  • Whereas, this ordinance consti-tutes an emergency measure provid-ing for the usual daily operation ofa municipal department; now, there-fore,Be it ordained by the Council of

    the City of Cleveland:Section 1. That the Director of

    Capital Projects is authorized toissue a permit, revocable at the willof Council, to Robert A. Hill, 12207Brookfield Avenue, Cleveland, Ohio,44135 (“Permittee”), to encroach intothe public right-of-way of the 1st un-named alley (10.00 feet wide) westof Bellaire Road and north ofGuardian Avenue by installing,using, and maintaining a hoophouse and urban garden at the fol-lowing location:Situated in the City of Cleveland,

    County of Cuyahoga and State ofOhio and known as being the 1st un-named alley (10.00 feet wide) Westof Bellaire Road and North ofGuardian Avenue in the GuardianSubdivision, of part of OriginalRockport Township Section No. 10as shown by the recorded plat inVolume 65 of Maps, Page 9 of Cuya-hoga County Records, furtherdescribed as follows:Being the most Northerly 40.00

    Section 3. That Permittee mayassign the permit only with theprior written consent of the Directorof Capital Projects. That theencroaching structure(s) permittedby this ordinance shall conform toplans and specifications firstapproved by the Manager of theCity’s Division of Engineering andConstruction. That Permittee shallobtain all other required permits,including but not limited to Build-ing Permits, before installing theencroachment(s).

    Section 4. That the permit shallreserve to the City reasonable rightof entry to the encroachment loca-tion(s).

That this ordinance isdeclared to be an emergency mea-sure and, provided it receives theaffirmative vote of two-thirds of allthe members elected to Council, itshall take effect and be in forceimmediately upon its passage andapproval by the Mayor; otherwise itshall take effect and be in forcefrom and after the earliest periodallowed by law.Referred to Directors of Capital

    various entities, agencies, or indi-viduals, to provide Workforce Devel-opment and Economic Developmentservices authorized under this ordi-nance.

    Section 7. That the term of thesubleases authorized by this ordi-nance shall not exceed two years,subject to annual appropriation andto the provisions of the City’s leaseagreement.

    Section 8. That the subleases mayauthorize the various entities, agen-cies, or individuals to makeimprovements to the subleasedpremises subject to the approval ofappropriate City agencies and offi-cials, and to authorize the sub-lessees to contribute a share of oper-ating costs

    Section 9. That the subleases shallbe prepared by the Director of Law.

    Section 10. That the Director ofWorkforce Development, the Direc-tor of Law, the Chief of PublicAffairs and other appropriate Cityofficials are authorized to executeany other documents and certifi-cates, and take any other actionswhich may be necessary or appro-priate to effect the subleases autho-rized by this ordinance.

    Section 11. That the Director isauthorized to accept monies underthe subleases authorized above, andto deposit the rent collected, andother program income with theCounty as the designated fiscalagent.     An emergency resolution urgingthe U.S. Postal Service to expandand enhance existing services suchas check cashing and internationalmoney transfers, and to take neces-sary steps towards designing andimplementing additional financialservices.Whereas, an astounding one in

    four U.S. households (26.9%) is atleast partially outside the financialmainstream, or underserved by tra-ditional banks, according to a 2015survey by the Federal Deposit Insur-ance Corporation; andWhereas, those underserved by

    traditional banks must rely on high-cost and often predatory “alterna-tive” financial services includingpayday loans and check-cashing ser-vices, resulting in underservedhouseholds with an average annualincome of $25,000 spending an aver-age of $2,400 per year on interestand fees; andWhereas, access to financial ser-

    vices is key to ensuring economicand social opportunity for low-income Americans, a vital priorityat a time of growing inequality inour nation; andWhereas, large banks have closed

    branches in low-income communities(where the largest number of under-served Americans reside); andWhereas, the U.S. Postal Service

    operates more than 33,000 retaillocations nationwide, many of whichare located in “bank deserts” (59percent of post offices are in zipcodes with either zero banks or onlyone bank branch), including 22 loca-tions in Cleveland; andWhereas, the U.S. Postal Service

    has a mandate to serve all Ameri-cans, regardless of geography, ataffordable and uniform pricing; andhas a skilled workforce whichprocesses more than 286,000 moneyorders every day; therefore, the

    Postal Service has the infrastructureto provide much-needed financialservices;Whereas, worldwide, 1.5 billion

    people receive some financial ser-vices through their postal serviceand the U.S. Post Office Departmentsuccessfully offered financial ser-vices, including savings accounts,for more than 50 years from 1911-1967; andWhereas, the Postal Service is

    consistently rated one of the mosttrusted institutions and enjoys amuch higher level of confidencefrom the public than do banks andpayday lenders; andWhereas, the USPS Office of

    Inspector General asserts that thePostal Service can act now to pro-vide consumers with affordablefinancial services, by expanding andenhancing services including moneyorders and international moneytransfers, and introducing new ser-vices such as check-cashing, billpay, and no-fee ATMS, and can doso under current legal and regula-tory authority; andWhereas, providing these services

    would strengthen our national trea-sure, the public Postal Service; and Whereas, the U.S. Conference of

    Mayors endorsed postal banking in2014, and the communities of Lake-wood, Brookpark, Fairview Park,and Berea join Cleveland in adopt-ing resolutions;Whereas, this resolution consti-
