TO BE A LOCAL GOVERNMENT COUNCILLOR ON THE SHIRE OF COCOS (KEELING) ISLANDS
You would be involved in running an organisation with the responsibility of making decisions that have a major impact on our lifestyle. As a representative of your community you will find the role enjoyable, challenging and stimulating with involvement in matters as diverse as recreation, libraries, the environ-ment, town planning, health, roads and many more. Meeting fees and some expenses are paid.

WHO CAN NOMINATE?
Any person who is an Australian Citizen over the age of 18 years who is an elector of the district and is not disqualified under the Local Government Act 1995 (WA) (CKI) may nominate for council.
WHEN TO NOMINATE
Nominations open on Thursday 7 September 2017, and close at 4.00pm sharp on
Thursday 14 September 2017.
WHERE TO NOMINATE
At the Shire office Home Island.
Nominations must be on a prescribed form that is available from the Deputy Returning Officer. An $80 nomination deposit is required as well as a profile of the candidate consisting of no more than 150 words on an A4 sheet. You can include a passport-sized photo if you wish. If unable to personally attend to nominate, an authorised agent on a prescribed can do this on your behalf.

Drug offences and you I – prohibited drugs, use of premises and drug paraphernalia
These are short articles about legal issues that may interest you. They are not legal advice. You should
always get individual legal advice for your situation.
We will talk about drug offences in the next several articles. There are drug offences that you can be charged with under both WA state-based legislation that is applied to Christmas and Cocos (Keeling) Islands and
under Commonwealth legislation.
First of all, in the first few articles, we will deal with the criminal offences under state-based applied
legislation. These are in the Misuse of Drugs Act 1981 (WA)(CI) (we will now call it the Act). The offences are in relation to “prohibited” drugs.
What are prohibited drugs?
You will probably have a good idea what drugs are prohibited just by applying your common sense and general knowledge. The Act defines prohibited drugs as drugs of addiction (which is further defined in the Act), drugs specified in the Act’s regulations (some examples are
anabolic steroids and barbiturates) and drugs in Schedule 1 of the Act.
The drugs in Schedule 1 of the Act include heroin and opium, morphine, ecgonine (a substance having a close relationship to cocaine) and cocaine and any preparation of those with certain percentages of each, and any cocaine derivative or cannabis or cannabis resin or any
derivative of cannabis.
In this article we will talk about offences to do with prohibited drugs, the use of premises and drug paraphernalia.
Offences to do with drugs and the use of premises
There are a number of offences associated with owning, renting, managing or being in premises associated with prohibited drugs.
It is a criminal offence:
As an occupier of premises (which means a person in control of premises) to knowingly allow those premises to be used to manufacture (make) or prepare (get ready) a prohibited drug for use, or manufacture, prepare, sell, supply or use a prohibited drug or plant.
As an owner, or lessee of premises, to knowingly allow the premises to be used for the purpose of using a prohibited drug or plant.
To be knowingly involved in managing premises that are being used in either of the ways above.
These 3 offences are called “simple” offences. This means that they can only be dealt with by the Magistrates Court and not a higher court.
Each of these offences can attract a maximum fine of $3,000 and/or imprisonment of up to 3 years.
It is also an offence to be found in any place which is actually being used for the purpose of smoking any prohibited drug or plant that is not
cannabis. This is also a simple offence and attracts a maximum fine of $2,000 and/or imprisonment of up to 2 years.
Offences to do with drug paraphernalia
There are a number of offences to do with having drug paraphernalia with a prohibited drug or plant in or on it, or displaying or selling drug
paraphernalia. Drug paraphernalia is defined as anything someone makes or alters:
to make a prohibited drug or plant, or make it ready to administer (give to) someone, or so that they can smoke or inhale it or ingest it (eat or drink it).
to administer (give) a prohibited drug or plant to someone, or so that person can smoke or inhale it or ingest it.
Common examples are meth pipes and cannabis bongs.
It is a criminal offence to:
Display drug paraphernalia in a retail outlet (eg shop, market stall). Sell drug paraphernalia to an adult. Sell drug paraphernalia to a child (anyone under the age of 18 years). Possess drug paraphernalia that has any prohibited drug or plant on or in it.
These 4 offences are also “simple” offences and can only be dealt with by the Magistrates Court. The offences of displaying drug
paraphernalia or selling it to an adult can each can attract a maximum fine of $10,000.
Selling drug paraphernalia to a child can attract a maximum fine of $24,000 and/or 2 years imprisonment.
Possessing drug paraphernalia that has any prohibited drug or plant on or in it attract a maximum fine of $36,000 and/or 3 years
imprisonment.
In the next article we will deal with offences to do with prohibited plants and in the third article possession, use, selling or supplying prohibited
drugs.

