil service professional, and a licensed real estate broker. I am a graduate of UST, and am currently a full-time design manager for real estate developer Joy Nostalg Group-Ortigas.

“Onward Dynamic A-5: Relevance, Dedication, Assertiveness”. Big and bright things are up for UAP Regional District A-5. By the time of this publication, RDA5 would have already undertaken most of its big major events like Timpuyog, Arkilympics, 45th Natcon, Balangkasakan collaboration, Brigada Eskwela, Planning Session, National Inaugurals, Joint Turnover & Induction, various LGU courtesy calls, CSR’s, and GET AN ARCHITECT promotions. More and even bigger things are to look forward to, and are in store for RDA5, for the remainder of fy2019-2020. These include a WAD event, a business summit, a NAW event, and an art exhibit event.

Thus, I call on all UAP academic practitioners to get your academic hats on and those who are dynamically practicing the profession to oil your gears for this cognitive collaboration.

district C2 I am grateful for the opportunity given to me by the organization to share with all my thoughts regarding the importance of UAP to architects striving for recognition and development.

As architects of the Philippines, we are all connected. we all share the aspirations that our profession wants to develop.

We find ways to expand and to improve as an organization.

We can create an impact in a bigger scheme if we try to improve our individual craft; to always look for opportunities in improving ourselves and to never stop learning new approaches and technologies.

Involvement in UAP is a great chance in self improvement of our craft: our organization is able to provide interaction with our fellow architects in every region, giving us the opportunity to learn from one another.

By being engaged and active members of this organization, UAP is able to expand our expertise through the services we provide through talks and activities.

I see that our organization can lead our fellow architects in an impactful direction, and as an active member of this organization I see the importance of self-improvement and to strive development as an architect.

• To reach out to less active members who, despite persistent invitation to join GMMs, cannot afford to be active due to long travel distances

• Creation of the Samar Northwest Chapter to address the problem of travel distance.

• Suppor t the “Get an Architect” campaign, through visits and dialogues with City and Municipal Mayors, as well as joining CSR projects.

The Oragons. District B5, popularly known as Bicolandia consists of 6 provinces: Albay, Camarines Sur, Camarines Norte, Sorsogon, Masbate and Catanduanes.

Being the first District Director coming from the islands of Masbate is quite tough and challenging, but nonetheless, I have humbly accepted the challenge.

Our District will never be as strong, united and as zealous to the UAP without the contribution and hard work of past district directors and elders of the district. To fit in their shoes, and to continue their legacy of keeping the torch burning for district B5 is just but grace.

The 9 chapters of B5 follow the district programs, some of which are already taking into action. • Promotion of RA9266 by lobbying

to the concerned LGUs of the 7 cities and 107 municipalities of Bicol;

• Prioritization of high impact CSR Projects to create long lasting change in communities;

• Unification of chapters and to become an inspiration for members to become active in their respective chapters thru sports fest and regular visits to their chapters;

• Active participation in local planning and development sectors thru accredi tat ions, and involvement of chapters in LGU activities as stakeholders;

• Promotion of the profession by all sorts of campaign like tarps, print ads, local media.

Surprisingly, even chapters from outside of our district are collaborating with our local chapters, these are unforeseen but are very commendable.

These plans are well aligned and in harmony with that of UAP National under NP Benjamin Panganiban.

Despite of the distance, the hindrances, the differences, the language, our district manages to pull off every activity, every program, and every goal with unity and strength.

And even in UAP, we proudly stick with our Bicolano culture.

Greetings. Heading one of the

youngest and smallest district of UAP proved to be a personal challenge for me. I find that there is an extra effort of leadership for our area to be recognized and be respected not just in the organization that created us but in our respective community and locale.

District D4 is represented by four chapters from the four dynamic and developing cities of Iligan, Pagadian, Ozamiz and Dipolog (also known as IPOD ) as well as the provinces of Lanao del Norte, Zamboanga del Sur, Misamis Occidental and Zamboanga del Norte.

The district has faced challenges for a time in terms of aiming unity, achievements, and accomplishments.

But nonetheless we have survived and we continue to move on. And now both our individual and group endeavors are slowly being attended.

To my fellow ka IPOD Architects may we strive and aim further so that our profession will further gain its momentum and its deserving position in our society.

May we finally settle down in the comfort of our well deserved social respect and appreciation. And we continue to hope that eventually society will realize the importance of our profession in the community.

M A J O R E V E N T F O R DISTRICT C4: WAD • Hosting of World Architecture

Day celebration at the Iloilo Convention Center, Megaworld Boulevard, Mandurriao, Iloilo City.

• This event marks the first time that the WAD celebration was held outside of Metro Manila under the leadership of CGEA Executive Director Gil V. Japitana and WAD Chairperson and Past DD Rosa Lea V. Ajesta.

• With the theme “Architecture….housing for all”, delegates from various LGUs of the provinces of Aklan, Antique, Capiz, and Iloilo as well as government agencies, property developers, architects, and architecture students took part in the celebration.

• Unveiling of the Master Plan Design Competition for architects, UAPSA/UAPGA Design Competition, Housing Talks, and the Balik-Tanaw of the College of Fellows. National President Benjamin K. Panganiban, COF Chancellor Gloria B. Teodoro, and COF Bursar Mila I. Martinez led the UAP National Officers together with HUDCC Chairman Eduardo P. del Rosario, Iloilo Governor Arthur R. Defensor, and Iloilo City Mayor Jerry P. Treñas as Guest Speakers.

Malugot: the 2019 Inaugural: Perseverance Leads to Unity, Ability, and Proactiveness By Ar. Napoleon M. Ibañez Jr., UAP MALUGOT means to PERSEVERE, or PERSEVERANCE, a word from the Davaoeńo dialect in the southeastern part of Davao.

This is the theme for the 2019 national inaugural ceremonies held at Centennial Hall A&B of the Manila Hotel, last June 30, 2019.

The National Board of Directors, Executive Directors of various commissions, heads and chairs of special and standing committees, as well as chapter presidents all over the Philippines, gathered together at the Manila Hotel, to be inducted into their respective positions.

The guest of honor for this much anticipated event is Senate President Vicente Sotto III, who signified in his speech his full support of the UAP, especially in its cause to remove confusion in the practice of professions.

On June 29, the day prior to the inauguration rites, chapter presidents attended the officers’ orientation course and chapter presidents’ assembly, at the Teatro Arkitekto, 7th Floor of the UAP HQ.

The speakers during the officers’ o r i e n t a t i o n course are as follows: NEVP Renato A. Heray, FUAP f o r t h e discussion on the corporate theme; Past N a t i o n a l President Edric Marco C. Florentino, FUAP, for the topic on leadership; Executive Director Corazon Fabia-Tandoc, FUAP, for the topic on Chapter Organization; Past National President Prosperidad C. Luis, FUAP, on topics on proper conduct of meetings, parliamentary rules and procedures, and internal house rules; and lastly, PRBOA Member Robert M. Mirafuente, FUAP, on the Revised CPD Operational Guidelines and the Architect’s Qualifications Framework.

The morning of the inaugural, the NBD and the chapter presidents attended the Planning Session at the 6th floor of the UAP HQ. After that everybody watched the presentation of Senior Associate Justice Antonio T. Carpio, on the West Philippine Sea territorial dispute, which is part of Justice Carpio's inspirational talk on leadership.

president Ben has informed us, about the Civil Engineering Bill that has been filed in the House of Representatives, there is no Senate version. We are very much concerned with the definitions that are included there especially the term ‘buildings’. I am sure, in the Senate, because of the information that I have gathered, we will make sure that we harmonize the contents of the Civil Engineering Bill with the contents of the 2004 Architecture Law. Also that is a promise that will not be broken.”

“Also (on) the National building Code, there was a Senate Version filed but it

languished in the Committee of Public Works and did not see the light of day. But I can promise in the 18th Congress where we will be starting by the 22nd of July, we will make sure everything if refiled, the Civil Engineering Bill refiled, with the Senate version harmonized with your Architecture Law. Then the National Building Code will be scrutinized by the Senate and I assure you, I will make sure that the UAP will be invited to all the hearings that will be conducted.”

