PRESIDENT’S REPORT
The last month we had the parking at the Ballarat Swap meet. On Friday Noel and Wayne, along with
members of the Rotary Club did the parking. On Saturday morning Noel and his team parked the cars
most of the day so a big thanks to all that helped.
March 2nd, we had a come and try in the morning with a bloody big turnout. Thanks to Darren
Watkins and the team. Darren did a great job of advertising the morning come and try with some 20 -
25 people participating with young and old drivers coming to give it a go. The training part of the day
was in the arvo with Keith showing people around with a walk around the track to point out where
they should be going around corners and such. Plenty of instructors to help him out. So to the people
who came out for the day I hope you got a lot out of the arvo so we will see your lap time come
down.
The trophy night saw a few old members out there with a lot of trophies being handed out, which saw
Damian Faulkner win the CDC, so well done Damian. The winner of the tool box donation by CARS
for the motorkhana series was our junior Jordan McDonald. Once again, the autocross was postponed
because of total fire ban so for the people who ran in the come and try and the training day did not get
to put all that they had learnt into practice. So we have rescheduled the date and that will be posted in
the Calendar.
The Grand Prix was an unbelievable four days of motor racing including everything from formula 4,
F1, jets, globemasters, supercars, Ferrari challenge, Porsha Carrera Cups and Historics. Going down
as a family was heaps of fun and some highlights include Ambrose jumping on track during the F1
opening race and retrieving the nose of Robert Kubica’s Williams. Paige was at turn 7, Brittney was
on turn 16 where Carlos Sainz Jr’s car caught on fire, Ambrose, Oakley and myself were on 2.5 driv-
ers right. A great win by Valtteri Bottas from AMG Petronas Motorsport.
This weekend is the Hillclimb so it has been a busy time getting it together. My thanks to all that are
helping but I have to thank Wayne Drew for all the paper work that has had to happen because of
things like fire plans etc.. We have never had to do this before. Thanks also goes to Wayne Holness
for ringing me to ask when I was packing the caravan and trailer and all that have helped up until
now.
Check the club calendar for up and coming events April 7th an autocross so let’s hope we don’t have a
total fire band.
This month’s meeting will have the meeting first and then a guest speaker in one John Joint. John
joined the club in the sixties. Went to Vietnam for a tour of duty, raced cars when he got back in a
Triumph Dolomite and a lot of others. His brother was also a member over time with Andrew wining
the CDC. So come out and see John with a lot of good stories.

It’s been another big month for the car club, sure we lost out on another
Autocross, but fires burn as they do and we’re lucky that Ballarat doesn’t burst
into flames as often as every other part of the state seems to!
There has been a fairly hectic schedule for those of us with our noses to the grind-
stone, car club events galore, a memorable drive along the Great Ocean road
where we ended up chasing Ken Rowland’s XE Falcon though the hills,
the Swapmeet parking, where the nature of man shows itself in the worst ways
possible and the Training/Come and Try day where we gave the general public a
taste of Motorkhanas and Autocrosses in the dust.
So the Hillclimb should be over when you get this and while I can’t predict the
future, I can tell you that the team heading down are going to give their all, as
usual and we’ll do our best to keep the wheels turning.
But, as nice as it is to have a dedicated team of people, it certainly doesn’t solve
all our little issues, and some minor things are going to be changing around the
club in the future.
So see you around the club sometime and don’t be afraid to lend a hand, more are
always welcome.

The weather missed the note about Summer finishing
and proved to be quite warm on the Saturday when
the Come and Try day was held, of course high winds
would see Sunday’s Autocross get cancelled whilst
high winds caused massive bushfires across Victorian
again.
The Saturday however was only hot, not windy and
so we gathered the club cars and the drivers and went
out onto the bomber strip.
Most took to the three motorkhana tests with ease, several showing great promise the moment they started,
others took a little bit extra to warm up and getting used to the concept of it all, but all the cars survived and
everyone seemed to be having fun. The autocross was a bit wilder, as many drivers found their limits and
easily went over them, but as before, the drivers soon settled into the groove and got used to lapping the
autocross track, with each driver having four laps of the track.
The training day followed, with many of our club drivers staying on
to learn new ways of going around the track.
Thanks to Melissa and Bernie for running the Dusty Diner, Darren
Watkins for organising the day and Ben McKee, Reg Johnson,
Andrew Bayley, Ian Brain, Keith McElroy, Wayne Holness and
Michele Bayley for helping out with the day.

