1.1 Focus of the Matrix

The Open Space Matrix has been developed to outline specific directions and works for individual parks and reserves in the City of Burnside. It is a working document that should be used by Burnside City Council and other stakeholders to guide future works and allocate available resources.

The Open Space Matrix represents Volume 3 of the Open Space Strategy and links to the strategic directions and findings in Volume 1 and Volume 2 as shown below.

The Open Space Matrix includes two components as follows:

This listing provides an overriding direction on how each park and reserve in the City of Burnside should be developed.

Open Space Works Matrix

This listing outlines specific suggested works identified through the Open Space Strategy site audits and consultations.

1.2 Using the Open Space Matrix

The Open Space Matrix has been developed to be an adaptive tool that will guide recommended works within parks and reserves in the City of Burnside.

The Strategic Directions for Parks and Reserves listing should be used as an overriding guide when reviewing or upgrading a particular park or reserve. It identifies the recommended character and hierarchy of each park and reserve and provides a broad direction for future development. The listing should be used to consider whether proposed works are consistent with the directions and hierarchy.

The Open Space Works Matrix should be used to identify works for individual parks and reserves and determine priorities in Council’s annual works program. The Works Matrix includes a listing of suggested works and a suggested priority to guide implementation.

The Open Space Matrix Action Plan has been developed to be an adaptive tool that will guide recommended works within reserves throughout the City of Burnside. These works are aligned to the objectives of the Open Space Strategy and draws reference from the Site Audits undertaken during the project.

The Open Space Matrix can be electronically formatted to provide various reports in respect to the reserves, location, precincts, priorities and type. By using the ‘sort’ function in Microsoft Excel, as illustrated below, the document can be reorganised to respond to specific review requirements of the Matrix.

The Matrix is designed to be a dynamic document that is continually reviewed and updated by Council Staff. The Matrix will assist with the programming and budget development of reserves for the next 5-10 years and will form part of the next open space review.

2.1 Approach to the Strategic Directions

An overriding strategic direction is provided for each park and reserve to guide the approach to future development. The strategic direction highlights the main focus of development and summarises the recommended works and projects.

The main works priority is also listed for each park and reserve to assist Council and other stakeholders to allocate available resources to the higher priorities.

The Open Space Matrix describes various aspects of each of the 113 reserve that were survey as part of the project. Information is given on its location, required works and is clearly aligned to the Action Plan. Aspects such as:

• Hierarchy: Describing the regional, district, neighbourhood and local designations for open space and how this relates to function, use and the potential catchment of users.

• Reserves and Suburbs: Provides the geographical location and address for reserves.

• Open Space Type: Describes the dominant use.

• Suggest Actions and Works: Specific actions required in each reserve.

• Work Type: Describes the specific works applicable to each action consisting of Land (landscape), Path (footpath), Seat (seating), Fencing (fencing and boundaries), Heritage (history or culture), Cars (vehicular issues), Link (strategic connection), Play (playgrounds), Water (stormwater and management), Amen (amenity provision), Design (design and planning), Weed (weed management), Fields (pitches), Youth, Lookouts and Build (facilities)

• Works Priority: Describes high, medium, low and ongoing priorities that relate to the specific time period, or the need to maintain current levels of operation.

• Timeframe: The anticipated programme for the works relation to Council operations.