An officers’ induction affair

within the UAP, or in any organization for that matter comes two fold: it can either be bitter-sweet, where one administration exits, and the successor enters. Or it can be a continuation, where words of appreciation are given out, while marching orders are proclaimed and well accepted.

Below are excerpts from the speech of the National President’s speech for Malugot: the 2019 Inaugural, where NP Benjamin K. Panganiban takes center stage to show appreciation, as well as gather support and give out marching orders.

On the first and second wave of the Get and Architect campaign

“After an overwhelming support of confidence for this leadership and the rest of our Team UAP in the last national elections this administration has continuously and meticulously planned a uniformed and unified approach in galvanizing all the UAP Chapters to promote the profession, intended to create an awareness for society to appreciate and understand the works of the architects. This is what we call the first wave. A call to action through a campaign advocacy on How to Get an Architect. The second wave was called the Architectural branding launched 4 months after the start of last fiscal year, it was intended to delineate what kind of specialization or expertise or work the architect does so that society would know what kind of services the architect can offer, distinct and separate from other allied professions.”

On giving words of appreciation to the outgoing NBD and the Past National Presidents of the UAP

“...much is expected of this leadership and much is desired for this leadership. It just shows that doing work seriously and dedicating time to our organization, being hardworking and passionately looking after the welfare of the members in all actions and deeds will be seen, felt and realized by the different chapters. I want to thank also our past national presidents who are here with us tonight …”

“...I also would like to thank the outgoing National Board for their support as they sow in us the vision that UAP want to pursue and lastly all the chapters that supported our plans and programs from last year. From the bottom of our hearts, Maraming Salamat po.”

Marching Order no. 1 “Last fiscal year, I have devoted my

full time passionately and selflessly serving the organization together with our Team UAP going outside the four walls of our confines and letting architecture be known to the public. As the saying goes, ‘Patience always pays’. It’s just a matter of time as long as you have the passion for what you are doing, you cannot go wrong, that attitude has not changed.”

“And I want all the chapter presidents and officers to emulate that

attitude of passionately and selflessly commit t ing themselves to the organization with patience in your hearts. For we will go further up and we will accomplish more for the profession. As leaders, we are not here for the title or the position. We are here as servant leaders doing what is best for the members by our actions, our examples. So that the goodness that we do will radiate unto others and thy will learn to radiate that goodness unto others. “

Marching Order no. 2 “So many years ago, there was a

similar campaign slogan similar to what we are doing now, and do you remember that slogan? ‘If symptoms persist, call a doctor’. If we can always do that slogan of ours that will already be implanted in the minds of the people.”

“ Ad v e r t i s e t h e p r o f e s s i o n everywhere you go, and I am referring to the profession not the professional. In every activity of the chapter, in every medium possible such as newspapers, tv programs, radio talk shows, social media publications, parades, billboards, national and local government activities, even in the legislative halls and in the executive branches of the government.”

Marching Order no. 3 “We are now adding a new feature to

this year’s plans and programs. And this is to involve our various chapters in the business sector. We want all chapters to get out of the box, go beyond the four walls of your GMMs or your activities among yourselves. Bring your activities outside of your GMMs and we want the chapters to be involved in the activities of the community through the business sectors. That is why I have created a special committee headed by an energetic Chair, Ar. Jason Ang. To show the way for the chapters how this will be done. We want chapters involved with the various chambers of commerce around the country. We want you, as chapter presidents to participate in the activities of the DTI business Sectors such as the Philippine Chamber of Commerce or your local chamber of commerce or even the Filipino-Chinese Chamber of Commerce. We want your chapters or your members to accredit themselves with these organizations because these organizations tie up with the local and national government involving economy, trade, industry and services.”

“Some of you may be laughing at this but I tell you, in my long years of service and of practice, this is also where I get my clients from. The bosses, the CEOs, the owners of the businesses, the general managers, the contacts with the government, the people of the various NGOs, then you will soon realize it is faster to make architecture known to the public with your chapters’ participation in several of the local activities, forums, conferences and business meetings.”

Marching Order no. 4 “We need all connections necessary

here in Congress in order to protect our profession. I have faith in the Senate, unfortunately I can’t say the same for the House of Representatives. So, this is where we empower all chapters here to support all your congressmen and this is where you chapter presidents come into the picture.”

“Work with your congressmen, visit them, do CSR projects aligned with their projects and eventually present to them and make them understand our law. This is the best way for the

chapters to go to protect the profession. Ask and seek your congressmen’s support, that there is our campaign advocacy, ‘For your Plans and Designs, Get An Architect’. This has been a very h igh ly succes s fu l educa t iona l advertisement intended for the public.”

Marching Order no. 5 “I kindly request all of you to

incorporate this campaign advocacy in your projects everywhere. In every opportunity possible. In every billboard, every project, in every tarpaulin you have and every activity you do. Don’t just make the tarpaulin small, you make the tarpaulin huge. There is a difference between a small and huge tarpaulin.”

“Let society know that we do project management, design and build, liturgical architecture, regenerative architecture, heritage architecture conservation and many others by putting it in your banners, in your social media accounts, in your Facebook accounts, in any possible tri media networks. Bring our profession to the masses and educate them.”

Marching Order no. 6 “...I request all of the chapter

presidents and even members of your chapters to contribute your news feature articles of your chapter activity on architectural branding or a CSR project. Give it to us and we will put it in the newspaper or in the radio or the TV networks.”

Marching Order no. 7 “These coming months, I appeal to

all architects to support our campaign advocacy, the second wave ‘The Architectural Branding’, the same way you have shown your support for the first wave, ‘Get An Architect’.”

“As we look forward to the fiscal year 2019-2020, it is our plan of UAP to be as always, United, Able and Proactive for the members. Let this year for UAP be more aggressive with the business sector, with our corporate partners; firm in our belief to partner to the LGUs, the PRC and the PRBoA, the DTI, the DSWD, the DOT, the DPWH, the legislative sector and the national government.”

United. Able. Proactive. “We will always remember as we

do ‘Malugot’ and that is perseverance that the end result will be a blessing to all of us.”

“Therefore allow me to extend my warmest congratulations in behalf of the new NBD, to the new chapter presidents here who will steer this organization forward to greater heights, this will be an exciting time for all of us.”

“To the officers and members of various commissions and committees who will jumpstart the various activities intended to be outside the four walls of our organization and also to the organizing committee and volunteers of this inaugural who have made things possible, I would like to say in closing, Congratulations! PAPRB signed MOA with ABS-CBN Foundation and ILove Foundation for CSR Projects By Ar. Napoleon M. Ibañez Jr., UAP

To enable direct access to professionals for their corporate social responsibility projects, ABS-CBN Foundation and ILove Foundation has signed an MOA with the Professional Regulation Commission CSR Committee (PRC CSR) and the Philippine Association of Professional Regulatory Board Members, Inc.(PAPRB), last July 19, 2019 as part of the PRC’s 46th Founding Anniversary Celebration.

In attendance during the signing of the MOA were PRC Commissioner Yolanda D. Reyes, PAPRB President and PRC CSR Chairman Robert Sac, PRC Chairman Teofilo Pilando Jr., ABS-CBN Trustee Charo Santos-Concio, ABS CBN Foundation Managing Director Susan Afan, and ABS-CBN Foundation Marketing Head Paul Vincent Mercado.

Prior to the inking of the MOA, ABS-CBN Foundation was already in contact with various professionals for their philanthropic pursuits.

With the MOA, the foundation has laid the groundwork for streamlined collaboration with the PAPRB, wherein when the need arises for professionals to be employed for projects, the latter can tap various professional boards within the PRC. The PAPRB can then determine who to deploy for projects, and when to cascade the request to the accredited professional organizations (APO) of the profession concerned.

In the event of a repeat request for professionals for a continuing project, the ABS-CBN Foundation can also directly acquire the services of professionals to whom they have previous satisfactory engagements with.