VICTORIA CROSS RALLY April 13 2019.
CLASSIC RALLY CARS HIT THE ROAD TO REVIVE A RALLY 40 YEARS ON The evening of 13th April will see the next running of the Victoria Cross Rally by the Historic Rally Association. A Special Stage Rally to be conducted over public and private roads within Mount Disappointment, the traditional home of the Victoria Cross Rally. The event was popular in the early 1980’s when today’s classic rally cars were nearly new and this event is the sec-ond ‘modern’ running of this much loved rally, in an area that rarely sees a rally car these days. The Event will run in two (2) Divisions with a service break between. Each Division will consist of 45km Compet-itive and 35km Transport. The event will start and finish in Broadford and all competitive stages will be in the Mt Disappointment State Forest.
For the competition minded, it is FULLY ROUTE CHARTED over 10 STAGES totalling 90 km COMPETITIVE
The Event additionally offers two separate introductory rallies:
The Standard Car Challenge Rally, for vehicles that meeting the Resto Country Spares Standard Car Chal-lenge rules. It will be the same length as the special stage Victoria Cross Rally.
The Rookies Ramble 2, a shorter introductory event for Novice and Rookie competitors only. It will be 45km of Competitive sections with 59km Transport sections.
The rally is open to historic rally cars, production rally cars, classic rally cars, club rally cars, standard rally cars (as registered with the HRA Resto Country Spares Standard Car Challenge), R25 rally cars and any other rally car deemed by the Clerk of Course to be in the spirit of historic rallying. Entry is restricted to cars over 25 years old and excludes 4WD turbo cars. As a closed to club event, Frontal head restraints are recommended but not compulsory. You will be disappointed if you miss this event in an area not often used now for special stage rallies! Competitors should note that Supplementary Regulations will be available on the HRA website from March 18. Go to: www.hra.org.au

About the Historic Rally Association
The Historic Rally Association (HRA) was formed in 1992 by a group of rally enthusiasts who were inspired by the
emergence of historic rallying in Europe and who recognised the growing interest in running typically Australian forest
stage rallies in cars which were popular during the 1960’s to 1980’s.
The aim of the HRA is to re-create the classic age of rallying, the 1960’s, 70’s and 80’s and in particular to attract en-
tries from the wide range of cars which competed in the era. Although over 25 years old, these cars are fun, often quite
fast and importantly can be cheap to run. Spectators love the noise and action of Historic Rally Cars.
The HRA runs a range of competition events each year including gravel rallies and bitumen navigation events. Naviga-
tion in these can range from simple to demanding, but assistance is always available for novice rallyists. Events often
end with a barbeque or a social event. The club regularly runs navigation training days and nights to assist those wishing
to improve their skills in this area.
The HRA has been instrumental in resurrecting a number of iconic events, the most notable being the Alpine Rally now
conducted every second year in the forests of East Gippsland. It has grown to be Australia’s biggest rally for classic ral-
ly cars and boasts over 100 entries.
Tarmac events are often run over 2 days with a social night between. As well as the navigation to ‘out of the way’ plac-
es on the open road, there are often driving tests included like Autocross, Khanacross, closed road sections and maybe
even an old fashioned motorkhana.
About the Resto Country Spares Standard Car challenge
Recently the HRA successfully introduced the Standard Car Challenge (supported by Resto Country Spares), as a low
budget way of bringing new competitors to the sport and to attract back those who had left the sport.
It gets back to the original days of the sport where a crew in a standard car with a few modest modifications could enjoy
a rally and be competitive with other similar cars. Vehicle modifications are restricted to keep costs low and the compe-
tition close.

