DEFINITIONS: Board (BoD): Board of Directors of the SCA, Inc. Consort: The member who was fought for in the Crown or Coronet Lists and

was invested as royalty. The Coronet: The Sovereign and Consort of a principality, acting jointly. They

reign subject to the overall guidance of the Crown. Corpora: The document defining those policies governing historical re-

creation within the Society, and those policies applicable to the entire Society.

The Crier: The official newsletter of the Kingdom of An Tir. The Crown: The Soverign and Consort of An Tir, acting jointly. Crown Principality: A group of contiguous branches working toward Principality status. Curia: A council of officers and Crown advisors meeting to assist in

administering the Kingdom. Member: Paid member of the Society for Creative Anachronism, Inc. Noble Estate: A body comprised of the Royalty, the Royal Peers, and the

Territorial Barons and Baronesses of An Tir, meeting to advise the Crown as needed.

Period: The era used by the Society as the basis for its re-creation activities. The Society is based on the life and culture of the landed nobility of pre-17th Century Western Europe, focusing on the Middle Ages and the Renaissance. From this basic structure of time and place, there are commonly accepted deviations (e.g., Viking, Roman, Cavalier, Middle Eastern, Japanese, etc.)

Principality: A geographical area of the Kingdom which has the right to select a reigning Prince and Princess by armored combat.

Proclamation: A directive of the Crown or Coronet that shall have effect only during the reign of the proclaiming Royalty.

Regent: The person who administers the affairs of the Kingdom if the Crown is unable to reign.

Region: An administrative designation for a group of branches. Royal Heirs: The victor in the Royal Lists and the victor’s consort for the period

between the victory and the Coronation (kingdom) or Investiture (principality).

Royalty: The Sovereign, Consort, Crown Prince and Princess, Principality Princes and Princesses, and all Principality Heirs.

SCA: The Society for Creative Anachronism, Inc., a California not-for-profit corporation.

Society: The entirety of the Society for Creative Anachronism, Inc. (SCA). Sovereign: The victor in the Crown Lists of An Tir who has been crowned with

the title of King or Queen. Subject: A non-Crown participant who resides within the borders of, and/or is

considered to be a denizen of, the Kingdom of An Tir.

ARTICLE I. THE LAW

Article I.A. The word of the Crown is law. The Crown acknowledges, and is subject to, modern law, the governing documents of the Society, and the current written Laws of An Tir. The Crown shall be cognizant of the rights and privileges of its vassals and subjects by tradition, custom and usage. Article I.B. All changes to these laws must be proclaimed at a legal Society event with complete copy published in The Crier. No provision of law shall be in effect, nor shall any subjects be responsible for such provision, until such proclamation and publication have taken place. Article I.C. Principality Law:

1. Within any Principality of the Kingdom of An Tir, the word of the Coronet is Law subject to the same restrictions as Kingdom Law. Additionally, Principality Law is subject to Kingdom Law and the approval of the Crown. The Coronet is subject to its current written Principality Laws. 2. Any changes to the Laws of a Principality must first be submitted to the Crown of An Tir in writing and receive the Crown's signatures before being proclaimed. They must then be proclaimed at a legal Society event and published in The Crier and the appropriate Principality newsletter, before they are fully in effect.

Article I.D. This is the current edition of The Laws of the Kingdom of An Tir, and all earlier versions are repealed. Article I.E. The Laws of the Kingdom of An Tir will be published in full at least biannually and shall be mailed as a supplement to The Crier. Article I.F. The following handbooks are incorporated by reference in the Laws of the Kingdom of An Tir and shall be treated as though they are part of Kingdom Law.

