• Aim:
to develop a systematic into-employment methodology as an integrated part of the treatment
• Output:
Work-Wise Manual, 2001
WORK-WISE NEDERLAND
• Partnership between 12 penal institutions for juveniles and young offenders founded in 2000
• Objective:Providing youngsters with a seamless into-
employment programme
Creating a nationwide network for preparing release and performing aftercare
Jointly developing the Work-Wise methodology

Target group
Criteria for placement in the Work-Wise programme:
• A learning path geared to the labour market has to be indicated
• Minimum age of 15 years
• Minimum stay in the penal institution for 4 months
Starting points
• Integral and multidisciplinary approach
• Empowerment of the participants
• Sentence planning
• Tailor made character of the route
• Individual Employment Counsellor
Contents Work-Wise Programme
Integral into-employment programme compromises three routings:
1. Work and Schooling
2. Living independently and Coping with leisure time
3. Creating a social network
Output
In total 1091 participants in 2000, 2001 and 2002 from which:
• 32% are still participant in the programme in 2003
• 48% is placed in a job and/or vocational education
• 9% is placed in another custodial institution
• 11% has not completed the programme
Follow-up research
First interview six months after release and second interview six months after finishing the period of aftercare
The central questions are:
Do you still have• a job and/or are you going to school• an acceptable place to live • an acceptable social network
and• Have you been involved in criminal activities

Aims:
• Improving the stage of intake and diagnoses
• Creating modules for specific target groups
• Re-enforcement of the organizing base
• Improvement and measurement of quality and effectivity of the programme

• A risk and needs assessment and an instrument aimed at how to estimate and how to cope with the recidivism risks of violent juveniles
• A model for case management of into-employment programmes
• A blue-print for a cooperation contract between chain partners and other relevant partners