PRC Awards three-peat win (2017-2019): UAP now a total of eight years as PRC’s Most Outstanding APO By Ar. Napoleon M. Ibañez Jr., UAP

The United Architects of the Philippines, the Integrated and Accredited Professional Organization of Architects, has been once again awarded last June 20, 2019, with the prestigious PRC’s Most Outstanding Accredited Professional Organization award. The awarding was done during the 46th PRC Anniversary and Awards Night, at the Manila Hotel.

The UAP holds the honor of being the first and only APO to win this award eight times (2002, 2007, 2008, 2011, 2014, 2017, 2018, 2019).

Sharing the spotlight during this event with the UAP is Architect Arnulfo Asis, one of the founders of Datem, who was awarded the Most Outstanding Professional of the Year.

Bangko Sentral ng Pilipinas recognizes UAP for BP 344 Compliance Assessments of Banks By Ar. Napoleon M. Ibañez Jr., UAP

The Banko Sentral ng Pilipinas has awarded the UAP a Special Citation on Accessibility, in recognition of the latter’s invaluable assistance in assessing compliance of banks to Batas Pambansa Blg. 344, An Act to Enhance the Mobility of Disabled Persons by Requiring Certain Buildings, Institutions, Establishments and Public Utilities to install Facilities and Other Devices.

Representing UAP in the receipt of this award is Ar. Michael R. Eustaquio, Chairman of Accessibility Audit for Private Buildings, and Ar. Balangkasan Committee leads to partnership between the UAP and Manulife Philippines Coordinated by: Ar. Sylvester Shaun D. Seño, UAP

Manulife Philippines has inked a partnership with the United Architect of the Philippines (UAP) to conduct financial literacy programs as part of the organization's Balangkasan forum. This is in line with the organization’s efforts to help its members prepare for the future.

The Balangkasan forum is a series of nationwide talks delivered by the Balangkasan Committee, which is under the Commission on Governmental and External Affairs, which aims to develop the skills of UAP’s members. In addition to this, it also aims to help the government enforce architecture-related laws and show how architects can help Filipinos through their designs and solutions through its #GetAnArchitect campaign.

"Manulife and UAP share the same vision of helping Filipinos live better lives,” said Stephen Ong, Senior Vice President and Chief Distribution Officer of Manulife Philippines. “By participating in education programs like the Balangkasan forum, we can help make financial management easier for architects, thus contributing to their personal and professional growth.”

Architectural Specialization: Qualifications Framework signed, first of its kind in the PhilippinesBy Ar. Napoleon M. Ibañez Jr., UAP

The Guidelines on the Creation and Implementation of a Career Progression and Specialization Program for Architecture was signed by various stakeholders in the Architecture profession, last August 14, 2019 at the PRC, located at the PICC.

The various stakeholders includes the PRC, UAP, PIA, AMCASP, CODHASP and CHED. These guidelines, known as the Architectural Qualifications Framework (ArQF) is a project by the CPD Council of the Professional Regulatory Board of Architecture, led by Chairman Robert Sac and CPDC Chair Robert Mirafuente.

The endeavor is a first of its kind: the PRBOA is one of the few regulatory boards that is ahead of the other 43 boards regulated by the PRC in preparing the guidelines.

The framework is intended to align with the initiatives of the Professional Qualif ications

Framework (PQF), which is a national policy that describes t h e l e v e l s o f e d u c a t i o n a l qualifications and sets standards for qualifications outcomes. The PQF is then hinged on the frameworks for

Much has been said, debated on, and ultimately achieved through the Get an Architect campaign. We talked to Secretary General Ronnie Yumang, whose office in the UAP HQ is tasked with developing much of the said campaign. Listed below are some of his insights and revelations on the marketing and branding campaigns on it’s first year, during FY 2018-2019:

On the need to educate the public about the architectural profession, there is clearly a gap, there are those who clearly do not understand what an architect does. So how do we go about it? SG: Go grass roots, teach high school students what an architect does. It will take several generations, even the most educated may not know what an architect does.

SG: When the slogan was being decided upon, there was much debate on grammar and wording. The simplest solution to the debate was the one with the most recall: Get an Architect. With that, there should be no multiple interpretations.

SG: For the first part of the slogan, many asked, “what plans and designs?” “shouldn’t it be “For your Architectural Plans and Designs, Get an Architect”?

SG: When you get an Architect, you get the whole professional package, so therefore “For your plans and designs, get an architect.”, meaning, for all your plans and designs.

SG: Other trades cannot simply do the same slogan, because they will be bypassing the architect, who prepares the basic plan.

How was the campaign during its infancy? SG: There was a very good response from most Architects, as we have monitored through social media. Therefore, we need to act fast, to leverage on this response, to think of the next possibility.

SG: We want architects to expand the campaign, beyond the slogan. Let the public know what an architect does. From there, we need to move on to specialization, because specialization further adds valueto the architect, which cannot be achieved by other professions.

For the second campaign, on branding, what was the response? SG: the extensive use by architects of the Facebook

frames to declare one’s specialization was an indication of the good response from members.

SG: We have limited time (given the one year fiscal year), so we needed to boost the campaign further. We needed a positive impact on the practice as early as possible.

SG: When we communicate with the public, we don’t use highly technical terminologies, it connotes that we are expensive. So we chose to stick to a very simple slogan.

SecGen then points out that the campaign for enforcement of RA 9266 is not the single avenue to ensure our livelihood. There is a need to undertake marketing, to the enterprise side, to further sustain the profession and the practice of architects.

SG: as we have said earlier, go grass roots. That’s why we employed the use of Arkee, the mascot. It may be seen as shallow, but it connects to people, especially to kids. It’s soft, not serious, and it brings brand recall.

SG: We need this time around to have an emotional connection to the public. It should be graphic, there should be movement, emotion. Not just words and intellect at play.

SG: We don’t just talk to CEOs, we also reach out to younger generations. The campaign should leave a legacy on its own.

How was the reaction on the international level? SG: when we presented this to ARCASIA, they wanted to replicate the campaign, because we all know we have the same problems. The other countries even asked if they can use the slogan.

How does the campaign affect efforts on discussions the Code of Ethics when it comes to promotion and marketing of the profession? SG: A series of Balangkasan forums have been carried out to discuss the campaign, and a resolution has

already been formulated, submitted to the NBD and to the PRBOA.

Your message to all architects on the campaign? SG: We need to reinvent ourselves, and not keep using the same template. We need to further create value to what we do. Is ASEAN Architect Registry an ELITE club? By Ar. Alfred Geoffrey C. Carandang Chairman, Committee on ASEAN Practice

The quick answer is YES and NO!

Lets explore first why being an ASEAN Architect is not akin to being in an elite club. 1. It is not an AWARD! The ASEAN

M o n i t o r i n g C o m m i t t e e o n Architectural Service in Philippines (AMCASP), is the National Monitoring Committee (NMC), tasked by the ASEAN Architects Council (AAC) as mandated by the ASEAN Mutual Recognition Arrangement (MRA) to evaluate, accept and maintain a registry of ASEAN Architects in each ASEAN Member State (AMS).

2. The title is not given to you b e c a u s e o f y o u r a c t i v e participation in any architectural or other organizations and advocacy group. Being active in any architectural organization or advocacy group is beneficial for information and services it may provide the member. A certificate of good standing in the IAPOA is just part of the requirements for submittals. 3. You don’t need to be an outstanding student during your student years to become an ASEAN Architect. The Transcript of Record (TOR), is just part of the requirement for submittals that aside from your diploma, you have indeed finished a 5-year course of Architectural studies as mandated by the ASEAN-MRA.

4. Even if you don’t belong to the top 10 successful examinees during your Licensure Examination of Architects, you are still qualified. The requirement to become an ASEAN Architect focuses more on the practice of architecture after graduation and handling of SIGNIFICANT projects that will merit an ASEAN Architect status.

Now lets discuss why being an AS E A N Ar ch i t e c t c an o p en opportunity in exploring the ASEAN region.