1. The An Tir Book of Combat (The ABCs), covering the conduct of combat and other martial art forms as well as applicable equipment standards 2. The An Tir Book of Target, covering conduct of all archery and thrown weapons activities and equipment standards. 3. The An Tir Book of Fence, covering conduct of all rapier/fencing activities and equipment standards. 4. The An Tir Book of Horse, covering the conduct of all equestrian activities and equipment standards. 5. An Tir Financial Policy, covering all financial matters. 6. An Tir Kingdom Publication Policy, covering all print and electronic publications. 7. The An Tir Constables Handbook, covering all policies encompassing safety

ARTICLE II. THE ROYALTY

Article II.A. The duties, responsibilities, and privileges of the Crown are detailed in Corpora. Article II.B. The Crown shall use Their power to defend and protect An Tir and Their subjects. The Crown shall work to see that justice is done and that the glory that is An Tir is in no way diminished. The Crown agrees to allow personal access information to be published in applicable newsletters and on appropriate websites, and assures that They may legally cross the U.S./Canadian international border for the duration of Their Reign. Article II.C. Succession, Abdication, and Failure to Reign:

1. Crown Lists: a) The Crown Lists shall be fought at two Crown Tournaments per year as detailed in Article V.B. b) All authorized fighters of An Tir who are acceptable to the Crown have the right to compete in the Crown Lists of the Kingdom of An Tir, unless they are in violation of the rules of the Crown Lists, the governing documents of the Society or the laws of the Kingdom. c) All combatants and prospective consorts must be presented to the Crown. The final decision as to the acceptability of any otherwise-qualified participant in the Crown Tournament shall rest with the Sovereign. d) By entering into the Crown Lists, a combatant declares that the combatant has a prospective consort of the opposite gender, who has agreed to reign with them should they win. During the invocation of the Crown Lists, all combatants and prospective consorts shall declare that they are loyal to the Crown, and will uphold the laws of, and respect the customs and traditions of the Kingdom. They shall further declare that, should they be victorious, They will attend Their Coronation, and shall preside over the activities of the following Crown Tournament, and the Coronation of Their successors, for no one shall compete for the Crown without intending to reign should they win. Entering in the Crown Lists also affirms that both the combatant and their prospective consort maintain the ability to legally cross the U.S./Canadian international border for the duration of Their reign, should they be victorious. e) Both the combatant and prospective consort shall be present at the Crown Tournament. Both the combatant and the prospective consort shall have been active subjects of An Tir for no less than one year prior to the Crown Tournament. The Sovereign may grant exceptions to these requirements, if requested in advance, and if the Sovereign is satisfied that all obligations will be met by the combatant and consort. No person may have more than one combatant fighting for him or her in a given Crown List, and no combatant may fight for more than one prospective consort. f) At each Crown Tournament the Kingdom Seneschal or a designated representative shall confirm the membership status of each combatant and prospective consort. Upon verification of memberships, the combatant's name may be entered in the Crown Lists. g) All combatants and prospective consorts entering the Crown Lists of An Tir must be a minimum 18 years of age. h) Neither the Sovereign nor the Consort may fight or be fought for in the Crown Lists.

a) Failure of either the Sovereign or Consort to attend a required Crown event constitutes a failure to reign of that person and shall be taken as an abdication of the Throne; unless the failure to attend was beyond the control of the Sovereign or Consort and They had intended to attend. b) If both the Sovereign and Consort are significantly late in arriving at a Crown Event, the Champion of An Tir shall assume the duties of Regent and commence the activities of the event. When the Sovereign or Consort arrives, They shall immediately assume Their duties and the Regent shall resume the duties of the Champion of An Tir. If it is a Crown Tournament, the Regent shall supervise the Crown Tournament and invest the victor and the consort as Royal Heir and Consort. If it is a Coronation, the Regent shall invest the Royal Heir and Consort as Sovereign and Consort. c) A letter from the Sovereign and/or Consort to the Kingdom Seneschal indicating intent to abdicate constitutes official abdication. d) Should either the Sovereign or Consort be unable to complete the reign, or elect to abdicate, the other shall assume the duties and privileges of both for the remainder of the reign.

3. The Royal Heir and Consort: a) Should the Royal Heir and Consort, through no fault of Their own, be unable to attend Their coronation, such steps as are necessary and acceptable to Them and the Crown shall be taken that They may achieve Their Crown. An announcement of the change will be made as soon as possible in The Crier. b) If the Royal Heir and Consort elect to abdicate, or if the Crown Tournament is invalidated for any reason, a new Crown Tournament shall be called at the beginning of the Coronation event. This tournament shall be limited to all fighters who meet the requirements to enter the Crown Lists and who competed in the previous Crown Tournament. The previous victor and their consort shall be barred from the tournament. The winner of this Crown Tournament and their consort shall be crowned at this event. c) If the prospective Consort cannot assume the Crown for any reason, the prospective Sovereign shall choose a new Consort acceptable to the Crown. The new Consort must meet the requirements set forth in Article Article II.C, regarding who may be fought for in the Crown Lists.