Young BLCC member Josh Gay shines in his first Victorian State race series round at Sandown raceway
Racing has been in Josh's blood from an early age, when he was
4 yrs old, starting racing a 4 wheeler quad bike at the Creswick
& District Motor bike club. From there Josh moved on to
Motocross, then go karts with much success and over the past 3
years circuit racing sprints at Winton Motor Raceway where he
was the Juniors Championship in 2016 with a scholarship to
Winton.
This year Josh has taken the large step to compete at State level
in circuit racing in his Australian Pulsar Racing Association
(APRA) Nissan Pulsar. This class is part of the Victorian 2 Litre
Sports sedan series, where all cars are the same, with SR20 engines, locked diffs, controlled coil over suspen-
sion, tyres & brakes, as well as minimum weight of 1100kg with driver. Controlled class racing is more about
car set up & driver and is a cost effective way to race and compete on a budget at state level.
Round 1 of the state series was held on the weekend at Sandown with a full grid of sport sedans of 32 cars in
what was a very hot couple of days, had both on drivers/crew and the cars.
Josh has limited experience at Sandown, but really enjoyed the track & getting up to speeds in excess of
190km/h racing door handle to door handle. Josh finished 3rd in qualifying with a 1.34.1 and after the first 10
lap race finished a very creditable 2nd position & fastest lap to start his racing year.
Race 2 & 3 were held on Sunday in soring heat in the high
30s, with race 2 Josh getting a great start to lead the class
early, due to traffic and a faster sports sedan having issues
jumbled the APRA car2 at the finish with Josh coming
home in 4th. With the top 4 separated by 1.2 seconds on the
line. The highlight was a exciting move by Josh passing an-
other APRA pulsar going over the top at the end of the back
straight with a clean outside move into 2nd place !
Race 3 was a highlight for Josh starting in 4th place then having a great dice with several of the APRA cars,
making two great passes to finish 2nd with fastest lap time. Josh's fastest lap time improved to a 1.32.9 & he
finished the round equal 2nd in points & now 2nd in the championship leading into round 2 at Phillip Island
on the 4th & 5th May.
This would not of been possible with the support of sev-
eral Ballarat businesses in Auto Projects performance &
restoration, Craig Signs & Doherty & Clark, which is
much appreciated.

2 Litre sports sedan racing has started for 2019, with BLCC
member Richard Gay travelling to Mallala South Australia
for round 1 of the Sth Australian State race series. As son
Josh is racing the Victorian State series, Richard took the
Toyota 86 2ltss over to SA and to try his hand at a new track.
Qualifying went well in the combined sports cars / Improved
Production / 2 Litre Sports sedan session, with the Turbo 86
2nd in 2ltss but due to a timing issue, started out of 13th.
Race 1 - after a great start and passing 4 cars within 3 laps
and up to 9th outright and 2nd 2ltss, a new Porsche GT3 hit
the wall hard coming out of turn 2, which brought out the pace car & the race finishing behind the pace car.
Richard's fastest lap was a 1.19.98 and broke the long standing lap record for his class.
Race 2 & 3 again had some great dicing with several passes made and entertaining watching through the
whole field, with Richard holding down top 10 outright and 2nd in 2 Litre sports sedan and in race 3 breaking
the lap record again to a 1.19.69.
"It was great to try a new track and race in SA, with the highlight the very fast 200km/h kink on the back
straight, the 86 performed well, taking away a lap record & thanks to my awesome pit crew Sam Mennen,
great weekend away racing"
After round 1 the 86 is running 2nd in 2 litre sports sedans and leads class D. With round 2 at Tailem Bend in
June.

NEW CPS APPLICATIONS
Once becoming a member of the BLCC and after a period of 3 months a member can apply to place a vehicle
or motorbike into the CPS
There are forms for the Club and Vic Roads to be completed as well as a series of 7 photos of the
relevant vehicle. A current RWC is also required.
A check list of documents required is available at the Club
Bring all documents to the Friday meeting and submit to our Permit Officer, Rick Pope.

After obtaining Club approval all documents are taken to Vic Roads by the applicant for processing.
You can apply for a 45 or 90 day permit.
A fee of $5 is payable to BLCC on application.
RENEWALS
As of May 23 2017 all CPS renewals will be carried out at the Friday night general meetings.
The procedure is as follows.
On arrival to the meeting, members will be able to place the Vic Roads renewal form on a marked table just
inside the door (accompanied by the $5 fee), to be signed by one of our signatories
(Rick Pope; Barney Haddon; Chris Hall).
At the completion of the meeting members will be able to pick up the signed form on departure.
Members will be notified if an inspection of the vehicle is required prior to signing.
If unsure that an inspection is required, call the Permit Officer prior to the meeting.