1. The playing field of practice becomes borderless in the AMS. You can start exploring possibilities of practice outside the Philippines.

2. The network for collaboration in research, development and architectural services wil l highlight the best practices in the reg ion . At ten d ing AS EAN conferences and meetings will help you as a practitioner to expand your horizon.

3. The individual AMS laws on the practice of architecture and related services will be strengthen with each AMS respecting the legal responsibilities of all stake holders.

So what do you need to do to become an ASEAN Architect:? 1. A self discernment must first be

done if you want to become an ASEAN Architect before you apply for it.

Will it be beneficial to your practice? Will it boost your business of

architecture? The MRA was born out of concept of

borderless practice and easier mobility of people and resources. Therefore, its a business decision!

2. You have to apply for the Registry starting from downloading all the forms in the PRC website. Lets go back to the question. Is

ASEAN Architect Registry an ELITE club?

Personally, to address the question, ask yourself, how do we survive the competition?

It’s embracing the integration and accepting the fact that we learn more in life through variety than singularities. We learn effective practices and embed those practices into a larger system and we must contribute positively.

Therefore, its how we see the benefit of being one and not the exclusivity that goes with the title ASEAN Architect.

The ASEAN Qualifications Framework: continuing education leads to Specialization By Ar. Karl Aries Emerson F. Cabilao, FUAP, M.Arch

Through his creativity and building design expertise, the Filipino architect is an important professional in defining the skyline of his country. However, in a time when cross-border practice in the architecture profession is beginning to take its course, the architect is also tasked to keep himself abreast with the demands of a vaster regional context.

To set the foundations for mutual recognition of professional qualifications in the dynamic ASEAN region, the ASEAN Qualifications Reference Framework was crafted. Apart from a more harmonious cooperation between the member countries in terms of professional qualifications, the framework draft documented its purposes in “enabling comparisons of qualifications” among the member countries.

Among these aims is to facilitate lifelong learning, a task that saw initial steps already being made by the United Architects of the Philippines (UAP). The Continuing Professional Development

(CPD) program is a vital tool in equipping architects fresh knowledge and relevant developments in the profession. Even with some architects voicing out their opposition to mandatory CPD requirements for renewal of the PRC identification cards, CPD events continue to be held in various cities in the country spearheaded usually by the UAP’s Professional Development Commission and the UAP Chapters.

Another important component in the structural framework of the ASEAN QRF is the emphasis given to learning outcomes. In the current educational system, efforts have already been made to a more outcomes based education (OBE), wherein focus is now more on the student (learner) and how he has learned from his courses and not merely on just the teacher as the person to channel knowledge through his lessons. The ASEAN QRF emphasizes on the “results of learning” rather than inputs such as length of study. This is the reason why some CPD seminars incorporate workshop sessions, which get seminar participants involved and actually apply what they had just picked up from the talk. This should encourage UAP chapters to organize more “interactive” CPD seminars, more than just classroom-type sessions which are lecture-heavy and give participants to actually showcase what they had learned.

In an interview with Ar. Robert Mirafuente, he further explained how the ArQF will pave the way for specialization in the field of Architecture.

How will the ArQF lead to specialization in our practice? RM: Specialization for Architecture is not yet organized here in our country, unlike other professions, there are specialty boards, such as the Philippine Medical Association

RM: Normally we go through academic degrees, take masters and PhD programs. But there are limited specializations being offered.

RM: Many practice specialized fields in architecture, but these are by experience, and are not formal and certified trainings.

RM: What needs to be done is to create a Career Progression and Specialization Council for Architecture (CPS Council, aside from the CPD Council), which will have the mandate of managing and delegating tasks to specialty boards.

RM: There are a lot of CPD providers and a lot of experts, what is needed is to compile and formalize learning modules, which can then be used for formal education leading to specialization.

RM: Availing specialized courses can

either be a short course, which can be achieved by either classroom-based or online-based/distance education; and if an architect chooses to further formalize it to become a degree, then a university should be tapped that will accredit these short courses so as to add to credits needed for a degree.

RM: Universities can provide the setting that is limited in a short course; universities can provide the facilities for practical examinations, application and assessment of knowledge gained through theoretical courses.

RM: The courses can be paced as needed by the professional, ladder-type, pre-requisites leading to higher certification.

How does the ArQF connect to ASEAN? RM: The ArQF is based on the requirements by the Mutual Recognition Agreement (MRA) of the ASEAN, to match qualifications between member countries. The Philippines complied with the MRA by coming up with the Philippine Qualifications Framework, to which our profession responded by coming up with the ArQF. The creation of the CPS will be the way for us Architects to get specialization.

RM: These CPD providers will be able to generate learning programs that a professional can avail of. If the professional passes certain courses and assessments, this can lead to Level 8 practice, or be a Specialist in a certain field of practice. (Left: Batch Lima, during the

Education this Fiscal Year is aimed to continue the service to the membership it has offered since the last Fiscal Year. Executive Director Ar. Joey Manalad, is serving the Commission on his second year and they have lined up programs to support the call of UAP National President Benjamin Panganiban to be united, able and proactive in the organization.

There 4 Committees under this Commission are: Committee on Research and Academic Institutions chaired by Ar. Albert Dumlao; the Committee on Academe-Industry Linkage under Chairman Ar. Raymond Co; Committee on UAP Student Auxiliary chaired by Ar. Bobby Baradi and the Committee on UAP Graduate Auxiliary under Chairman Ar. Jan Philippe Cortes.

The Committee on Research and Academic Institutions has launched the documentation of the Philippine Architects-Educators Registry which aims to create an exhaustive list of Filipino Architects involved in the academe including their subject of expertise. This is in response to the request of the Professional Regulatory Board of Architecture (PRB-AR) which will be submitted to the ASEAN Architects Education Committee (AAEC) as the official list for possible collaboration and exchange programs among ASEAN institutions in the future.

Another on-going project under Chairman Ar. Albert Dumlao is the updating of the information of all a r ch i t ec tu re s choo l s i n t he Philippines. We aim to create a comprehensive data base of the 106 architecture schools in the country including its updated contact information, website, mission and vision, Dean’s information, among others. This will then be shared to CODHASP and to PRC as a handy guide for any necessary information

they may need from the said data base. The Committee on Academe-

Industry Linkage has likewise launched a study on the current academe-industry gap in the field of architecture. This is through an online survey that aims to determine the existence of any gaps between the current architecture curriculum versus the current needs of the industry. This is a simple yet very strong way of bridging the gap between the academe and the industry and we aim to share the result of the study to industry practitioners and to the Commission on Higher Education (CHED) to continuously improve and enhance the offer of the BS Architecture program in the country. This project is being chaired by Ar. Raymond Co.

With the strong 15,000 membership nationwide, UAP Student Auxiliary (UAPSA) is one of the committees in UAP which really needs a very fastidious management. Ar. Bobby Baradi has done a great start as its Chair. The National Officers were formally inducted into office during Quadripartite 2019 which is a big gathering of UAPSA members coming from the more than 100 chapters all over the country here in Manila. Other significant activities during the said events are the Chapter Presidents’ Assembly, the Leadership Development Seminar and their Fellowship Night. More than 800 delegates participated in the said event held in various locations in Metro Manila.

UAPSA likewise is busy preparing for their various activities for the World Architecture Day (WAD) this October, Nationwide Architecture Week (NAW) by December, and their annual National Congress by next year. It will be indeed a very busy year for UAPSA.

The UAP Graduate Auxiliary chaired by Ar. Jan Philippe Cortes meanwhile has provided his full support and assistance to the institutionalized projects and activities of the UAPGA. The National and Chapter officers were already officially inducted into office last August 26, 2019. They have so far done the Leadership Training Seminar of the aspirants to the profession, and the Chapter Presidents’ Assembly. The UAPGA membership drive is currently on going to encourage more members to participate in their very relevant projects for future architects. The Career Assistance and Orientation Program which is another important project this year is slated this September 2019.