4. The Regent: a) In the event that both the Sovereign and Consort are unable to conclude Their reign or have abdicated, the Champion of An Tir shall serve as Regent. b) If the Champion of An Tir cannot carry out the Regent's duties, the Kingdom Seneschal shall call a meeting of the Noble Estate. As a body, they shall select the most suitable person of Ducal or County rank to serve as Regent. c) Duties:

(1) The Regent shall not have the authority to alter The Laws of the Kingdom of An Tir or to give awards. (2) If the Crown has officially abdicated without Heirs, the Regent shall crown the victor and consort of the next Crown Tournament as Sovereign and Consort immediately.

The Laws of the Kingdom of An Tir Page 7 (3) The Regent may not fight or be fought for in the Crown Lists. (4) If the Crown officially abdicates after Their Heirs have been chosen, the Regent shall crown the Heirs at the next scheduled Coronation event.

Article II.D. Crown Finances:

1. The Crown and Heirs shall be reimbursed for reasonable office, copying, postage, electronic mail and telephone expenses incurred in preparation for and in conjunction with Their reign. 2. The Crown and Heirs shall be exempt from site fees at the four Crown events.

Article II.E. The Principality Coronet: 1. The Coronet will render an oath of fealty for Their lands at each Coronation of the Sovereign and Consort of An Tir. This Oath may be delivered by letter, but must be renewed in person at the first opportunity. 2. The duties, responsibilities, and privileges of the Coronet are detailed in Corpora. 3. Succession of the Coronet shall be conducted under the appropriate sections of Principality Law. 4. The Coronet shall provide a report on the state of Their Principality to the Crown of An Tir at the Crown's Coronation. Copies shall be sent to Their Principality Heirs and the appropriate Principality and Kingdom Seneschals.

ARTICLE III. OFFICERS OF COURT AND STATE Article III.A. All Officers shall:

1. Be paid members of the Society and have access to the Crier at their place of residence. 2. Be at least eighteen (18) years of age. 3. Execute the lawful commands of the Crown and abide by Kingdom law. 4. Carry out additional duties as are appropriate to their office and/or as directed by the Crown. 5. Agree to allow personal access information to be published in applicable newsletters and on appropriate websites. 6. Be reimbursed for reasonable travel expenses to attend required Crown events.

a) Reasonable travel expenses are defined as mileage paid at the current rate authorized by the US IRS to and from an event for one vehicle.

Article III.B. Officers of Court 1. Kingdom Champions are considered the Officers of the Royal Court.

Conclusions and recommendations require a simple majority vote. (10) When the nine judges have reached their conclusions and decided upon their recommendations, the Court shall reconvene. The Kingdom Seneschal shall announce the conclusion of the judges, noting the number of votes. The Kingdom Seneschal shall recommendations for sanction, again noting the number of votes for each sanction.

The Laws of the Principality of Avacal

DEFINITIONS The Coronet: The Prince and Princess of Avacal, acting together. Tanist and Tanista: The heirs to the Coronet.

ARTICLE I. THE LAW

Article I.A. The word of the Coronet is law subject to the Crown of An Tir and that which The Crown of An Tir is subject to. In the interests of simplicity the Laws of Avacal do not list or reference over riding laws. Article I.B. Any amendments must be reviewed and signed by the Avacal Seneschal, and reviewed and signed by Their Majesties of An Tir and the Kingdom Seneschal prior to proclamation. The Laws of Avacal shall be published in their entirety once each year in the Principality newsletter, with amendments published in the Principality newsletter, the Avantgarde, and in the Kingdom newsletter, the Crier, and proclaimed as soon as possible. Article I.C. This is the current Laws of Avacal and all earlier versions are repealed.

