A Community-based RH/FP Programs and Roles of NGO

• To describe the government policies, strategies, management system, and infra-structure

• To describe the roles of NGOs including community organizations in the management and implementation of RH/FP program in the field

• To describe the process of establishing community institutions and using the existing socio-cultural for a program mgnt and implementation at grass root level

The process of establishing community institutions and using the existing socio-cultural

• The program adopted from a passive clinic-based approach, then moved to the community-based approach

• Used an informal village leader known as Village Contraceptive Distribution Center (VCDC)

• Called as Agent of Development (change agent)• The function has broadened to become a

community organization

• In the decentralization policy, it has been given a greater role and the responsibility of being the “manager” of the FP program at village level

• Serve as a channel to accomodate the aspirations of the community and to manage the FP program in the village

Six roles of PPKBD (1):

• Developing a clear organization structure, preferably a collective one

• Holding regular meeting with other volunteers, PLKB and other related community organizations

• Conducting IEC activities as well as counselling to improve the knowlegde of the villagers

Six roles of PPKBD (2):

• Conducting routine recording of the program implementation and assisting the PLKB in the annual family enumeration

• Carrying out FP program and activities• Exploring resources to support their

activities and to improve their performances