The Professional Development Commission Piso Fair-5: the 2019 series By Ar. Napoleon M. Ibañez Jr. & Ar. Elda Shina S. Samoza

The Piso Fair series, now on its fifth batch, is one way the UAP is addressing the need for affordable and accessible CPD seminars.

The aim of the seminar series is to offer affordable CPD seminars to the UAP members, at one peso per unit.

The Piso Fair series is the brainchild of then-Committee on Professional Development Chairperson Ma. Cecilia C. Viray, discussed with ands upported by PDC Executive Director Virgilio D. Andres Jr. It was started during the term of Past National President Guillermo Hiscancha, and then-NEVP Benjamin K. Panganiban, on May 2018.

The Piso Fair series is a good example of brand name recall, as then-Chair Viray played around with the Piso Fare offer of Cebu Pacific.

This year, Committee on Professional Development Chair Elda Shina S. Samoza introduced the “bring your own reusable water containers” policy to help with the reuse revolution.

There are now preparations for Piso Fair series in Pampanga, and more in Luzon area.

Student and Faculty Exchange Programs Explored

In their recent official trip to Jaipur, India, Commission on Education Executive Director Jonathan Manalad visited three universities offering architecture for a possible student and faculty exchanges. This is intended for our architects involved in the academe to collaborate with international institutions and learn architecture from another perspective.

The universities visited are Vivekananda Global University, Aayojan School of Architecture and Poornima University, all in the city of Jaipur. While the exploration talks are in its inception stage, this will surely be a start of a good partnership and collaboration of UAP with other institutions in Asia.

Exec Director Manalad speaks at the ARCASIA EVENT in Jaipur, India

Commission on Education E x e c u t i v e D i r e c t o r Jonathan Manalad has been invited to speak at the ARCASIA All Committees Panel Discussion with the topic “Lessons from Built Heritage: The Way Forward”. This was held on July 26th,2019 in Jaipur, India organized by the ARCASIA Committee on Architecture Education (ACAE) chaired by Ar. Gyanendra Singh Shekhawat of Indian Institute of Architects (IIA), the current chair of ACAE.

The event made history as it was the first ever event where all committees of ARCASIA had been gathered to talk about a common issue that concerns the practice of architecture.

The event’s highlight was the signing of the Jaipur Declaration in support of protecting the built heritage in Asia, which will be sent to the 21-member ARCASIA institutions for proper adoption.

A Call to all Chapters to Aid in Legislation: the Committee on Legislation and Codes By Ar. Napoleon M. Ibañez Jr.

The mandate of the Committee on Legislation and Codes is to study laws affecting the architectural profession, and to propose amendments when necessary. This includes data gathering and coordination with government officials who has an influence in the enforcement of existing laws, as well as the proposals for laws and codes amendment.

The committee, headerd by Ar. Joselito P. Franciso is now thrust into the spotlight, with the filing last July 1, 2019 of House Bill no. 0660, which seeks to further strengthen the architecture profession, introduced by Honorable Francis Gerald A. Abaya; and also the filing last September 3, 2019 of House Bill no. 4342, which establishes the Architecture Code of the Philippines, introduced by Honorable Josephine Y. Ramirez-Sato.

Monitoring and promotion of these two house bills are now included in the priority list of the Commission on Legislation and Codes.

Aside from monitoring of filed bills, the other identified tasks of the committee are as follows: • To aid in enforcement of RA 9266 in the various

LGUs. • To collaborate with other UAP standing and

special committees such as the Special Committee on Illegal Practices, and the Committee on RA 9266.

special and standing committees Special Committee on Illegal Practice: Your mission, if you choose to accept it… By Ar. Napoleon M. Ibañez Jr.

The Special Committee on Illegal Practice is expanding. From the regular committee size as mandated by the UAP National, the committee is employing special agents, who are now more than 10 in their roster. The mission of these agents is to infiltrate all social med ia s i t es where i l l ega l p ra ct i t i on ers a re poss ib ly advertising or reporting their works; from there, agents will report the illegal activity to a google link where complaints can be filed.

As of August of 2019, there are already 28 reports filed through the link.

The link safeguards the identity of the reporting individual, who may not want his or her identity to be known, leaving the case to be filed by the UAP as the complainant.

Previous efforts on complaints against illegal practitioners is to have the complainant file directly with the NBI. But this time around, the UAP will act as the complainant so as to further encourage members to seek out and expose illegal practitioners.

In the case of government employees doing illegal practice, or filed for permit plans and contract documents by illegal practitioners, an agent (or complainant) needs to secure a certified copy of the signed and sealed plans and documents to become clear evidence of illegal practice.

The committee has further expanded its reach and capability to curb illegal practitioners, when the UAP SCIP has secured the participation of the NBI, through NBI Special Action Unit Chief, Attorney Emeterio “Jun” Dongallo Jr.

The SCIP, along with Regional

District A5 Council headed by Ar. Reginald Yaneza, during its courtesy visit to Atty. Dongallo last September 12, 2019, has endorsed twenty five complaints to the NBI chief’s office for proper action.

Atty. Dongallo has given the go signal to the SCIP to directly file cases to the NBI, in all its regional offices, to address any concern of access to NBI offices. According to him it is within the mandate of the NBI to assist in the filing and appropriate action against illegal practitioners.

Along with social media infiltration, government coordination and illegal permits identification, the SCIP is also on the lookout to curb illegal practices by contacting clear cut wrong practitioners, through the legal department of the UAP.

The legal department can send out via registered mail a strongly worded letter of notice of violation to erring individuals.

This may include construction firms offering free design services, cad plotting services doubling as offices offering illegal design services, or any individual working outside the range of social media.

Grass roots efforts are also done by the SCIP, from educational engagements with high school students, TESDA, Microcadd, and other groups where individuals might become empowered and try to offer illegal practice.

Lastly, the use of social media to educate the public, and even architects on the contents and intricacies of RA 9266 are also being carried out. Daily postings of analysis of sections on RA 9266 are deliverd by the SCIP so to expand further the knowledge of people on the law.

The SCIP is a special committee under the office of the president, which was initiated under the term of Past NP Guillermo Hiscancha, and fully supported and continued by the o f f i ce o f NP Benjamin K. Panganiban.

How can your UAP District and Chapter aid in Legislation, and enforcement of RA 9266? 1. Assist in the mapping out of all LGUs that is (or is

not) enforcing RA 9266 2. Help in identifying cases of illegal practice 3. Assist the committees to connect to LGUs,

particularly the governors (for a sweeping coordination with all LGUs under this office); the mayors, and even the vice mayors (as they are in charge of local legislation, thus ordinances can be filed to instruct constituents to enforce the law.

4. Help in the monitoring of compliance of RA 9266 within their localities.

A cry from a new group architects, consists of both young and mature professionals, has been answered by the United Architects of the Philippines National Board by approving the birth of Q. C. Pugad Lawin Chapter.

This dynamic chapter, 168th in its mark in UAP, was chartered last August 28, 2019 at the Monet 3 Ballroom in Novotel Manila in Araneta Center, Cubao, Quezon City. Named after a historical park in Bahay Toro Project 8, Quezon City, the chapter exudes of Filipino vitality with their charter theme: “Ang Pagpugad at Paglayag: Bagong S.I.G.A.W. ng Pugad Lawin (Simula ng Isang Ganap at Wagas na Pagbabago).

The event was graced by its guest of honor Honorable Congresswoman Estrellita B. Suansing from the 1st

District of Nueva Ecija who provided humble yet prowerful words of great beginnings and organizational prowess, concluding with a vow to help our organization with our legislation woes.

The chapter was officially chartered and charged by the UAP National Board of Officers led by UAP National President Ar. Benjamin K. Panganiban, Jr., fuap, apec arch, aa, fria.

Chapter history was narrated by A3 District Director Felizardo B. Cipriano, Jr. and was then presented by Executive Director, Commission on Internal Affairs Ar. Corazon Fabia-Tandoc, fuap, euap.