ARTICLE II. THE CORONET Article II.A. General

1. The duties, responsibilities and privileges of the Coronet are detailed in Corpora, what follows is particular to Avacal. The responsibilities and privileges of the Coronet are similar in scope within the Principality of Avacal as is the Crown within An Tir.

Article II.B. Maintenance and Succession 1. Should the results of a Coronet Tournament be declared invalid for any reason, a Coronet Tournament shall be called at the beginning of the Investiture Event. This tournament shall be limited to eligible fighters who competed in the invalidated Coronet Tournament. The winner of the tournament and the person they fought for shall be invested immediately. 2. If the Coronet fails to complete their reign, the Tanist and Tanista shall act as regents until their investiture. If there is no Tanist and Tanista the heavy champion of Avacal shall serve as Regent. If the Heavy Champion cannot carry out the Regent duties the Champions shall select the most suitable royal peer to serve as Regent. The Regent’s sole responsibility is to host a Coronet List as soon as practically possible and to immediately invest the winner and consort as Prince and Princess. The Regent may not change law or give awards. Failure to reign includes: failure to attend Principality events unless such failure to attend is beyond the control of the Prince or Princess and no failure of intent to reign is demonstrated; abdication; failure to perform the duties of the Coronet as judged by the Crown of An Tir with the advice of the Seneschal and the four Champions. 3. Should a Prince or Princess be unable to complete their reign, it is acceptable to have the remaining Prince or Princess complete the reign.

Article II.C. Responsibilities

1. The Coronet must attend all Principality events. The Coronet must swear fealty to the Crown at the time of Kingdom Coronation in some fashion acceptable to that Crown. If the failure to swear fealty at this time is beyond the control of the Coronet, they will make arrangements to swear fealty in some fashion acceptable to the Crown as soon as possible thereafter.

Article II.D. Privileges

1. The Coronet and their heirs shall not be charged event fees. The Coronet shall be reimbursed for reasonable mailing, photocopying, telephone and travel costs incurred in conjunction with their reign, upon submission of receipts to the Avacal Exchequer. Total costs submitted within a given reign may not exceed $1200. The Travel Fund is not to drop below a balance of $300. This fund will be supplemented by funds from the General Operating Account should this occur.

ARTICLE III. CHAMPIONS OF AVACAL Article III.A. General

1. The four Champions of Avacal are: Champion of Sword (heavy or rattan combat), Champion of Arrows (light or missile combat), Champion of Arts & Sciences, and Champion of Rapier. Each Champion will serve a term of one year. No person may serve as two Champions at the same time. No person may enter more than one Champions Tourney at one time. If the Champion is unable to serve, the Coronet shall choose a suitable person to serve and oversee the next tourney. The Champion of Sword may contest or be fought for in the June Coronet list. . To enter competition for any Avacal Championship, entrants must have a current membership in the SCA, Inc., and must maintain it during their tenure as Champion.

Article III.B. Duties 1. The Champions must swear an oath of fealty and service to the Crown 2. The Champions have the duty to advise the Coronet. They shall support and defend the Principality of Avacal, and serve the Coronet to the best of their ability. 3. The Champions are expected to attend all Principality Events, unless granted permission by the Coronet not to do so. 4. The Champions must oversee the tournament to choose their successor at the Investiture Events (See section 6). They are responsible for the regalia of their office and must pass it on to their successor. 5. The Heavy Champion has a role to play in the maintenance and succession of the Coronet. (See section 2).

Article III.C. Rights 1. The Champions have the right and duty to attend the Coronet at Court and at war, and a place near the Coronets’ table at feasts. The Champion of Sword is to stand armed at the Prince’s Throne, and the Champion of Rapier is to stand armed at the Princess’s Throne. 2. Champions shall not be charged site fees at Principality Events. This does not include feast fees.

ARTICLE IV. PRINCIPALITY OFFICERS AND DUTIES Article IV.A. Principality Officers will act within Avacal as Kingdom Officers act

within the Kingdom. The job descriptions of these officers are in Corpora and Kingdom Law. Officers are expected to keep in touch with both their superiors and subordinates. Officers shall serve a two year term of office so long as their duties are carried out in a manner satisfactory to the Coronet and their Kingdom superior. Warrants for all Greater Officers of State and their regional subordinates are required to be presented to each Coronet on the occasion of Their Investiture for review and renewal of warrant of office.

