One needs to keep in mind that there are far fewer AZA facilities than exhibitors AZA, Association of Zoos and Aquariums, is a private group accrediting big city zoos. It is expensive to join, but AZA accreditation so far guarantees the zoo an exemption from wild and exotic animal bans. AZA facilities are required to be USDA licensed. • USDA, US Department of Agriculture, requires a federal license needed for anybody engaging in public display and/or in any commercial wild and exotic mammal breeding, selling, trading and exhibiting. Examples would be circus, small private zoo, magic acts, etc…Some nonprofit wildlife sanctuaries are not USDA licensed, which is legal in some states, but only IF they do not exhibit to the public. • USDA regulations do not require non commercial aka ‘pet’ owners to be licensed, but many states and localities mandate a USDA license for wild & exotic animal ownership. • The larger number of fatalities at USDA only licensed facilities as opposed to AZA facilities doesn’t necessarily mean the AZA facility is safer. Majority of facilities are USDA only, and not accredited by AZA, which explains larger number of fatalities occurring at non AZA facilities. Also, the majority of large mammals like big cats, bears and elephants (except killer whales) are in non AZA facilities.

• NRS 501.097 “Wildlife” defined. “Wildlife” means any wild mammal, wild bird, fish, reptile, amphibian, mollusk or crustacean found naturally in a wild state, whether indigenous to Nevada or not and whether raised in captivity or not.

• NDOW does regulate/permit bears, cougars and bobcats, reptiles. NDOW has minimum caging standards.

– Could not get the ordinances for 2, and the other two have no ordinance (extremely low populations)

In many states, unqualified people can easily purchase and breed lions and other big cats, keeping them in bad conditions and endangering the public. This is a blatant lie, it is hard enough to find a lion cub, even harder to get a breeder to sell you one. This is based on personal experience. Additionally where is the evidence that people keep them in bad conditions, given that they are able to get one. Just how are they endangering the public, since 1990 there are no incidence of a big cat getting off the property and attacking, much less killing anyone. Wild animals can attack, they can spread disease, and the average pet owner cannot provide the care they need in captivity. This is true for any species, to include domestic cats, dogs, and livestock. The statement is made to incite fear. The average pet owner doesn’t get big cats, that is why there are so few pet big cat owners. Another statement without any evidence, they “may be kept in small cages”, which invites the opposite; they may be kept in large enclosures. The statement that they may be “let loose”, other than Zanesville, when has it happened? In regard to putting other wildlife at risk, the cat most responsible for damage to wildlife is the domestic/feral cat. Nevada has no laws regulating exotic animals Another blatant lie. Nevada has regulations on the keeping of exotic animals, they are regarded as wildlife, which regulated by NDOW. The NRS defers to the counties to make regulations and determinations of dangerous animals. NRS specifically address the keeping of wildlife, the HSUS just doesn’t like it. Considering that HSUS does not operate any shelters in Nevada, much less has any members in the state (members as defined in their by laws), why are they concerned.

• This is a ban and confiscation bill concentrates on setting the conditions for confiscating animals

– 300 hours experience to work with animals (commercial pilots license is only 250 hrs)

• Written by HSUS, a Washington D.C. based Animal Rights organization with no hands on experience with these animals, not Nevadans

• Do you even know how many animals/owners there are? Do you care?

• No where to place animals, will the State have to build an exotic animal facility or just euthanize exotics?