The Chapter Preamble was then read by Secretary General Ar. Ronnie R. Yumang, uap, after which the UAP Candle was lighted, the charter paper signed and the members were then

There are different types of events that can be organized for people with common interests. One specific type of event is a conference which is a formal event that usually takes place over a couple of days

and mostly occurs in an annual basis.

Similarly, the National Conference of Architects which is organized by the UAP special committee on events, is an excellent opportunity to develop oneself by strengthening ties with the professional organization, exchanging cutting-edge ideas with colleagues and networking with industry partners.

Organizing a conference takes a tremendous amount of foresight and data gathering. With a few months to execute this undertaking that for others takes a year or more, NCA preps entails a deeper commitment to be able to make swift decisions and achieve goals.

The Organizing CommitteeThe NCA Director is chosen by the

UAP Executive Board to work alongside the UAP Executive Director for Conferences, Assemblies and Exhibits with the former given the responsibility of convening and setting meetings and agendas and supports the team in developing goals and theme for the event.

They both carefully choose members for the NCA Organizing Committee (OrCom), composed of the Planning and Programs Committee, Marketing Committee, Finance Committee, Operations Committee and the NCA Secretariat.

The Planning and Programs Committee chooses the type of program for the conference whether it be academic, trade fair, or in this regard, a professional conference. This committee is responsible for determining the contents of the conference such as lectures , presentations and interactive sessions. They make frequent coordination with other committees and review the program to ensure that the planned activities are within budget.

The Marketing Committee members develop strategies to recruit sponsors for the event. These sponsors give support and typically are given privileges in the con fe rence i n c lud ing hos t ing preparations and branding conference materials with their logos. Marketing members are the stewards of UAP in promoting the event.

The purpose of the NCA Finance

Committee is primarily to provide financial oversight that includes financial planning, reporting and monitoring of internal management.

The Operations Committee is responsible for the on-site labor of the event by vigorously coordinating and integrating all other requirements needed for the event most importantly, ensuring safety regulations.

The duties of the Secretariat involve individuals assigned to various coordination, facilitation and liaison roles.

The ProcessHaving set the NCA objectives, a

draft masterplan with overall budget is laid for the immediate selection of the dates and locations to give ample time for ocular inspections and make a thorough study on facilities and amenities that can be provided.

Identified people to be involved in the team and committee members are given a draft timeline for task completion after the masterplan is reviewed and tasks have been assigned to them.

A “Save the Date” announcement for a national event is recommended and very useful especially when preparation time is pretty tight like these 14 weeks which started July 11, 2019.

Planning continues with various activities included in a draft program with a well-versed individual assigned as a Master of Ceremonies to keep the order of the event running.

Invitations are sent to listed guests and followed through fervently for their immediate confirmation. Arrangements with third party vendors are made, as well as with hotels, airlines and transportation companies as necessary requirements.

Registration type and pricing are then finalized to be able to choose the method of collecting registrations and payments systematically. The NCA program is then submitted to PRC for appl icat ion of CPD program accreditation.

While anticipating submissions and approvals as the event is advertised, the OrCom relentlessly work on various negotiations and arrangements with weekly meetings scheduled in the evening. The team establishes procedures and protocols to foresee problems that may arise in the process.

To have a successful conference planning is to take each step one at a time, keenly documenting all details to keep track of what has been accomplished and attend to those that still need attention.

With directors who oversee all executions, monitor progress and resolve any situation that may arise, open communication and teamwork will always give the best results.

Feature: The Membership Division’s very own Jose Franco Santia

Jose Franco Santia, or most famously known as F r a n c o o f t h e Membership Division, has been employed with the UAP since June of 2008, a time when the IAPOA dues requirement

was at its infancy. Thus Franco can be considered a pioneer when it comes to the implementation of the requirement.

Franco recalls that during that time, he was working on the IAPOA requirements of around 28,000 architects back then, as compared to the present’s almost 48,000 RLAs. With some assistance from co-workers from other offices within the UAP, Franco can be considered a one-man army

back then. Now he has Christopher Villa and Ric-ric Alivia assisting him.

A graduate of computer science in 2006, Franco worked in a psychiatric clinic for six years prior to working with the UAP starting 2008. Thus his training in dealing with people really pays off when working with architects from all over the country.

As a frontliner, his guiding principle is customer satisfaction, no matter how troubled or distressed an architect is when he comes to the Membership Division, he has to leave fully assisted, and if possible fully satisfied.

His thoughts when it comes to dealing with members: “don’t forget your obligations to the organization, and to your profession. I have interacted with architects who are in-active or detractors of the UAP, only to return back to UAP to even serve as protector and officer of the organization, because life is like that, there are times when people make a complete turn-around.”

“We are here for the members, to serve the members. Members come first.”

PROMOTING THE PROFESSION DURING KADAYAWAN FESTIVALBy Ar. Ryan Songcayauon, UAP, Davao Chapter

The Kadayawan Festival is an annual celebration of Davao City, which highlights Davaoenos’ thanksgiving for the gifts of nature, the wealth of culture and the bounties of the year’s harvest. Now on its 34th year, the Kadayawan activities were spread all weekends of August, unlike the previous celebrations.

Among these events, the Pamulak sa Kadayawan,is a floral float parade around the city’s downtown streets, which is a spectacle to be witnessed.

This year’s Pamulak sa Kadawayan last August 24, 2019, saw the first time that the United Architects of the Philippines participated in the said event. UAP’s float, constructed from indigenous materials and decorated with native plants and colorful malongs,conspicuously displayed banners of the GET AN ARCHITECT advocacy campaign.

To enliven the parade, the UAP mascot, Arkee, together with mascots of Davies Paints, interacted with spectators lining the streets.

UAP’s participation in the float parade was aimed to promote the architecture profession to the public while enjoying the revelry of one of the country’s major festivals.

The project was an initiative of the UAP District D1 Council, headed by District Director Charleen Alquiza, and with the support of the chapters of the district.

(UAP) District D-3 recently orchestrated two celebrations at Almont Inland Resorts, Butuan City last September 9, 2019, inducting officers of fiscal year 2019-2020 and recongnizing new members from UAP D-3 Chapters namely, UAP Butuan, UAP Surigao, UAP Cagayan de Oro, UAP Gold CDO, UAP Metro Kagay-an and UAP CDO Bay Area with the theme “LAWIG: Moving Towards a United, Able and Proactive Architects.”

district and chapter news LOCAL PUBLICATIONS SULAGPO: Soar High UAP Clark! By Ar. Niña Reanne G. Maiquez

Sulagpo—it’s a Kapampangan word that means to “soar” or “fly”. The UAP Clark Chapter, under District A2b, launched their annual newsletter—Sulagpo, Soar High UAP Clark, on their 3rd year Founding Anniversary and Induction Night last 30th of August 2019, at the Widus Terra Hall, Clark Freeport Zone, Pampanga.

It features the chapter’s activities and achievements for the past fiscal year such as CSR, CPD, General Membership Meetings, chapter board & district council meetings. District, area, and National events that the chapter has participated in are also shown here as well.

One of UAP Clark’s main events featured in the Sulagpo is the ClarkCon 2018. UAP Clark organizes this trade show and exhibit every year to showcase the product of our business partners in the art, architecture, and construction industry. ClarkCon is the only event and first of its kind in the area.

The magazine also highlights UAP Clark’s Outstanding Member awardee for the year, Arch. Artemio “Jun” Bautista Jr., and the current chapter president in “Meet the President”, Arch. Niña Reanne Maiquez. Every year, the chapter recognizes one of its members who have made a significant contribution to the chapter and to the profession. Members would also get to know more about their leader. These role models would inspire aspiring young architect-members.

Since 2017, the magazine is thoroughly put together by the incoming and outgoing chapter presidents together with some officers. The editorial council include Arch. Niña Maiquez as chief editor, immediate chapter president Arch. Emmanuel Soriano as associate editor, and content contributors Arch. Paul Marc Marquez , Arch. Janice Rafales, Arch. Artemio Bautista Jr., Arch. Faith Miguella Pangilinan, and Mr. Dan Arman Calalang. Publishing the Sulagpo would not be possible without our project partners: Davies Paints, Crown Pipes, Asian Coatings (Rain or Shine), Triton Paints, Matimco, Paula’s Furniture, and Northern Cement.