1. Six months prior to the end of each two year term Officers must begin to advertise the availability of their position in the Principality Newsletter. This advertisement shall run continuously for no less than 3 months. Principality Officers may apply to serve a consecutive term and if so, their request will be judged alongside those of any other applicants. No individual may serve in the same capacity for more than four consecutive years. 2. The Great Officers of State in Avacal shall be: the Seneschal, the Chancellor of the Exchequer, the Chatelaine, the Earl Marshal, the Minister of Arts and Sciences, the Herald, the Chronicler, the Chirurgeon, and the Constable. 3. The Lesser Officers of State in Avacal shall be: the Principality Calendar, the Minister of the Lists, the Provost Marshal for Rapier Combat, the Royal Archer, the Warlord of Avacal, the Principality Bard, the Principality Gamesmaster/mistress, the Principality Web Minister, the Principality Scribe, the Principality Regalia, and the Lord/Lady High Regent of Their Highnesses University of Avacal 4. The job descriptions and structure of the Principality Officers shall mirror that of the Kingdom of An Tir. 5. Principality Officers must have a current membership in the SCA, Inc., and must maintain it during their tenure as officer. 6. Article IV.B. All other officers within Avacal, whether Baronial, Canton, Shire, College etc., shall serve two year terms of office so long as their duties are carried out in a manner satisfactory to the Coronet and their appropriate superior. The Griffin’s Heart is Avacal’s award to honour excellence in period dress, thought, speech, behaviour and encampment, and is bestowed by the will of The Coronet. Article V.G. The Order of the Valorous Warrior is Avacal’s award to honour excellence in martial activities be it archery, rapier or heavy combat and is bestowed by the will of The Coronet.

DEFINITIONS The Coronet: The Prince and Princess of the Summits acting together The Crown: The King and Queen of An Tir acting together Coronet Sovereign: The victor in the Coronet lists of the Summits who has been invested

with the title of Prince or Princess as appropriate. Coronet Consort: The companion who inspired the victor in the Coronet lists of the

Summits who has been invested with the title of Prince or Princess as appropriate.

Heirs: The victorious couple prior to Investiture, titled Tanist or Tanista of Summits, as appropriate.

Proclamation: A directive of the Coronet effective either only during the reign of the Prince and/or Princess making it, or until the Proclamation is incorporated into Law.

Subject / Resident: A person or group of persons whose primary residence is in the Principality of the Summits

Defender: The victor of the Defender's List who shall administer the affairs of the Principality in the event there should be a failure of the Coronet to reign.

ARTICLE I. THE LAW Article I.A. The Source of Law

1. The word of the Coronet is Law within the Principality. The Coronet acknowledges, and is subject to, modern law, the governing documents of the Society, and the written Laws and policies of An Tir.

Article I.B. Amendments 1. The Laws of the Principality may be amended by the Coronet with the Crown's Approval, and after review of the Kingdom and Summits seneschals, by proclaiming and publishing specific changes, additions, or deletions to specific articles and sections. Publication must be in an official publication of the SCA, Inc. Other proclamations shall be understood to be in effect only during the reign of the Coronet and shall lapse upon the Investiture of their Successors.

Article I.C. When Effective 1. Any proclamation or amendment to the Law shall be understood to be in effect from the moment it is spoken, but no subject of the Principality shall be held accountable until that proclamation or Law is signed and published.

Article I.D. Publication 1. This is the current edition of the Laws of the Principality of the Summits, and all earlier versions are repealed. 2. Publication of the proclamations and amendments to the Law shall be accomplished by printing changes in the Kingdom and Principality newsletters.

The Exchequer's Council shall create and maintain a Summits Financial Policy, approved by the Kingdom Exchequer and published annually in Echoes, with changes announced via Echoes and online information sources. The Summits Financial Policy shall have the force of Principality Law once approved and published in an official Society newsletter. Any permanent special purpose funds overseen by the Principality must be included in the Financial Policy, balances published quarterly in the Echoes and be reported to every Moot.