Majalah-majalah pendek ini tentang perkara-perkara hukum yang mungkin menarik perhatian kamu. Ia
bukan nasihat undang-undang. Kamu harus selalu mendapatkan nasihat undang-undang untuk keadaan
kamu.
Kita akan bincangkan tentang pelanggaran drug dalam berberapa majalah seterusnya. Ada pelanggaran
drug yang kamu boleh dituduh dengan kedua-dua undang-undang WA berdasarkan state yang digunakan
di Pulu Christmas dan Cocos (Keeling) dan dibawa undang-undang Commonwealth.
Pertama, dalam berberapa majalah dulu, kita akan menerangkan tentang pelanggaran jenayah dibawa undang-undang yang
digunakan berdasarkan state. Ini berada dalam Misuse of Drugs Act 1981 (WA)(CI) (yang kami sekarang panggil ‘the Act’).

dengna drug-drug terlarang.
Adalah pelanggaran kriminal:
Sebagai pengguna sebuah tempat (yang bermaksud seorang yang menguasai tempat) untuk berpengetahuan memberi izin untuk
tempat itu digunakan untuk membuat atau mempersiapkan drug terlarang untuk digunakan, atau menyiapkan, jual,
menyediakan atau menggunakan drug atau pokok terlarang.
Sebagai pemilik, atau penyewa sebuah tempat, untuk berpengetahuan memberi izin untuk tempat itu digunakan untuk tujuan
mempergunakan drug dan pokok terlarang.
Untuk berpengetahuan yang terlibat dalam mengurusi tempat yang sedang digunakan dalam cara-cara tersebut diatas.
3 kesalahan ini dipanggil pelanggaran “simple”. Ini bermakna yang mereka hanya boleh diurusi oleh Magistrates Court dan bukan
mahkamah tinggi. Setiap pelanggaran ini boleh menarik dendaan terbesar hingga $3,000 dan/atau boleh dipenjara hingga 3 tahun.
Ia juga adalah pelanggaran jika didapati berada ditempat yang sedang digunakan untuk tujuan mengisap drug atau pokok terlarang
yang bukan cannabis. Ia pelanggaran ‘simple’ dan boleh mendapatkan denda $2,000 dan/atau penjara boleh hingga 2 tahun.
Pelanggaran yang berkenaan dengan peralatan drug
Ada berberapa pelanggaran yang berkenaan dengan mempunyai peralatan drug atau pokok dalamnya atau atasnya, atau menunjukkan
atau menjual peralatan drug. Peralatan drug diterangkan sebagai apa saja yang orang membuat atau menukar:
untuk membuat drug atau pokok terlarang, atau menyiapkan untuk memberikan orang, atau supaya mereka boleh isap atau
ditelan (makan atau minumnya).
untuk memberi drug atau pokok terlarang kepada seseorang, atau supaya seorang itu boleh isap atau ditelan.
Contoh-contohnya adalah meth pipes dan cannabis bongs.
Ia adalah pelanggaran untuk:
Menunjukkan peralatan drug dalam kedai (eg kedai, market stall).
Menjual peralatan drug kepada seorang dewasa.
Menjual peralatan drug kepada anak-anak (seorang dibawa umur 18 tahun).
Memiliki peralatan drug yang mengandungi drug dan pokok terlarang.
4 kesalahan ini adalah pelanggaran “simple” dan boleh diurusi oleh Magistrates Court. Pelanggaran menunjukkan peralatan drug

Warm, soapy water is the best option for washing your hands when they are visibly dirty. Follow these simple tips on good hand
hygiene.
To wash your hands:
remove all jewellery, even rings, so you can reach all surfaces on your
hands
wet hands with running
water (preferably warm)
apply soap. Normal soap is just as good as
antibacterial soap
rub your hands together, covering all surfaces, including the back of your hands and between your