The theme for this year is “Luid”, a beautiful Kapampangan term which simply means “Mabuhay” in Filipino. With Sulagpo, UAP Clark chapter aims to empower its members in order to achieve greater heights and soar high in order to improve and inspire other professionals as well. DISTRICT NEWS THE BEGINNING MILESTONES TOWARD EXCELLENCE OF RD A2A By Ar. Ardel J. Santos, UAP, District Director A2a

The first three months of the Fiscal Year of 2019-2020 for the RD A2a were indeed productive and rewarding for the district council, the chapter officers and members, respectively.

For joint induction ceremonies, some of the chapters have organized their founding anniversaries which also coincided with the induction of new officers and members; and turnover ceremonies. These activities were spearheaded by respective chapter presidents who wished to have their own induction and turnover ceremonies aside from the joint District and Chapter Induction of Officers and New Members held last July 14, 2019 at the Marilao Multi-purpose Building, Poblacion 2, Marilao, Bulacan. The joint induction was graced by the UAP National President Ar. Benjamin K. Panganiban, Jr. together with the members of the UAP National Executive Board, representatives from industry partners, family and other guests.

The strong commitment for the full implementation of R.A. 9266 within the locality was the first priority of the district. Courtesy visits with LGU officials and submission of letter of intent for NGO accreditation were made. For example, UAP Barasoain Chapter and UAP DEL PILAR-Bulacan managed to be accredited as NGO partners of the Provincial Government of Bulacan, City Governments of Malolos and San Jose del Monte and the Municipality of Marilao.

Through these courtesy visits, the district was able to identify LGUs that have already implemented or strongly support the implementation of the Architecture Act in their cities or municipalities. This also helped the district to map out and plan priority sites for the advocacy campaign and for the proposed conduct of the second leg of Arkitekto Sigurado Motorcade to increase the public awareness on the importance of the said law in the community.

The various hapters posted various tarps to some business establishments and public utility transports with the UAP campaign on promotion of the profession, within various Baranggay in the province as well as to nearby municipalities.

On July 27, 2019, the district conducted the first CPD seminar entitled ARKITEK-Talk 1: Architects Mainstreaming DRRM and Basic Safety. Around 50 architects attended and learned important facts and information about fire safety and life saving techniques from the two invited resource speakers namely, Ar. Edison M. Padilla and Mr. Benelito J. Matawaran from the Marialo LDRRMC.

The district also successfully held the Annual District Arkilympics with a theme: “Shaping Up, Keeping Fit for RA 9266” held August 17, 2019 on various venues within the City of Malolos to simultaneously held team games like basketball, badminton, bowling and billiards. The activity was hosted by UAP Barasoain Chapter.

The district also managed to join the annual festivity of the Province of Bulacan; the District through the host Chapter Del Pilar-Bulacan spearheaded the preparation for the culminating week-long celebration of the Bulacan Singkaban Festival 2019 like the float parade and the month-long exhibit and e-book launch of the Provincial Historical, Arts, Cultural and Tourism Office entitled “SineLiksik Bulacan: Pamana ng Lahi ,Yamang aking Ipagmamalaki”

CSR projects were conducted in collaboration with the Municipality of Marilao or with some LGU and chosen communities.

DISTRICT D2 TURNS OVER HAND WASH STATION By Ar. Ericson P. Europa, FUAP

Students and teachers of Zamboanga National High School-West (ZNHS-WEST) in Zamboanga City are set to enjoy safe, clean water following the comple-tion of the school’s hand wash station.

The project, dubbed as “Project Clean Hands, Save Lives Na Tayo,” is a project of UAP District D2, in coor-dination with the school administration of ZNHS-WEST.

To highlight the occasion, a symbolic Ribbon-Cutting and Turn-Over Ceremony was held last July 19, 2019 at the ZNHS-WEST’s premises. The event was attended by students and school faculty, led by the principal, Dr. Socorro Canaya, as well as UAP District D2 Director Ramil Marba, Immediate Past District Director Gil Gan-goso, UAP Zamboanga Chapter President Aileen Ih, UAP Zamboanga Chavacano Chapter President Rosarline Gangoso and members of both chapters.

The CSR project aimed not only to provide the school an area for students to wash their hands, but also to pro-mote the importance of hand hygiene in the prevention of the spread of diseases.

Construction of the facility was started in June 2019 with the full support of UAP Zamboanga and Zamboanga Chavacano Chapters.

The inspirational talk of the guest speaker focused on the importance of the architecture profession in building a sustainable city and community for all. The UAP National President on the other hand, focused his address on encouraging the architects to help make Architecture known to the public and the involvement of UAP chapters with the projects and endeavors of the city. He also urged them to take actions on the “illegal practitioners” of the profession and the pursuit of the Architectural Permits and its implementation according to RA 9266 of 2004. Lastly, he shared about the incoming Senate Bill on the strengthening of the Architecture Act of 2004 sponsored by no less than Sen. Cynthia Villar.

This district event was hosted by the UAP Butuan Chapter and co-presented by Pacific Paint Philippines (BOYSEN). It was attended by not less than 200 architects from Northern Mindanao, as well as other parts of the Philippines.

UAP SOCSKSARGEN HOLDS CONSTRUCTION EXHIBIT By Ar. Cathy Mae Lorica, UAP Socsksargen

Amid the fast-growing construction industry in the region, UAP Socsksargen Chapter staged the latest edition of its annual construction exhibit, dubbed as CONBEX, short for Construction and Building Materials Exhibit, in General Santos City. This year’s twelfth staging, CONBEX XII, ran from July 12 to 14, 2019 at the Event Center of SM City General Santos.

Guest of Honor during the Opening of Exhibits was Philippine Institute of Architects National President Isabelita Israel, who led the ribbon-cutting ceremony.

The three-day event served as venue for industry partners to showcase their products and services to stakeholders in the construction sector and as well as end-users in the region. The exhibit featured around 40 booths displaying various building materials and con-struction equipment.

The exhibit is the only one of its kind in Region 12. It was spearheaded by this year’s CONBEX Director, Architect Ranile Cordova, in collaboration with the United Architects of Philippines Student Auxiliary (UAPSA) of Notre Dame of Dadiangas University (NDDU) and the United Architects of Philippines Graduate Auxiliary (UAPGA).

BAYANIHANG ARKITEKTURA BENEFITS LUMAD COMMUNITY By Ar. Ericson Europa, FUAP

Residents of an IP (Indigenous Peoples) community belonging to the Higaonon tribe in Lanao del Norte were the latest beneficiaries of Bayanihang Architektura, UAP’s Corporate Social Responsibility initiative, as UAP Iligan Chapter organized an outreach program in a remote barangay in Iligan City, in partnership with ABS-CBN Lingkod Kapamilya Foundation.

The project, spearheaded by UAP Immediate Past Area D Vice President Trinidad Saligumba together with UAP Iligan Chapter President Mitchel Sumatra, was conducted in Sitio Limunsudan, Barangay Rogongon, Iligan City last July 21, 2019.

It was a one-day affair aimed to lend technical assistance and support to the inhabitants of this far-flung neighborhood, located around 55 kilometers from downtown Iligan City. The architects were escorted by personnel from the 51st Infantry Battalion of the Philippine Army, namely Cpl. Richmond Penaso and Pfc Jelord Balatero, during the 4-hour trip to the site.

In the morning, Architects Saligumba and Sumatra, with other UAP Iligan Chapter members: Lord Jay Loma, Wilber Lawas, Giovanni Abrillo, and Alvin Rey Octubre, joined school teachers, students and parents, in repainting the old classrooms and building walls of Limunsudan Bayug Falls Elementary School using painting materials provided by Davies Paints. They were assisted by other members of the 51st Infantry Battalion, led by 1Lt. Rey Jay Meneses.

Later, school children received school bags and hygiene kits donated by UAP Angeles Chapter and Architect Trinidad Saligumba, respectively. At midday, everybody shared a hearty lunch donated by Iligan Chapter and prepared by the teachers and parents. Snacks consisting of bread, pastries and juices, contributed by generous private individuals were also served to the children.

The project was made possible through the coordination and facilitation of ABS-CBN Lingkod Kapamilya Foundation, through its Mindanao Area Coordinator, May Paguya, who was also present during the event.

CHAPTER COLLABORATION & CSR CSR COLLABORATION: UAP MANILA CENTRUM + UAP LEGAZPI + UAP TABACO By Ar. Kristine M. Lagman, UAP

Three chapters of UAP, namely Manila Centrum headed by Ar. John Lemuel Llacuna, Legazpi headed by Ar. Arr Jay Joquico, and Tabaco headed by Ar. Kristine Lagman joined forces for a school supplies donation CSR to the 2300 students of Cabangan High School, Legazpi City.

This is in response to the request of the coordinator of the school’s Project Asenso and Adopt A School Program, Mr. Eugenio Llacuna. He initially wrote a letter to UAP Manila centrum, there after, this chapter invited Legazpi and then Tabaco to collaborate on this Project.

The coordinator said that the school provides education to students covering seven (7) coastal barangays and the school administration is faced with educationally challenged students whose parents could not properly support their school needs.

The Project is entitled “UAP JOINT CSR PROJECT 2019” in line with Cabangan High School Program “Ballpen mo, Tuloy ang Aking Asenso “ where the school only asked for pens, yet these chapter were able to provide other school supplies, more than what is asked for.

They turned-over the school supply donations last September 20,2019. The school project coordinator expressed his gratitude to the three chapters specially to UAP Manila Centrum who came all the way from manila.

The chapters also took the chance to do a career-talk to the senior high students.

LOCAL CONVENTIONS LECONEX 2019 UAP Legazpi Chapter Conference and Exhibit By Ar. Alaissa Macinas

Close to four hundred (400) members of the United Architects of the Philippines in the Bicol Region, attended the two (2) day UAP Legazpi Chapter Conference and Exhibit or LECONEX last July 19 to 20, 2019, held at the Legazpi City Convention Center in Legazpi City.

The event was also attended by National President Ar. Benjamin Panganiban and some of the UAP board of directors, executive directors and other national officials, led by .

The UAP National President lauds UAP Legazpi Chapter for their new innovation by bringing in foreign speakers from Japan and Malaysia to speak in the event. He said the event is an opportunity for them to pause and reflect on their progress, to look back to where they have been and to discuss where they will go this fiscal year.

Eight (8) Continuing Professional Development topics were discussed during the two (2) day LECONEX. CPD 1, "towards zero energy family concepts" was discussed by Japanese speaker, Hajime Moroo. CPD 2 topic, "implementation of zero energy building in Japan" was discussed also by a Japanese speaker, Katsuhiko Yamamoto. CPD 3, "Construction Industry Overview" was discussed by Architect Ramon Abiera. CPD 4, "revealing the benefits of landscape architecture", by architect Rene Heray.

Day two, CPD 5, "syphonic drainage" was discussed by Mr. Alvin Sia. CPD 6 topic "cemkret: a specialty building product" was discussed by Engineer Bruce Lee. CPD 7 topic "being the right place at the right time" was discussed by Architect Emmanuel Canlas and the last topic, CPD 8 "plazas parks and green spaces" was discussed by Landscape Architect Paolo Alcazaren.

Present in the first day of the activity is Legazpi City Mayor Noel Rosal. In his message during the opening program he said the UAP is one of the government partners in building this country. He even attributed some of the recognition that was given to the city in terms of infrastructure projects that makes the city one of the competitive city in the Philippines, to the works of the architects. He also offered the City of Legazpi to be the venue of their National Convention next year.

Aside from the Continuing Professional Development topics, the event also featured product exhibits from different construction industry suppliers and manufacturers that were opened to the public. It was visited by around 500 guests during the two (2) days event.

The event ended with a fellowship night. One of the highlights of the fellowhip night was when Architect Corazon Tandoc was recognized and was given a portrait painting as asurprise gift by Ar. Domingo Gamba, one of the elders of UAP Legazpi Chapter. Awarding of certificates for the sponsors was also held during the fellowship night.

UAP 124 TOWN HALL MEETING

It was indeed the largest number of heads of governments, diplomats, filcom and business leaders, government officials, media persons, and other eminent personalities who graced the UAP 124 Dubai event last Sept 9, 2019 at Vox Cinema Deira City Center.

Global Filipino Architects of Dubai has successfully staged the UAP 124 Townhall Meeting on Bangkota, the Philippine Pavilion at Expo 2020 Dubai. Over 250Filipino architects based in the UAE attended the event.

Key note speakers were Consul General Paul Raymund Cortes, Arch. Royal Pineda (Director for Theme Development and Design Architect of the Bangkota) and Dr. Robert Platt (Vice President for Visitor Experience Integration of Expo 2020 Dubai).

The Townhall Meeting is part of a series of Filipino community events organized in collaboration with the Philippine Consulate General in Dubai and its attached agencies to drum up Philippine participation in Expo 2020 Dubai.

As an organization with the mission of promoting Filipino architects globally, the UAP 124 Dubai Chapter supports the “Get an Architect” and Architectural Branding campaign through different methods. The chapter took advantage of each opportunity to introduce the value of Filipino architects in the international scene.

“UAP 124 Town Hall Meeting” also featured Arch. Royal Pineda, the man behind the design of the pavilion entry for the most awaited Dubai Expo 2020. The talk was attended not only by architects but also by the media of different platforms, UAE and Philippine government officials, and by the representatives of the Expo 2020 themselves.

The chapter took advantage of the said event and showed the “Get an Architect” logo during the presentation as a support to the campaign.

The Ilocos Ciudad Fernandina Chapter revisited former President of Philippine Councilors League now Mayor Luis “Chavit” Singson of Narvacan, Ilocos Sur in his office last August 19, 2019. As the newly elected President of the Mayors League of Ilocos Sur, opens up LGU possibilities with the United Architects of the Philippines Ilocos Ciudad Fernandina Chapter.

The UAP ICF Chapter also offered its services for participatory planning with the Local Development Council to work with municipal architects to support the progress of the municipality.

TULONG DUNONG: ANNUAL BOOK DONATION

The UAP Marikina Valley Chapter held its 9th year Tulong-Dunong Book Donation Project last August 24, 2019 at Kalumpang Elementary School. This project is one of the chapter’s longest running CSR Activity that aims to provide annual support to Marikina City Public School Libraries by gathering donors and sponsors in giving donated books. The UAP Marikina Valley Chapter coordinated with the School Administration, Ms. Sheryl Ann D. Hernandez the School Principal, and Ms. Theresa Mapili, the Library aid.

This project was under the leadership of Chapter President Ar. Ranier Biglang-awa, co-chairmanship of Ar. Caroline Victorino & Ar. Rodelo Vargas and with the help of some chapter members who connected with 5 private school donors.

A day before the main event, Ar. Rodelo A. Vargas scheduled a pick-up of books from Marist School, while Ar. Carol & Ar. Roger Victorino assigned pick-up points at Charis School and Olopsc School with a side trip to some individual donors.

Major sponsor for this event was Boysen Paint and ICS publishing company.

PROMOTING THE PROFESSION’S SLOGANBy Ar. Jaworski D. Linag

It needs hard work, dedication and conviction to promote a profession not only for one’s self but for the entirety.

The UAP Bulacan Chapter is one with the UAP National in advocating its slogan, “For Your Plans and Designs…Get an ARCHITECT!” Promoting the profession through the slogan as challenged by the National President, Ar. Benjamin K. Panganiban, Jr., fuap becomes the Chapter’s leading activity.

Chapter President Ar. James A. Baltazar, and his chapter members are determined, enthusiastic and strong-minded to go to supportive establishments where he thinks best to hang and post the slogan, such as in their on-going projects and even construction hardware stores.
